본 연구는 2014년 부산지역에서 발생한 집중호우에 따른 피해상황을 읍 면 동 단위의 행정구역에 대해 조사하고, 각 행정구역별 수해복구사업의 우선순위를 결정 할 수 있는 방법을 모색하는 것을 목표로 한다. 피해현황은 인명피해(사망, 이재민 수), 건물 및 선박, 농경지 침수에 의한 피해, 공공시설물에 대한 피해를 조사하였다. 또한 피해 요인별 피해액을 집계하여 수해복구사업의 평가기준으로 이용하였다. 사업의 경제성은 B/C분석 결과를 통해 반영하였다. 각 행정구역에 대한 우선순위는 다기준분석 중 PROMETHEE, ELECTRE 방법으로 분석하였고 표준화 방식은 T-Score방식을, 가중치는 엔트로피 방식으로 결정하여 분석에 반영하였다. 본 연구에서는 실제 발생한 호우에 대한 피해복구사업에 적용하여 검증을 시도하였으나, 향후 치수사업의 다양한 대안을 선정하고 우선순위를 결정하여 실제 도시개발 및 정비 사업 등으로 분야를 확장할 수 있을 것으로 기대한다.

본 연구에서는 대단위의 도시개발사업을 시행하면서 사업완료 전에 토지를 분양받은 수분양자가 사업완료 전이라 분양 받은 토지의 지적공부 및 등기부가 없어 완전한 토지재산권행사를 하지 못하는 문제가 발생하여, 이에 대한 대안으로 환지예정지토지로 등기를 하여 권리행사를 할 수 있는 개선방안을 제시하고, 실제 도시개발사업시행지구를 대상으로 개선방안에 의거 환지예정지로 등기를 해보았고 분석결과 현행 법ㆍ제도로도 개선시행이 가능하다고 판단하였다.

The purpose of this paper is to develop a framework of software cost estimation guidelines and to derive a mid-long term direction for development of the software cost estimation guidelines. In this paper, all the steps in the software life cycle are researched in the view of cost estimation, and current software cost estimation guidelines and models have been reviewed and analysed first. Second, a plan to separate unit cost per function point from standard procedure in current software cost estimation guidelines is presented to strengthen maket self-regulating function as a mid-long term developmental direction for software cost estimation guidelines. Third, construction of cost repository, making standard procedure for software cost estimation guidelines, development of various kinds of software cost estimation models, and a system for experts on software cost estimation are presented as the prerequisites for the future model framework of software cost estimation guidelines. Finally a roadmap for establishing the future model is proposed.

The railway route and alignment planning have been executed with a limited number of alternatives based on the site pre-survey and the topographic map. This study developed an intelligent railway alignment planning program (ei-Rail) which can derive all the considerable design alternatives and provide the data for the alternative evaluation such as constructions cost, operation cost, and etc. According to the comparisons with prevailing planned railway projects, the time and cost for planning can be reduced as well as the construction costs. This program may contribute to the development of railway industry by reducing the time and cost for planning as well as the total project cost.

This paper reviews the uncovered people of the Korean Employment Insurance System (EIS) and analyzes policy options for minimizing the dead zone of the EIS. There are several policy options such as subsidizing insurance premium to employers and employees of small companies, extending coverage of excluded groups, relaxing qualifications of unemployment benefits and increasing benefit period and level, introducing the unemployment assistance system, introducing the unemployment insurance savings account system, extending coverage to non-wage workers and individualizing package services. According to the survey to the specialists and comparative evaluation criteria, the best policy option to minimize the dead zone of the EIS was to activate individualizing package services of intensive consultation, job place services, tailored vocational training, income support, daycare services, etc. to cure complex employment barriers of job seekers.

In 1995 of May, the Ministry of Construction and Transportation (NOCT) developed the First Nation-wide Master Plan of GIS. It is set up in response to an increasing and various demands on spatial informations. Until now, a set of diverse projects related to spatial information have been proposed and executed. However, cost-benefit analysis of investment and decision making for alternatives have not been carried out appropriately because scientific evaluations for obtaining efficiency and economical validity of investment have been deficient. Optimum decision making for projects based on itemized priority order using effect or cost of proposed alternative plan is a fundamental expedient for demonstration of propriety of projects and enhancement of efficiency of investment. From such understanding, this paper applied the analytic hierarchy process (AHP) technique to the cost required to construct a GIS so that analyze the weight of each cost factor.

The current reconstrution project has caused many conflicts due to the problems contretely expressed by the following matters. The results of the analytic hierarchy process showed that the stage of promotion the project shoud most be taken into consideration to resolve the cinflict, the prior task of the successful reconstrution project. In this sense as the stage of project planning. it was analyzed as the most important item of coarse classification.

Structural flood defensive alternatives have been evaluated based on economic feasibility, riskiness of safety and sustainability. Social problems associated with structural flood defensive alternatives such as dams, flood control channels, etc. are currently issued. The evaluation items of policy presented in KDI(2001) are should be modified in order to resolve the social problems. Hence, this study conducted a questionnaire survey of public servants, researchers, and engineers to obtain how to determine evaluation items for policy assessment and to compute their weights in the analytic hierarchy process. This study also compared the weights of the items in KDI(2000) with the weights from the survey in this study. The policy assessment weight was estimated higher than KDI(2000). This result suggests that social awareness increases and the analysis of policy becomes important for selecting optimal structural defensive alternatives.

Design VE system in order to promote the economical efficiency and the functional elevation of construction facilities apply to conatruction over 10 billion from december 2005. But it don't achieve purpose of VE original to maximization of value creation through VE because VE perform formal and result center. This study suggests some idea and analyse implementation of design VE through design VE case of turnkey and alternative project performed in domestic.
