ICT EXPERT INTERVIEW - ICT 융복합 시대의 사이버 보안

  • 작년까지 국내에서 대형 침해사고는 2년마다 발생하였으나, 올해 초 대규모 개인정보 유출 사고가 발생하면서 그 암묵적인 2년 룰은 깨졌다. 연이은 침해사고 발생으로 보안의 중요성은 크게 증대되고 있으며, 사이버 공격기술은 대응기술의 발전을 앞질러 빠르게 고도화되고 있고, 그에 대한 피해 또한 가파른 증가세를 보이고 있다. 이에 전 세계적으로 보안시장은 꾸준한 성장세를 보이고 있으며, IoT를 필두로 초연결 시대로 접어드는 시점에서 그 중요성은 날로 증대되고 있다. 전 세계적으로 특히 국내는 연이은 대형 보안사고를 경험해서인지 모르겠으나, 보안은 비용이라는 인식에서 벗어나, 경제적 사회적 비용 측면에서 꼭 필요한 요소라는 인식이 저변에 확대되고 있으며, 다른 분야에 비해 보안 투자는 꾸준히 증대되는 양상을 보이고 있다. 더 나아가 이제는 보안을 차세대 먹거리 산업으로써 육성하려는 정책이 마련되어 추진되고 있으며, 국가 차세대 ICT 신산업 육성 계획을 검토하는 과정에서도 보안이 꼭 고려되어야 하는 요소로 자리매김하고 있다. 이에 본 특집에서는 최근의 사이버 공격 양상과 국내 기술 및 시장 상황을 간략하게 살펴보고, 빅데이터 보안, APT 공격 대응기술, IoT 보안 등 우리가 글로벌 경쟁력을 가질 수 있는 보안 분야와 표준화 이슈에 대하여 살펴보고자 한다.

The direction of application of the RMF-based risk management system considering interoperability (상호운용성을 고려한 RMF 기반의 위험관리체계 적용 방향)

  • The RMF (Cyber Security Risk Management Framework) is a more strengthened U.S. defense cybersecurity framework that is currently used throughout the U.S. federal government beyond the defense sector. In the past decade, the proportion of cyber warfare in non-regular warfare encountered by the United States, especially cyberattacks caused by China and North Korea, has been increasing. In the end, the U.S. is newly establishing an RMF system to prepare a more strengthened cybersecurity policy at the pan-government level, and the U.S. Department of Defense aims to expand the U.S. defense RMF evaluation policy beyond the federal government level. The South Korean military has already applied RMF at the request of the U.S. that notified the policy to apply RMF when obtaining F-35A. The application of RMF by the Korean military is no longer inevitable. Now is the time for the Korean military to seriously think about what to prepare for the early establishment of a successful Korean RMF system.

  • Cyber terror and cyberwarfare are no longer virtual, but real, and as an actual security situation, it is necessary to have new understanding through expanding the concept of war to neutralize not only the other country's military command system, but also the country's main functions such as telecommunications, energy, finance, and transport systems, and it also needs to establish the future development strategy of cyber terror response at the national level. Through analysis of cyberwarfare trends in each country and current status of cyberwarfare in Korea, it will systematically explore the demand of new policy based on laws and systems, including the strategies of cyber security technology development, industry promotion, and manpower training and existing information protection policies. through this, it effectively manages a sustainable national crisis, and it suggests to establish a future strategy for the medium and long term cyber security that can effectively and actively respond to cyberwarfare.

  • Nuclear Power Plant Instrumentation and Control System(NPP I&C) which is used to operate safely is changing from analog technology to digital technology. Ever since NPP Centrifuge of Iran Bushehr was shut down by Stuxnet attack in 2010, the possibility of cyber attacks against the NPP has been increasing. However, the domestic and international regulatory guidelines that was published to strengthen the cyber security of the NPP I&C describes security requirements and method s to establish policies and procedures. These guidelines are not appropriate for the development of real applicable cyber security technology. Therefore, specialized cyber security technologies for the NPP I&C need to be developed to enhance the security of nuclear power plants. This paper proposes a cyber security technology development system which is exclusively for the development of nuclear technology. Furthermore, this method has been applied to the ESF-CCS developed by The KINCS R&D project.

