A Study on the relation of Risk Management, Partnerships, Business Performance in Supply Chain Management (SCM의 위험관리, 파트너십, 사업성과의 관계 연구)

  • In one global industry after another, supply chains are reaching across continents farther and deeper than they have ever been. As a result, global companies are confronting new and more formidable supply chain risks which insurance policies alone cannot overcome. This is especially true in the Korean manufacturing industry, where the integration of Supply Chain Management and Risk Management has become critical among Korean export manufactures. One of the most effective ways to manage supply chain risks is to prevent them from occurrence. First, however, supply chain managers must have the knowledge to identify potential causes of supply chain risks. This paper attempts to contribute to such knowledge by examining the relationships between Risk Management, Business Partnership, and Business Performance among Korean export manufacturers. Our study analysed 105 cases in Korean supply chain management and then developed a structural equation model. From our model we found that Supply Chain Risk Management affects both Business Performance and Business Partnerships among Korean export manufacturers. Our model also revealed that the practice of Risk Management within the Supply Chain of Korean export manufacturing industry is impeded by certain constraints and limitations.

A Development of Risk Performance Index for Mega-project Performance Measurement in view of the integrated Cost/Schedule/Risk (비용/공정/위험 통합 관점에서 메가 프로젝트 성과측정을 위한 위험성과지수 개발)

  • Recently, a research of the urban regeneration has been performed very actively. This is one of the efforts to resolve various social and economic problems coming from the existing deteriorated building and facilities by new urban development or redevelopment. However, an urban regeneration has a characteristic to be unable to ensure the project performance due to the exposed numerous risks coming from the various and complex stake-holders, and its mega sizes. This paper proposes the method of risk performance index in order to improve an efficiency of performance measurement expanding to the risk view point from the existing integrated cost/schedule performance measurement. A risk performance index is compatible with the existing EVMS, and can make the performance measurement in 3 dimensions of the integrated cost/schedule/risk with 18 sub-indexes and variables.

  • 지난 7월 18일 "자연재해위험개선지구 관리지침(고시)" 일부를 개정(국민안전처 고시 제2016-117호)하여 복합 유형에 대한 지구지정으로 종합적인 정비근거를 마련하였다. 또한, "자연재해대책법" 제13조 및 제14조에 따라 자연재해위험개선지구 정비 사업계획 수립과 실시설계 수립을 같은 법 제38조 제2항에 따라 방재관리대책대행자로 하여금 대행하도록 개정('16.1.27)되었음을 알려 드리며, 앞으로 지방자치단체에서는 자연재해위험개선지구 정비사업 실시설계 추진 시 방재관리대책대행자로 등록되지 않은 엔지니어링사업자에게 대행하는 사례가 없도록 철저히 관리하여 주시기 바란다.

Development of Model for Optimal Concession Period in PPPs Considering Traffic Risk (교통량 위험을 고려한 도로 민간투자사업 적정 관리운영기간 산정 모형 개발)

  • Public-Private-Partnerships tend to be committed high project development cost and recover the cost through future revenue during the operation period. In general, long-term concession can bring on more revenue to private investors, but short-term concession less revenue due to the short recovering opportunities. The concession period is usually determined by government in advance or by the private sectors's proposal although it is a very crucial factor for the PPPs. Accurate traffic forecasting should be most important in planing and evaluating the operation period in that the forecasted traffic determines the project revenue with user fees in PPPs. In this regards, governments and the private investors are required to consider the traffic forecast risk when determining concession period. This study proposed a model for the optimal concession period in the PPPs transportation projects. Monte Carlo simulation was performed to find out the optimal concession period while traffic forecast uncertainty is considered as a project risk under the expected return of the private sector. The simulation results showed that the optimal concession periods are 17 years and 21 years at 5.5% and 7% discount level, respectively. This study result can be applied for the private investors and/or any other concerned decision makers for PPPs projects to set up a more resonable concession period.

  • 많은 기업의 정보화 프로젝트가 계획된 예산과 기한 내에 완수하지 못하고, 폐지되거나 당초 예상된 성과를 달성하지 못하고 있다. 정보화 프로젝트의 성공 확률을 높이기 위해서는 프로젝트 실패의 원인이 될 수 있는 잠재된 위험을 식별하고, 식별된 위험요인을 체계적이며, 지속적으로 관리할 필요가 있다. 본 논문에서는 정보화 사업 중 시스템통합 사업에서 발생할 수 있는 위험요인을 체계적으로 분류하고 관리 할 수 있는 기반을 제안하고자 한다. 위험관리 프레임워크는 이해당사자들의 관점을 중심으로 위험요인을 체계적으로 분류하고, 위험요인을 점검할 수 있는 체크리스트를 제공함으로써 각 이해당사자들의 요구에 맞게 SI 프로젝트의 위험에 대응하여 정보화 프로젝트의 성공 확률을 높이는 데 이바지 할 수 있다.

