The Effects on Social Welfare of Asymmetric Regulation in Mobile Telecommunications Termination Access Charge (이동망 착신접속료 차등의 사회후생효과 분석)

  • We analyze the economic effects of mobile termination rate asymmetry by simulation model. The asymmetry allows the mobile operator to get access profits at the expense of the incumbent and induces negative effects such as the entry of inefficient operator and allocative efficiency as well as productive efficiency. We use simulation model to investigate the effect on social welfare of asymmetric regulation. If the brand loyalty is high, social welfare increase as the termination charge of entrant increases. The extension of the basic model shows that the degree of social welfare increase becomes higher as the brand loyalty increases when the cost of entrant is smaller than that of incumbent. But, the degree of social welfare decrease becomes lower as the substitution effects increase.

Social Cost Comparison of Air-Quality based on Various Traffic Assignment Frameworks (교통량 배정 방법에 따른 대기질의 사회적 비용 비교분석)

  • This study aims at enhancing the objective estimation of social cost of air quality due to mobile emission. More specifically, it examines the difference between the daily oriented and hourly oriented estimation results of social air quality cost and draws implications from the comparative analysis. The result indicates that the social cost of air quality differs up to approximately 24 times depending on the analysis time period. Moneywise, the difference between daily and hourly assignments amounts to the average of 653.5 billion won whereas only 1% of error occurred in the estimation result based on peak and nonpeak based hourly assignment. This study reaffirms the need for time-based travel demand management for emission reduction, and confirms the feasibility of emission estimation by travel demand forecasting method over the conventional method employed by the CAPSS.

  • Aids to Navigation(AtoN) Accident can reduce the credibility of AtoN by adding extra works to the administrators, and cause burdens and inconveniences to the users during their navigation leading to social costs (or economic losses). Prior research on social cost estimation model to determine the Encounter cost, Administrative cost and Risk cost on the Aton model was done to estimate the economic losses due to AtoN Accident. However, this research could not provide adequate study results on risk cost estimates. Therefore, this study complements the estimation model presented in the previous study, and the estimated social cost of 249 AtoN Accidents that occurred during the last 10 years (2008-2017) in the Busan Regional Office of Oceans and Fisheries jurisdiction area. The risk cost was estimated using contingent valuation method since the AtoN is a non-market goods. As a result, the social cost of AtoN Accidents for the past 10 years was estimated to total 12.4 billion won including Encounter cost of 3.1 billion won (25.38%), Administrative cost of 1.7 billion won (13.62%), and Risk cost of 7.5 billion won (61.01%).

  • This paper uses research on the Levelized Cost of Electricity (LCOE) in South Korea to conduct a simulation analysis on the impact of nuclear power dependency and usage rates on the social costs of power generation. We compare the $7^{th}$ basic plan for long-term electricity supply and demand, which was designed to increase nuclear power generation, to the $8^{th}$ basic plan for long-term electricity supply and demand that decreased nuclear power generation and increased renewable energy generation in order to estimate changes in social costs and electricity rates according to the power generation mix. Our environmental generation mix simulation results indicate that social costs may increase by 22% within 10 years while direct generation cost and electricity rates based on generation and other production costs may increase by as much as 22% and 18%, respectively. Thus we confirm that the power generation mix from the $8^{th}$ basic plan for long-term electricity supply and demand compared to the $7^{th}$ plan increases social costs of generation, which include environmental external costs.

  • In South Korea, few researches have been conducted into the incidence of injury diseases and into their demographic and sociologic characteristics. This research has estimated and analyzed the results of an questionnaire investigation carried out by the Korea medical panel (2008) and the social economic costs. In particular, an estimation has been conducted of social costs for each type of accident, injury and intoxication and of medical use for the injuries. For the future, it is necessary to develop concrete programs customized for age, education level, economic income and to continually implement injury prevention education, with a view to reducing the injury incidence and medical expenses; and also, individuals' participation in and social and national efforts are required for an efficient operation of the health insurance, for the purpose of reducing social and/or economic costs for injuries in South Korea.

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.

