The Digital Divide and Challenges on the Elderly in Intelligence Information Society (지능정보사회 노인층의 디지털 정보격차와 과제)

  • The intelligent information society is expected to drastically change our lives. The purpose of this content is to derive tasks in the field of media education for the elderly for the realization of digital inclusion in an intelligent information society. To this end, the vision, goals, strategies, and tasks of the intelligent information society were examined through the 6th National Informatization Basic Plan(2018~2022) and the 2022 Education Informatization White Paper(2022). In addition, the current status of the digital gap among the elderly classified as vulnerable groups was identified through the results of the 2022 Digital Information Gap Survey. In order to ease the digital information gap between the elderly in the intelligent information society, it is believed that the development of intelligent media education services using intelligent information technology, provision of media education services for the elderly through learning online service channels, and support for digital intelligent media education for the elderly are necessary.

A Study on Health Status by Social-economic Status of Middle-aged and Elderly (중고령자의 사회경제적 지위에 따른 건강수준 연구)

  • The study aims to examine the interaction of socio-economic status in education and income in the difference of the level of subjective health, physical health, and mental health of middle-age and the elderly of Korea. While there have been various discussions in precedent study with respect to the serious increase in the number of dependent life alongside with increasing elderly population, research on the health level according to socio-economic status is highly limited, and also how the health level of middle-age and the elderly - whom will arrive at senescence in just a few years - is different. The study aims at analyzing the health level by hierarchy and age based on data targeting the whole nation. As for analysis data, the study utilized 1st Korean Longitudinal Study of Ageing (KLoSA) implemented by Korea Labor Institute, and carried out a path analysis to verify whether income and academic background serve as a parameter to the level of subjective health, physical health, and mental health. As a result, while the subjective health level decreases, the study confirmed an increase in chronic diseases, and extremely low level of mental health when people in middle-age enter the elderly. In addition, the higher the education and income, the more the health levels both on middle-age and the elderly; the result suggests that education background and income have mediated effects in all health level of middle-age and the elderly.

  • 본 연구에서는 개정된 하천법에 의거하여 지방하천들 중에서 국가하천으로 지정하기에 적합한 하천들을 선별하여 이들의 관리등급을 조정하기 위한 방법론을 개발하였다. 대상 하천들 사이의 관리등급조정에 대한 우선순위를 결정하기 위하여 다기준의사결정법을 적용하였다. 개발된 하천평가지수에서는 세부기준을 하천중요도, 하천관리상태, 하천관리능력으로 구분하였으며, 지형 및 수문학적, 사회 및 경제적, 환경적 측면에서 각 세부기준들을 평가할 수 있는 지표들을 선정하였다. 또한, 수자원 분야 전문가들을 대상으로 설문조사를 실시하고 계층적 분석기법을 사용하여 평가기준들과 평가지표들의 상대적 중요도를 결정하였다. 국가하천지정 우선순위는 대상하천의 등급을 8개로 구분하고 각 등급 내에서 하천평가지수의 상대적 크기를 비교하여 결정하였다.

  • 자유시장 경제를 신봉하는 사람들은 국가간 교역의 증대는 비교우위에 따른 무역의 증대를 의미하고 이것은 국가간 상호이익을 도모함으로써 세계적인 부를 증진시킨다고 주장한다. 세계화로 다른 나라의 다양한 물품을 우리나라 소비자들이 싼 값에 살 수 있고, 생산자도 세계의 넓은 시장에서 판매활동을 할 수 있으므로 세계적인 부를 증진시킨단 말은 일면 타당해 보인다. 그러나 후진국의 경제발전(특히 수입대체산업의 육성)에 악영향을 미칠 것이며, 선진국 경제에 후진국이 종속되는 결과를 낳을 것이라고 한다. 또한 세계화는 이익을 보는 계층과 손해를 보는 계층을 극명하게 나눠 놓음으로서 분쟁과 갈등을 증대시키는 면도 있다. 예를 들면 최근의 농산물시장의 개방에 따른 우리나라 농민들의 피해, 자본의 대량유입과 대량유출에 따른 외환위기의 위험성 등 개발도상국을 비롯한 중.후진국이 감수해야 할 지도 모르는 부담이 상당하다. 경제적인 종속 이외에도 사회적, 문화적인 종속을 우려하는 시각도 있다. 이러한 가운데 세계화를 주장하는 미국과 대립되는 상황이 나타나는데 이는 자국 문화를 수호하려는 정부의 노력으로 보인다.

  • 최근 경제발전(經濟發展) 및 민주화(民主化)의 꾸준한 진전에 따라 중산층(中産層)의 사회(社會) 경제적(經濟的) 위치(位置)나 역할(役割)이 점차 증대되고 있어 본(本) 연구(硏究)에서는 중산화(中産化) 가능계층(可能階層)의 주거안정(住居安定)을 위한 세제(稅制) 및 금융면(金融面)에서의 지원방안(支援方案)에 대해 살펴보았다. 본고(本稿)에서는 현재 주택(住宅)을 보유하고 있지 않으나 일정한 소득(所得)이 있고 어느 정도의 지원(支援)만 있으면 주택(住宅)을 구입할 수 있는 중산화(中産化) 가능계층(可能階層)의 자가소유(自家所有)를 촉진하기 위한 양도소득세제(讓渡所得稅制)와 재산세제(財産稅制)의 개편방향(改編方向)을 제시하고 주택금융확대(住宅金融擴大)를 위한 새로운 금융제도(金融制度)를 도입함으로써 주택금융(住宅金融)의 효율성(效率性) 제고(提高)와 금융(金融)서비스의 향상을 도모하고자 하였다.

