Some Considerations on Aviation Insurance : With a focus on coverage of aviation insurance (항공보험에 대한 약간의 고찰 -항공보험의 담보범위를 중심으로)

  • The development of the aviation industry has exponentially increased the volume of passengers and cargo and gradually expanded the damage scope of all kinds of accidents in the process of transportation. As a result, the need for aviation insurance has accordingly grown bigger and bigger every day. That is why most nations have a law to force mandatory insurance on the aviation industry. However, the Montreal Convention of 1999, which Korea also signed and today has the most extensive effect in the international civil aviation community, offers no clear interpretations about the coverage of aviation insurance along with the Air Transport Business Promotion Act of Korea. The advanced nations of air transport business such as EU, the U. S. A. and Canada prescribe the coverage of aviation insurance and have a law that makes it mandatory for all the passengers and third parties to cover air carrier's liability. EU requires them to include cargo and baggage in scope of coverage, and the U. S. A. and Canada recommend insuring by having a shipper receive a written notice containing information about whether the concerned cargo is insured or not. Making the scope of coverage of aviation insurance clear by law serves several purposes including diversifying risks for air transport companies, providing the victims with enough protection, observing the international accountability required in the air transport industry, and promoting the productive and sustainable growth of the aviation industry. Thus problems with Korea's aviation insurance should be resolved by clearly stating the coverage of aviation insurance that the Korean air carriers and operators need to insure according to the current state of Korea's air transport by consulting the legislations of the advanced nations in air transports. and enacting a law to comprehensively govern Korea's aviation insurance.

Difference in Health-related Quality of Life between Medical Aid Beneficiaries and Health Insurance Beneficiaries using the Community Health Survey (지역사회건강조사를 이용한 의료급여수급권자와 건강보험가입자의 건강관련 삶의 질 비교 연구)

  • This study attempts to comprehensively evaluate differences in sociodemographic characteristics, health behavior, disease morbidity, medical care and health-related quality of life of medical aid beneficiaries and health insurance beneficiaries. To achieve this, this study analyzes primitive data of community health survey that each health center had recently conducted in 2013. Study socioeconomic characteristics, health behavior, disease morbidity, medical care showed that various factors affecting health-related quality of life. It was found that medical aid beneficiaries showed lower health related-quality of life than health insurance beneficiaries because not good socioeconomic characteristics, health behavior, disease morbidity, and medical care and even as a comparative result after controlling socioeconomic characteristics, it was found that medical aid beneficiaries health-related quality of life was lower because of not good health behavior, disease morbidity, and medical care. Therefore, to improve health-related quality of life in medical aid beneficiaries as effectively as possible, improving mental health including managing chronic disease and stress and depression and daily living activities is above all important and our national concern with developing systematic program and policies focusing on health promotion behaviors such as moderate drinking habits and regular exercise and eating habits is required.

Interdependence of Poverty and Unemployment and the Welfare Policy Effectiveness (빈곤과 실업의 원인과 복지정책의 효과)

  • Using 3 years of panel data on nearly 3,507 households, the Korea Labor Income Panel Survey(KLIPS) data, the authors measure the determinants of poverty and unemployment, and the extents to which poverty influenced unemployment. The probit analysis of unemployment shows that unemployment probability is lower, when male, lower age and is higher, high-school and over junior college, work duration is over 3 years. The probit analysis of poverty shows that poverty probability is lower, when male, higher education level, longer career. specially unemployment and social insurance is determinants of increasing poverty. Bivariate probit model of unemployment and poverty also provides similar findings to those probit analysis and shows an evidence of the influence of unemployment on poverty along with the positive role of social welfare policy such that social welfare receipt reduces the impact of unemployment on poverty.

  • With the rapid aging of the nation's population and the increasing number of elderly people with difficulties in daily life, the elderly care system was implemented for social solidarity. Structural problems in the long-term care system that emerged after the introduction of the system are demanded, and the problem of functional readjustment between nursing hospitals and facilities is raised due to the lack of continuity of care for the elderly by institutional and salary types. In this study, we set up research problems related to personnel, staff, and services to address the problem and conducted FGI. Research has shown that the number of elderly and recognized people in the region, the number of elderly and elderly patients, needs to be reflected in long-term care demand, the direction of appropriate institutional and manpower supply policies, and the establishment of local government goals and plans to strengthen the long-care institutions. It was revealed that non-medical accident arbitration bodies are needed to apply the cost of food insurance, provide programs through links with relevant institutions, and manage the admission smoothly.

