APT 공격은 특정 기업 또는 기관의 핵심 정보통신 설비에 대한 중단 또는 핵심정보의 획득을 목적으로 공격자는 장기간 동안 공격대상에 대해 IT인프라, 업무환경, 임직원 정보 등 다양한 정보를 수집하고, 이를 바탕으로 제로데이공격 사회공학적 기법 등을 이용하여 공격대상이 보유한 취약점을 수집 악용해 공격을 실행하는 것을 말한다. APT 공격의 특징은 명확한 공격대상을 정하고 장기간 동안 다양한 정보를 수집하여 취약점을 악용할 수 있는 정교한 프로그램을 사용하여 매우 치밀하게 공격을 수행하는 것으로 현존하고 있는 보안솔루션이나 기술로는 탐지와 대응이 어려운 측면이 있다. 본 논문에서는 APT 공격의 정의와 국내외 사고사례에 대한 분석, 금융권에서의 APT 공격에 대응하기 위한 관리적 방안과 기술적 방안 그리고 이에 대한 보안솔루션에 대해 검토하여 금융권에 적절한 대응방안을 제시하고자 한다.

The emergence of smart phones has brought about a revolution in introducing a computer into the palm of a hand, and this revolution has lead to a smart society that offers comfort and joy in life; however, some side effects including a smart phone syndrome have been identified on a wider and more varied scale compared with any other IT devices of the past. This paper deduced side effect types and key issues according to type focusing on risk factors in accordance with the purpose of the use of smart phones, and diagnosed social effects based on them. In addition, based on the diagnosed results, the study proposed solutions to minimize side effects in order to produce social understanding and sympathy concerning the desirable utilization of smart phones. The proposed solutions should be able to cope with visible and potential side effects systematically by helping people to utilize smart phones, which are a platform of creativity, cooperation, communications, and entertainments, in a desirable way.

Recently, the social debate about the fourth industrial revolution has been actively developed, and it is predicted that the 4th Industrial Revolution will have a great influence on our society, cities, residential and industrial spaces. Especially, it is anticipated that the technological development of the 4th Industrial Revolution will cause a wide range of changes in residential style and culture. Therefore, it is necessary to grasp the direction of future change in advance and proactively respond to future tasks and strategies need. The purpose of this study is to predict the direction and characteristics of the mid - to long - term changes in future housing that will be brought about by the 4th Industrial Revolution and to define future social, spatial and technological impacts and issues and to find policy measures for them. STEEP (V) as a methodology for forecasting future has been used. It is a process of deriving technical and social issues by using Big Data. It collects various keywords and draws out key issues and summarizes social change patterns related to each core issue. The proposed strategy for future housing prediction and countermeasures can be used as a basic data for future directions of housing policy and suggests a process for deriving reasonable and reasonable results from multiple data sets rather than accurate prediction.

코로나19의 확산으로 야기된 경기침체를 극복하기 위해 세계 각국이 적극적인 확장 재정정책을 도입하고 있다. 1930년대 대공황 시기와 비교되며 '뉴딜식' 정책이 제안되기도 하는데, 그중 하나가 이른바 '그린뉴딜'이다. 그린뉴딜은 경기부양을 목적으로 환경 분야 지출을 확대하는 것으로서, 재정정책과 환경정책 두 가지 측면의 효과를 모두 '주목적'으로 하는 정책 수단이다. 우리 정부도 경기를 부양하고 포스트 코로나19 시대에 대응하기 위해 그린뉴딜을 한 축으로 하는 '한국판 뉴딜' 정책 추진 방안을 발표하였다. 최근 녹색전환과 기후변화 대응의 필요성에 대한 사회적 관심이 높아지면서 그린뉴딜 추진 방안과 관련하여 다각도로 구체적인 논의가 이루어지고 있다. 이 글은 환경 분야 사업을 그린뉴딜 방식으로 추진할 때 기대되는 재정 정책 및 환경정책 측면에서의 효과를 고찰하는 한편 향후 국내 코로나19로 야기되는 경기침체에 대응하기 위한 목적으로 그린뉴딜을 추진할 때 염두에 두어야 할 정책적 고려사항을 제안한다.