Historical Origins of Taiwan's Status-Differentiated Social Insurance Scheme (대만의 분절된 사회보험 체계의 역사적 기원: 노동보험과 공무원보험을 중심으로)

  • Highly Differentiated and segmented social insurance scheme in Taiwan shows its salient dimension of stratification, which has been considered as a general feature of conservative welfare regime. However, compared to Western conservative welfare states, Taiwan's social insurance scheme shows a distinct feature. First, Taiwan's social insurance scheme has offered a full coverage for various benefits. Secondly, Labor Insurance and Government employees' Insurance reveal distinct features of stratification. Labor Insurance has developed a universalistic system based on status equality and cross-class solidarity of working classes while Government employees' Insurance includes a myriad of occupational- and status-based programs. This article aims to articulate the historical origin of Taiwan's unique social insurance scheme and explains it as an unintended result of state's political intervention and various interests of each insured groups, especially, politically, economically, and ethnically conflicting identities of government employees and working classes.

A Case Study on Social Enterprises as Social Venture in Korea (소셜 벤처로서 사회적 기업에 대한 사례연구)

  • As Korea experienced a Asian foreign exchange crisis in 1997 and a world financial crisis in 2008, the social structure of Korea has undergone many changes. The problem of polarization has become more serious, and the social class has become harder to move between strata. This problem has been accompanied by a growing sense of crisis that the power of social development can be lost along with the problem of population cliffs. Behind the crisis is a reflection of the fact that the growth-oriented economic policies and welfare policies implemented in various European countries can not solve the problem. As an alternative to this, the emergence of social enterprises is attracting attention. Social enterprises have the characteristic of seeking to generate economic profit in order to achieve the purpose of the public interest to provide jobs to the underprivileged. In recent years, the importance of social ventures to expand the scope of new social enterprises in innovative ways has increased. The social venture is a venture business in that it takes risks to develop new areas, not existing business areas, but it also has the character of a social enterprise to achieve the public interest. In other words, an innovative corporate model that provides a creative and challenging solution of social problems in the venture spirit. Although the interest and importance of social enterprises and social ventures are increasing, this academic research is still lacking. The purpose of this study is to introduce and analyze cases of successful social enterprises and social ventures in order to reflect these social interests and their importance and to fill the gap of previous studies. In addition, I hope that this study will stimulate interest and research on the start - up of social venture.

Features and Issues of an Urban Community by Analysing Residents' Awareness and Attitude (주민의 인식과 태도로 본 도시 공동체의 현황과 과제 - 대구 동구 안심지역을 사례로 -)

  • Urban communities have been recently highlighted as an alternative idea in the field of urban regeneration, social economy and so on. Urban communities should not be understood as an ideal, but the way urban communities work in reality also should be analysed. This paper aims to find out what urban communities really mean and who are involved in urban communities. The paper explores the features and issues of unban communities by surveying residents in Ansim area, Dong-gu, Daegu city. The paper analyses the relation between participation and community features: residents' socio-economic features, residence features, social relationship with their neighbours and the sense of community. The survey outcome shows that middle income, higher educated residents living in apartment complex are relatively more involved in community activities. Moreover, those who have more relationship with their neighbours have participated in community activities more than those who do not have any. As a consequence, this paper carefully states that the urban community is middle class-oriented and such feature could cause other residents' limited opportunities to access information about their own community and lead to social exclusion. This paper suggests that urban community groups need 'soft solidarity' between social classes.

  • Today each country in the world goes beyond the narrow concept of national security that was limited to national defense and ideology and are entering multi-dimensional global system mainly based on economic profits. Nevertheless, conflicts between nations due to religious and ideological reasons have brought unprecedentedly intense disputes Security services for head of states have been an important national mission in every era and society. However, they are becoming a main target for assassination and attacks by terrorists. Attacks on the head of state and other VIPs can cause aftermath ranging from war to conflict situation, political crisis, and economic loss. Therefore this study aims to draw insights by comparing protective security units of Korea, the U.S., and Japan which have different legal basis and sociocultural characteristics. Especially in South Korea, which faces difficult diplomatic stance due to the tension with North Korea and relationship with other countries such as the U.S., China, and Russia as well as polarization between classes, generations, regions, and ideologies, cohesion among members of society has weakened and hatred toward the head of state has been brought, which emphasizes the important of national security services. Therefore the study of protective security units and its operation by comparison between neighboring countries will be able to bring insights on the promotion of the security service.

Study on the Correlates of Digital Disparity among Older Seoul Residents (서울시 고령자의 정보격차 관련 요인에 관한 연구)

  • The use of Information, Communication and Technology (ICT) is closely related to the improvement of health and quality of life in later life. The elderly in general, however, face difficulty in adapting to ICT. The purpose of this study is to examine the social disparities and determinants in the use of information of the elderly residing in seoul. The data is based on the "2015-2016 Seoul Survey on Elderly Health and Functional Assessment", which include a total of 1,605 people aged 60 to 89. The results of multivariate logistic regression analysis showed that the older, women, the lower educated, and those with restricted activity or poorer health were found to be the significant determinants of the digital poverty among older people. The results call for special attention to disparity within the older group to solve digital divide issues.
