  • 메콩강 유역은 중국, 미얀마, 라오스, 태국, 캄보디아 및 베트남의 6개국이 공유하는 국제하천으로 각국의 안보, 경제성장 및 발전 등에 밀접한 영향을 주며 유역의 개발과정에서 국가별 개발전략 및 경제발전의 차이, 환경문제에 대한 입장의 차이로 인한 다양한 문제가 발생하고 있다. 특히 상류인 중국의 댐 건설 이후 갈수기에 메콩 강 하류지역의 수위가 매년 하락하는 현상이 발생하면서 중국의 수자원 무기화에 대한 우려가 심화되고 있다. 이와 같은 수자원의 통제는 메콩 강 하류 국가의 홍수나 가뭄조절에 대한 대응을 어렵게 하며 최근 급격한 기후변화로 인한 재난위험의 증가는 이에 대한 우려를 심화시키고 있다. 이에 대한 대응으로 하류 국가들 또한 메콩 강 곳곳에 댐을 건설하려는 계획을 수립하고 있어 메콩 강 유역의 무분별한 댐 건설에 대한 문제들이 제기되고 있다. 이러한 문제의 해결방안 마련을 위해서는 기후변화 또는 유역개발이 사회 경제 및 환경에 미치는 영향에 대한 사전분석이 매우 중요하며 기본적으로 강우-유출해석 시스템의 구축을 통한 사회 경제적 영향에 대한 예측 및 검토는 정책결정 및 수자원관리측면에서 매우 중요한 요소이다. 본 연구에서는 메콩강 유역을 대상으로 준 분포형 모형인 SWAT 모형에 전 세계적으로 구축되어 제공되는 범용 공간정보자료 및 기후변화 시나리오를 이용하여 강우-유출해석 시스템을 구축하고 메콩강 유역의 2100년까지의 미래 유출변화를 분석하였다. 이를 위해 메콩강유역을 총 33개의 소유역으로 분할하고 HadGEM의 RCP45 및 RCP85 기후변화시나리오를 소유역별 과거자료를 이용한 임의보정의 과정을 거쳐 적용하였다. 본 연구의 결과는 미래 메콩강 유역개발 및 수자원 관리 및 다양한 시나리오 적용을 위한 기초자료로 유용하게 활용될 수 있을 것으로 판단되며, 앞서 밝힌바와 같이 현재 메콩 강은 댐에 의한 수자원 통제의 영향이 커지고 있음에도 불구하고 방류데이터 등의 비공개로 이에 대한 영향은 고려하지 못하는 한계가 존재하기에 향후 이와 관련한 시나리오의 적용 등 추가적인 연구 또한 필요하다고 판단된다.

Relationship between Single-households Elderly Spatial Distribution and Public Transport Accessibility for Rural Social Service Improvement (농촌 사회서비스 정책 지원을 위한 농촌 고령일인가구 분포와 대중교통 접근성의 관계 분석)

  • This paper aims to analysize the regional disparity of rural life service. In other words, analyzing the spatial distribution of the single-households elderly and service accessibility to public transportation, and the relationship between them in rural. The results of this study are as follows. First, there is a high concentration of the single-households elderly in Gyeongsangbuk-do and Jeollanam-do, and the distribution of them shows a tendency to cluster locally. Second, the vulnerability area of public transportation are concentrated on the myeon area. Third, The above-average proportion of vulnerable single-households elderly in Gyeongsangbuk-do and Jeollanam-do are concentrated on the myeon area. This result show that there is a positive correlation and high values are concentrated. This paper is expected to contribute to the regional development projects and effective implementation of rural polices.

A Study on Operator's Awareness for Revitalization of Public Small Libraries in Yangpyeong-gun (양평군 공립 작은도서관 활성화 방안을 위한 운영자 인식조사 연구)

  • The purpose of this study is to suggest strategies to improve and revitalize public small libraries established and operated by local governments among small libraries in Yangpyeong-gun. For this purpose, basic factors to be considered for the analysis of the current situation were derived by examining the policies and prior studies of small libraries. Based on these factors, the operation status of the public small libraries were analyzed, and interviews were conducted with the itinerant libertarians and staffs. As a result of the analysis, the main problems were the deterioration of a building, the lack of manpower and expertise, and the collection and program that did not reflect regional characteristics. In this study, we suggested a revitalization strategy such as improvement of the operating system, development of community-focused life-friendly libraries, reinforcement of manpower and expertise, development of book collections and reading culture programs with regional specialization, and establishment of community networks.

