Globally, owing to the rapid expansion of radio stations overseas, the frequency coordination system is managed as a preconditioning system. As a result, it is predicted that many types of radio stations will be established for domestic purposes, such as 5G, low-power IoT devices with long distance, based on licenses and non-license in the future. Many problems such as unnecessary launching of radio resources and spectrum-sharing technology exist, and it is necessary to consider the introduction of the abovementioned system and other plan system. In this paper, we explore the outline of radio station licensing and introduce the contents of the survey on another industry licensing. The plans were studied by discussing problems that may occur in future, through comparative analysis of radio stations and other industry licensing. Moreover, the differences were compared and analyzed using graphs. Finally, we discussed the problems convergence products such as drone may offer in the future.

최근 지구온난화에 따른 기후변화로 시공간적으로 매우 불규칙한 강우가 발생하고 있으며, 홍수피해 및 극심한 가뭄으로 수자원개발 및 관리 환경이 더욱 어려워지고 있는 실정이다. 특히 우리나라는 하천수사용허가 기준유량의 원천이 되는 강수량의 계절별 편차가 매우 크고 연 강수량의 2/3 이상이 여름철에 집중된다. 하천수사용허가 기준유량은 하천유지유량이 고시되지 않은 지점은 10년 빈도의 갈수량인 기준갈수량과 같고, 하천유지유량이 고시된 지점은 기준갈수량에서 하천유지유량을 감한 양이다. 하지만 하천 유량의 변동성이 계절에 따라 매우 큼에도 불구하고 갈수기의 한정적인 기준갈수량으로 연중 전 기간의 하천수사용허가 기준유량을 설정하면 가용한 하천수량을 과소 산정할 우려가 있다. 따라서 계절성을 고려하여 기간에 맞는 기준갈수량을 산정하는 것이 안정적인 하천수의 사용과 하천관리에 필요한 유량을 효율적으로 관리할 수 있을 것으로 판단된다.본 연구에서는 효율적인 하천수사용허가 기준유량을 검토하기 위해 지역별 계절성을 고려한 갈수량 검토를 실시하였다. 갈수량 산정을 위한 자연유량은 TANK모형을 이용하여 우리나라 112개 중권역에 대해 50년 간 일별 자연유량을 모의하였다. 모의된 자연유량을 바탕으로 112개 중권역에 대해 유황분석을 실시하여 평균갈수량과 기준갈수량을 검토하였으며, 계절별 갈수량을 검토하기 위해 기간을 여름철(5~10월)과 겨울철(11~4월) 두 개의 시기로 구분하여 여름과 겨울 갈수량을 산정하였다. 또한, 계절성 분석을 위해 세 가지 계절성 지표를 검토하였다. 첫째, 여름과 겨울 갈수량의 비율인 SR(Seasonality Ratio), 둘째, 갈수량의 평균시기를 나타내는 주기적 계절성 지수 SI(Seasonality Index), 셋째, 갈수량의 월간 분포를 나타내는 SH(Seasonality Histogram)이다. 이러한 계절성 지표를 바탕으로 공간적 패턴을 분석하고 여름과 겨울 갈수량의 기초가 되는 수문학적 근거를 판단하였다. 따라서 유역의 계절성 지표를 바탕으로 기간을 분리하고 기간별 갈수량 검토를 통해 보다 효율적인 하천수사용허가 기준유량을 검토할 수 있을 것으로 판단된다.

In this paper, we propose a method for deciding permission from the ATM(Automated Teller Machine) using face detection. First, we extract skin areas and make candidate face images from an input image, and then detect a face using Adaboost(Adaptive Boosting) algorithm. Next, proposed method executes a template matching for making a decision on whether to wear accessories like sunglasses or a mask in detected face image. Finally, this method decides whether to permit ATM service using this result. Experimental results show that proposed method performed well at indoors ATM environment for detecting whether to wear accessories.

An Idea to estimate flexible criteria for river water use permits was proposed that takes the spatio-temporal flow variation along the river into account, which was applied to the Keumho River, one of the tributary of the Nakdong River in Korea. This idea implies the temporal division of four periods with different criteria, combining flood/non-flood seasons and irrigation/non-irrigation periods, while a single one has been applied throughout the year in the current practice. Through flow regime analysis of daily natural flow simulations at Dongchon and Seongseo, the control points of the study area, Q355 and 1Q10 for non-flood and non-irrigation period, Q275 for non-flood and irrigation period, Q185 for flood and irrigation period were suggested respectively. So, those values that subtract instream flow were determined as the flexible criteria in each season. From the comparison of current practice and the proposed method, it was estimated that $10.6\;million\;m^3/year$ is available for more water use permits without additional development of water storage. Therefore, it is conceived that flexible criteria for river water use permission suggested in this study can contribute to improve the national policies for more efficient water resources management in the future.

This study was conducted using text mining and network theory to extract useful information for application for occupancy and performance of permit tasks contained in the permit contents from the permit register, which is used only for the simple purpose of recording occupancy permit information. Based on text mining, we analyzed and compared the frequency of vocabulary occurrence and topic modeling in five regions, including Seoul, Gyeonggi, Gyeongsang, Jeolla, Chungcheong, and Gangwon, as well as normalization processes such as stopword removal and morpheme analysis. By applying four types of centrality algorithms, including stage, proximity, mediation, and eigenvector, which are widely used in network theory, we looked at keywords that are in a central position or act as an intermediary in the network. Through a comprehensive analysis of vocabulary appearance frequency, topic modeling, and network centrality, it was found that the 'installation' keyword was the most influential in all regions. This is believed to be the result of the Ministry of Environment's permit management office issuing many permits for constructing facilities or installing structures. In addition, it was found that keywords related to road facilities, flood control facilities, underground facilities, power/communication facilities, sports/park facilities, etc. were at a central position or played a role as an intermediary in topic modeling and networks. Most of the keywords appeared to have a Zipf's law statistical distribution with low frequency of occurrence and low distribution ratio.
