A Strategy for Developing New Road Projects (경관도로 등 신개념의 도로사업 개발에 관한 연구)

  • Developed countries, especially in road construction and management fields, introduce new road porjects such as National Scenic Byways Program(NSBP program) in USA and the Eco-road project in Japan. This study develops a conceptual model for deploying new road projects in Korea. The four step approach is suggested to create new road projects, including foundation of an act based on the existing Road Act, creation of new road project ideas, development of evaluation process and guidelines, and enhancement of an administrative scheme. To create new road projects, three different ways are devised; (1) designation of national roads having uniqueness in overall spectrum, (2) designation of roads having intrinsic values in a different aspect, (3) designation of single structures of engineering outcomes such as bridges, tunnels, new design techniques, considerable Value Engineering output, and well analyzed Life Cycle Cost Analysis practices. For the evaluation process, NSBP program of USA and/or Sustainable City Award program of Korea would be recommended. An administrative scheme and integrated funding process for the new road projects are also suggested based on evaluation of tasks of each team or division of Korea Ministry of Construction and Transportation.

A Study on the Effects of Entrepreneurship and Technology Commercialization Capabilities of Small and Medium-Sized Manufacturing Enterprises on Financial Performance by Mediating Technological Performance (중소제조기업의 기업가정신과 기술사업화역량이 기술적 성과를 매개로 재무성과에 미치는 영향)

  • This study empirically investigated the influence of entrepreneurship and technological commercialization capabilities of domestic small and medium-sized manufacturing enterprises on financial performance by mediating technological performance. To achieve this, a survey was administered to their hands-on workers in charge of R&D. The survey results were analyzed through the structural equation model as follows. Entrepreneurship had an effect on technological and financial performance. Technology commercialization capability had an effect on technological performance. However, technological commercialization capabilities were evaluated to be inferior to financial performance, which can be interpreted as financial performance being judged as different between individuals or organizations in terms of technological commercialization capabilities. Technological performance had an effect on financial performance. Technological performance played a mediating role in the effects of entrepreneurship and technology commercialization capability on financial performance. Consequently, it is very important for entrepreneurship and technology commercialization capability to develop new products and improve corporate performance with insufficient financial status or operating system completion.

  • 유역 물순환 개선 기술은 기후변화 및 토지이용변화가 진행 중에 있거나 예상되는 지역에 대하여 강우-유출수를 지연, 저류, 침투시켜 지속가능한 물순환체계를 유지?회복하도록 하는 기술이라 할 수 있다. 기후변화 및 토지이용변화에 따른 영향을 평가하고, 지속가능한 유역 물순환체계를 구축하여 적응 전략을 체계적으로 수립하기 위해서는 물순환 개선 기술의 정립 및 개발이 필수적이다. 그러나 현재 유역 물순환 개선기술은 일부 시가화 지역에 국한되어 있어 유역 규모의 개선 전략을 수립하는데 한계가 있다. 또한, 물순환계의 변화량을 평가하기 위한 모형화 기법 역시 해외에서 개발된 기술을 여과 없이 도입하여 국내의 환경을 충분히 반영하기는 어렵다. 개발된 유역 물순환 개선 및 평가시스템은 기존 국가연구개발사업을 통해 개발되고 사업화에 성공한 바 있는 유역 물순환 평가 모형인 CAT(Catchment hydrologic cycle Assessment Tool)을 수정 및 개선하여 기후변화에 따른 영향을 평가하고 적응 대책을 수립하기 위한 실무적인 소프트웨어이다. 침투트렌치, 식생침투트렌치, 습지, 저류지, 빗물탱크 등의 물순환개선시설에 대한 효과를 평가할 수 있도록 개별시설의 제원에 따른 물순환개선 효과를 정량적으로 평가하여 제시한다. 기후변화에 따른 장기간의 유역 물순환을 평가하기 위해서는 물리적 매개변수 기반의 수문해석 보다는 단순환된 개념적 매개변수 기반의 집중형 장기유출 해석이 필요할 수 있다. 따라서 국내외에서 많이 사용되고 있는 장기 일유출 모형(GR4J, GSM, HBV, SYMHYD, TANK, TPHM 등)을 유역 물순환 개선 평가 플랫폼에 탑재함으로써 소유역의 특성을 반영한 기후변화 적응 일유출 해석이 가능하도록 하였으며, 각 모형들의 매개변수는 수동보정 외에도 SCE-UA를 이용한 자동보정이 가능하도록 시스템으로 구축하였다. 개발된 유역물순환 개선 및 평가시스템은 실무적 차원에서 기후변화에 따른 유역 물순환 개선 기술을 적용하고 평가하는데 있어서 매개변수 입력자료 구축에 따른 자원 소요 시간 및 시스템 개발 비용을 획기적으로 단축시켰으며 국외 의존도가 높은 수문 해석모형을 국내 기술로 개발함으로써 기술자립도를 높이고 국내 및 해외의 유역의 성공적인 적용을 통하여 성능을 입증하였다. 기후변화에 따른 수자원의 재평가, 개선시설의 정량적 평가 및 하천유역의 수자원관리 실무에 적용성이 높을 것으로 기대된다.

