The purpose of this study is to analyze the use of hospital, hospitalization, medical service, discharge and power of medical care patients who are concerned about moral hazard. We conducted focus group interview with 3 medical care patients and their families and 5 workers who had worked for more than 4 years in a nursing hospital. The main results and implications are as follows. First, admission to nursing hospitals was mostly based on the linkage between the medical institutions and the competition to attract the patients rather than the choice of the patients. Second, the main cause of the long-term hospitalization of medical assistance patients was the lack of social protection measures such as absences of residence and care giver, although there are factors that cause moral hazard such as low self-pay. Third, most of the patients were in need of treatment, but they were admitted to the hospital even though their needs were not higher than those of the health insurance patients. Fourth, the rehabilitation service is the mainstay of the medical service of the nursing hospital, and the roles of nursing staff and care givers are important. Fifth, medical care patients are paying medical expenses for nursing hospitals due to cost of living and family support, but they are exempted from the hospital expenses or the burden of their own expenses in the hospital. Sixth, public institutions and social welfare institutions have not managed continuously since commissioning patients to nursing hospitals and have neglected the connection with community services after discharge.

The purpose of this research was to identify how service composition factor impact organizational performance of long-term care facilities for elderly people. The target population was the staffs who were working at long-term care facilities for elderly people in urban areas of Seoul, Inchon and cities in Kyonggi-do as of September 2012. Independent variables, main factors for organizational performances, are leadership, educational training, compensation, initiative, and service quality. Dependent variables are selected as duty satisfaction, job performance, financial aptitude and beneficiary-oriented policy. SPSS ver18.0 statistical computer program was conducted in order to analyze the multivariate statistical data. The results are examined in detail in terms of the influence of two managing systems in the senior-care service on the organizational performance and the evaluations of the relation and difference caused by the input variables in two managing systems. In one case of the influence of two managing systems in the senior-care service on the organizational performance, the findings show 1) the influence of the service managing factor is clearly related to duty satisfaction with the result of 0.001 (F=37.429) regression data, 2) the influence of the service managing factor is clearly related to job performance with the result of 0.001 (F=55.099) regression data, 3) the influence of the service managing factor is closely related to financial aptitude with the result of 0.001 (F=56.904) regression data, and 4) the influence of the service managing factor is also clearly related to beneficiary-oriented policy with the result of 0.001 (F=61.367) regression data.
The purpose of the present study was to develop a Korean version of the scale of attitudes for disabled Persons and attitudes towards disabled person-original by translating and modifying the scale proposed by Antonak(1982). In order to test validation, this study was focused on processing survey and statistic data analysis and tried to find a way to applicate in Korea. The data were collected from 500 non-disabled persons divided into two groups, which were consist of target group (public officials, health care providers, teachers, journalists and rehabilitation facility staffs) and general group. Based on the descriptive analysis, exploratory factor analysis and confirmatory factor analysis of the data, validity and reliability were examined. Also to find the statistic significant difference on attitudes towards disabled person between target group and general group, t-test was proceed. The result of the exploratory factor analysis drew 15 items representing 3 factors (Pessimism-Stereotype, Optimism-Human Rights, Derogatory Personality Stereotype). A confirmatory factor analysis results provided the construct validity of this scale as good and reasonable fitness. Cronbach's alpha ranged from .67 to .85 showed internal consistencies of the sub-scales. The subscales were significantly correlated with convergent with DFS(Disability Factor Scale) variables. And the target group had more positive attitudes toward disabled person than general group. It is suggested this scale more suitable for various disability types be elaborated, and get a practical implication on attitudes towards disabled person.
For the recent 5 years, the trends showed that the child abuses by parents was declined while that by child care teachers and principals, employees in child welfare institution was increased. In particular, significant increase of child abuses by child care teachers and principals should be paid attention more than the abuse by the others. The government had already enacted the Act on Punishment against Child Abuses in 2014 to respond and prevent from child abuses strongly. However, as the cases of child abuses continued, questions were raised on the effectiveness of the regulation or whether the court performed well to play a role to punish the assailants of child abuses by amended regulations was suspected. This study is aimed to review the application cases of the Act on Punishment against Child Abuses through the precedents of child abuses in child care centers and to analyze how the punishments to assailants have been changed compared to application of Child Welfare Act. This study has the meaning to grasp the incompleteness of legal application on the child abuse cases and provide the basic data to improve the legal and system.

This paper is the first part of a research which looks into the regional development process and the quality of life of Youngnam area, and which suggests a prospect and tasks for the future development of the region. Youngnam region has grown rapidly on the basis of labor-intensive light industries and standardized Fordist lage-scale heavy industries through the industrialization and urbanization of South Korea from the 1960s; but recently it has shown a relatively downward trend. The recent economic stagnation of Youngnam region can be seen as a result of uneven regional development in the national scale, which has brought out the increasing subcontracting relation within the region, the geographically excessive concentration of firms, the lack of growth potentiality of high-tech industries, the weakness of producer service, and the shortage of financial activities for capital flows. In addition, construction of physical and social infrastructures and management of urban central functions could not meet properly the rapid economic and urban growth of the region. Because of these problematics inherent in the economy of Yougnam region, the occupational status of regional dwellers is more or less unstable, and the wage level of employee as a whole in Youngnam region is lower than those of Seoul, although the wage level of labourers in manufacturing is relatively high. Moreover, the quality of life of dwellers in the region has some difficulties in the use of resources and ecological environment as well as the unequal provision of means of living and welfare facilities, even though it has been improved materially.
The purpose of this study was to examine the effect of the possibility of job-related risk, emotional labor, and emotional leadership on the job turnover intention of caregivers working at the long-term care facilities in Korea. For the study, survey data of 434 caregivers at senior nursing homes were collected and analyzed using hierarchical multiple regression method. The results showed that high level of caregivers'perception of both the possibility of management risk and employee risk led to increased turnover intention. On the other hand, perception of the possibility of social-disaster risk did not give significant impact on turnover intention. Although the perception of the possibility of service user risk gave statistically significant effect on the turnover intention, the direction was the opposite to the one set at the research hypothesis. Frequent camouflage behavior("surface acting") of caregivers, which is the kind of emotional labor led to increased turnover intention. However, caregivers'behavior consistent with their inner warm heart("deep acting") did not lead to a statistically significant result. Lastly, the more caregivers perceive their superiors'emotionally supportive leadership, the lower possibility of turnover intention. Based on the above result, the researchers suggested several intervention methods in order to prevent turnover of caregivers and improve service quality of long-term care institutions.

