This paper introduces the results of analysis of questionnaries for developing the effective responding method against social disasters by using ICT technologies. Over 200 peoples including 146 citizens and 55 officials and fireman responded on the questionnaries. In analytical results, approximately 87% citizens answered that the current disaster responding system has some problems, and also over 82% citizens is expecting that ICT is available to reduce the social disaster. For the question of necessity and efficiency of ICT implementation, many officials answered that the information of GIS and facilities would be mostly useful information to respond the social disaster.

첨단과학의 발달과 정보화 시대는 전쟁수행 패러다임을 근본적으로 변화시키고 있다. 이러한 전장 환경의 변화와 더불어 군 내부에서도 정보기술의 급격한 변화를 적극적으로 수용하고 21세기 국방을 건설하기 위한 국방 정보화 목표를 앞당기기 위해 수많은 정보기술체계를 도입하고 적용하고 있다. 이러한 수많은 체계들의 유입 속에서 각 체계간의 상관관계를 규명하여 효과적으로 사용하는 것은 중요한 문제로 대두되고 있으며, 이러한 문제의 해결방법으로 최근에 대두되고 있는 방법론이 사회연결망 분석(SNA : Social Network Analysis)이다. 사회연결만 분석은 무수히 많은 정보의 홍수 속에서 그들의 관계를 파악하고, 임무수행에 필요한 중요 노드를 식별하여 불필요한 자원을 낭비 하지 않은 중요한 요소를 분석 할 수 있는 유용한 방법론으로 사회, 문화 전반에 걸쳐 활발히 연구되고 있다. 본 논문에서는 이러한 사회연결망분석을 통해 지휘통제체계와 연계된 노드간의 관계를 규명하고, 관계망속에 속한 정보의 획득 및 흐름을 파악하여 이를 시각화하고자 한다. 이를 통해 현재 운용중인 지휘통제체계 구조에 대해 이해하기 쉽고, 용이하게 파악 할 수 있으며, 이를 기반으로 지휘구조의 조직과 조직적인 행동과 현상을 도출하고, 향후 군 네트워크 파워를 측정 할 수 있다.

현재 이동통신과 데이터서비스 수요의 급증과 정보통신기술의 발전으로 인한 정보격차 문제는 심화되고 있다. 고도 정보화 사회에서는 정보가 삶의 수준이나 질을 결정하는 중요요인이지만 정보격차의 문제를 시장 기능으로만 해결하기에 어려워 사회적 제도와 같은 체계적인 정책수립을 통한 해결이 필요하기에 기존의 보편적 서비스제도의 범위를 유선 음성 전화 이상으로 확대해야 할 필요성이 있다. 본 논문에서는 기존 보편적 서비스제도의 범위를 이동통신 서비스까지로 확대하여 정보격차 해소, 사회복지, 균형적인 사회발전 등의 보편적 서비스제도의 의의를 맞춰가고 이에 보편적 서비스제도의 범위 확대가 법적으로 타당한가를 여러 상황을 고려하여 타당한 것인가를 살펴보았다.

As the access and the use of internet have been diffused in our daily life. internet addiction has been issued as a social pathological phenomenon. In this context, this study constructs a theoretical foundation on internet addiction based upon the understanding on internet and on addiction as a social phenomenon: examines the background of internet addiction in Korea: analyzes the cases of internet addiction as reported on newspapers; and explores the characteristics and the directions to cope with internet addiction. By so doing. this study aims at enhancing our understanding on internet addiction.

To bridge digital divide, the nation's information services should be focused their attentions on people with disabilities. According to this philosophy, the public library's services for people with disabilities should be main streamed into its regular services. Providing equitable access for people with disabilities to public library's resources, facilities, and services, the standard library services policy or guideline should be developed as soon as possible. A draft in this papers may be helpful to a policy maker for public library services for people with disabilities

