미국의 사이버보안 관련 법률은 1987년 컴퓨터보안법이 제정되는 시점이 본격적인 시작이라고 할 수 있다. 1990년대에는 컴퓨터 및 인터넷의 발전으로 정보보안의 중요성이 대두되었으며 법률은 데이터 보호 및 프라이버시 중심으로 제정되었다. 2002년 국토안보부 설립을 위한 국토안보법의 제정을 통해 본격적인 국가 사이버보안 정책을 시작할 수 있는 토대를 마련하였다. 전자정부법(2002) 부속법률인 연방정보보안관리법(FISMA 2002)은 연방기관들의 사이버보안 관련 임무를 구체화하여 국가차원의 사이버위협 대응을 체계적으로 할 수 있었다. 2014년 연방정보현대화법(FISMA 2014)으로 개정되어 지난 10여년간의 시행착오를 바로잡는 노력을 진행하고 있다. 2015년 사이버보안법(Cybersecurity Act 2015), 2018년 사이버보안 및 기반구조보안기관법(CISA 2018)을 제정하여 국가 사이버보안 체계를 획기적으로 발전한 미국의 사이버보안 법률의 추진 현황을 살펴봄으로써 우리나라의 법체계의 발전방향에 대해 고찰해 보도록 한다.

사이버 위협이 고도화, 지능화되면서 사이버보안 사고로 비롯한 유무형 손실이 점차 증가추세에 있으며, 이러한 피해를 최소화 하기 위해 사이버보안에 대한 필요성이 증대되고 있다. 기업에서는 각종 규제와 법률에 근거하여, 또는 신뢰할 수 있는 서비스를 고객에게 제공하기 위해서 보안 솔루션, 보안 서비스, 보안 컨설팅 등 다양한 방면에서 보안에 대한 투자를 늘리고 있다. 기업의 보안에 대해 투자는 비용과 효과를 분석하여야 효율적이고 효율적인 투자일 것이나, 아직은 이에 적합한 방안이 제시되지 않고 있다. 따라서 본 연구는 사이버보안 환경에 적합한 비용/효과 분석 방안으로 CMU SQUARE 팀의 비용효과분석 프레임워크를 선택하였고, SQUARE의 프레임워크를 기반으로 사이버보안 투자에 적합한 비용/효과 측정 방안을 제시하였다. 특히 기존의 금전적 효과에만 치중되어 연구가 부족했던 정성적 효과를 고려하여, 사이버보안 투자에서 발생되는 효과를 종합적으로 측정할 수 있도록 한다. 본 연구의 결과는 사이버보안과 관련된 투자의 비용/효과를 산출함으로써 기업의 보안 투자 방안 추진의 기준이 될 것이다.

정보보안 선진국인 미국과 프랑스 정부는 사이버위협을 국가안보에 대한 중대한 문제로 생각하고 국가 보안을 담당하는 기관(미국, 국토안보부/사이버보안실(NCSD); 프랑스, 중앙정보시스템보안국/프랑스 정보 CERT인 CERTA 및 정부 사이버보안운영센터(ITSOC)들로 하여? 사이버위협대응을 위한 정부의 경보체계를 구축·운영하도록 하고 있다. 이러한 미국과 프랑스 정부의 사이버조기 경보체계는 국가사이버안전센터를 중심으로 사이버보안 사각지대를 해소하고 최신 사이버위협 대응 기술을 확보하며 민관협력을 통하여 우리나라의 사이버조기 경보체계를 강화·발전시키는데 좋은 참고자료가 될 것이다.

As the cyber threats become more sophisticated and intelligent, the cases of cyber-infringement accidents are rapidly increasing. As a result, awareness of the importance of cyber security professionals has led to many cyber security-related educational programs. These programs provided with education curriculum aimed because cyber security workforce and job-based cyber security education research are not properly done. In this study, we developed a new cyber security education curriculum that defines and reflects cyber security personnel and knowledge system. In this study is not composed solely of the education contents related to the defenses emphasized in the existing education curriculum, but developed education curriculum to train a professional and balanced cyber security manpower by adding education contents in the attack field.

