Job Creation in the Social Service Sector : A Critical Review of the Current Problems and the New Administration's Policies (사회서비스 10년 경험을 통해 본 사회서비스 일자리 정책의 과제)

  • Since 2006, the Korean government has introduced a series of policies to create social service related jobs. Facing the new social risk of Jobless Growth, the newly launched Moon Jae-In administration had no choice but to include job creation in the social service sector as one of the 100 National Tasks for the next five years. The primary purpose of this study is to provide based on the last 10 years' experience a critical analysis of the new government's social service job creation policies. It has been proven that containing budget growth and creating jobs are not compatible goals. The government's control over social service prices has been persistent for the last 10 years serving the purpose of containing social service budget. The author argues that low quality jobs and depressed social service market are the results of such policy. The current problems created by the past policies and a number of new problems that the new government's plan to establish so-called Social Service Corporation might create are discussed, and a set of policy tasks including a social insurance for social services are suggested as alternative solutions for the old and new problems.

  • The purpose of this study is to review recent trends and major emerging problems and explore alternatives of Korean social welfare service policies. The concerns on social welfare service are triggered by the issues of rapid getting lower birth rate and severe growing rate of old people. These concerns resulted in the expansions of social welfare services. But Korean social welfare service systems are not prepared for these expansions. Presenting problems are disconnection between state and local governments, not securing minimum standards on accessibility and service provision, excessive concerns on making caring jobs and lacking in securing of safety and rights of vulnerable service users. As alternatives, this study proposes the integration of market approaches which can facilitate service user's choice and anti-market schemes which could act against the negative effects of market approaches.

Does Social Enterprise Provide a Decent Work to Women? (사회적기업은 괜찮은 여성일자리인가?)

  • Social enterprises can be identified roughly as social purpose-oriented business ventures. They often fill the gaps left by governmental and commercial ventures in providing for certain vulnerable sectors of society. Though social enterprises often adopt market mechanisms in their organizational structures, their emphasis on particular social outcomes means that they intentionally pursue double/triple-bottom lines, thus distinguishing them from many traditional for-profit businesses. Among the Korean laborers, women have been hardest hit by the global economic crisis. As the movements have substantially been taken to strengthen women's economic activities in the recent years, many policies are formulated with these trends, connecting women's employment with social enterprises. This study focused on analyzing social enterprises to be friendly and to provide decent work to women. Data were collected from 491 social enterprises and 830 workers. The main results are as follows. First, the women's employment in social enterprises has accounted for a relatively high rate and the women's wage also is similar to men's one. Second, as for work conditions and types, most women have preferred irregular and non-managerial work. Thus, social enterprises have showed a positive response for the women's job opportunities, while social enterprises have had a negative one for enhancing the women's status at the labor market. In conclusion, social enterprises should institutionalize how to provide more stable working condition to women and to improve their's capacity.

  • 한국의 경제가 저출산, 고령화사회의 진전으로 미래에 대한 불확실성 상태에 빠져들고 있다. 그러나 이러한 위기는 새로운 비즈니스 모델의 창출을 필요로 하는 기회가 될 수 있다. 따라서 미래성장엔진으로서 지향을 위한 새로운 사회 서비스 시장의 비즈니스 모델을 준비할 필요성이 있다. 사회서비스 비즈니스 모델은 참여인력 확보와 교육을 통한 양성, 보급을 바탕으로 하는데, 사회에 활성화 되어 있는 인터넷정보기술에 대한 응용방안과 효과를 본 연구를 통해 규명하고자 한다. 본 연구는 국내외 사회서비스 정책을 비교분석하고 연구의 필요성을 효율적으로 이끌어 내기 위해 다음의 연구문제를 설정하였다. 1. 국내 사회서비스 정책은 외국 사회서비스 정책과 비교할 때 어떤 차이가 있는가? 2. 사회 서비스 사업모델과 접목할 수 있는 적합한 정보기술과 접목방안은 어떤 것이 있는가? 3. 정보기술을 접목한 사회 서비스 사업모델의 효과 및 개선방안은 어떠한가? 연구를 통하여 얻은 결과를 가지고 사회 서비스 포털 구성안과 비즈니스 연결 방안을 제시함으로서 정부의 사회 서비스 민영화 방안과 민수사업 활성화, 일자리 확대 목표의 초석이 되는 연구가 되고자 한다.

A Convergence Study on the Senior Employment Policy and Senior Job Awareness (노인 일자리 정책과 노인 일자리 인식에 관한 융합 연구)

  • The purpose of this study was conducted with suggesting a clue to improve the perception of jobs for the elderly, and the final study subject was 110 people. As a research methods were student t-test, ⲭ2-test, one-way ANOVA(Scheffe). The result of the study are as follows. The perception and economic status of the young elderly(65-74 years old) were significantly higher. The perception of public jobs was significantly higher when married, religious, and monthly income was more than 4 million won. The perception of social service-type jobs was significantly higher when married and when there was a religion. The perception of private jobs was high when the monthly income was more than 4 million won (p<0.05). The preference for "parking order service" in the public sector, "support for elderly facilities" in the social service sector, and "fast food restaurant employees, kitchen, restaurant assistants, and food delivery service workers" in the private sector was the highest. In conclusion, there is a need for an education program to improve the perception of jobs for the elderly in order to raise the awareness of job policies for the elderly, which decrease with age. It is expected to be used as basic data for job creation and job creation that can be done according to the age of the elderly.

