This study explores the interactive pattern among social issue, academic research, and governmental policy on science and technology during the last 20 years. In particular, we try understand wether the science and technology policy research and governmental policy meets social needs appropriately. In order to do this, we have collected text data from news articles, papers, and governmental documents. Based on these data, social network analysis and cluster analysis has been carried out. According to the results, we have found that science and technology policy researches tend to focus on fragmented technological innovation meeting urgent practical needs at the initial stage. However, recently, the main characteristics of science and technology policy research shows co-evolutionary patterns responding to society. Furthermore, time lag also has been observed in the process of interaction among the three bodies. Based on these results, we put forward some suggestions for upcoming researches in science and technology policy. Firstly, analysis levels are needed to be shifted from micro level to mezo or macro level. Secondly, more research efforts are required to be focused on policy process in science technology and its public management. Finally, we have to enhance the sensitiveness to social issues through studies on agenda setting in science and technology policy.

This study examined the importance of social contribution through the existing research data on social contribution and the progress of social contribution activities of public institutions in Wonju Innovation City. The social contribution activities of nine organizations out of 14 public institutions were analyzed in detail and suggested the right direction of social contribution activities of public institutions based on this analysis. First, recent trends are being developed to cooperate with local communities through public interest activities rather than simple donations or sponsored forms of social contribution. Second, the synergy effect was maximized by systematically approaching local communities rather than a one-time, one-off social contribution. Third, it should contribute to the revitalization of the local economy in the mid- and long-term by creating a social economy in cooperation with local civil society rather than a one-sided social contribution.

Recently policy coordination and integration have emerged as core challenges as complexity and uncertainty of policy. Especially as innovation and environment policy is expanding and its position is being further elevated within policy hierarchy, policy integration has emerged as core governance challenges for nation states. OECD countries emphasized the need of coordination and integration of policy by introducing concepts such as 'Environmental Policy Integration', 'the Third generation innovation policy', 'integrated innovation policy'. This study analysed the background, concepts, objects, mechanisms, and major issues of integrated innovation policy and various attempts for integrate innovation policy by policy level and cycle. Developing integrated innovation policies has become increasingly important for the EU and OECD countries in recent years. OECD countries including Finland have developed broader policy agendas for balancing policy objectives and aims of other policy sectors and horizontal relationships with other policy sectors. Policy integration helps to reorient policies where related policies are in conflict and to ensure coherence across different policy areas. Policy integration emphasizes long-term policy adjustment and adaptation based on social agreement and common vision.

The Social Economy including social enterprise is solving various social problems of our society by innovative business Nevertheless, social economic companies have limited investment ingrowth due to insufficient capital. There are various attempts to solve the limit of capital investment by social finance. Social iImpact bonds that introduced performance-based compensation into financial system is recognized as a new means of procuring that capital lacks. 89 social impact bonds were issued in 19 countries around the world. )f the 22 social impact bonds reporting performance, 21 bonds report positive performance. The twelve bonds paid incentives to investors. It can be said that the government provides incentives to review the issuance of social impact bonds at the government level, which is difficult to expand the social welfare budget. This study confirmed the performance of the social impact bonds and confirmed the possibility of introducing it in korea. There is a limit to continuously increasing the government's social expenditure to meet demand. Therefore, in order to support the growth of social economy based on private investment, the issuing of social impact bonds should create a virtuous circle of social financial market.

The purpose of the this study is to analyze what business value orientations are more effective on the enhancement of productivity and performance indexes of IT companies. Especially we are interest in the moderate effect of business types such as IT manufacturing, IT services, and non-IT manufacturing companies. The empirical test results was somehow different from the theoretical researches. Customer orientation affects productivity directly and performance indexes indirectly. Whereas, technology innovation orientation didn't affects productivity and performance indexes directly, except IT services companies. Corporate social responsibility affects performance indexes directly, but not productivity. We could conclude that the type of business is an important moderator between business value orientations and enterprise performance factors.

