  • 한국보건복지인력개발원은 지난 9월 5일 개발원 서래당에서 유시민 장관 초청 사회복지직 공무원 간담회를 개최하였다. 이날 간담회는 유시민 장관, 한국보건복지인력개발원 이태수 원장, 사회복지직 공무원 과정 수강생 40명 등이 참석한 가운데 사회복지직 공무원들이 가지고 있는 현안에 대해 대화를 나누는 시간으로 80여분가량 진행되었다.

Knowledge and Attitudes about HIV/AIDS among Health Care Officers in S. Korea (보건복지 공무원의 에이즈에 대한 지식과 태도에 대한 연구)

  • Objective: This study explores the level of knowledge and attitude towards HIV/AIDS and the relationship between knowledge and attitude among social workers and nurses working in the public sector in Gwangju, S. Korea. Methods: The sample was composed of 121 nurse and 124 social workers. For the purpose of this research participants completed a questionnaire designed to assess their knowledge and attitudes about HIV/AIDS. The data was collected between December 2008 and January 2009. All data was analyzed using SPSS WIN version 12.0 for technical statistics. t-Test, ANOVA and multiple regression analysis was employed. Results: First, the result of this research showed that the level of participants knowledge on HIV/AIDS was 85.9%. The nurses score was significantly higher than social workers on knowledge. Second, the outcome also showed that nurses generally had a more positive attitude about HIV/AIDS patients than social workers but it was not significant. Third, participant's attitudes towards HIV/AIDS was significantly influenced by the level of knowledge and previous education about HIV/AIDS. Fourth, the results also showed that knowledge on HIV/AIDS is the most important influencing factor towards the participants attitude. Conclusion: This result has important implications for future education programs designed for health care professionals including nurses and social workers. Given the importances of the role of public officers as practitioners and policy makers on HIV/AIDS, the education program should not only focus on lectures but also include a sharing of practical experience and knowledge.

An Empirical Study on the Level and Relationship among Job Stress, Job Satisfaction, Turnover Intention in Social Welfare Officials : Focused on the Comparison between Series of Classes (사회복지담당공무원의 직무스트레스, 직무만족, 이직의도의 수준 및 관계에 대한 실증적 연구: 직렬간 비교를 중심으로)

  • This study has targeted 291 public officials in charge of social welfare in the community centers of Chungnam and Chungbuk region to examine their level of job stress, job satisfaction and turnover intention and the relationship between these variables. For the data analysis, PASW Statistics 18.0 was used. The main results of this study are as follows. First, for the job stress and turnover intention the social welfare job was higher than the administrative job and for the job satisfaction administrative job was higher than the social welfare job. Second, by examining the most significant factors that affects the job satisfaction and turnover intention for the social welfare job, it was shown as the job factors of job stress and for the administrative job, it was shown as the organizational factors of job stress. Based on the results of these studies, several alternatives were suggested in order to improve the job satisfaction and reduce the turnover intention. In addition, the significance of this study can be found in that the study was analyzed the level and relationship of the factors related to their job and divided into social welfare job and administrative job.

Study on Development of Educational Program for Social Welfare Officials' Social Welfare Values (사회복지 공무원을 위한 사회복지가치 교육프로그램 개발 연구)

  • This study was conducted to develop the educational program for enhancing newly hired social welfare and reshuffled officials' welfare value. To this end, it verified social welfare officials' perceptions on welfare mind and value, and drew educational necessity through interviews with professionals and incumbent officials, and thus developed the educational program of welfare value. The findings can be summarized: First, educational contents were designed for them to directly share three factors in social welfare value and also think examples observed in the field. Second, the educational method was organized to share opinions each other through discussions and presentations and provide feedbacks. From the findings, the following suggestion can be found. It is necessary to systematically develop and implement the educational program adjusted for each position from the lowest to the highest, in order for social welfare officials to internalize the fundamental welfare value that they should have.

A Study on the Job Stress of Social Welfare Officials and Administrative Officials

  • The purpose of this study is to present theoretical and policy implications based on the results of the empirical analysis of job stress in consideration of insufficient prior research on the level of job stress by public officials in charge of social welfare and public officials in general administration. For this purpose, social welfare and general administrative positions working at the City Hall of G Metropolitan City and five autonomous districts(including the Dong community service center) were selected as subjects for research. The data analysis used the SPSS statistical program to obtain technical statistics based on the average of the lower variables of the job stress. According to the analysis, there is a difference in the subjective perception level of public officials in charge of social welfare and public officials in general administration in both internal factors of job, such as job demands and job autonomy and external factors of job, such as job insecurity, organizational system, conflict of relations, inadequate compensation, and job culture. Based on this, it presented policy measures that require the granting of self-esteem of public officials in charge of social welfare, improvement of their duties, and adjustment of their workload to an appropriate level.