  • 우리 사회에서 AI 활용이 더욱 보편화 되어가고 있는 가운데 AI 신뢰에 대한 사회적 요구도 증가했다. 특히 최근 대화형 인공지능'이루다'사건으로 AI 윤리에 대한 논의가 뜨거워졌다. 금융 분야에서도 로보어드바이저, 보험 심사 등 AI가 다양하게 활용되고 있지만, AI 윤리 문제가 AI 활성화에 큰 걸림돌이 되고 있다. 본 논문에서는 인공지능으로 발생할 수 있는 윤리적 문제를 활용 도메인과 데이터 분석 파이프라인에 따라 나눈다. 금융 AI 기술 분야에 따른 윤리 문제를 분류했으며 각 분야별 윤리사례를 제시했고 윤리 문제 분류에 따른 대응 방안과 해외에서의 대응방식과 우리나라의 대응방식을 소개하며 해결방안을 제시했다. 본 연구를 통해 금융 AI 기술 발전에 더불어 윤리 문제에 대한 경각심을 고취시킬 수 있을 것으로 기대한다. 금융 AI 기술 발전이 AI 윤리와 조화를 이루며 성장하길 바라며, 금융 AI 정책 수립 시에도 AI 윤리적 문제를 염두해 두어 차별, 개인정보유출 등과 같은 AI 윤리 규범 미준수로 파생되는 문제점을 줄이며 금융분야 AI 활용이 더욱 활성화되길 기대한다.