Risk based Value Index Evaluation Model for Modular Design Alternatives in Plant Construction Projects (플랜트 건설사업의 모듈러 설계대안별 RVI 평가 모델)

  • The purpose of this study is to suggest a model for evaluation of a risk based value index for modular design alternatives in plant construction projects. Accordingly, 1) Setting the basic project cost and the scope to apply the module, 2) Evaluating the importance, easiness, and effectiveness index for Engineering, Procurement, Fabrication, transportation, and construction work, 3) Estimating the total project cost by analyzing the risk reserve Step, 4) Comparing the effectiveness index and total project cost for each modular design alternative, it was composed of the steps of deriving RVI. To verify such a model, Plan-A, which applied a module to one process, and Plan-B, which applied a module to three processes, were composed to evaluate RVI.

Risk Factor Analysis in the Implementation Phase of the Housing Redevelopment Project (주택재개발사업 시행단계의 위험요인 분석)

  • As many stakeholders are taking part in the Housing Redevelopment Project, their opinion mediation is considering very important issues. Thus disputes on projects are inevitable due to complexity of interest. To effectively progress the project, this paper analyze the risk factors by phase in implementation phase that the association participates in person. We identify 50 of risk factors in implementation phase by reviewing and analyzing related studies and actual cases of disputes, then we present 26 of risk factors through experts interview. Also, we calculate weights of risk factors by using AHP for quantitatively analyzing them and present final weights and priorities of risk factors by summing weights of risk factors by phase. In results, it is found that 'the inappropriateness of the Management Disposal Plan' in management disposal plan phase and 'the inappropriateness of the Project Implementation Plan' are the most significant risk factors. To maximize the utilization of risk factors analyzed, we present the checklists that can be aware of these risks in advance and prevent these risks. Based on these findings, if risk factors in implementation phase are managed actively, the housing redevelopment project will be performed more effectively.

On Efficient Implementation of the Regeneration Projects for the Zones Vulnerable to Natural Disasters (자연재해위험지구 정비사업의 효율적인 추진방안 연구)

  • The purpose of this study is to suggest some effective ways to implement the regeneration projects for the zones vulnerable to natural disasters which have been delayed due to shortage of the financial resources, and thereby complete the disaster prevention projects as early as possible and thus secure the financial resources for the projects continuously. For this purpose, the researcher reviewed the statutory grounds and designation procedures or the zones vulnerable to natural disasters, and thereupon, examined and analyzed the regeneration projects being implemented in Gyeonggi-do in view of contents by zone, history of damages, annual investment plans and financial resources for investments. In addition, the researcher examined the criteria for reserve of the disaster management fund and its uses and investigated the fund sources and expenditures and thereby, addressed the problems of the statutory reserve and suggested their solutions. All in all, the researcher suggested that the disaster management fund should be invested in regeneration projects for the zones vulnerable to natural disasters in order to remove the disaster risks earlier and that the uses of the fund should be adequately deregulated with a reserve fund ceiling system to secure the financial resources for the disaster prevention projects continuously.

  • With Public-private partnership PF (project financing) deals saw explosive increase in quantity since its introduction to Korea in 2001, but, met with severe recession in the fallouts of the financial crisis that hit the global economy in 2008. This study intends to identify the risk factors corresponding to issues of public-private partnership projects financing structure and classify and analyze them by project phase. Outcomes of this research are expected to help recognize risk factors in each project phase during project planning and develop risk control and mitigation strategy during project implementation.

A Study on Risk Sharing of PPI Project Demand Risk (민간투자사업 수요위험 분담 방식에 관한 연구)

  • One of key success factors in PPI(Public Private Investment) is the structure of risk sharing between the public and the private, and the determination mechanism of fair return to private participants relative to the risk that private participants undertake. In Korea, two basic types of PPI exist. One is BTO and the other is BTL. In BTO, most risks are taken by the private whereas the opposite is the case in BTL. No intermediate form exists. As a result, BTO type projects had difficulty in attracting private participants because of the excessive risks. In this study, one intermediate form is studied where demand risk is shared between the public and the private. In the setting where the public authority takes all the project revenues and then pays ladder type payments to private participants depending upon the level of project revenues, appropriate level of fixed payments is endogenously derived using the real option pricing model. From the fixed payments, expected investment returns are calculated based upon a certain distributional assumption. The results of this study is expected to help introducing diverse forms of PPI in Korea.