An Analysis of Influence on the Selection of R&D Project by Evaluation Index for National Land Transport R&D Project - Focusing on the Technology Commercialization Support Project - (국토교통연구개발사업 평가지표별 연구개발과제 선정에 대한 영향력 분석 - 국토교통기술사업화지원 사업을 중심으로 -)

  • As the need for improvement of transparency and fairness in the selection of national R&D projects has been continuously raised, we analyzed the impact on the evaluation selection results by evaluation indexes for The land transportation technology commercialization support project and searched for ways to improve indexes using the analysis results. As for the research data, it were applied as selection results of new R&D projects and evaluation indexes in two fields(SME innovation and start-up) in 2021. Logistic regression analysis is used for the influence of each evaluation indexes on the evaluation result, and for the regression model, evaluation indexes with low influence are removed in advance through artificial neural network multiple perceptron analysis to improve the reliability of the analysis results. As a result of the analysis, in the field of SME innovation, the influence of the evaluation index on the workforce planning was the lowest and the influence of the appropriateness of commercialization promotion plan was the highest. In the start-up field, the influence of the evaluation indexes for technology development suitability, marketability, and suitability for carrying out the project were estimated to be similar to each other, and the influence of the technology evaluation index was found to be the lowest. The analysis results of this thesis suggest the need for continuous improvement of selection and evaluation indexes, and by using the analysis results to select a fair R&D institution according to the selection of appropriate indexes, it will be possible to contribute to deriving excellent research results and fostering excellent companies in the field of land transportation.

  • 본 연구에서는 연구테마의 창출과정을 하나의 연구프로세스로 보아 이를 업무체계화하고자 한다. 따라서 연구테마의 사업화 성공률을 극대화하기 위해서는 R&D활동의 객체적 관점에서의 창조활동과 정을 시스템적 관점에서 다루어야만 한다. 본 연구에서는 이러한 관점에서 접근한 기존연구들에 대해 고찰한 후, 이 연구가 안고있는 문제점을 도출함과 아울러, 이에 근거하여 연구테마의 효과적인 창출을 위한 모형구축의 새로운 설계방향을 제시하고자 한다.

R&BD Performance Analysis of Defense Venture Program Using DEA (DEA를 활용한 국방벤처 지원사업 연구개발 및 사업화 성과 분석)

  • The defense venture support program supports development so that it can be applied to the defense sector based on their technology and ideas to revitalize the private advancement of small and medium-sized enterprises to the defense sector. Since 2015, it has been operated with contributions from the Defense Acquisition Program Administration and has supported 84 projects. Moreover, it is an early stage in which results have been derived after 2018. In this study, the R&BD efficiency derived according to the budget for each project was compared using data envelopment analysis and classified and analyzed according to the characteristics of each project to identify the performance factors for each outstanding project. Based on the analysis results, this study considered support plans for efficient support programs and continuous performance creation in the future. As a result, it is expected that the effectiveness of the defense venture support project will be strengthened, and excellent performance will be expanded based on this study.

  • The Ministry of Land, Infrastructure and Transport has also been promoting the commercialization of land transport technology to commercialize the technologies owned by small and medium-sized venture companies, and to support the transfer and commercialization of public technologies. At this point, in order to improve the investment effect of subsequent new projects and to select excellent research institutes, it is necessary to establish a valid evaluation index system suitable for the purpose of the project. The evaluation index system for subsequent new projects should be linked to the project objectives and goals of the preceding project, and should be selected in consideration of existing evaluation indicators to prevent interruption of research results. Therefore, this thesis sets the evaluation index system into multiple scenarios through hierarchical cluster analysis using the evaluation result data for each evaluation committee for small and medium venture companies participating in the land transportation technology commercialization support project, and then analyzes the structural equation model. As a result of scenario analysis, considering the measurement effect of each path representing the causal relationship between evaluation indicators and the effect of each evaluation index on evaluation items, the scenario with the highest impact on the evaluation result was selected as an improvement plan.

Failing Prediction Models of KOSDADQ Firms by using of Logistic Regression (로지스틱회귀분석을 이용한 코스닥기업의 부실예측모형 연구)

  • The bankruptcy in Korea affects to all stakeholder of firms. Companies listed in KOSDAQ have high technology but the possibilities for success of business are low. The purpose of this study is to develop and to applicate falling prediction model of KOSDAQ firms using logistic regression analysis. The results of this study are as follows. First, the accuracy of classification of the models by years was between 76.5% and 77.5%, and that of the mean model was between 70.6% and 83.4%. Among the models, the mean model of -three years, -two years, and -one year was highest in the accuracy of classification (83.4%). Second, when the mean model of -three year, -two years, and -one years, the highest model in accuracy of classification, was selected to be verified on validation samples, the accuracy of prediction increased from -three years to -one year (71.7% for -three years, 75.0% for -two years, 90.0% for -one year). In indicating the superiority of developed model.

  • Recently, as there are a rise in the standard of living and higher concerns of an electromagnetic wave and environment, undergrounding the aerial cables which are supported by large pylons and generally considered as the least attractive feature of an urban area is on an increasing trend to improve aesthetic benefits and electric reliability. This study applied Contingent Valuation Method (CVM) which is expected to become an effective tool to measure indirect benefit to estimate the substantial benefits of undergrounding overhead power line projects in an urban area. The tunneling construction project of the 345kV Shinsungnam electric power cable in Seongnam city was selected and a hypothetical scenario was given to respondents to determine their levels of Willingness to Pay (WTP) for undergrounding overhead power lines. The result from the estimation of the WTP of undergrounding overhead power lines in Seongnam city was calculated as approximately 17.1 billion won. Placing existing overhead lines underground is difficult to justify economically. Most undergrounding costs appear to be justified by aesthetic and public policy considerations. Therefore, considering the result of this study, undergrounding overhead power lines is of great benefit to public.

  • Korea is trying to build the advanced telecommunications system to lead the information society in advance, which will demand a large amount of internal funds. The degree of rate level of telecommunications services. The objective of this article is to set up the principle which will be applied to decide the level of total revenue requirement(TRR) of telecommunications services in Korea. The trait of the principle is to specify the relation between the investment volume in telecommunications and gross fixed capital formation (G. F. C. F)at the national level. This article also proposes the m,d-term alternatives of strategic variables for the application of the principle.