기업과 소비자간 일대일 상호작용을 가능하게 하는 전자상거래의 기술적 발달을 통해 소비자에게 더 나은 웹 경험을 제공하기 위해 개인화 서비스를 제공하고 있다. 개인화 추천을 수행하기 위해서는 추천을 받을 사용자와 유사한 다른 사용자들의 선호도를 반영하는 협업 필터링 기법이 많이 활용되고 있으며, 많은 사이트들이 추천을 받은 사용자에게 유사한 사용자들을 보여주어 사회망 연결을 위한 기회를 제공하고 있다. 본 연구에서는 웹 기반 개인화 추천 시스템을 이용하여 사용자에게 효과적으로 제품을 추천하기 위해서, 사회적 실재감(Social Presence)이 추천시스템의 만족도에 미치는 영향에 관하여 연구하고자 한다. 또한, 사회적 실재감을 높이기 위한 방안으로 사회망(Social Network) 데이터의 제시를 통해 다양한 차원의 사회적 실재감과 추천시스템에 대한 만족도 및 신뢰간의 영향관계를 분석한다. 이를 위해 실험집단을 나누어 세 가지 차원의 사회적 실재감을 부여하고, 집단간의 추천 시스템에 대한 신뢰와 만족도간에 차이가 있는지를 분석하였다.

본 논문에서는 최근 국내의 재난 이슈로 부각된 지진 대응과 관련된 사회적 자본 손실에 대한 분석을 시도하고자 한다. 각종 재난 상황에서 경제적, 인적 피해에 대한 추정과 조사는 당연하게 이루어지는 반면, 사회자본 손실에 대한 논의는 부족한 것이 사실이다. 사회적 자본은 하나의 가치로 인식될 뿐 실생활에 직접적인 영향을 미치는 무형의 자본으로 인식되는 경우는 거의 없다. 그러나 현대사회에서 사회자본의 그 유용성과 역할은 작지 않다. 오늘날의 물적, 인적 자원은 그 양과 질적인 면에서 충분한 수준을 이루었으나, 사회가 발전하는 데에는 또 다른 자본의 영향이 있음을 인정하는 것이 현재의 흐름이다. 바로 이때 논의할 수 있는 것이 사회자본인 것이다. 현대에 발생하는 모든 재난에 대응하고 이를 관리하는 데에도 물적, 인적 자원 외에 사회적 자본이 필요하다. 물적, 인적 자원이 충분히 확보되고 동원되었는데도 불구하고 재난관리가 실패할 수 있는 이유에는 사회적 자본 붕괴가 논의될 수 있을 것이다. 이에 재난관리에 있어서 사회자본의 중요성을 인식함은 물론 이를 측정하고 분석하기 위한 다양한 노력들이 필요할 것이다.

21세기 지식정보화 사회를 당면하면서 정치, 경제, 문화 등의 환경이 다양한 형태로 급속히 변하고 있다. 다양한 형태의 정보를 적절한 기술을 이용하여 보다 효율적으로 수집하고 이를 신속하고 정확하게 분석하여 합리적인 의사결정을 하여야 하는데 사회변화의 속도가 급변함에 따라 당면한 문제들의 해결과 미래의 정보 수요에 부응하기 위한 핵심 기술로서 GIS는 정보화시대에서 무엇보다 정보시스템의 구축을 위한 계획 수립이 절실하게 되었다. 이러한 지리정보시스템에 동영상데이터의 연계기능을 더하여 영상을 기반으로 직접 사용자와 상호작용을 하며 데이터를 분석, 관리, 출력하는 동영상지리정보시스템(Video Geographic Information System: Video GIS)이 GIS 분야에 있어 새로운 연구 분야로 떠오르고 있다. 본 연구에서는 사회변화의 속도가 급변하는 도시기반시설물들을 효율적으로 개발, 관리하고 비행선촬영시스템을 통하여 취득된 동영상 자료를 객체추적 알고리즘에 의해 데이터의 양을 줄였다. 수치지도와 동영상데이터의 공간정보를 연계시켜 도시지역에 존재하는 각종 시설물을 관리할 수 있는 동영상 정보시스템을 Prototype으로 구축하여 그 가능성을 제시하였다.

As part of effort to develop the strategies of internationalization of social science academic journals in South Korea, this study attempts to verify the measurement invariance of journal selection criteria across the groups of library and information science researchers and social science researchers. The authors collected 146 survey responses from researchers who have published at least one paper in SSCI/Scopus-indexed social science journals between 2014 and 2016. As a result of the study, it was found that the configural and partial metric invariance of the journal selection criteria held across the two groups, implying that the model of journal selection criteria is appropriate to use in the field of social science as well as library and information science. Additionally, the authors investigated the perceptions of journal selection criteria indicators in the two groups, and it was shown that researchers in both groups considered peer review and indexing in major databases important. The findings of this study could be useful for publishers or academic societies to develop improvement strategies of their journals.
