Social Benefits of Improved Water Quality at the Taehwa River Based on Citizen's Willingness-to-Pay (시민지불의사에 기초한 태화강 수질개선의 사회적 편익)

  • This study evaluates citizen's willingness-to-pay for the benefits from improved water quality of the Taehwa river in Ulsan, Korea, using a contingent valuation method with double-bounded dichotomous choice. The estimation results of the bivariate probit model shows the amounts of willingness-to-pay are monthly 3,458.5 Korean Won per household and yearly 14,760 million Korean Won for total households in Ulsan, Korea. These estimates are equivalent to the social values of improved water quality of the Taehwa river. This study also tests the inter-dependence between two answers, which may occur in the responses of the questions for the double-bounded dichotomous choice, and all the null hypotheses on the inter-dependence are rejected in this study.

  • 상수도 관망은 대표적인 사회기반시설로 수원으로부터 수용가에 이르기까지 안정적으로 유량을 공급하는 것을 목표로 한다. 상수도 관망의 최적설계는 요구되는 절점의 수압, 관로의 유속 등 수리학적 제약조건을 만족시키는 범위 안에서 비용을 최소화하는 설계안을 얻어내는 것을 목표로 시작하였다. 하지만 비용만을 고려한 과거의 상수도 관망 최적설계는 미래의 불확실한 조건에 매우 취약하고, 사용자의 다양한 요구를 충족시키지 못한다. 이 때문에 현대의 상수도 관망의 설계시 다양한 설계인자의 고려와 함께 효율적인 최적설계기법 적용의 필요성이 대두되고 있다. 따라서 본 연구에서는 상수도 관망 최적설계에 다양한 설계인자를 동시에 고려하기 위해 다목적 최적 설계기법인 Multi-objective Harmony Search 알고리즘을 적용하였다. 또한 다목적 최적설계의 효율성 증대를 위하여 매개변수 자동보정 기법 중 하나인 Parameter-Setting-Free (PSF) 기법(Geem and Sim, 2010)을 사용하였다. PSF 기법은 최적화 알고리즘의 매개변수 설정의 번거로움을 없애고, 반복수행을 통한 해 탐색이 진행됨에 따라 가장 효율적으로 작용하는 매개변수를 자동으로 설정하여 탐색효율을 강화하도록 고안된 기법이다. 본 연구에서는 제안된 기법을 실제 상수도관망의 최적설계에 적용하였고 그 결과를 분석하였다. 그 결과 제안된 기법을 통해 관망의 비용을 포함한 다양한 설계인자를 동시에 만족시키는 최적설계안을 효과적으로 도출 할 수 있었으며, 매개변수 자동보정 기법의 적용을 통해 해 탐색의 효율성과 편의성을 향상시킬 수 있었다.

Consistency in the Basic Plan on Electricity Demand and Supply and Social Costs (전력수급기본계획의 정합성과 사회적 비용)

  • In Korea, energy policies are actualized through various energy-related plans. Recently, however, as high-ranking plans, which are very vision-oriented, continually set higher sector-by-sector goals, subordinate action plans, which require consistency, encounter distortions in their establishment process. Also, each subordinate action plan reveals limitations in terms of securing flexibility of the plan in responding to uncertainties of the future. These problems pose potential risks such as causing huge social costs. In this regard, with an aim to provide empirical evidence for discussions on improving the procedure for developing and executing Korea's energy plans, this study mainly analyzes the Basic Plan on Electricity Demand and Supply-one of the most important subordinate action plans-in order to explain the problems of the Basic Plan in a logical manner, and potential problems that could occur in the process of sustaining consistency between the Basic Plan and its higher-ranking plans. Further, this paper estimates the scale of social costs caused by those problems assuming realistic conditions. According to the result, in the case of where maximum electric power is estimated to be 7% (15%) less than the actual amount in the Basic Plan on Electricity Demand and Supply, the annual generation cost will rise by 286 billion won and (1.2 trillion won) in 2020. Such social costs are found to occur even when establishing and executing the Basic plan according to the target goal set by its higher-ranking plan, the National Energy Master Plan. In addition, when another higher-ranking GHG reduction master plan requires the electricity sector to reduce emissions by additional 5% in the GHG emissions from the right mix in electricity generation with 'zero' cost of carbon emission, the annual generation cost will rise by approximately 915 billion won in 2020. On the other hand, the analysis finds that since economic feasibility of electric powers in Korea varies significantly depending on their type, Korea is expected to face very small potential social costs caused by uncertainties over the future price of carbon dioxide in the process of establishing the Basic Plan.

