북한은 전력부족난과 전기품질의 저하로 인하여 주요 생산기업에 지장을 주고 있으며, 노후 발전소의 성능저하도 함께 진행되고 있는 것으로 추정된다. 이에 대한 적절한 대책이 없는 한 그 상황은 더욱 악화될 전망이다. 한반도 에너지 개발기구(KEDO)가 추진하고 있는 경수로 원자력 발전기가 6～7년 후에 준공된다고 해도 이처럼 불안정한 전력계통에 병입되어 원활한 운전이 가능할런지 기대하기 곤란하다. 이러한 실정에서 \circled1 전력부족으로 주파수가 저하될 때 우선 순위가 낮은 부하를 제한하는 자동 부하제한 방식을 포함한 자동 주파수 제어 계통개선 \circled2 기존발전소 성능과 이용을 향상을 위한 재가동(Repowering) 등의 리 엔지니어링 \circled3 가스터빈 복합화력과 열병합발전(Co-generation) 등과 같이 건설기간이 짧고 비용이 적게 들며 송전 설비 건설도 불필요한 분산형 전원의 건설 \circled4 수력발전소와 조력발전소의 건설 \circled5 양수발전 등 전력에너지 저장설비의 개발 \circled6 송전전압격상과 배전방식개선 및 종합전력정보시스템 구축 \circled7 남ㆍ북한 전력계통 내지는 동북아시아 전력계통을 연계하는 평화망사업(Peace Network Project)등의 추진이 경수로 사업에 선행되어야 한다. 특히 러시아, 중국, 한국, 일본의 발전 에너지원 분포와 년간 부하곡선을 고려할 때 동북아시아 전력계통의 연계는 관련국 상호간에 에너지 환경과 경제적 측면에서 상당한 이득과 안정성을 강화해 줄 것이며, 기술발전과 평화공존에 크게 기여 할 것이다. 이를 위하여 관련국의 전력계통연계 전문가들이 참여하는 남\ulcorner북한전력 계통연계연합회(Co-Pia ; Co-rea Power Systems Interconnection Association)와 동북아지역전력 계통연합회(Near Pia=North-Eastern Asia Region Power Systems Interconnection Association)의 구성을 제안하는 바이다. 주요용어(Key Words): 자동주파수 제어(AFC), 리엔지니어링(Re-Engineering), 분산형 전원(Dispersed Generation System), 전력저장(Power Storage), 부하조절기(Load Conditioner), 수요관리(DSM) 연계(Interconnection), 인터시스템(Intersystem), 통합자원계획(IRP), 안전성 강화(Security Enhancement), 전력시장개방(Electricity Free Maket), 통일비용(Unification Expense, Unification Cost), 남ㆍ북한전력계통연계연합회(Co-Pia), 동북아지역전력 계통연계연합회(Nea,-Pia).

Economic feasibility analysis for the public projects such as sewer improvement project differs from the one for the project by profit organization in that the former has to take into consideration the public benefit that cannot be priced in the market. This study presents a model case study for the economic feasibility analysis for the sewer improvement project by the City of Gumi, Korea. The project is planned for the period of 2003~2021. It utilized Contingent Valuation Method(CVM) to assess the public benefits such as improvement of environmental quality and quality of life that can not be priced in the market. WTP(Willing-to-pay) of a household of the Gumi was estimated at 2,865 Korean Won on average. The result of an economic feasibility test including the estimated WTP indicates that B/C ratio of the project turned out to be 0.97, slightly less than 1. This study is the first application of WTP estimated by CVM to the economic feasibility analysis of public project in Korea. It is expected to contribute to the decision makings in the public policy domain as well as academic development.

'Old man' or 'old age' was not the parts of academic discipline in the Joseon era but Yeoheon put it in the philosophical 'problematization' of the learning of the Confucianism. He was argued that the old man or old age is not merely biological decline but it has the goal to achieve. The completion of self is the meaning and end of the life throughout the subjective realization and procedure of attaining the goal step by step. Well-aged old man is affirming the getting old and making the positive changing of old life time in his one sake. This essay is showing the Yeoheon's thought of old aging as the self-realizing well-ageing. Next, it is argued that the predicament of old age or old man is not just social welfare or biological aspects but it is serious philosophical problems. If it was just social or biological aspects then it is just a social phenomenon to approach the view of scientists. However, this is not only life and death and flux of time and relativities but also it is problematizing the self-identification subjectivities. Obviously, it is the significant that the old and or old age is fundamentally philosophical subject rather than social or biological materials. In the third chapter, we are dealing with the views of the life and death of Yeoheon. He was insisted that quite interesting opinion that is the all the lives in the universe include himself is 'a wayfarer'. It looks like a time traveler in the universe; we are just one who stays in a body for awhile. When we follow him, we are living in this universe in a time (disposable) but the same theorem is applying to the whole universe as well myriad creatures. Therefore, man has a job to do as an entity of the universe. Yeoheon was called it is the business as a job and we have to do the Dao till you end. The fourth, Yeoheon was suggested that the old man has his work and business. There are two kind of works for an old man, the former is self control as an old age that is call the old man's job and the latter is staying with the Dao that is called the old man's business. According to Yeoheon, man has charged to realize the law of the universe that means we are the moral entity; therefore we are business to complete ourselves. Old age is decline of physical activities rather than vigorous, therefore, we have to follow our body and self-affirmation of declination is the Dao. The final, Yeoheon was advised that the old man better saved in the current of the Dao, because the physical function is declining but the shining Dao is within the mind in the body. It is motivation of the self-dignity of old man and one who recognizes the work to do even in the old body that he will be the significant among all the society not a lonely old man anymore. Old aging is biological twilight but the considerable real size expertise and self-affirmation is the Dao of old age. We are meditating nowadays in Yeoheon's philosophical context on old man or old aging. By him, the old age is man of dignity as long as he realizes in his Dao through the business and self-affirmation.

