Framework of Conceptual Estimation Model for BIM based Internal Finishes of High-rise Building Project (BIM기반의 초고층 빌딩 내부마감 개략견적 코스트모델 개발)

  • Previous studies reveal the need for a tool to cost estimation of building design in early design stages. This paper proposes an internal finishes cost model tool to address this need. The tool allows users to evaluate the functionality, economics and quality of finishes concurrently with high-rise building design. Lack of information in the early stages of the project enables a relatively accurate estimates of work to raise up. Measurements are automatically extracted from simple design information and profile driven estimates are revised in real-time. The data model uses a flexible unit rate system that can easily be extended to other estimate dimensions such as mix-use building surcharge rate estimation. The approach illustrated in this paper is applicable to BIM tool conceptual estimation that support for massing purposes other than the one chosen for this study.

  • As contemporary society becomes information-oriented, major construction companies have recently invested in information management, but small and medium ones have not. Though the small and medium companies recognize the information management is necessary and important, they don't have an ability to possess technical expertises. The purpose of this study is to develop a Schedule Risk Control System based on blogs using IT and web technologies for construction managers in small and medium construction companies. The system makes a chance to identify risk factors and prepare for responses to settle risks happened in preconstruction phases, and enables the managers and headquarters to predict and handle schedule risks by sharing information about risks on the blogs.

  • Building industry clients are suggested to clarify requirements and needs properly at the pre-project stage. According to these they can develop options to meet their needs with considering their resources and business case. At this stage, they make decisions while professionals in the industry are not involving. This process is called client briefing at the pre-project stage. However, client briefing is not a discrete process only conducted at this stage; various clients briefings should be performed over a project lift cycle. The client briefing at the pre-project stage is more important than others as the value for the clients is clarified at this stage - they may not be satisfied for the project results even when the project is finished on time within budget if the value itself is incorrectly defined. Given that the client briefing is important as stated, this paper aims to review theory on client briefing focusing those at the pre-project stage. As a part of research, a prototype workshop for client briefing is held and findings from it are summarized. Finally, suggestions for conducting client briefing in Korea are presented in terms of directions of relevant research, systems in the industry and points that clients or client briefing consultants should consider.

  • Construction Management at Risk (CMAR) is a project delivery method that enables CM companies to deliver projects at a Guaranteed Maximum Price (GMP). General contractors can apply CMAR from the initial design phase right through the construction phase to reduce risks and improve project performance. One of the major advantages CMAR offers is that it permits a general contractor to provide a comprehensive suite of preconstruction services, including estimating, a constructability review, value engineering, drawings and a specification review, green building, and Building Information Modeling(BIM), among others. However, general contractors in South Korea currently provide only limited preconstruction services using CMAR because few CMAR projects have yet been implemented in Korea and their experience using the method is therefore limited. This benchmark study of how foreign general contractors utilize CMAR in their projects, particularly during the preconstruction process, its purpose, and the roles and responsibilities of each of the different participants in successful implementations thus provides invaluable information and will serve as a useful guide for Korean contractors seeking to incorporate CMAR preconstruction services in their projects and thus improve the competitiveness of their construction businesses.

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

Effects of Entrepreneurship Education Based on Relative Policies Link (창업교육연계의 효과측정모형 및 정책제안)

  • This paper integrates elements from the theory of agency, the entrepreneurship education, the start-up policies. Entrepreneurship education is demanded to enhance success of business candidate for business establishment and to increase start-up survival. Three researches are made by this study. First of all, Educational performance is measured and it explains why linked policies is needed. To explain linked performance, this paper introduces several hypothesis. These are about a rate of start-up failure caused by agency problem and a rate of education effect decreasing agency problem. Secondly, operation performance of it can be increased by linking among policies and should be for the original goals of start-up policies. Finally, several ideas including start-up certification is proposed. Start-up certification has role of contact point of different entrepreneurship policies. As a result, level of satisfaction of policies will increase and specially of education program by linked effects.

Implications of a Case Analysis of a Public Park Project at a Former Military Facility Site (군사시설 이전부지 공원화 사례분석을 통한 시사점 도출)

  • Because of their nature as public facilities, demands that former military facilities be utilized for the public welfare are increasing, thereby leading to an increase in cases in which these military facilities are reestablished as parks. Cases in which former military bases were reestablished as public parks were analyzed; as a result, several implications were derived. First, the objectives of public park projects should be examined from the perspective of the concept of urban regeneration and regional revitalization. Moreover, it is necessary that profits are yielded and that regional identity and history are reproduced through reusing existing facilities as much as possible rather than entirely remodeling former military sites. As parks become larger in size, bases should be reorganized into complexes rather than single facilities or programs. It is also necessary that parks be established in stages considering the enormous expenses required for building public parks. Consequently, because the special characteristics of military facilities can lead to insufficient on-site investigation in the process of establishing parks, thereby incurring a vast amount of costs for design adjustment and contamination disposal, this should be considered in advance. A method of delegating the development rights to partial sites to private businesses and supplementing the costs of park establishment and maintenance with development benefits should be examined. In addition, given that there are various interests and stakes in former military bases, a method of operating a public-private cooperative decision-making organization during project execution should be considered. Finally, policies related to urban parks need to be improved in order to raise funds, expand profitable businesses, facilitate social services and sponsorship, and encourage the participation of trusts and non-profit organizations in park operation and management.