  • The concept of HSA (Home Service Aggregator) is derived from performing the energy IT business efficiently as well as successfully launcing a new service based on BPL (Broadband over Power Line). The HSA business using a BPL can extend the field of energy industry and an give a chance to create a new demand by consumer-oriented services. This study focuses on the exact evaluation of HSA business using BPL, and reasonable trusty evaluation should be the first step to launch the HSA business. In this study, the categories of cost are comprised of equipment (mainly RSM and MGW) cost, instalation cost, and maintenance cost. AMR (Automatic Meter Reading), internet integration billing service, integration charging service, internet service, sorority service, and electricity safety are listed for benefit. In this study, the ROI of HSA business is 0.9594, which is less than 1. However, that value does not consider the electricity safety benefit which is classified as a social benefit. Therefore, the value can be above 1 if it includes social and private benefits.

Estimation of Atmospheric Pollutant Emissions from Vessels in Major Harbor Cities in Korea and related Social Cost (국내 주요 항구도시의 선박 배기가스 배출량 산정 및 사회적 비용 추정)

  • Atmospheric pollutant emissions, mainly exhaust gas emissions from vessels, and the resultant social costs of pollution in the Korean harbor cities of Incheon, Mokpo, Gwangyang, Busan and Ulsan, are examined in this study, and the need for an emissions reduction plan is highlighted. Busan had several vessels entering its port, while Mokpo had few vessels, yet the vessels emission contribution was high in both the cities. Ulsan had world-class heavy-chemical industries, Gwangyang had steel mills and Incheon had a manufacturing industry and more vessels entering its port than Mokpo, yet the emission contribution was low in these cities. By calculating exhaust gas emissions from the vessels, it was found that CO2 was the highest, followed by NOx and SOx. By vessel type, Busan, Ulsan, and Incheon had more oil tank vessels, Gwangyang had more cargo vessels, and Mokpo had more ferries. As a result of social cost, Busan paid the highest, while the highest emission was PM. The use of low-sulfur oil can directly reduce PM and, SOx emissions and indirectly reduce NOx emissions. However, in order to reduce high CO2 emissions, only low-sulfur oil will not help. Therefore, the study suggested the need for reduction plan that use of fossil fuels, by using alternative maritime power (AMP).

  • 영국, 일본은 전후복구를 위해서, 미국, 호주 뉴질랜드는 경제부흥에 힘입어 1960년대부터 사회기반 인프라의 건설을 계속 확대해 왔다. 1990년대 들어와서는 인프라의 노후화가 가중되면서 인프라의 기능을 보존하기 위한 비용이 급격히 상승하고 있다. 이들 나라는 최소의 유지관리 비용으로 사회기반인프라의 보존이나 교체시기 연장을 위한 방안으로, 1990년대 중반부터 자산관리 체계를 개발하고 있다. 한국도 경제 부흥을 위해 1980년대부터 사회기반 인프라를 집중적으로 건설하였다. 그 결과, 2010년대 후반부터 유지관리 수요가 급속히 증가할 것으로 예상되고 있다. 하지만 자산관리 선진국에 비해 우리나라는 초보적인 수준에 머물러 있다. 그래서 본 연구는 미국, 영국 뉴질랜드에서 제시한 자산관리시스템의 모듈기능과 구성을 비교분석하여 한국 실정에 적합한 사회기반인프라의 사전 예방적 유지관리를 위한 자산관리시스템 프레임워크를 제시하였다.

A Revised Benefit-Cost Analysis of the Korean TUR Program (우리나라 고독성물질 사용저감 규제의 수정 편익-비용분석)

  • The introduction of the Korea toxics use reduction (TUR) program to build a clean society is generally evaluated based on social economic criteria. Among various techniques, benefit-cost analysis is the most commonly used. This method is focused on the calculation and comparison of all the benefits and costs attributable to the TUR program. However, since it is reasonable to consider not only economic criteria but also policy criteria in the process of evaluation, it is necessary to reflect on the criteria weights found in the benefits and costs. This study aims at developing a new evaluation technique to achieve this purpose and apply it to the Korean TUR program to be implemented in 2020. This study selected competitiveness, toxic substances' emission reduction ratio, and health improvement as policy criteria. The Analytic Hierarchy Process (AHP) technique was initially used to calculate the weight and then, based on the results, the concept of information entropy introduced by Claude Shannon was used to eliminate subjective bias. As a result of the study, it was found that the revised benefit-cost analysis considering the weights of the policy criteria, as well as the existing economic criteria, could be a reasonable alternative in evaluating the feasibility of TUR regulations for highly toxic substances.