Application of Fischer's Policy Evaluation Methodology to Employment and Jobs Policy for people with disabilities : Contextual Feasibility Evaluation (장애인 고용·일자리 정책에 대한 Fisher의 정책평가방법론 적용: 상황적 타당성 평가)

  • The aim of this study is to evaluate Korea's employment policy for people with disabilities by utilizing situational feasibility evaluation of Fisher's multi-dimensional policy evaluation methods (1995, 2003). A number of related studies conducted so far have been focused only on quantitative research methods. In other words, balanced and comprehensive evaluation studies were insufficient. Therefore, this study attempted a balanced policy evaluation through a qualitative or phenomenological approach that complements the limitations of the existing empirical methodology. In this study, the sub-topics for evaluation were divided into employment delivery system, employment program, and institutional employment environment for people with disabilities. Improvement measures and policy implications for each topic were presented. In order to improve employment services and jobs for people with disabiliyies, it was suggested that there is a need to strengthen linkages and cooperation between institutions, eliminate blind spots in employment services, improve quality, expand customized employment services, strengthen programs, improve policy and institutional environments, and strengthen individual psychological and emotional support.

Employment Support for the Low-income Elderly in the OECD Countries: Implications for Senior Employment Policy (OECD 국가의 저소득 고령자 고용지원정책 : 노인일자리사업에 주는 함의)

  • The Korean government has implemented the senior employment policy as a direct job creation policy since 2004. A realistic discussion of policy alternatives and orientation for this has been given little attention even though senior employment policy has been carried out for the last 10 years and it will be expanded next year. This study tries to examine active labor market policy especially focusing on direct job creation programs and policies for the disadvantaged low-income elderly in OECD countries, and then it suggests some developmental alternatives for senior employment policy based on the study's results. The main results from this analysis are summarized in two points. Firstly, except pension policies, employment policy for older workers in the OECD countries is highly proportional to the tackling of objective factors reducing the demand for older workers (wage subsidies, reduced social security contribution rate etc). And the strategies of improving employability have not been relatively important and direct job creation policy has been marginal. Secondly, employment support policies for the low-income elderly can be divided into three types: support for the low-income elderly, alleviating early retirement and support for full employment according to the criteria which are determined by policy objectives and the social economic index. Korea's employment support policies belong to the type of direct job creation among them. This seems to be due to the fact that the rate of elderly poverty is extremely high and an income security system has not been developed in Korea. However, the policy objective is still uncertain. Therefore, this policy needs to set up clear objectives and establish a proper system for the achievement of its goals. If we focus on the strength of its employment characteristics, we need to modify the policy's plan in the perspective of labor market policy. But if we intend to keep both of the current objectives, it is better for this policy to be divided into two parts: social participation and income supplements. Or it also may be a solution to transform the system into an employment service, a training system which supports participants to move into unsubsidized jobs such as SCSEP in the U. S.

A Study on the Archival Information Services of Economic Policy Using Text Mining Methods: Focusing on Economic Policy Directions (텍스트 마이닝을 활용한 경제정책기록서비스 연구: 경제정책방향을 중심으로)

  • The archival content listed arbitrarily makes it difficult for users to efficiently access the records of major economic policies, especially given that they use it without understanding the required period and context. Using the text mining techniques in the 30-year economic policy direction from 1991 to 2021, this paper derives economic-related keywords and changes that the government mainly dealt with. It collects and preprocesses major economic policies' background, main content, and body text and conducts text frequency, term frequency-inverse document frequency (TF-IDF), network, and time series analyses. Based on these analyses, the following words are recorded in order of frequency: "job(일자리)," "competitive(경쟁력)," and "restructuring(구조조정)." In addition, the relative ratio of "job (일자리)," "real estate(부동산)," and "corporation(기업)," by year was analyzed in terms of chronological order while presenting major keywords mentioned by each government. Based on the results, this study presents implications for developing and broadening the area of archival information services related to economic policies.

  • 우리사회는 당면한 사회적인 문제가 많다. 수명연장 저출산에 의한 사회고령화가 가속되고 있지만 사회적 부담 해소를 위한 노년 일자리 창출이 요원한 실정이다. 700 만 명이 넘는 1차 베이비 붐 세대가 2012년을 시점으로 본격 은퇴가 예상되고 있는 반면 이들을 수용할 일자리가 절실할 때에 고용상황의 악화로 오히려 조기퇴직이 가속화되고 있다. 또한 농촌인구의 감소 및 노령화로 농촌의 황폐화가 심각한 실정이다. 본 논문에서는 영농분야에서 중장년층에게 안정적인 고용효과를 제공하면서 에너지절감이 가능한 IT 기반의 스마트영농 기술 및 특성을 소개하고 고용창출, 농촌활성화 및 녹색산업의 성장으로 연계하기 위한 전략과 정부의 정책을 제안하고 관련된 이슈에 대해서 기술하고자 한다.