Public Perceptions of Public Social Workers in Comments of the Internet Media Discussion Rooms after Welfare Embezzlement Cases in 2008 (인터넷 토론방 댓글에 나타난 사회복지전담공무원에 대한 대중의 인식 -2008년에 발생한 복지지원금 횡령사건 이후를 중심으로-)

  • Recently, there were some welfare embezzlement cases of public social workers. The purpose of this study is to explore public perceptions of public social workers by analysing the comments named "datgeul" in the internet media discussion rooms("toronbang") about welfare embezzlement cases of public social workers. The results show that the main discourse about public social workers to perform a dual role as the public servants and social workers on the front line of public social welfare is that they are the victims of both a public official system and welfare administration system. In addition, social workers in public sphere are still recognized as service personnels with sacrifice and commitment rather than as professionals. Finally, the implications of this study were discussed to improve public perceptions of social welfare professionals.

The Effect of Organizational Fairness of Social Welfare Officials on Organizational Commitment: Mediating effect of organizational support recognition (사회복지전담공무원의 조직공정성이 조직몰입에 미치는 영향: 조직지원인식의 매개효과)

  • The purpose of this study was to verify how organizational fairness affects organizational commitment to social welfare officials, and to examine the mediating effect of organizational support. Social welfare officials have tried to find out what factors can be more adapted to the organization and immersed in the organizational aspect, as overwork and poor working conditions are becoming a problem. As the subject and method of the study, a questionnaire survey was conducted on 172 social welfare officials in P and U cities in northern Gyeonggi Province, and analyzed using multiple regression analysis. As a result of the study, organizational fairness of social welfare officials had a positive effect on organizational commitment, and organizational support had a partial mediating effect. Based on the results of this study, administrative and policy implications for the organizational adaptation and commitment of public officials in charge of social welfare were presented.

  • This study started to diagnose the perception of 'public official' who are exposed to various tasks through public institutions in our daily work. In particular, among the public officials in various fields, public officials engaged in social welfare, health and welfare, and administration were diagnosed with the attitude of public officials to be equipped. For analysis, Q method, which is a qualitative research method, was used to diagnose and typify perceptions. First, the analysis results were derived into four types. In each type, shows the uniform distribution of public officials in health, administration and welfare fields and is named "General Type". is named as "Administrative Public Official Type" because the distribution of administrative civil servants is high. has a high distribution of welfare officers and is named as "Welfare Official Type". is composed mainly of public health officials, and is named as "Health Official Type". The public officials who are subject to this study should be responsible for "public service", that is, the unique work for the state and the public. In order to do this, we emphasize the accountability of the public officials themselves, and expect to expand into empirical research in future research.

The Perception of Mental Health Literacy, Mental Health Status, Mental Health Welfare Center and Mental Health Business and of among Local Public Officials (일 지역사회 일반직 공무원의 정신건강지식, 정신건강상태, 정신건강복지센터 및 정신건강사업에 대한 인식조사)

  • The purpose of this study was to investigate perceptions of mental health literacy, mental health status, mental health welfare center and mental health business of local public officials. The participants were 762 public officials working in G city. Data were collected from October 1, to October 26, 2019 using structured questionnaires, and IBM SPSS 24.0 statistics program was used for the analysis. As a result, the mental health status of the subjects was the most severe stress 28.1%. The mental health literacy score of the subjects was 40.99 points and mental health status was 1.66 points. And 46.6% of the respondents had never heard of mental health welfare center. As for mental health business, 57.0% had never heard of mental health counseling, and the most common route for gaining information on mental health or mental illness was TV at 65.2%. In addition, 85.0% answered that an increase in the government budget for the management of mental health and illness was necessary. Therefore, it is necessary to strengthen the continuous education and promotion for mental health improvement and the development of customized mental health promotion programs suitable for the public officials level through of the community mental health welfare center.

The Person-organization Fit and the Person-job Fit of Public Officials in Charge of Social Welfare Impact on Job Enthusiasm: Focused on the Mediation Effect of Organizational Committment (사회복지전담공무원의 개인-조직적합성과 개인-직무적합성이 직무열의에 미치는 영향: 조직몰입의 매개효과)

  • In this paper, we wanted to look at the effects of person-organization fit and person-job fit of social welfare officials on the job enthusiasm, but also examine the mediated effect of organizational committment. The study found that person-job fit has a positive effect on the job enthusiasm of public officials in charge of social welfare, and that the mediating effect of organizational committment is also partially covered. However, person-organization fit does not have a direct impact on job enthusiasm, but has been shown to have a full mediated effect through organizational committment. As a result of these studies, social welfare officials are judged to lack consistency and affinity within the organization, while their individual abilities, purposes, and demands are in line with their duties and job enthusiasm for their duties. Therefore, it is necessary to provide support at the organizational level and to create a sense of unity in order to enhance the job enthusiasm of public officials in charge of social welfare.