IMO는 해상사이버보안 관리기준을 제정하여 2021년부터 ISM code에 따른 선박안전관리 지침 상 사이버보안 관리방안의 반영을 권고하였다. 이에 따라 선박에 대한 사이버보안 관리지침 또는 계획서 등이 선박회사별로 개발되어 적용되어 오고 있으나 명확한 법적 근거 및 표준이 부재하여 선박회사별 차이가 발생하고 있다. 본 연구는 국내 선사들의 사이버보안 계획서를 BIMCO, NIST 등의 Guideline과 Framework 기반으로 비교하여 선사별 사이버보안 대응을 위한 선내조직 및 역할과 책임, 비상 시 대응방안을 비교하였다. 비교 결과를 기반으로 차이점과 개선점 식별을 통해 실효성 있는 사이버보안계획서 수립 및 대응조직 구성 방안제시를 연구목적으로 설정하여 수행하였다.

스마트그리드는 정보통신 기술과 전력망의 융합으로 탄생한 새로운 형태의 차세대 전력망으로, 전력공급의 중추인 스마트그리가 사이버 공격에 피해를 입으면 국가 전력마비와 같은 큰 피해를 입게 될 것이다. 실제 최근 전력망에 대한 사이버 공격 위협이 증가하고 있고 실제 공격 사례도 지속적으로 보고되는 등 스마트그리드에 대한 사이버 보안 위협은 간과할 수준의 것이 아니다. 이에 본 논문에서는 스마트그리드에 대한 사이버 보안 위협과 스마트그리드 사이버 보안성 강화를 위한 국내 외의 다양한 노력에 대하여 살펴보고, 국내 스마트그리드의 보안성 강화를 위해 향후 서둘러 수행해야 할 사이버 보안 대응 방안을 제시한다.

사이버보안 위협의 양상이 점차 세계화되고 피해의 규모가 날로 심각해지고 있어, 한 지역이나 한 국가만의 노력으로는 사이버공간의 안전성을 보장하기에는 한계가 있다. 이러한 사이버 공간에서의 보안 문제 해결을 위한 국제적인 공조 대응 노력의 일환으로 사이버보안 정보공유 기술이 등장하였다, 본 고에서는 사이버보안 정보교환 기술의 개발 동향에 대해 간단히 소개하고, 국제표준화단체인 ITU-T SG17을 중심으로 사이버보안 정보 교환 기술에 대한 국제 표준화 동향을 살펴본다.

Purpose: Most of cybersecurity breaches occur in SMEs. As the existing cybersecurity framework and certification system are mainly focused on financial and large companies, it is difficult for SMEs to utilize it due to lack of cybersecurity budget and manpower. So it is necessary to come up with measures to allow SMEs to voluntarily manage cyber risks. Method: After reviewing Cybersecurity market, cybersecurity items of financial institutions, cybersecurity framework comparison and cybersecurity incidents reported in the media, the criticality of cybersecurity items was analyzed through AHP analysis. And cybersecurity items of non-life insurers were also investigated and made a comparison between them. Result: Cyber risk management methods for SMEs were proposed for 20 major causes of cyber accidents. Conclusion: We hope that the cybersecurity risk assessment measures of SMEs in Korea will help them assess their risks when they sign up for cyber insurance, and that cyber risk assessment also needs to be linked to ERM standardization.

With the advancement of cyber threats and the development of hacking technologies, cyber security is being emphasized in various fields such as automobiles and ships. According to this trend, various industrial fields are demanding cybersecurity, and related certifications. In this paper, cybersecurity type approval is compared with the RMF stage under the premise that there are common elements with RMF in that cybersecurity elements must be reflected in the entire system development cycle. For comparison, type approval of maritime cyber security of the Korean Register of Shipping was selected. In conclusion, although type approval of maritime cyber security acquisition procedure is not divided by development stage like the RMF, there are the commonalities in the procedure to apply the cybersecurity element to the System development lifecycle like the RMF. Accordingly, the possibility of determining that the cybersecurity element was applied to the entire development cycle was confirmed.

정보기술이 발전함에 따라 편리성이 향상되고 있지만, 사이버 공간에서의 보안 위협은 증가하고 있다. 최근에는 국가 기반시설과 같은 주요 인프라와 기관 및 기업을 목표로 하여 사이버 공격을 시도하고 있고, 해당 공격 방법도 지능적으로 발전하고 있다. 따라서 사이버 공간의 보안 위협에 대응하기 위해 국가적 차원에서 전략을 마련하고 있다. 특히 사이버 보안과 관련하여 미국은 사이버 공격에 대응하기 위해 각 기관의 연계성 및 협력을 위한 전략을 타 국가보다 앞서 준비하고 실행을 하고 있다. 따라서 본 고에서는, 국내 사이버 공격에 대한 보안 전략 수립을 위해 최근 사이버 공격이 이루어지는 유형과 사례를 분석하고, 이에 대처하는 미국 각 기관의 전략과 역할에 대해 분석한다.
