Effectiveness Analysis of Flood Control by Wetland Constructions (습지조성을 통한 홍수조절 효과 분석)

  • 최근 기후변화 및 도시화의 영향으로 홍수와 가뭄과 같은 자연재난이 점점 심화되고 있다. 습지는 유속과 수위를 낮추는 홍수조절 효과가 있으며 가뭄시에는 물을 저장하는 역할을 하여, 인공습지의 조성은 심각해지는 홍수 및 가뭄에 해결방안으로 활용될 수 있다. 기존의 인공습지에 관한 연구는 식생과 수질정화기능과 종 다양성 등 생태적 기능에 관한 연구가 주로 이루어져왔으며, 인공습지의 홍수조절 효과에 관한 연구는 미비한 실정이다. 따라서, 본 연구에서는 경안천 유역에 인공습지 조성에 따른 수문학적 홍수저감효과를 분석하였다. 이를 위해 수리모형인 HEC-RAS를 통하여 가상의 인공습지를 모형화 하여 인공습지 조성 전 후에 대한 홍수위를 비교 분석하였다. 또한 홍수범람을 모의하여 대상유역의 침수심 및 침수면적을 산정하고 이를 다차원홍수피해액산정법을 통하여 인공습지 조성 전 후에 대한 홍수피해액을 추정하였다. 본 연구결과를 바탕으로 인공습지 조성 사업 시 사업의 경제적 타당성을 평가하며, 인공습지 설계의 기초자료로 활용될 수 있을 것으로 기대된다.

  • According to the government's roadmap for revitalizing the hydrogen economy, various industries carry out projects using liquefied hydrogen as an energy source. However, safety standards necessary for operational demonstration projects are not prepared in Korea, thus, it is necessary to prepare safety standards as soon as possible. Therefore, in order to secure the safety of liquefied hydrogen instrumentation and handling facilities, it is necessary to prepare safety standards that comprehensively consider the risk of liquefied hydrogen. This study aims to prioritize safety standard items using ETA, FMEA, and AHP, which are risk assessment techniques, to present the feasibility of selecting safety standard items.

  • Urban public service is goods and activities which satisfy public demands for the political, social, economic, cultural activity and household affairs of individual or groups and which urban government supply with free of charge. In view of government, in addition to fairness of facilities location, location of such facilities are to be determined the respect to cost of locating facilities and developmental direction in the future. Therefore, it is necessary to study on feasibility. A feasibility study Is an effective tool in determining the decision of investment or not and the level of investment priority on Projects requiring a sizeable investment and the feasibility of a project. The first, it is to select reasonable location. It was selected four and two by consideration of facilities distribution and connection with others. Six proposal selected was estimated by five element of approach, demand, symbol, reality, environment. In result proposal I was chosen. The next, it is to estimate scales. The finally, it is to study on economical efficiency. Net Present Value was came out ₩4.4billion by 20years and Inter Rate of Return showed up 11%. in addition, it offer various benefit by public facilities. In conclusion, this project is reasonable.

PSM based Price Estimating for Local Mixed-Use Apartment Development (PSM기반 중소도시 주상복합 아파트의 분양가 추정에 관한 연구)

  • Since the late 1990s, mixed-use apartment, armed with high qualities and large scales with a high ratio of TFA(Total Floor Area) have been continuously provided accommodating exclusive community facilities along with high-tech securities, not to mention excellent skyline view. However, especially in mid-small cities, there have been only a few supplies. As a result, none of the mixed-use housing provided by high-end brands has ever been built in non-metropolitan area. But constructors couldn't plan the projects which aims to build the mixed-use apartment in local city, because they couldn't get the basic data or advanced research for feasibility analysis. Therefore, to suggest the useful price for mixed-use apartment supply project of local city, the PSM(Price Sensitivity Method) widely used for determining the price preferences as a market research tools has been applied. As analysis results, the estimated price of mixed-use apartment is 10.8% higher than general apartment, and mixed-use apartment has lower price sensitivity than general apartment. As price determinants, the age, education level and family size influence on UTP in significant level. It is expected that these research findings can be applied for establishing the solid marketing strategy of mixed-use apartment development project in local city.

Effectiveness Analysis of Preliminary Evaluation of Public Library Establishment Feasibility Based on the Revised Library Act (도서관법 개정에 따른 공공도서관 설립 타당성 사전평가의 실효성 분석)

  • The purpose of this study is to determine whether the pre-evaluation of the feasibility of establishing a public library, which is mandatory according to the revision of the Library Act, can improve the quality of the library. Therefore, the effectiveness of the preliminary evaluation was analyzed through the case analysis of the preliminary evaluation of the public library construction support project, which was implemented for the same purpose before the revision of the Library Act. In the case of libraries built after preliminary evaluation, most of the minimum standards for legal librarians required by the Enforcement Decree of the Library Act were secured, which helped secure basic library personnel. However, there were few libraries that secured and operated as much manpower as originally planned, and in some cases, the application applied to operate the library directly, but it was changed to consignment operation at the time of opening, so the pre-review details were not faithfully reflected. This study proposed re-establishing realistic librarian placement standards according to the revision of the law and introducing a post-evaluation using the library registration system so that it would not be a formal pre-process through case analysis.