  • In this study, we proposed security information and event management for ship as a technology to respond to maritime cybersecurity regulations and evolving cyber threats. We analyze the main technologies of network management system and security information and event management, which are representative technologies for responding to ship cyber security, and propose SIEM for ships based on this. Optimized for ships based on the International Maritime Organization's Maritime Cyber Threat Management Guidelines, IACS UR E26, 27, etc. Derive the main functions of the SIEM for ship, linkage and normalization plan for the ship's heterogeneous equipment, ship's cyber threat and ship detection policy to identify ship's cyber security threats, and ship's operating environment and operating personnel.

  • Republic of Korea is divided into South Korea and North Korea, creating military conflicts and social conflicts. North Korea is conducting cyberattacks against South Korea and has hacked South Korea's defense network. In the world of cyberspace, the boundaries of the borders are becoming obscured, and cyberattacks and cyberterrorism for cyberwarfare operate with digital computing connected to points, time and space. Agenda and manual are needed for national cybersecurity. Also, it is necessary to study national cybersecurity laws and policies that can create and implement nationalcyber security policy. This paper investigates cyberterrorism situation in North and South Korean confrontation situation and damage to cyberwarfare in the world. We also study cybersecurity activities and cyberwarfare response agendas, manuals and new technologies at home and abroad. And propose national cybersecurity policy and propose policies so that '(tentative) The National Cybersecurity Law' is established. This study will be used as basic data of national cybersecurity law and policy.

A Study on the Necessity of Cybersecurity Legislation and Policies in Response to the Use of EFB by Flight Crew (운항승무원 전자비행정보장치(EFB) 사용에 따른 사이버보안 법률 및 정책 필요성 연구)

  • The use of EFB (Electronic Flight Bag) has expanded, providing convenience to flight crews by minimizing paper usage within aircraft and offering the latest information, operability, and convenience related to aircraft operations. EFBs provide flight-sensitive information such as aircraft performance calculations, airport diagrams, routes, and approach procedures. For these information, EFBs connect to the cyber environment through Wi-Fi or self-contained data communication, allowing access to cloud-based systems for information updates, with administrators uploading the latest information for retrieval. However, in contrast to the evolving aviation technology, there is currently no legislation or security policy in place to maintain the security of EFBs, leaving them exposed to potential cyber threats. Therefore, improvements such as revising relevant laws to address potential cyber threats targeting EFBs and establishing and implementing EFB management systems are necessary. This paper aims to present the necessity for amending laws related to EFB security in response to cyber threats and suggests methods for enhancement.

A Study on Developing Assessment indicators for Cyber Resilience (사이버 레질리언스 평가지표 개발에 관한 연구)

  • Recently, cyber resilience has emerged as an important concept, recognizing that there is no perfect security. However, domestic researches on cyber resilience are insufficient. In this study, the 22 indicators for cyber resilience assessment were initially developed by the literature survey and discussions with security experts. The developed indicators are reviewed using the Focus Group Interview method in terms of materiality and feasibility of the indicators. This study derived meaningful and useful indicators for the assessment of cyber resilience, and it is expected to be used as a foundation for the future cyber resilience studies. In order to generalize and apply the results of this study in practice, it is necessary to carry out quantitative researches in the future.

  • In recent years, there have been frequent incidents of invasion of national defense networks by insiders. This trend can be said to disprove that the physical network separation policy currently applied by the Korea Ministry of National Defense can no longer guarantee military cyber security. Therefore, stronger cybersecurity measures are needed. In this regard, Zero Trust with a philosophy of never trusting and always verifying is emerging as a new alternative security paradigm. This paper analyzes the zero trust establishment trends currently being pursued by the US Department of Defense, and based on the implications derived from this, proposes a zero trust establishment plan tailored to the Korean military. The zero trust establishment plan tailored to the Korean military proposed in this paper includes a zero trust establishment strategy, a plan to organize a dedicated organization and secure budget, and a plan to secure zero trust establishment technology. Compared to cyber security based on the existing physical network separation policy, it has several advantages in terms of cyber security.

  • Since the September 11, 2001, the United States has shift their national security policy for homeland from preventing or/and reducing foreign threats to ensuring domestic security. We learned from recent incident, 1.25 Internet Disaster, that it is urgent to establish cyber security policy for our nation. In this paper; therefore, I analyze the US homeland security policy, the Homeland Security Act of 2002 establishment, and cyber security-related part in this act.