블록체인 기술은 '새로운 산업을 만드는 구조'는 아니다. 오히려 과거 인터넷이 도입되면서 사회, 경제 모델 전반이 바뀐 것에 비하면 작은 변화에 가깝다고 할 수 있다. 하지만 블록체인은 높은 보안성과 투명성을 기반으로 기존 산업의 기대 효용을 높여 주고, 다양한 시도를 가능하게 만들어 줄 것이라는 점에서 매우 기대되는 분야이기도 하다. 블록체인은 인터넷 이후의 다른 기술과는 확연히 다르다는 주장을 유심히 살펴볼 필요가 있다. 왜냐하면 블록체인이 인터넷과 우리 사회구조를 어떻게 혁신 시킬 수 있는지, 인터넷 이후의 마케팅 세계가 어떻게 변해왔는지, 소비자는 또 어떻게 변해 왔는지 우리는 쉽게 알 수 있기 때문이다. 이처럼 현재 우리 사회는 "새로운 것을 만들기보다는 효율성과 사회의 신뢰성, 콘텐츠 가치의 투명성을 높여 주는 것이 블록체인의 기술이다"라고 정의할 수 있다. 그렇다면 블록체인 기술의 혁신이 미디어 산업 분야에도 접목되어 새로운 동력으로 작용 할 수 있을 것인가? 이같은 질문과 함께 본 고에서는 블록체인과 콘텐츠 산업, 블록체인과 미디어 서비스 구조, 새로운 서비스 사례 및 기존 스트리밍 서비스, 콘텐츠 제작 및 유통 분야 변화, 그리고 유료 콘텐츠 거래, 디지털 콘텐츠의 효율적인 저작권 관리 분야에서 그 역할과 비중이 어떻게 적용되어 효과가 나타나게 될 것인지에 대해 방송 현업 종사자의 시각에서 살펴보았다. 결국 이러한 신기술을 적극 활용하기 위해서는 블록체인 기술이 갖는 신뢰와 가치라는 근본적인 사항과 미디어업계 종사자들의 긍정적인 인식 변화와 함께 블록체인 미디어 비즈니스 생태계 조성을 위한 연구와 파일럿 적용 등 실험적 여정들이 뒤따라야 할 것이다.

This paper proposes a desirable regulatory measure for the rapidly growing shared economic platform. The development and innovation of digital technology is expected to create new services and new economic and industrial values, but it also raises concerns, challenges about social trust issues arising from conflicts of interest with existing industries. Although sharing economies also creates new forms of supply and demand and grows rapidly around the world with innovative trading methods, institutional limitations are still being exposed in the major cities in terms of conflicts with existing industrial values. In order to reduce the social costs associated with the regulatory process and reach the appropriate regulatory policy goal, this paper proposes a co-regulation approach considering the sharing economic characteristics.

Purpose: The purpose of the study was to identify factors affecting the innovative behavior of military hospital personnel. Methods: The study involved the analysis of 146 structured questionnaires received from military hospital personnel in D city and S city. Data were collected from January 10 to February 9, 2019. The SPSS/WIN 24.0 program was used for data analysis, which included the t-test, ANOVA, $Scheff{\acute{e}}$ test, Pearson's correlation coefficient, and multiple regression analysis. Results: The multiple regression analysis showed that factors affecting innovative behavior of military hospital staff were the natural reward strategies of self-leadership, behavior-focused strategies of self-leadership, and organization-based psychological ownership ($R^2=.30$). Conclusion: The results suggest that to promote innovative behavior in military hospital staff, it is necessary to implement strategies that inspire self-leadership and psychological ownership.

The purpose of this study is to analyze the characteristics of the innovation system of a theme park, and to suggest the development strategies of a theme park through looking at Everland in Yongin, Korea. Everland had relatively the strong networks with in-house, customers, and suppliers, while it had the weak networks with competitors and universities. The innovation information network is constructed among in-house innovation actors; while, the level of interactive learning is low. So the innovation barriers exist; namely, the insufficiency of information exchange, the lack of roles of intermediate organizations, and the gap of R&D and practices. The cooperation and trust should be accumulated to overcome the barriers of innovations. Therefore, Everland should strengthen the networks with in-house innovation actors, and diffuse the cooperation and trust outwards. To maximize the synergies, Everland should construct the networks of innovation actors in a region (Regional Innovation System). To construct Regional Innovation System, first, Everland should construct the close and horizontal cooperation relationship with related firms, and intensify the innovation capacity through learning by interacting. Second, Everland should diffuse the principle of win-win through cooperation and competition.

21세기를 흔히 지식정보화 사회라고 한다. 이는 20세기 산업사회가 자본과 노동력을 기반으로 발전된 것에 비해, 21세기에는 지식과 정보가 주요한 생산요소로 작용하고 있음을 의미한다. 따라서 전쟁의 주요도구들도 농경사회의 창과 칼, 산업사회의 탱크, 비행기, 총포등에서 이제는 정보지식과 기술이 사용되기 시작하였다. 또한, 정보지식 사회로 발전할수록 정보 인프라 의존도는 급격히 늘어나기 때문에 컴퓨터나 네트워크와 같은 정보통신 기반체계에 대한 공격은 국가 사회의 존립을 좌우할 수 있는 매우 중차대한 문제로 부상하고 있다. 본 기고문에서는 이러한 혁신적인 정보지식 사회의 전쟁 패러다임의 변화를 수용하기 위한 여러 가지 공격기술과 방어기술에 대한 최근의 경향과 함께 국내외 기술 개발 현황에 대해서 알아보고자 한다.
