An Analysis on the CCTV Location Appropriateness and Effectiveness for the Crime Prevention (범죄예방을 위한 CCTV 위치 적절성 및 효과성 분석)

  • This study aims to investigate the possibility of crime prevention through CCTV by analyzing the appropriateness of the CCTV location, whether it is installed in the hotspot of crime-prone areas, and exploring the crime prevention effect and transition effect. The real crime and CCTV locations of case city were converted into the spatial data by using GIS. The data was analyzed by hotspot analysis and weighted displacement quotient (WDQ). The results demonstrated that there was no significant effect in the installation of CCTV on crime prevention. This indicates that CCTV should be installed and managed in a more scientific way reflecting local crime situations. In terms of CCTV, the methods of spatial analysis such as GIS, which can evaluate the installation effect, and the methods of economic analysis like cost-benefit analysis should be developed. In addition, these methods should be distributed to local governments across the nation for the appropriate installation of CCTV and operation. This study intended to find a design guideline of the optimum CCTV installation. In this regard, this study is meaningful in that it will contribute to the creation of a safe city.

Analyzing Leakage Defect Types in Educational Facilities and Deriving Key Management Strategies Using the FTA Method (FTA기법을 이용한 교육시설 누수 하자 유형 분석 및 주요 원인 관리방안 )

  • In recent years, the construction industry has diligently focused on improving the quality and safety of buildings through smart technologies. However, there is a growing trend of leakage defects, especially in educational facilities, due to aging. The objective of this study is to analyze the causes of these defects in educational environments using the Fault Tree Analysis (FTA) technique and propose preventive measures based on the findings. The FTA technique is explained through a review of domestic literature, and data from the Educational Support Center from 2019 to 2021 are examined to identify major defects. The construction of the Fault Tree (FT) for leakage defects resulted in the identification of 12 basic events. Subsequently, a comprehensive understanding of the causes of leakage is achieved through FTA analysis, leading to the identification of the primary causes of defects. Leakage defects accounted for 46.8% of all reported issues in educational facilities, with roof (ceiling) leaks being the most common problem. FTA analysis revealed that poor substrate treatment was the main cause of roof (ceiling) leaks, which could be attributed to cracks in the waterproof layer, joint cracks, and microvoids in the waterproof layer. The primary achievement of this research is to provide essential data for preventing leakage defects in educational facilities and developing preventive measures through the FTA technique. These results are expected to significantly enhance the management of educational facilities and the prevention of leakage issues.

  • With petroleum being a major source of energy in Korea, the quantity of petroleum transported via ocean routes is on its way up due to increased consumption. Due to the increase, more than 300 cases of pollution caused by petroleum occur annually. Moreover, the number of oil-spill accidents is also on the rise. Causes of such accidents, not including the disposal of waste oil on purpose, turn out to be human error during navigation or defects in the vessels, showing that most accidents are caused by humans. Therefore, to prevent future oil spills, it is imperative that navigation efficiency be enhanced by improving the quality of navigators and replacing old vessels with newer ones. Nevertheless, such improvements cannot occur overnight, so long- and mid-term efforts should be made to achieve it institutionally. As large-scale oil-spill accidents can happen at anytime along the coastal waters of Korea, it is necessary to set-up institutional devices which go beyond the compensation limit of 92FC. The current special law regarding this issue has its limits in that it prescribes compensation be supplemented solely by national taxes. Therefore, the setting-up of a new 'national fund' is recommended for consideration rather than to subscribe to the '2003 Convention for the Supplementary Fund'. It is strongly suggested that a National fund be created from fees collected from oil companies based on the risks involved in oil transportation and according to the profiteers pay principle. In addition, a public fund should be created to handle general environmental damage, such as the large-scale destruction of the ecosystem, which is distinct from the economic damage that harms the local people. The posterior responses to the large-scale oil spill have always been unsatisfactory because of the symbolic nature of the disasters included in such accidents. Oil-spills can be prevented in advance, because they are caused by human beings. But once they occur, they inflict long-term damage to both human life and the natural ecosystem. Therefore, the best response to future oil-spills is to work to prevent them.

A Study on the Surveillance System of Multiple Object's Dangerous Behaviors (다중 객체의 위험 행동 감시 시스템 연구)

  • This paper proposes a detection system that, by determining whether a dangerous act is being carried out among other pedestrians in the images captured using CCTV, provides pre-warnings and establishes emergency measures. To determine the presence of a dangerous act, after setting zones of interest and danger zones within those zones of interest, the danger level is determined in accordance with the range of encroachment upon detecting an object. Especially, this research aims at detecting a suicide jump from the bridge and extends to detecting a dangerous act among pedestrians from detecting a dangerous act of only one person with no one in the previous research. This system classifies the status into 3 levels as safe, alert, and danger according to the amount of part being over the bridge railing. If a situation is deemed as warning-worthy and emergency, the integrated control center is immediately alerted to facilitate prevention in advance.