  • 급격한 도시화와 이로인한 불투수면의 증가는 유역의 물순환을 왜곡시키고 있다. 직접유출의 증가와 침투량 감소로 이어지며 이는 지하수 함유량의 감소와 하천건천화를 유발한다. 환경부는 더 이상의 물순환 왜곡을 막기위해 물환경보전법상의 물순환율을 정의하고 물순환 관리목표를 설정하였으며, 제3차 강우유출 비점오염원관리 종합대책에서 물순환 사업 추진을 위한 소권역 별 우선순위산정을 과제로써 제시하고 있다. 대표적인 물순환 사업은 저영향개발기법 설치이다. 저영향 개발기법은 토지 및 공간을 이용해야하기 때문에 설치비용이 높고 위치선정에 제약이 많으며 유지관리도 어렵다. 이에 물순환 사업에는 단순 불투수면 뿐만아니라 사회, 경제적 요소까지 고려하여야한다. 본 연구에서는 물순환 우선순위를 산정하기위해 불투수면뿐만 아니라 사회, 경제적 요소까지 고려한 종합적인 우선순위를 산정하였다. 유역 물순환 평가를 위해 PSR framework을 이용하였다. PSR framework는 OECD가 개발한 지속가능성 평가 개념이며, Pressure, State, Response 세 가지 요소로 구분해 평가하게된다. PSR framework의 기본 개념은 인간의 활동들이 환경에 압력 (P)를 주고, 이로 인해 자연의 질과 영향 (S)을 미치며, 이에대한 회복을 위해 인식과 행동을 통해 정책과 제도 등을 통해 반응 (R)한다는 것이다. 본 연구에서는 PSR framework의 평가요소 Pressure는 불투수면 및 강우, State는 물순환, 하수관거, 수질, 수생태계, Response는 협력, 인식, 재정, 토지로 구분하여 평가하였다. 최종적으로 불투수면적 감축 대상 소권역('30년 무대책 불투수면적률 25% 이상)소권역에 대하여 최종우선순위를 산정하였다.

The Consolidation and Implementation of Green Infrastructure Policy in Urban Spatial Planning - Focused on the London Plan & the All London Green Grid - (그린 인프라스트럭처 정책의 확대와 적용 - 런던플랜과 런던 그린그리드를 중심으로 -)

  • Strategies for parks and open spaces in the 21st century have moved from focusing on specific elements, such as quantitative growth and ecological and recreational aspects, to green infrastructure, which refers to a multi-functional network of open and green spaces offering a range of benefits. In the case of London, green infrastructure is realised as an integral part of urban infrastructure, involving physical and social infrastructure as well as practical spatial planning at the local level within statutory urban planning as part of a continuously developing green infrastructure framework with a theoretical basis. Taking this perspective, the present study looks at alterations to and developments in green infrastructure policies in the London Plan, the green grid framework as detailed in the city's strategic implementation of green infrastructure. Various trends and characteristics of the policies adopted in the London Plan and some implications are deduced, with three main results being identified. The first is a clear division of roles among the national government, Greater London Authority and borough councils, with local plans established under the guidance of the National Planning Policy Framework (NPPF) and the London Plan. Green infrastructure policies in the London Plan have been applied at a high rate in the boroughs' local plans, which leads to another, linked point. Secondly, green infrastructure policies and the green grid as an implementation framework have been consistently extended and developed through consolidating the London Plan, despite the change of government. Finally, in order to achieve the London Plan, the Mayor of London implemented policies by partnership and supporting programmes for London boroughs. Recently, the Seoul Metropolitan Authority introduced a parks and green spaces development policy, but the London case remains a good example; this is because green infrastructure policies in London were not a manifesto pledge but rather have been continuously and consistently advanced regardless of party politics and thus realised as long-term planning.

A Cross-Cultural Study on the Interaction of Participants in the Online Community Using Social Network Analysis (사회적 네트워크 분석을 이용한 온라인 커뮤니티의 참가자 상호작용에 대한 비교 문화적 연구)

  • The purpose of this study is to investigate the cultural difference between eastern and western culture in the online community in view of Hofstede dimensions of national culture through social network analysis. And this study tries to interpret the cultural dimensions by using social network indexes. The results show every cultural dimension offered conflicting results except uncertainty avoidance. The eastern culture shows individualism, and low power distance compared to western culture in the online community. Moreover the communication speed of eastern culture is faster than western culture. But eastern culture shows high uncertainty avoidance in the online community similar to an offline culture. This results of this study show that because of certain differences between the offline and online culture, the typical framework we use to analyze offline culture should not be applied to analyze online culture. Therefore we believe that the most important contribution of this study should be related with the finding that we need very different approach to be able to correctly understand the prevalent culture in the online community than the one that we use in the offline community.