최근 현실 공간에서의 물리적 공격(Hard Attack)이 가상공간을 통한 사회 공학적 공격 및 정보기반통신망 공격(Soft Attack)으로 변화하고 있다. 이에 따라 군사(방위산업) 및 국가 주요정책정보에 대해 정보통신망을 통한 각종 정보의 해킹등 전자정부 사회간접시설 및 공공서비스의 기능에 대한 침해가 빈발하고 있다. 사이버공간에서의 국가안전보장을 위한 활동은 사후방어보다는 사전예방이 중요하며, 이를 위해서는 사이버공격 징후의 포착과 종국적인 책임기관에 의한 통합적 대비가 필요하다. 이러한 업무를 효율적으로 수행하기 위해서는 대통령실을 정점으로 국가안전보장을 종국적으로 책임지는 기관이 국가 사이버위기의 예방 및 방어 전략을 체계적 통합적 관리할 수 있도록 입법적 대응방안을 마련하는 것이 매우 시급한 과제이다.

Climate change, rapid urbanization, and population concentration have led to a higher frequency and magnitude of disasters in the world. Recently, the occurrence of large-scale complex disasters, which are caused by a combination of natural disasters, man-made disasters, and social disasters, is increasing. In Korea, there are many case studies of damage prediction and response technology development for individual natural disasters, such as earthquakes, floods, and typhoons. On the other hand, the system basis for the efficient response and management of large-scale complex disasters is insufficient. Therefore, this study examined the representative cases of natural, social disasters, and related cases of domestic disaster response management systems. In addition, this paper proposes ways to improve the legal system for complex disaster management policies and establish a cooperation system between the ministries for an efficient response.

모든 도시가 발전하고 번창하기 위해서는 핵심기반시설의 재난 및 안전이 선제적으로 확보되어야 한다. 본 논문에서는 환경핵심기반시설을 중심으로 지역사회가 지속 가능한 녹색도시로 거듭나기 위해 재난준비태세 증진에 실제 활용 가능한 위험지도를 드론에 장착한 LiDAR 센서를 통해 수집한 고도 데이터를 바탕으로 제작하였다. 나아가 지진과 같은 재난 발생 시 시설에서부터 확산하는 관리 오염물의 경로 및 범위를 시범 모의하여, 기능 연속성 계획 및 재난대응 가이드와 연계를 하는 방안을 제시함으로 지자체 중심의 통합적 지역사회의 노력이 발현될 수 있도록 기초적 연구를 진행하고, 전략적 활성화 방안을 제시하였다. 본 연구는 끊임없는 성장과 거듭되는 개발로 인해 변화하는 도시의 형상에 따라 리스크를 최신화하여 대응력을 높이고, 이해관계자들에게 시각화된 재난 범위 모의를 제시함으로써 지역사회와 지자체 역량에 따른 협력적 재난대응태세에 필요한 프레임워크 도출 및 계획수립을 가능하게 한다는 점에서 큰 의의를 지닌다. 또한, 각 영역별 전문가들의 자문을 통하여 본 논문에서 제시된 확산 모의의 방법론이 타당함을 확인하였다. 무엇보다 모호한 "가능한 신속한 자원관리"와 같은 추상적인 대응계획이 아닌, 객관적인 재난자원관리계획을 수립할 수 있게 함으로써 추후 국가적 재난 및 안전역량을 계량화시킬 수 있을 것으로 사료된다.

안전한 생화환경에 대한 국민수요 급증 및 사회변화에 따른 장기적 관점의 재난관리체계가 필요하고 우리나라의 경제성장이 거듭됨에 따라 고도화된 기술문명 사회로 급속히 발전한 결과 과거와는 달리 지하철 사고, 가스폭발사고, 화학물질 분출사고 등 사회재난의 유형이 다양화되고 있을 뿐만 아니라 그 피해의 양상이 복잡화 되고 있어 이에 대한 전략적인 대응이 필요하다. 따라서 본 연구에서는 사회재난 사고유형 및 대응사례 분석을 통한 재난대응 시나리오를 개발하고, 관련 법제도 검토를 통해 법개정 방안을 수립하여 시범사업 기반 구축의 방향을 제시하고자 한다.

This study has aware of the seriousness of public official. and come up with an effective counterplan about public official. This research is a study on previous research on government and officer crime. And understanding is the status about public official. It proposed ways to solve the problem Drunk driving is illegal to drive a vehicle while drunk act. Drunk driving is likely the potential to cause a traffic accident. As a result, drinking and driving is decreasing since the mid-2000s. The cause of the change is to strengthen social awareness, regulations for drunk driving. and public official was decreased. However, it did not disappear. Cause of drunk driving is wrong, such as dinners and cultural distrust of the deputy driving, drinking after misjudgment on his physical condition. public official is a bigger influence. It is a social problem. Personally great damage to organization. Therefore, this study is an analysis of international practices and domestic best practices. Officials drunk driving drunk driving prevention measures are proposed to strengthen preventive measure, it is proposed the organization of internal control measures, union officials supporting the improvement of company dinner.