  • 도시화가 진행됨에 따라 불투수지역이 늘어나는 등 개발전과 다른 지표 및 지표하 유출이 나타나며, 이러한 변화는 생태적, 수문학적으로 대규모 변화가 나타나는 것을 의미한다. 이에 따라 물관리, 물순환 등 물 지속 가능성은 대중의 관심을 받아 법, 제도가 변화하며 도시화에 대한 세심한 접근과 관리에 대한 계획이 대두되고 있는 실정이다. 저영향개발(Low Impact Development)은 이러한 도시화로 인해 발생될 수 있는 문제를 해결하기 위한 방안의 하나로 제안되고 있으며 첨두 및 유출총량을 완화하여 개발 이전 상태의 수문학적 기능을 유지하거나 물리학 및 생물학적 기작을 통해 오염물질의 저감효과도 나타나 대규모 도시개발 및 유역관리 사업에서 저영향개발기법의 적용이 점차 늘어나고 있는 추세이다. 그러나 저영향개발기법 설치에 관한 구체적인 매뉴얼 또는 가이드라인이 부족한 실정이기 때문에 저영향개발기법이 계획단계에서 양적으로 무분별하게 적용되어 비용적 측면에서 시공자에게 부담을 가중시키는 등의 문제가 발생한다. 또한 시설의 위치에 따라 강우유출수 및 비점오염원 저감에 대한 효과가 상이하기 때문에 시설의 적정 위치선정 및 시설용량, 경제성을 고려한 시설효과 검토 등 저영향개발기법 적용시 사업부지 특성에 따른 최적화를 고려하여 계획 및 설계에 적용할 필요성이 있다. 이에 비용적 측면을 고려한 최적설계가 가능한 SWMM-ING(Storm Water Management Model - Low impact development desigN proGram)을 개발된 바 있다. SWMM-ING은 비전문가도 사용이 가능하도록 저영향개발기법 최적화과정이 간단하고 직관적이며 비용을 고려한 최적설계가 가능하도록 개발된 소프트웨어로 기법 적용시 개략적인 비용추정 및 배치선정 등 저영향개발기법의 설계최적화가 가능하다. 또한 각각의 저영향개발기법에 대한 초기설치비용, 유지관리비용, 이자율, 기대수명, 대상지역 내 공간적 위치를 반영하여 강우유출수 및 비점오염저감효과를 시나리오별로 제시가 가능한 장점이 있다. 본 연구에서는 SWMM-ING를 이용하여 대규모 도시개발부지의 저영향개발기법 적용에 따른 유량 및 수질저감효과를 평가하고 유지관리비를 포함한 비용을 추정하여 최적설계 검토를 수행하였다.

Integrated Project Delivery in the Pre-construction Phase : Case Study of IPD for Lean Construction (사례 연구를 통한 Pre-con 단계의 린 건설 기반 IPD 프로젝트 적용 방안 도출)

  • Current construction project processes pose difficulties for construction management as inefficient communication between project participants seldom accurately reflects the needs of the owner. To solve this problem, lean construction-based Integrated Project Delivery (IPD), which facilitates cooperation and builds trust through the formation of horizontal relationships among participants, is becoming increasingly popular. However, although lean construction-based IPD improves productivity in the construction industry, few studies have focused specifically on developing effective methods that maximize the benefits gained from lean construction-based IPD. This study therefore analyzed success factors for lean construction-based IPD projects by analyzing prior studies to identify factors that support IPD success. Application methods were analyzed and an example of how they are actually used in the field was examined through an in-depth single case analysis. The findings of this research can be applied to support lean construction-based IPD projects in Korea, improving their efficiency and boosting owner satisfaction.

Critical Success Factors for Wind Power Projects (풍력 발전소 프로젝트의 핵심성공요인)

  • Climate changes caused by fossil fuel energy usages have led to serious environmental damages and resource scarcity. Ever-increasing demand for energy causes harsh competition in international energy markets. Nuclear power, which once was regarded as a desirable clean energy, began to face public oppositions after the Japanese nuclear disaster in 2011. In this context, wind power is now considered to be an ever-more important recyclable energy source. Thus, this study intended to identify critical success factors for wind power construction projects. After a thorough literature review, two focus group interview sessions were conducted. A questionnaire-based survey, coupled with the two previous methods, resulted in the extraction of important factors for the success of wind power projects. Experts, including those working as constructors, designers, and owners, were paid a direct visit for the interview and survey. The critical success factors were categorized into feasibility study, right policies, equipment selection, and project financing issues. The proposed critical success factors are expected to be an effective guideline for future investors in wind powers.