Currently, some urban gas companies are conducting their own gas AMI meter verification projects, along with the demonstration of gas AMI (Advanced Metering Infrastructure) meters under the supervision of the government. There are many positive factors such as remote meter reading and ensuring user gas safety through AMI meter installation, but on the other hand, there are also many problems such as battery discharge, expensive price, and decreased reliability of remote meter data. This study sought various improvements in gas AMI meters along with prevention of serious civil disasters by preemptively eliminating structural safety problems and potential risks from gas leakage due to the expansion of gas AMI meters, and it is expected that this study will contribute to the government's policy to advance gas AMI.

Ever since the Act on the Promotion of Industrial Education and Industry-Academic Cooperation (IAC) was enacted in 2003, domestic universities have been focusing on commercialization research that can be applied to basic research industries by collaborating with industry and government agencies. Despite these efforts, the ratio of technology transfer and commercialization through IAC is low. Most technology transfer and technology commercialization studies have derived core technologies by analyzing the applied patents. First, this study collected expired patents from major domestic universities, compared quality characteristics of the expired and live patents, and finally found key patents among expired patents in order to identify companies and fields of application to which the patents can be utilized. The results of the study focus on expired university patents in terms of methodology and present a framework to identify patents capable of continuous IAC and technology transfer and match them with those in need. The results of this study are expected to contribute to increasing the efficiency of technology commercialization.

Recently, the rapid economic growth has caused urban problems due to the increase of urban population and the rapid expansion as a result of exodus phenomenon in rural territories. In order to solve the problems, we need to perform rational and effective plans for national land development. Generally, we need speedy and accurate topographical information of the object area to go ahead with balanced national land development. Acquisition method for topographical data include utilization of existing geographic information such as national base maps and related thematic maps and grasping of accurate present condition of object area using aerial photographies or satellite images. When the object area is small, existing methods for acquiring topographical information reveals imitations in accuracy, speed and economic aspect. Therefore, development of a new method is in order. As a result of this study, we recogized that Photo Balloon System to be manufactured and digital ortho-map to be generated could be used to obtain a topographical information for small areas.

The ODP (Ocean Drilling Program) has been greatly contributed to the progress of Earth Science through the strong international cooperation with its name changed from DSDP DSDP(Deep Sea Drilling Program), IPOD (International Phase of Ocean Drilling) to IODP (Integrated Ocean Drilling Program). The IODP program which was launched about ten years ago will continue to develop toward the 2nd phase of scientific targets through the tight international cooperation. Distinguished scientific results from the various expedition as well as new phase of IODP structure and its important role that enhance the new scientific fields are summarized in this study. In particular, Arctic Expedition and deep-biosphere and high resolution climatic study that was not performed in previous ODP stages, will be extensively conducted in coming new 2nd IODP stages. Likewise, through strong international cooperation, it is expected that IODP would play an important role in Earth Science developments.

The purpose of this study is to derive the necessary factors by conducting a questionnaire survey for SMEs with experience in participating in the online export support business in order to derive the factors that activate SMEs' online marketing. As a result, it was found that the Corporate trade capacity had a positive influence on online marketing utilization, and that the Corporate internal capacity did not have a significant influence on online marketing utilization. Since the consultants' role for export marketing obviously appears to exercise more significant positive effect on online marketing utilization, we can suggest the followings to activate online exports of SMEs. First, more effective efforts are needed to expand the trading capacity to utilize online marketing, and secondly, the export marketing capacity of SMEs needs to be strengthened steadily. In particular, strengthening the capabilities of the trading consultants of participating and performing companies is considered to be an important factor in the use of online marketing by SMEs, we recommend further strengthening each corporate and government policy effort to empower export consultants.

This study aims to enhance Korea's competitiveness by taking the lead in the international standardization and relevant global market. This is to be achieved by performing the role of First Mover through the resolute investment from Fast Follower that is servile to the decision of the organization in the e-Navigation strategy that has been promoted by the IMO. The study methodology is an integrated approach. It is established by modelling LSCM G2B2C2 Platform in maritime safety/security logistics and applied to the enhancement of maritime safety/security in global LSCM. This paper externally contributes to the reduction of world maritime accidents and exalt the national prestige; internally, the enhancement of the national competitiveness through the improvement of shipping port logistics and others. These eventually contribute to Korea's economic development that is combined by both theory and practice and of practical use of the integrated approach.

The Construction Workers Mutual Aid Association is carrying out a number of strategic tasks with the goal of "contributing to improving employment and stabilizing the return of workers to construction workers through employment welfare and retirement deduction services." One of them is the retirement deduction system. The retirement allowance system is a system for the retirement income and livelihood security of construction workers who are not adequately protected by the Labor Standards Act, such as retirement allowances due to the nature of day labor. The Construction Workers Mutual Aid Association has promoted the introduction of electronic manpower management. For the efficient management of the pilot sites and the plans for the future, comprehensive evaluation of the pilot sites as well as the evaluation of the status and operation results of each pilot project site are needed. Therefore, in this study, we will develop performance indicators to evaluate the current state of electronic manpower pilot projects and analyze the actual situation of pilot project sites through actual application, and try to derive future implementation strategies.