Effectiveness Analysis According to the Affiliation of Linear SOC Projects and Cadastral Resurvey Project (선형 SOC 사업과 지적재조사측량의 연계에 따른 효과 분석)

  • "Master Plan of Cadastral Resurvey Project" aims to put the governmental budget of 1.3 trillion Won into the cadastral resurvey project until 2030 that reflects the preliminary feasibility study, conducted by government at 2012. The cadastral Resurvey, which takes 78.8% of the expenses in the project, has to take an critical role for earning the most effective results from the project. The cadastral confirmation surveying take up almost 13% of the project and is controlled under the areal SOC(Social Overhead Capital) projects in current "Master Plan of Cadastral Resurvey Project". Also, the affiliations of cadastral resurvey and linear SOC projects are expected to bring advanced results, although those are excluded from cadastral confirmation surveying. For linear SOC projects, the land division survey is conducted by using boundary stakes in boundary survey, while the cadastral resurvey is conducted within the SOC project area, after the completion of the project. In this study, we could conclude that cadastral resurvey results with the world geodetic system from boundary survey at the point of land division could be produced without the duplication of land division and cadastral resurvey. As a result, the expected benefits are 73,877 parcels and 4,078 million won, annually.

  • 실내에서 대부분의 시간을 보내는 현대인들에게 있어 쾌적한 실내환경은 작업의 효율성을 증대시킬 뿐만 아니라, 건강의 유지나 에너지 절약 차원에서 매우 중요한 요소이다. 따라서 국가에서도 감성공학 기반기술 개발 사업에서 쾌적한 실내 환경을 구현하기 위한 연구가 진행되고 있다. 본 연구에서는 이러한 연구의 결과들을 이용하여 쾌적한 실내환경을 구현하기 위한 요소를 지표화하였고, 결과 및 관련 내용을 비교ㆍ분석하였다. 그러나 지표화 과정에서 각 과제별 연구의 진행이 상호 독립적으로 이루어져 연구의 일관성이 부족한 것으로 나타났다. 또한 개별 과제의 연구 진행과정에서 상호연관성을 가진 부분이 실험계획이나 방법이 미흡해 결과에 대한 신뢰성 저하는 물론이고, 데이터 베이스 구축을 위한 자료통합에도 상당한 문제가 있을 것으로 나타났다. 이러한 문제를 해결하기 위해서 관련 연구과제 수행자들간의 적극적인 정보교류는 물론이고 지표의 타당성을 검증하는 실험도 필요할 것으로 보인다.

Arrival Delay Estimation in Bottleneck Section of Gyeongbu Line (철도선로용량 부족에 따른 지체발생 연구 - 경부선 서울~금천구청 구간을 대상으로)

  • This research shows the relationship between the number of trains and the probability of trains with arrival delay and suggests way to estimate the benefits of improved punctuality in a bottleneck section of the Gyeongbu Line. The arrival delays of high-speed and conventional trains were estimated using the train operation data of KORAIL. Linear regression models for the probability of trains with arrival delay by train type are presented in this paper. The probabilities of trains with arrival delay were more affected by the number of conventional trains than by the number of high-speed rail trains. For the empirical analysis, a project for increasing the capacity in the Seoul~Geumcheongu office section was tested. The benefits of the improved punctuality were estimated to be 4.2~4.5 billion Korean won every year. This research has some limitations but it can help evaluate more precisely the feasibility of the project of increasing the capacity in bottleneck sections.

  • A firm decides to go to the project based on its investment analysis. However, the cash flows generated from the real project can not be always coincident with what expected as it follows uncertain behavior and the asymmetric payoff caused by the managerial flexibilities involved in the real asset affects the project value. Amongst various managerial flexibilities entailed in most of the real assets, although investment delay has been known to enhance the project value thanks to its ability to provide new market information to management, the related research to select the time to invest have been just few. Therefore, this research aims to show the theoretical framework to decide when to invest reflecting the behaviors of increasing project value and loss recovery cost due to investment delay with option pricing, related financial economic, and variational theories.

Developing Bibliometric Indicators for Analysis & Evaluation of National R&D Programs (국가연구개발사업의 과학적 성과분석을 위한 새로운 계량지표 개발에 관한 연구)

  • Science and technology (S&T) is one of the most important elements in a nation's competitiveness. In an effort to strengthen their national competitiveness, all countries are focusing on upgrading the level of eir S&T. With these factors in mind, Korea has increased its support of national research and development (R&D). In recent years, this added support has resulted in an increased interest in the effectiveness of R&D. We have made continuous efforts to enhance the accountability and effectiveness of R&D by strengthening performance evaluation and considering R&D evaluation results during the budget review (appropriation) process. In order to change to a performance based system, we need to develop objective and scientific indicators to measure and evaluate the quality of the research performance of R&D programs. One of the primary research outcomes is publications. The impact factor of publications is widely used to evaluate overall journal quality and the quality of the papers published therein. However, the use of impact factors has been criticised because they can vary greatly when works from different subject areas are compared. In order to overcome this limitation, we have developed three kinds of qualitative indicators, which are functions of the impact factor. Two of these qualitative indicators, Modified Rank Normalized Impact Factor and Ordinal Rank Normalized Impact Factor, are based on order statistics (rank) for all journals from a specific specialty. The third qualitative indicator, Relative Field Impact Factor, uses the average impact factor of all journals within a subject category. We also suggest a quantitative indicator, Percentage of Contribution. In this study, we suggest 4 indicators and use them to evaluate the performance of outcomes from three R&D programs supported by the Ministry of Education, Science & Technology. We also perform a simulation study to verify the effectiveness of the proposed indicators. It can be shown that the proposed Ordinal Rank Normalized Impact Factor is the most reliable and effective indicator for comparing research performance across subject categories. However, we recommend using previous indicators in combination with the proposed indicators in this study for the research evaluation of R&D programs.