Given the concern about the reduction in birth rate in Korea today, the objective of this study was to examine the association between Work·Family Compatibility policy and parenting stress, focusing on sex and occupational groups. Data from the 13th year Panel Study on Korean Children were analyzed by descriptive statistics, a one-way analysis of variance, and Duncan's post hoc test. The results of this study were as follows: First, the most commonly used aspect of the Work·Family Compatibility policy among both males and females was flextime, irrespective of occupational types. Also, flextime was the most used policy among professional workers. Second, regarding the use of related systems and parenting stress, it was found that all respondents perceived above average parenting stress. Specifically, the parenting stress scores of male users of flextime were higher than those of family care leave users. The parenting stress of military personnel were the lowest among males' occupational groups. Among females, the parenting stress scores of maternity leave users were higher than those of shorter workweek user. Diverse discussions and implications were suggested about promoting the usage of Work·Family Compatibility policy.
The purpose of this study is to examine the effect of care workers' employment characteristics and perception of facility directors' transformational leadership on quality of service through a hierarchical linear model. For this aim, survey data were collected amongst 240 older adults and 200 care workers who are affiliated within 45 long-term care facilities in Seoul, and analyzed using SPSS 26.0 and HLM 8.0. As a result, one's perception of transformational leadership had a positive effect, whereas, among employment characteristics, employment type and working hours had negative effects on quality of service. Regular workers with fewer working hours and higher awareness of transformational leadership toward the director provided higher quality of service. But wage, total experience and tenure didn't meaningfully affect it. Therefore, the following suggestions were presented. First, it is necessary to reorganize incentive, salary systems and budgets, changing the status of temporary workers' hourly wage system into that of regular workers' monthly one in order to strengthen employment security with acknowledging fundamental professional values through reinforcement of expertise. Reinforcement of long-term care's publicness and establishment of base facilities are also suggested. Second, maintaining appropriate hours of work and rest including annual leave under the Labor Standards Act is needed. Also, increasing the salary of and decreasing working hours for night shift workers are required. Third, education and intervention for inspiring transformational leadership of directors and strengthening qualification standards of them are required.
Previous studies related to drinking problems among Korean employees has focused on not 'drinking on the job' but 'drinking off the job'. Thus, little is known about the relationships between 'drinking on the job' and work performance among employees in Korea. The purpose of this study is to examine the relationships between alcohol use including 'drinking on the job' and 'drinking off the job' and work performance among 577 employees working at the health or welfare related agencies in N-gu of Seoul. Analyses were conducted using univariate analyses and multiple regression to examine which alcohol use factors were associated with work performance among employees. As for alcohol use, 49.3% of participants reported 'drinking on the job' in the past 30 days and 48.2% of participants reported 'drinking in a company dinner' in the past 30 days. Univariate analyses on the relationships between alcohol use including 'drinking on the job' and 'drinking off the job' and 'work performance' showed' drinking on the job' was associated with all work performance items except 'being absent' and 'being hurted' were not associated with work performance. Meanwhile, 'drinking off the job' was related to only 'did not do the job well'. Multiple regression analyses demonstrated that gender, subjective health status, service period, and 'drinking on the job'. These findings suggested that there is a need to more concerns about 'drinking on the job', especially 'drinking in a company dinner' among employees in Korea.
This paper has the objectives to define the concept of 'Good Care' which is the service goal we are aiming essentially for the improvement of long-term care service quality, to find out the components for 'Good Care', and to explore the conditions that create a good care. In addition, we tried to find the answer about what is the best way to measure the service quality. For this, I referred the advanced researches which explored the fundamental properties of care and tried to find the answer from the accumulated wisdom of service field through the 5-year long term care service experience. As a result of research, the good care can be defined as helping someone to be able to maintain his own life as maximum as possible with the goal to assure total quality life. The most important condition for good care is making 'a good care relationship'. Without damaging the relationship between care provider and care receiver, the individualized service focusing on the demand of care receiver based on mutual reliability, mutual respect and smooth communication should be provided. For the evaluation system, it is reasonable to set the standard according to the size of each institution for the core quality of facility service and establish the certification system of absolute standard to carry out the quantitative evaluation rather than the relative evaluation in the whole. For the part over the absolute certification standard, it is reasonable for each institution to characterize its own characteristics autonomously and carry out the qualitative evaluation for this. For the evaluation of home visit care service, it is recommended to contain the evaluation contents such as user satisfaction, satisfaction of care worker, how well the case management system of home care service center is operated etc.