The Production of Riskscapes in the Korean Developmental State: A Perspective from East Asia (동아시아 맥락에서 바라본 한국에서의 위험경관의 생산)

  • The concept of a risk society, which was originally suggested by German sociologist Ulrich Beck, is insufficient to reveal how a certain risk materially and discursively unfolds on the ground and how its various dynamics are recognised by diverse actors because of the concept's spatial insensitivity. As an alternative approach, this paper introduces the concept of the riskscape, which was suggested by German geographer Detlef $M{\ddot{u}}ller$-Mahn, and analyses this concept in the context of the East Asian developmental state. It is meaningful that the East Asian developmental state thesis has strongly promoted the role of the state in stimulating national economic development in underdeveloped countries. However, it should also be noted that an active state role in encouraging modernisation and economic growth within a very short time produces consequences of what Beck calls 'manufactured risks', such as nuclear power plants. Therefore, it is essential to analyse the state in comprehending modernisation and the risk society in East Asia. More specifically, using the case of the location policy for nuclear power facilities, this article reveals how dominant social forces acting in and through the state constructed a national riskscape that minimises the gravity of local risks while prioritising the economic value of the national economy over local risks to produce rapid modernisation. Additionally, it is argued that a dominant national riskscape may become weak from competing with different riskscapes that are constructed based on contingency factors (e.g., political democratisation or a natural disaster). Based on these analyses, the article emphasises that interdisciplinary research using the concept of the riskscape is required to better explain the risks in East Asia.

  • 물 수요관리측면에 대한 정책을 수립하기 위해서는 현재 또는 장래에 대한 용수수급의 정확한 이해를 필요로 한다. 이를 위해서는 용수 수요량 및 공급량뿐만 아니라 여러 산정요소를 필요로 하는데, 그 중 회귀수량은 물이 이용되고 다시 하천으로 회귀되어 이용될 가능성이 있는 수량으로 정의되며, 용수수급 및 용수절약 측면에서 회귀 수량은 중요한 요소라 할 수 있다. 회귀수량 조사는 유역조사 사업 이래, 10년간 생?공용수를 중심으로 미시적, 거시적으로 조사를 시행하였으나, 측정 자료의 신뢰도, 조사방법 및 지점선정 등의 문제로 인하여 조사 성과의 활용성이 매우 낮은 실정이다. 수자원장기종합계획등에서는 수자원관련 계획 수립시 생?공용수의 회귀율을 65 %로 적용하고 있으나, 이는 1970년대 말의 사회적 여건 및 경제적 상황이 반연된 결과로 현재 상황에 적용되기 곤란하다. 따라서, 현재 실정에 맞는 회귀율 산정은 반드시 필요하게 된다. 본 연구에서는 기존 생활용수 회귀수량 산정 연구 한계를 보완하고 유역조사 시행을 위한 개선된 회귀수량을 산정하고자 한다. 본 연구는 서울시 중랑물재생센터 처리구역을 기반으로 중랑천유역을 시험유역으로 선정하였다. 기존 회귀수량 산정방법을 개선하기 위해 시험유역 회귀수량 산정을 위한 가용 자료 분석 및 용수흐름 네트워크 공간분석을 추가로 진행하였다. 가용자료로 시험 유역내 상수공급자료(정수장 공급량, 상수계통도, 유수 및 누수율), 하수처리자료(하수처리구역도, 하수처리계통도, 유입량 및 방류량) 및 기상자료(기상청 지점 및 AWS 강우자료)를 구축하였고 각각의 상수계통도 및 하수처리계통도로부터 용수 흐름 네트워크망을 구축하였다. 상수공급자료로부터 상수계통도 공급지역을 구분하여 월별 유수율에 따른 월별 실 공급량을 산정하였다. 하수처리자료로부터 시험유역에서의 월별하수처리 유입량 및 방류량을 산정하였다. 최종적으로 회귀율(하수처리 방류량/실 공급량)을 산정한 결과 연평균 회귀율은 각각 93.97 %(2011년), 95.02%(2012년)로 과잉 추정 되었으며 7 ~ 9월의 회귀율은 110 ~ 120 %로 유입량을 초과하였다. 이는, 하수처리로 유입되는 유입량의 하수관거는 합류식으로 구축되어 7 ~ 9월에 많은 양의 강우량이 우수관을 통해 하수처리장으로 이송되어 생활용수 이외에 자연적인 공급량으로 인한 것으로 분석되었다. 따라서, 월별 회귀율 산정을 위해서는 불투수층에서의 면적강우량(mm)을 유입량(m3/s)으로 환산된 값을 고려하여 회귀율을 재산정하였다. 그 결과 연평균 회귀율은 각각 78.27 %(2011년), 77.58 %(2012년)로 나타났다.각각의 월별 회귀율도 매우 유사하게 나타났으며 과거 관용적으로 사용된 65 % 회귀율보다 약 12 ~ 13%로 증가하였으며 이는, 하수처리시설 구축 및 처리효율의 증가와 상수처리시설의 관로시설의 개량으로 인한 유수율 및 누수율 감소로 회귀율이 증가한 것으로 판단된다.