  • 뉴저지주 보건교육/건강 증진정책을 논하기전에 건강증진과 보건 교육사의 뜻을 먼저 기술하기로 한다. 건강증진이란 일상 사회생활과 행동과학의 응용에서 시작하며 교육의 효율적 작전 및 기술, 질병 역학 조사, 개인 및 가족단위 건강 위해 행위 절감, 사회연관 구축망 조성, 그리고 적게는 이웃, 더 나아가 조직체계 및 지역 사회의 네트웍 실시등을 실시한다. 보건교육 및 건강증진 전문가란 ' 전국 보건교육 인증 위원회(NCHEC) ' 에서 채택된 다음 7개 활동 영역에서 개인적, 그룹, 각주단위, 그리고 범 국가적 조직에서 종사하는자로 한다. 개인 및 지역사회 보건 교육 필요성 분석- 계회, 실행, 효율성 평가, 사업 진행 조정, 자문, 컴뮤니케이션 등의 활동범위를 들 수 있다. 공인 보건 교육사(CHES)란 대학 및 대학원에서 보건 교육학 소정의 필수 과목을 이수하고 학.석사 소지자로서 ' 전국 보건 교육 인증 위원회 ' 에서 그 자격을 인정 받고 공인 자격 시험에 합격한자로 한다. 합격자는 자기 성명뒤에 CHES란 칭호를 부치며 매 5년마다 75단위이상 인정된 전문 직업 보수 교육을 받아야 한다. 보건 교육사 고용 분야는 연방, 주, 지방 정부의 보건 교육사(10-15%) 및 건강 증진 전문가로 종사하며; 이들은 지역 사회 조직화, 프로그람 기획, 공공사업 마켓팅, 메디아, 컴뮤니케이션 자질을 갓추어야 하며; 상해 예방, 학교 보건, 지역 사회 영양 실태 향상, 그 외 모든 건강 증진과 질병 예방에 일익을 담당 하여; 의사, 간호사, 약사, 영양사,환경 위생사드의 전문분야종사자들괴 한팀이 되어 지역 사회 보건 사업에 기여한다. 쥬저지 보건 교육사들은 주법령 8조 '||'&'||' 보건행정 표준 시행령 ' 에 따라 포괄적 보건교육/건강증진 프로그램을 개발하여 총체적으로 조절 관장한다. 특희 ' 미국 학술원 의료 연구원 ' 에서 제정한 ' 10대 필수 공중 보건 사업 ' 에 기준을 두고; 1) 개인 및 지역사회 필수 보건 여건 분석 평가, 2) 보건 교육 이론에 따른 사업 계획 설정, 3) 교육 전략과 보건문제 발굴에 따라 일반 대중 대상 보건 교육 실행 (프로그람 기획, 연수 교육, 미디어 캠페인, 공중보건 향상책 옹호), 4) 사업 진행 과정 정리, 그 결과에 대한 영향력과 결과 평가, 5) 프로그램진행, 인사 및 예산관리 참여, 6) 근무향상을 위한 보수교육 프로그램 개발, 7) 보건 의료 업무 종사자 상호 협조성 향상 훈련, 8) 지역 사회자원 밭굴, 9) 적절한 고객 의뢰 체제 시행, 10) 위기 관리 컴뮤니케이션 체제 개발실시, 11) 일반 대중에게 공중 보건 향상 고취, 12) 각종 협력 지원금 신청서 작성 제출, 13) 문화/인종적으로 적절한 시청각 교재 발굴, 15) 질적 및 양적 보건교육/건겅증진책 연구 실시, 16) 비 보험 가담자, 저 보험자, 빈곤자, 이민자 색출 선도, 17) 관활 구역내 상재하는 각 건강증진 프로그램 밝혀 내서 불필요한 중복 회피등이다. 그 외에도 보건 교육사들은 사회 복지 단체인 미국 암 협회, 미국 심장 협회,미국 폐장 협회 등 각종 사회 복지 비영리단체 와 자선 사업 단체들과 긴밀희 협조하거나 그 단체 임직원으로서 건강 증진 사업에 종사한다. 병원 및 의료기관에선 임직원 보수 교육, 환자의 질병 예방및 건강증진 교육, 그리고 의료 사업장내 건장 증진업무에 종사한다. 건강 유지 의료 기관(HMO)에선 예방주사, 정기검진 촉진등을 통한 입원일수 절감, 응급실 사용도 절감등으로 의료비 감축, 삶의질 향상상에 종사한다. 사업장 보건 교육사는 스트레스 관리, 금연 및 흡연 중단선도, 체중 절감, 종업원 건강증진 생활화참여 유치, 컴뮤니케이션 개발, 마켓팅, 질병 예방등에 그 전문 직업적 노하우를 사업체 건강 증진 프로그램 개발에 접목한다. 뉴저지 2010년대 건강 증진책은 5대 목표 설정하여 현재 시행하고 있다. 특이한점은 2001년 9.11사태 이후 연방정부와 주정부의 상당한 예산 지원을 그랜트 지원금 형식으로 받아 연방, 주정부, 지방 정부, 의료 기관등에서 일사 불란하게 생물/화학/방사성 테러에 대비하는데 보건 교육사들은 시민 인지도 향상과 위기관리 컴뮤니케이션 영역에서 활약한다. 총체적인 보건 교육/건강 증진책은 다음 천년간 뉴저지 건강증진 백서와 미연방 정부 건강증진 2010에 준하여 설립한 뉴저지 건강 증진 2010 에 의한다. 그 모델을 보면; 1) 생활 습관 향상으로 위해 행위 절제; 적절한 영양 섭취 와 과체중화 차단 불필요한 투약 절제와 그 관리 흡연 탐익 절감, 금연, 흡연관련 신체/정신적 피해 관리/치료 습관성 약물 중독 조기발견 예방 낙상 예방 폭력, 의도적/비의도적 상해 예방 2) 심장질환, 암, 뇌졸중, 당뇨, 폐염, 인프루엔자등 주사망원인 질병 조기 발견 예방 책 마련; 독감.폐렴 예방 주사 실시 3) 보건 교육 대상과 표적 설정 특히 보건사업 참여 동반자 발굴하여 그 동참과 책임분담 책려; 주. 지방 정부기관, 의료 종사자, 의료 보험 업자, 대학 등 교육 기관, 연구 기관, 교육자, 지방 보건소, 지역 사회 비 영리단체, 종교 단체 및 교역자 등의 참여 촉구., 지역 사회 비 영리단체, 종교 단체 및 교역자 등의 참여 촉구.

