지속가능발전은 인류가 추구해야할 공통의 목적이며 가치로서 사회적 지속가능성, 경제적 지속 가능성, 환경적 지속가능성의 개념이 내포되어 있다. 본 연구에서는 우리나라의 전력공급 부문에서 특히 사회적 지속가능성의 가치를 구현하기 위해서는 에너지 사용에 대한 형평성과 에너지를 생산하는 발전기술에 대한 사회적 수용성, 그리고 지속적으로 고용을 창출할 수 있는 발전기술들로 발전원을 구성되는 것이 필요하다고 보았다. 이를 위해 본 연구는 사회적 지속가능성을 '에너지복지', '기술의 수용성', '고용 창출'등 3가지 핵심 속성으로 나누고 속성 당 2개의 세부 속성 지표를 구성하여 총 6개의 속성지표 측면에서 발전기술별로 비교 분석하였다. 분석 결과, 사회적 지속가능성 종합점수는 원자력 > 풍력 > LNG > 석탄 > 태양광 순으로 나타나 원자력이 사회지속성 측면에서 가장 우수한 발전기술인 반면에 태양광은 가장 열위에 있는 것으로 평가되었다. 또한 속성별로 살펴보면, '에너지사용의 복지성'은 원자력과 석탄화력이, '에너지사용의 접근성'은 LNG와 석탄이, '기술의 안전성'은 원자력과 풍력이, '기술의 신뢰성'은 발전기술간 큰 차이가 없으며, '고용 규모'는 태양광과 원자력이, '고용의 질'은 풍력과 원자력이 우수한 것으로 나타나 원자력이 대부분의 속성에서 우위에 있거나 경쟁력이 있는 것으로 나타났다.

Since municipal welfare institutions operate for different purposes from general companies or public enterprises, ESG practice items and model construction should be conducted through various and comprehensive social welfare studies. Since there are not many studies available in domestic welfare institutions yet and there are no suitable ESG management utilization indicators, the Cheonan Welfare Foundation's strategy and management strategy system were established to spread the model to other welfare institutions and become a leading foundation through education and training. The foundation and front-line welfare institutions selected issues identification and key issues through the foundation's empirical analysis and criticality analysis, focusing on understanding ESG management and ways to establish a practice model that positively affects institutional image and business performance. Based on this, the promotion system was examined by establishing a performance management plan after deriving appropriate strategies and establishing a strategic system for social welfare institutions. Environmental and social responsibility, transparent management, safety management system establishment, emergency and prevention, user (customer) satisfaction system establishment, anti-corruption prevention and integrity ethics monitoring and evaluation, responsible supply chains, and community contribution programs. This study attempted to specifically present efforts to settle ESG management through the consideration of the Cheonan Welfare Foundation. Therefore, it is considered to be useful data for developing ESG management by referring to the systematic development process of the Cheonan City Restoration Foundation to develop ESG measurement indicators.

우리나라는 정부차원에서 교육과학기술부, 문화체육관광부, 여성가족부, 보건복지가족부, 법무부, 지방자치단체 등 관련 부처별로 필요한 분야에 한해 다문화 강사 양성이 이루어지고 있다. 교육과학기술부에서는 2007년 다문화가정 자녀교육 지원계획을 발표하고 2008년부터 각 교육청 주관으로 다문화교육 직무연수를 외부에 위탁하여 중앙 및 각 지방 다문화교육센터를 중심으로 현직교사 대상 '다문화교육을 위한 교사 양성 연수 프로그램'을 지속적으로 운영하고 있다. 문화체육관광부 산하 한국문화예술교육진흥원에서는 2008년에 다문화강사 양성과정을 개설하여 운영하였다. 그리고 여성부는 청소년, 이주노동자, 이주여성을 대상으로 다문화교육을 제공할 목적으로 2008년에 '다문화이해교육 강사양성' 과정을 개설하였다. 그러나 이들은 모두 일회성에 머물러 지속적으로 연계되지는 못했다. 또한 보건복지가족부는 2007년에 '결혼이민자 다문화가족 지원센터'에서 종하며 교육활동을 하기 위한 다문화 강사 80명을 일차적으로 양성하였다. 최근에는 각 지방자치단체별 다문화가족 지원센터에서 결혼이민자를 다문화 강사로 활용하여 청소년들에게 다문화 이해 교육을 제공하도록 하는 '다문화강사 양성과정'을 개별적으로 개설하여 운영하고 있다(설동훈 김찬기, 2009). 한편 법무부는 2008년 5월 다문화 이해증진 및 이민자 사회통합을 위한 정책개발 추진에 우수 대학의 적극적인 참여 기회를 부여하고, 관련 분야에 대한 대학의 새로운 학문 개척 기회를 마련하기 위해 공모 절차를 거쳐 20개의 ABT대학을 최종 선정하였다. 명지대학교는 2010년 3월부터 산업대학원 산업시스템경영학과 국제교류경영학석사 과정에서 국제교류경영 전문가 양성을 운영하고 있다. 경기도 지원 경기도의 새로운 브랜드 가치 실현을 위한 '다문화사회를 위한 의식개선 사업'으로 사회통합 - 다문화사회 공동체 형성을 목표로 총4개의 컨소시엄 기관(시흥시, 수원시, 화성시외국인복지센터, 의정부시외국인근로자지원센터)이 형성되어 2010년 2월22에서 2010년12월20까지 시행되었다. 본 연구는 '다문화사회를 위한 의식개선 사업'을 통해 교육대상자 구분과 사업장 교육 지역별 구분과 일반인 교육 지역별 구분을 파악하고 이를 기초로 우리의 다문화사회에 도움이 될 수 있는 다문화교육의 개선 방안을 제시하고자 한다.