Derivation of Green Infrastructure Planning Factors for Reducing Particulate Matter - Using Text Mining - (미세먼지 저감을 위한 그린인프라 계획요소 도출 - 텍스트 마이닝을 활용하여 -)

  • Green infrastructure planning represents landscape planning measures to reduce particulate matter. This study aimed to derive factors that may be used in planning green infrastructure for particulate matter reduction using text mining techniques. A range of analyses were carried out by focusing on keywords such as 'particulate matter reduction plan' and 'green infrastructure planning elements'. The analyses included Term Frequency-Inverse Document Frequency (TF-IDF) analysis, centrality analysis, related word analysis, and topic modeling analysis. These analyses were carried out via text mining by collecting information on previous related research, policy reports, and laws. Initially, TF-IDF analysis results were used to classify major keywords relating to particulate matter and green infrastructure into three groups: (1) environmental issues (e.g., particulate matter, environment, carbon, and atmosphere), target spaces (e.g., urban, park, and local green space), and application methods (e.g., analysis, planning, evaluation, development, ecological aspect, policy management, technology, and resilience). Second, the centrality analysis results were found to be similar to those of TF-IDF; it was confirmed that the central connectors to the major keywords were 'Green New Deal' and 'Vacant land'. The results from the analysis of related words verified that planning green infrastructure for particulate matter reduction required planning forests and ventilation corridors. Additionally, moisture must be considered for microclimate control. It was also confirmed that utilizing vacant space, establishing mixed forests, introducing particulate matter reduction technology, and understanding the system may be important for the effective planning of green infrastructure. Topic analysis was used to classify the planning elements of green infrastructure based on ecological, technological, and social functions. The planning elements of ecological function were classified into morphological (e.g., urban forest, green space, wall greening) and functional aspects (e.g., climate control, carbon storage and absorption, provision of habitats, and biodiversity for wildlife). The planning elements of technical function were classified into various themes, including the disaster prevention functions of green infrastructure, buffer effects, stormwater management, water purification, and energy reduction. The planning elements of the social function were classified into themes such as community function, improving the health of users, and scenery improvement. These results suggest that green infrastructure planning for particulate matter reduction requires approaches related to key concepts, such as resilience and sustainability. In particular, there is a need to apply green infrastructure planning elements in order to reduce exposure to particulate matter.

How Did the COVID-19 Pandemic Affect Mobility, Land Use, and Destination Selection? Lesson from Seoul, Korea

  • The COVID-19 pandemic has brought about significant social changes through government prevention and control measures, changes in people's risk perceptions, and lifestyle changes. In response, urban inhabitants changed their behaviors significantly, including their preferences for transportation modes and urban spaces in response to government quarantine policies and concerns over the potential risk of infection in urban spaces. These changes may have long-lasting effects on urban spaces beyond the COVID-19 pandemic or they may evolve and develop new forms. Therefore, this study aims to explore the potential for urban spaces to adapt to the present and future pandemics by examining changes in urban residents' preferences in travel modes and urban space use due to the COVID-19 pandemic. This study found that overall preferences for travel modes and urban spaces significantly differ between the pre-pandemic, pandemic, and post-pandemic periods. During the pandemic, preferences for travel modes and urban spaces has decreased, except for privately owned vehicles and green spaces, which are perceived to be safe from transmission, show more favorable than others. Post-pandemic preferences for travel modes and urban spaces are less favorable than pre-pandemic with urban spaces being five times less favorable than transportation. Although green spaces and medical facilities that were positively perceived during the pandemic are expected to return to the pre-pandemic preference level, other factors of urban spaces are facing a new-normal. The findings suggest that the COVID-19 pandemic has had a significant impact on urban residents' preferences for travel modes and urban space use. Understanding these changes is crucial for developing strategies to adapt to present and future pandemics and improve urban resilience.