  • The newly updated Rail Safety Act is required to build a comprehensive railway safety management system with corresponding accreditation regulations for the purpose of safe railway operations. However, such efforts would not be enough to achieve a successful safety-performance solely without being in place of an appropriate level of safety cultures in an organization. No research was taken place to propose a safety culture maturity model and its estimate procedures in Korean railway industries. The research reviews a variety of safety maturity models applied in many other industries and the process of conducting surveys in order to propose a framework of railway safety maturity estimates, with a set of railway safety elements. This research is expected to contribute in diagnosing weak areas and finding their appropriate treatment, along with in placing the railway safety certificate program from 2014.

  • Injuries and fatalities at construction site have been rated higher than other industries in Korea and moreover safety management performance has been driven at the construction site only now days. Some of the foreign countries have recently begun to drive safety management performance of the owners and designers from an early phase of the legislated and researched projects As a result, they can get rid of injury and fatality risks at an earlier phase and then they are able to prevent those accidents in the construction site. Accordingly, it is required to introduce the concept of Safety Through Design applied in these foreign countries as a part of the collaborative safety management of our domestic construction site. Therefore this study aims to suggest the role of domestic owners and designers on the basis of the foreign safety concept and to apply it as an essential part of their roles in the domestic construction projects.

  • In the area of disaster management, we have more focused on the rapid response and recovery, but preventive approach for disaster is becoming more and more important. For mitigation of disasters, we need to analyze the vulnerable area according to each disaster, and need to manage those area systematically. In this research, we selected the fire as a type of disaster, developed guideline of construction of vulnerability map of fire, and built the vulnerability map of fire in Changshin-Dong, Jongro-Gu, Seoul as a case study area. The vulnerability map of fire can be applied to grasp the vulnerable area in advance and manage it systematically. In addition, it can also be applied in the landuse planning and the rearrangement of infrastructure for the mitigation of disaster when we build detail city planning.

  • In recent years, the damage caused by flood has been gradually increased. The cause of the flood is unusual weather condition as well as topographical and geographical condition of our country. Flood area analyzing vulnerable flood areas on large regions without previous flood records were developed using GIS and hydraulic model, flood depth by return periods and topographical data such as DEM. The study area is the Munsan river basin. The results using GIS comparing the results using hydraulic model. The results in this study can be used to delineate the potential flooding areas in large regions and the damage from disasters can be reduced by making provisions with the obtained results.

A Study on The Security Measures of Insurance Crimes (보험범죄의 보안대책에 관한 연구)

  • Security measures for the current insurance crime has focused on the capture oriented and reactive response in the screening stage of insurance payments. However, since leaving the damages that can not be healed by post-punishment, it is necessary to take measures to prevent the insurance crimes in advance. In this paper, I would like to try to identify problems through analyzing the characteristics and cases of the insurance crimes, and to present alternatives to it. The problems with the current insurance system that causes the insurance crimes are, First, When signing the insurance contract, it is too inattentive to confirm about the credit status of the policyholder, duplicate join or not, whether voluntarily sign up etc. Second, a thorough investigation or criminal charges in case of insurance accident is not being done properly. Third, information exchange and management to malicious policyholders is not being done properly. Therefore, in order to guard people from insurance crimes, First, it should strengthen the audit of such credit conditions, accident experiences in the insurance contract at the policyholders. Second, we need to block insurance crimes in advance through the continuous upgrades of insurance fraud analysis systems and social network. Third, it is necessary to strengthen the surveillance systems for the insurance crimes by the information sharing.

Pothole Detection Algorithm Based on Saliency Map for Improving Detection Performance (포트홀 탐지 정확도 향상을 위한 Saliency Map 기반 포트홀 탐지 알고리즘)

  • Potholes have caused diverse problems such as wheel damage and car accident. A pothole detection technology is the most important to provide efficient pothole maintenance. The previous pothole detections have been performed by manual reporting methods. Thus, the problems caused by potholes have not been solved previously. Recently, many pothole detection systems based on video cameras have been studied, which can be implemented at low costs. In this paper, we propose a new pothole detection algorithm based on saliency map information in order to improve our previously developed algorithm. Our previous algorithm shows wrong detection with complicated situations such as the potholes overlapping with shades and similar surface textures with normal road surfaces. To address the problems, the proposed algorithm extracts more accurate pothole regions using the saliency map information, which consists of candidate extraction and decision. The experimental results show that the proposed algorithm shows better performance than our previous algorithm.