  • The rapid development of the current information and communication brings big changes and progress in the health service delivery system. And it is becoming the worldwide trend increasingly. In order to implement established what policy peacefully is sufficient review and dialogue, social consensus are integral components. The government in the telemedicine services, health care industry that is directly related to the public health and development spheres as nations of the society which to vote on new growth policy is a great social health policies of the push ahead with an unconditional side effects. But before it was activated, telemedicine, which is capable of ensuring the health and lives of the people in need of revision of the safety and effectiveness of any kind, and enforces a stretch enough before review and social consensus, must necessarily be a prerequisite. In conclusion, it presently appears to be inappropriate and impossible to conduct telemedicine system through the foreign of telemedicine. It suggested to present the problems on telemedicine in korea.

Path to Poverty of Sick Workers and Fictional Korean Social Security (아픈 노동자는 왜 가난해지는가? - 아픈 노동자의 빈곤화과정과 소득보장제의 경험)

  • This study analyzes how workers become impoverished and have their jobs less stabilized after they suffer from non-job-related sickness. Given that South Korea lacks sickness benefits, which most of OECD member states legislate and implement except US and Switzerland, this study examines its impact on laborers' job stability and povertization in Korea. The researchers have conducted in-depth interviews with nine former or present laborers who have the experiences and four experts on the issue in July-September, 2017 for the qualitative analysis. It is found that laborers, after becoming aware of their sickness, at first endure their pain without informing their employers not to lose their jobs. The attititude is observed especially among non-standard laborers, because sickness more often leads to job loss for them than for standard laborers. After workers have to leave their jobs due to their sickness in the end, they have no choice but to keep working in less stable jobs to compensate for income losses. They become gradually impoverished with their social capital like family bond declining. We observe laborers who are eligible for industrial accident insurance compensation could not benefit from the system because some employers refrain from the legal reporting duty. Due to this illegal practices, some industrial accident victims unduly lose their jobs due to "non-job-related sickness". Second, some employers report to the authority that their sick laborers have left their jobs 'voluntarily' even when they have quitted it without their volition, in which case the newly unemployed are not eligible for unemployment benefits. Large holes in Korea's safety nets for those suffering from multiple risks of sickness and unemployment.

The Moderating Effect of Job Satisfaction on Social Exclusion and Quality of Life of the Disabled (장애인의 사회적 배제와 삶의 질에 대한 직무만족의 조절효과)

  • The purpose of this study is to objectively quantify the degree of social exclusion of the disabled and verify the impact of the derived degree of social exclusion on the quality of life of the disabled. And the purpose is to verify whether job satisfaction moderates the impact of social exclusion and quality of life of disabled people. The subjects of the study were 1,280 people extracted through a panel survey on employment of the disabled. The independent variables of social exclusion are economic difficulties, employment status, mental health, and social activities. The dependent variable was quality of life, and the control variable was job satisfaction. The research results are as follows. First, the sub-factors of social exclusion that affect quality of life were economic difficulties, mental health, participation in social activities, and employment status. Second, job satisfaction showed a moderating effect in the relationship between social exclusion and quality of life. And the sub-factors of social exclusion that have a moderating effect on quality of life were identified as economic difficulties, employment status, and social activities. In follow-up research, it will be necessary to investigate employment programs for the disabled in developed countries and analyze the implementation background, implementation details, achievements, and limitations, thereby contributing to the establishment of employment policies for the disabled. It is hoped that through this research, the vicious cycle of social exclusion and discrimination of the disabled will be improved and an opportunity will be provided to improve the quality of life through the economic activities of the disabled.

  • Prior to the establishment of 'Employment-Related Big Data Center (tentative name)' to support the development of customized employment services. This Paper examines the current status and limitation of employment-related data in korea. Then, the implications were derived through foreign employment-related big data construction cases. Through the above analysis, I proposed measures to build and utilize employment-related big data at the individual level, focusing on the Transitional Labour Markets theory that emphasizes the implementation of individual labor force states. Finally, we presented future challenges such as massive maintenance of employment-related DB, increased representation of big data to be built around employment insurance DB, and increased reliability of DB presented.
