We have analyzed technology transfer and commercialization process and factors affecting the outcomes of technology commercialization of public research institutes in Korea. A technology commercialization process model was presented as an input, intermediate outcomes/capabilities, output (outcome) structure using the structural equation model. Input variables include R&D input, technology commercialization strategy/support, collaboration, social capital. The model also includes R&D capabilities and technology commercialization performance as intermediate variable and output variable respectively. The technology commercialization performance was measured as the number of technology transfer and spin-off. We conducted survey and 88 institutes responded. Empirical results show that R&D input influence R&D capabilities and R&D capabilities influence the output of technology transfer and commercialization. Collaboration activities and social capital also appear to have a positive effect on the output. However, the effect of strategy and support on the output appear to be not statistically significant.

Emphasizing the importance of R&D as a source of open innovation, Korean government is developing various programs focused on technology commercialization and is expanding investment on it. In spite of those efforts, technology commercialization is not vitalized yet due to the lack of demand for technology transfer, R&D planning scheme without considering market, immaturity of technology market, and so on. This study aims to suggest the business ecosystem model so that technology commercialization could be facilitated based on business ecosystem perspective. We set the framework for modeling a business ecosystem through reviewing the previous works, and draw several problems to be solved regarding public R&D commercialization in Korea from the perspective of ecosystem. Considering those, this research proposes the business ecosystem model for public R&D commercialization as a reference model for describing, discussing, and developing the technology commercialization strategy. The proposed model consists of 4 domains as follows: R&D, technology market, information distribution channels, and customers. The business ecosystem model shows that technology commercialization could be facilitated to create the market value through close relationship and organic cooperation among its members that form the ecosystem. Public research institutes as a keystone player could control the fate of the ecosystem. In this regard, this paper suggests roles of public research institutes for evolving the business ecosystem.

Free-to-play business model, which first commercialized in Korea, now becomes crucial sales drivers in the game industry, but the theoretical background is not well known that most of free-to-play content business models are developed based on the guts and trial-and-errors. In this study, we verified that the price discrimination theory in economics is the backbone of the free-to-play business model, and we also derived the three boundary conditions that should be satisfied in the business model design. We reviewed the three boundary conditions of free-to-play business model using case studies of previous games, and showed how the boundary conditions should work in the actual business. Through case studies, we tried to suggest the theoretical basis of free-to-play business model design, and sales enhancing techniques in free-to-play business.

원자력 분야의 연구개발사업은 원자력 연구개발 중장기 사업이 시작됨에 따 라 국가적 차원의 연구사업으로 변화하고 있다. 따라서 연구개발 투자효율의 극대화를 위해서 원자력이라는 종합과학기술분야의 특성을 감안한 연구평가 기법 및 평가방법등이 설정되어야 한다. 이를 위하여 연구개발과제에 대한 평가방법의 과학화를 위하여 많은 노력을 기울이고 있으며 앞으로도 계속 수정.보완해 나가야 한다. 본 논문에서는 연구개발평가 모형 설정시 일반적 으로 검토되어야 할 사항에 대하여 설명하였고 지금까지 개발된 연구평가 모형에 대한 구체적인 내용을 제시하였으며, 또한 현 평가모형의 문제점 및 앞으로 개선해 나아가야 할 방향을 제시하였다.

국가하천 함평천은 전라남도 함평군과 무안군 등 2개 군에 걸쳐 위치하고 있는 영산강의 제1지류로서 동측으로는 고막원천, 서측으로는 서해안, 북측으로는 영광군이 위치하고 있으며, 남측으로는 영산강 본류와 접하고 있다. 전라남도 함평군 함평읍, 엄다면, 학교면 사이에 위치한 함평 세계 나비 곤충 엑스포장 옆의 함평 2지구 하천환경정비사업 구간을 구하도 복원사업 구간으로 설정하였다. 이 연구는 함평 2지구 하천환경정비사업 구간에서 수리학적 영향을 검토할 목적으로 수행하였다. 평면 이차원 모형을 사용하여 흐름 변화를 분석하였다. 흐름 계산은 RMA2 모형을 사용하였으며, 유속과 수위의 평면적 변화를 분석하였다. 또한, 평면 이차원 모형 적용 결과를 통해 하도 폐색 가능성을 분석하였다. 하도의 사행화와 분리하도를 구성하여 다양한 유속 분포를 보였으며, 분리하도 구간은 1 $m^3/s$ 이상의 유량을 유지하고 있어 하도 폐색은 발생하지 않을 것으로 판단되었다. 퇴적 및 침식에 의한 하도의 직선화가 되지 않도록 적절한 재료의 선택하여야 할 것으로 판단된다.

This study intends to analyze the impact of technology commercialization activities in the area of basic research on the technology utilization performances and the corporate business performances. The technology commercialization activities are divided into the experiences of promoting technology commercialization, the department dedicated to technology commercialization, and the technology commercialization consulting. Additionally, this study has used the tracked information of the companies that adopted the basic research-related technologies. Therefore, we conducted the analysis on the mediating effects under the assumption that it can be extended to the business performance of companies in addition to technology utilization performance. To do this, we developed the empirical model through previous studies and developed various research models by subdividing the types of technology commercialization. As the result, it was analyzed that all the variables of activities involved in the technology commercialization utilizing basic research results had positive effects on the technology utilization performance and business performances, and there were also mediating effects on the technology-related performance.