This study was performed to test the influence of older people's satisfaction factors (safety and convenience) of housing environment on their quality of life and the mediating effect of self-esteem and depression. In this study, from 386 older people over the age of 60 in senior welfare center and senior club of Cheongju region, the data were collected by questionnaire during October, 2012. The findings of this study are as follows: First, safety had not any significant influence on older people's quality of life, while convenience had a significant positive influence on their quality of life. Second, safety had not any significant influence on older people's self-esteem and depression, while convenience had a significant positive influence on older people's self-esteem and it had a significant negative influence on their depression Third, older people's self-esteem had a significant positive influence on their quality of life, while older people's depression had a significant negative influence on their quality of life. Fourth, between safety and older people's quality of life, the indirect effects of older people's self-esteem and depression as mediating variables were not found. However, between convenience and older people's quality of life, the indirect effects of older people's self-esteem and depression as mediating variables were found. This study shows that various measures for convenience of housing environment need to be prepared to increase older people's quality of life and self-esteem and to lessen their depression.

최근 고령인구와 장애인구에 대한 사회적 배려나 관심이 지속적으로 증가로 인하여 이들에게 실질적인 혜택을 주기위한 기술적 발전과 그에 따른 산업 변화가 일고 있다. 거리에서 쉽게 볼 수 있는 거리의 음성신호를 장착한 신호등에서부터 공중전화, 자동차에 이르기까지 다양하다. 그 중에서 특히 장애인이나 노인들에게 제공되는 정보통신에 대한 시책들은 아직은 미흡하다.

This paper focused on the continuing the citizen safety, the contributing the local economy's activation, and the improving the safe and the social walfare on the civil environment. Seoul metropolitan nominated the model village the Buggaja 2 dong of the Seodaemoon-gu for the making safe village in the 2013. It is designed the village map for the safe life, discovered the dangerous factor about the various and social facilities which is a road, a walking way, a school, a enjoy place for the children, a Thema place, the leasure place, facilities etc., and improved the model village for the incident's and accident's reduction education and training from 2011 to 2013. The results on the discovering and improving activities by the resilient safe monitoring activity, in the 2011 the village is reduced the 23 people from the 151 people to the 128 people in the dead number into the total citizen 34,000 during a year, is showed the excellent values, which the dead people reduced the 23 people in the village, which the safe-life result was over the 12.8% in the national average. For the making resilient city, for the supporting the visitors which it looks around the safe-life model village, the tracking road map is designed, and the tenth safe life factors is showed.

글로벌동향브리핑(GTB)에서는 100여명의 국내 외 과학기술 전문가가 농림 수산, 생명과학, 보건 의료 등 19개 주제로 해외 과학기술동향을 소개하고 있다. 이를 바탕으로 식품분야의 최신 해외과학기술 주요동향을 요약하여 재정리 하고자 한다. 과학기술정책의 패러다임이 생산성, 효율성을 높이는 방향에서 삶의 질, 복지 등 사회적 기여도를 높이는 방향으로 전환하고 있다. 특히 식품안전은 위험성이 제기되었을 때 사회전체가 패닉에 빠질 수 있어 안전성의 확보가 중요한 화두로 자리잡은지 오래되었다. 식품안전을 보장하기 위해서는 식품에서 주목받고 있는 기능성 자체가 지나칠 경우 독이 될 수 있다는 측면에서의 안전성과 식품의 변질이나 오염으로부터 지켜내기 위한 안전성 그리고 신기술과의 융합이라는 측면에서의 안전성이 있을 수 있겠다. 이번 호에서는 이들 세 측면에서 2012년에 발표된 연구결과 20개를 다루고자 한다.

Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow's hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities.