The Potential Cost-Benefit Analysis on the Disability Discrimination Act in Korea (장애인차별금지법의 잠재적 비용-편익 분석: 고용영역을 중심으로)

  • This study was attempted to give aids in making 'the Disability Discrimination Act' by estimating the potential Cost-Benefit in case that the discrimination on the disabled is removed. The potential benefits from this Disability Discrimination Act are calculated considering the income increase of the people with disabilities from additional employment for them and the decrease of employment levies and the public assistance benefits. The potential cost was made focusing on the following 2 expenses- the extra expenditures that the owners of companies had to invest from the employment of the disabled and the managing expenses for correcting discrimination organizations. As the result of this estimation, the potential net present value under the 7% discount rate is very high as 12,700,301 million won and the cost-benefit ratio is also great as 96.8. The consequence of the sensitive analysis in changing the discount rate also does not have great changes. As the result of these estimating results, it is known that when the discrimination is solved by the 'Disability Discrimination Act', the pure benefit of our society will become tremendous. After all, it could be said that the need for 'the Disability Discrimination Act' is emphasized and should be emphasized.

The Commodification of Family Care in the Japanese Long-Term Care Policy (일본 개호정책의 전개과정에 나타난 '가족개호의 비용화구조')

  • The main purpose of this study is to examine the rewards for "Family Care" from the Japanese Long-Term care policy, to investigate the effects of "The commodification of Family Care" after the introduction of "The Long-Term Care Insurance", and to find out the institutionalization of reward system for "Family Care". First of all, the socialization of "The Long-Term Care" is redefined to be the commodification of family care in this study. Based on this definition, the commodification of family care and the government's involvement are analyzed in conjunction with considering the role of family in the process of Long-Term Care supply, the social evaluation for family care, the family carers' home environment and the position in the labor market. In result, the commodification structure of family care in the Japanese Long-Term Care policy is found, and it helps to understand the reason why the cash payments was just partially introduced.

  • 현제 도시유역의 산업화와 도시화로 인해 유역 내 불투수면적의 증가는 직접 유출량 증가, 지하수자원 고갈, 침투량 감소, 증발산량의 감소 등의 물 순환 체계의 변화를 가져왔다. 이러한 도시 유역 내 물 순환 체계 변화를 개선하기 위해 여러 국가에서 저영향개발(Low Impact Development, LID)의 개발 및 도입이 진행되고 있다. LID는 분산형 빗물관리 시설로써 유역 내 소규모의 LID 요소기술을 대상유역에 적용하여 강우유출수를 저류, 체류, 방지 및 처리하는 시설을 의미한다. LID는 궁극적 목표로 계획단계에서 개발이전의 수문기능을 유지하기 위해 보전, 영향최소화, 유출이동시간 유지, 추가유출량 감소, 오염발지에 초점을 맞추어 계획된다. 현제 LID의 성능 및 적용성에 대한 다양한 연구가 진해되어지고 있으나, LID 요소기술별 시공 비용, 유지관리 비용, 강우유출수 저감효율, 비점오염원 저감효율, 적용위치 등의 다양한 인자를 복합적으로 고려하여 LID요소기술별 적용성 평가를 수행한 연구는 미미한 실정이다. 따라서 본 연구에서는 LID 요소기술 중 나무화분 여과장치, 옥상녹화, 빗무정원, 투수성포장, 침투트렌치, 빗물통, 식생수로 등의 총 7가지 LID 요소기술을 대상으로 연구를 수행하였다. LID 요소기술의 적용성평가를 수행하기 위해 시공비용, 유지관리비용, 강우유출수 저감효율, 비점오염원 저감효율, 적용위치 등의 촐 5가지 평가인자를 Entropy 방법을 이용하여 평가인자별 가중치를 산정하였다. 이후 다기준의사결정 방법 중 PROMETHEE 방법을 이용하여 LID 요소기술의 우선순위를 산정하였다. 현제 PROMETHEE 방법을 이용하여 LID 요소기술별 우선순위를 산정한 결과 옥상녹화가 첫번째 우선순위로 분석되었으며, 침투트렌치, 나무화분여과장치, 투수성포장, 식생수로, 빗물통, 빗물정원 순으로 분석되었다. 따라서 국내에 LID를 적용할 경우 옥상녹화, 침투트렌치, 나무화분 여과 장치 등의 LID 요소기술의 적용성 및 기대효과가 클 것으로 판단된다. 그러나 국내의 모든 지역을 대상으로 적용하기에는 문제가 있으며, 국내 LID 요소기술 적용 시 기초자료로 사용될 수 있을 것으로 판단된다. 대상지역별 신뢰도 높은 LID 요소기술 적용성 평가를 위해서는 대상유역 내 시공된 LID 요소기술을 계측하여 비점오염원 및 우수유출수 저감효율, 시공 비용, 연간 유지관리 비용을 분석하여 평가를 수행되어 한다고 판단된다.