  • Container Freight Station(CFS), which would be located inside terminal or outside, plays the role of consolidating less than container load(LCL) cargo gathered from multi shippers and deconsolidating full container load cargo into individual consignment. When CFS is allocated inside terminal it muses several problem such as traffic gam around terminal, high social and logistics cost and deterioration of terminal condition. This study, therefore, tries to evaluate the location of CFS, inside and outside of terminal, with respect to the social and logistics costs.

  • It is important to estimate the future maintenance budget of all SOC infrastructure at the national strategic level. In this study, Based on a currently available statistics data, we predicted future maintenance investment for all SOC infrastructure in Korea. We have studied the applicable prediction models, and we developed the prediction models that can calculated the future maintenance cost by a real expenditure date. The subjects of facilities are bridges, tunnels, pavements, harbors, dams, airports, water supply, rivers and port. As a result of total estimated cost, eight types of SOC infrastructures are about 23 trillion won for the next 10years, and the most expensive facilities are road pavements and bridges.

Comparison of Care Cost Among Large Institution, Small Group-home and Independent Living Home for Disabled People (장애인거주시설 유형별 이용자 보호비용(care-cost) 비교)

  • The purpose of this study is to compare care unit cost among large institutions, small group homes and independent living homes for disabled people. For this purpose, our study adopted cost-analysis method widely being used in the field of accounting. By the analysis on per-person and per-year unit care cost comparison, care cost of large institutions is estimated 15,000 - 20,000 thousands won, small group homes 10,000 - 11,000 thousands won and independent living homes 4,025 thousands won. By this study, discourse of 'larger size means economic efficiency' which is widely supported by politicians and bureaucrats has no grounds in the practice of Korean residential care services. This study is suggesting two folds. Firstly, small and community based homes should be preferred in the future provision policy of residential care homes for disabled people. Secondly, government grants for small community based homes should be increased to the level of amount provided on large institutions.

  • '90년대에 들어서면서 급속한 경제성장과 함께 자동차수가 급증하여 '97년에는 1.000만대를 돌파 하였다. 자동차수의 증가와 함께 교통사고도 나날이 늘어 '96년에는 사망자가 12,600여명에 이르렀다. 교 통사고는 막대한 인명피해와 함께 사회적으로 많은 비용을 소모한다. 교통사고로 인한 사회적 비용의 추정은 교통안전사업의 효과분석 및 기타 교통관련사업에서 꼭 필요한 자료이다. 이제까지 국내에서 수 행된 교통사고비용은 1년간의 전체 사고비용만을 추정하고 사고등급별 사고건당 사고비용은 도출하지 못하였다. 이에 본연구는 교통관련사업에서 꼭필요한 자료이다. 이제까지 국내에서 수행된 교통사고 비 용은 1년간의 전체 사고비용만을 추정하고 사고등급별 사고건당 사고비용은 도출하지 못하였다. 이에 본 연구는 교통관련사업에 필수적인 사고심각도에 따른 교통사고비용을 도출하려한다. 교통사고비용을 산출하는 대표적인 방법에는 총생산손실법과 개인선호성법이 있으나 본연구에서는 총생산손실법을 이용 하였다. 교통사고비용 항목은 사고로 인한 생산손실비용, 의료비용, 차량수리비용, 행정비용 및 PGS(Pain, Grief & Suffering) 비용으로 구분된다. 이중에서 PGS비용은 국내에서는 처음으로 고려된 항 목으로 교통사고 피해자 및 가족의 물질적·정신적 피해비용을 의미한다. 본연구에서는 각 항목의 비용 추계를 가능한 한 종합적이고 체계적이며 구체적으로 산출하였으며 그결과 사고등급별 건당 교통사고비 용을 도출하였다. PGS를 고려하지 않은 경우 사망사고 1건당 2억4천만원이고 중상사고 1건당 2천3백만 원 경상사고 1건당 7백 9십만원으로 추정되었다. 또한 사망자와 부상자 1인당 평균사고비용은 각각 2억 1천만원과 1천1백만원으로 나타났다.