우리나라에서는 이제까지 치수사업의 타당성 분석시 경제성 분석에 너무 치우쳐 사업에 대한 의사결정과정이 단편적으로 진행되어 왔다. 이러한 문제를 개선하고자, 본 연구는 AHP(Analytic Hierarchy Process)과 효용함수(utility function)를 이용하여 대안의 수립, 평가, 선정, 우선순위 결정에 이르는 치수사업 의사결정과정을 모형화 하였다. 모형의 적용결과, 최선대안의 선정시 경제성 기준이 여전히 큰 비중을 차지하고 있었으나 단위 사업안의 투자우선순위 결정에는 위험성, 지속가능성 기준의 영향도 상당부분 있었다. 그러나 대안들 간에 변별력을 높이기 위해서는 경제성 이외 기준들의 속성에서 공간적 정밀도를 높이는 추가연구는 필요한 것으로 판단되었다. 본 연구는 치수사업 계획이 유역 내 단위사업안들로 조합된 대안들의 평가를 통해 이루어져야 한다는 점을 보여주고 있으며, 향후 점차로 유역단위의 치수계획이 정립됨에 따라 본 연구를 바탕으로 보다 구체적인 연구가 수행되리라 기대된다.

본 논문은 선행연구인 정회성${\cdot}$전대욱 (2005)의 모형을 중심으로 선행연구에서 미처 다루지 못한 체계 변화 및 모형 확장 등에 대해 다루고 있다. 선행연구에서는 우리나라의 참게 복원사업에 대한 개체수 동태모형(population dynamics)과 자원 경제학적 이론모형을 근거로 생태${\cdot}$경제 통합시스템에 대한 동태모형을 도출하고 이를 통해 실증분석을 수행하였는데, 본 논문에서는 이 통합 모형에 있어서 밀도 제약(density restriction)과 공식 행위(cannibalistic behavior), 주민참여에 의한 환경개선 등 일련의 가정들에 대한 확장을 통해 보다 일반화된 통합체계 및 시스템 다이내믹스 분석을 제시한다. 이와 같은 모형 확장 및 파라메터의 내생화 등은 관련 피드백 루프들의 변형과 추가 등을 의미하며, 이와 같은 변화를 포함한 확장 모델을 제시하고 분석함으로써 참게 복원사업에 대한 보다 폭넓은 논의를 제시하고자 한다.

To promote the commercialization of high technology based start-up company, it is essential to activate technology trading for the Innovative Small & Medium companies which eager to acquire technology competitiveness through technology trading and facilitate financial system which provide Small & Medium companies with technology commercialization money. This study focus on enhancing credibility of technology valuation solutions through the improvement of the existing technology valuation solutions. The existing technology valuation solutions in practice have deficiency in reasonable valuation because of subjective technology factor's calculation. And the commercialization risk of high technology based start-up companies cannot be fully reflected in the existing valuation solutions. The high risk of technology commercialization acts as a hurdle in the facilitation of providing money for the start-up companies. The improved new model will have more acceptable objectivity and reasonably reflect the commercialization risk of start-up companies. The new model has two distinctive features compared to existing solutions. The new model newly adopts commercialization success factor which reflects the risk of high technology based start-up company. And the new model excludes technology factor which is controversial among interested parties. The exclusion of technology factor will improve the objectivity of technology valuation and the adoption of commercialization success factor will solicit investor and capitalist who concern the high risk of technology based start-up companies. In conclusion, the improved new model is expected to activate technology trading and facilitate the money market through which high technology based start-up companies raise commercialization money.

본 연구는 산업조직이론과 자원기반관점을 통합하여 사업 다각화에 대한 산업환경요인과 기술역량의 결정요인들로 구성한 통합모형을 설계하고, 제안한 모형을 스마트공장 ICT융합기술(애플리케이션 및 플랫폼 분야) 특허 출원기업 272개사의 6개년(2010년~2015년) 특허 및 재무데이터를 이용하여 실증적으로 분석하였다. 고정효과 패널모형을 분석한 결과, 기업의 사업다각화 의사결정에 영향을 미치는 요인들 가운데 기술경쟁력은 사업다각화 수준을 높이는 긍정적 효과가 검증되었다. 추가적으로 2단계 최소자승 고정모형을 분석한 결과, 출원특허수 보다 특허의 기술융합수준이 기술경쟁력을 증대시키는 유의미한 긍정적 효과가 있음을 검증하였다. 본 연구 결과에 근거하여 기업의 ICT융합기술자원 및 역량을 바탕으로 한 사업 다각화 전략기획방향과 정부 R&D 정책과 관련하여 융합기술자원의 사업화 지원방안에 대한 시사점을 제공하고자 한다.
