개방과 경쟁의 도입, 기술의 발달, 고객욕구의 다양화 및 고급화 등과 같은 제반 환경요인의 변화로 최근의 정보통신산업에서는 많은 변화가 야기되고 있다. 특히 별정통신이라는 이름으로 도입된 새로운 사업형태는 탄생상의 문제, 경험과 지식의 부족 및 상층되는 목표로 인하여 정착되어 가는 과정에서 문제와 불협화음이 발생하고 있다. 이러한 문제는 제도, 기능, 시장 그리고 사업자 관계라는 네가지 측면으로 집약될 수 있다. 이에 본 연구는 별정 2호 사업을 숭심으로 유통기능에 대한 검토 및 분석을 통해 유통구조 시스템의 전략적 설계 방향을 다음과 같이 제시하였다. 첫째, 기간통신사업자의 사내 유통망을 보완해주는 사외유통망을 설계함으로써 유통효율성과 마케팅 효과성을 동시에 제고해야 한다는 것이다. 둘째, 별정통신 유통경로 시스템을 발전적 마케팅 전략의 일환으로 통신서비스 제공이라는 단순한 차원을 뛰어넘어 고객생활의 질을 향상시키고 고객의 성공을 가져오는 폭넓고 고차원적인 개념으로 확대하여야 할 것이다. 이러한 기반 위에 통신사업에 대한 홍보활동을 강화하고 다양한 통신서비스를 제공할 수 있는 서비스 충실화를 기하여야 할 것이다. 셋째, 기간통신사업자가 강점을 갖고 있는 영역에 대해서는 기존의 직접마케팅을 활용하고, 약점을 가지고 있는 서비스나 기능에 대해서는 대체하거나 보완하는 역할을 별정사업자에게 부과함으로써 전체 서비스 제공 시스템의 목적을 달성할 수 있을 것이다.

정보통신부는 7월 4일 통신사업 경쟁력강화를 위한 기본정책방향을 수립.발표하였다. 통신사업의 세계화를 추진하고 국가기간 통신망운영의 안정성을 확보하며 우리 통신사업자의 국제경쟁력을 강화하기 위한 것으로 정보통신부가 '80년대 후반부터 일관되게 추진해 온 통신사업경쟁구도의 최종적인 모습을 보여준다는 중요한 의미를 갖고 있다. 정보통신부는 관련기관 협의와 공청회를 거쳐 8월 중 구체적인 시행계획을 확정한다.

In order to secure construction quality and safety and prevent cost disputes, the importance of calculating 'the appropriate construction period' has recently emerged. It is necessary to analyze a considerable amount of historical data to establish the standard for calculating the construction period. However, many experts are raising questions about the use of past data due to changes in the construction business environment, such as shortening working hours, reinforcing quality regulations, and changing climate conditions. In addition, the possibility of errors increases when calculating a uniform construction period using historical statistics because the work order and productivity are very diverse according to construction conditions. Therefore, through this study, a new solution to change from the method of analyzing past data to the method of reviewing current production data through an active 'transformation of thoughts' was proposed through this study. In other words, the process of reviewing and calculating 'the appropriate construction period' was institutionalized by introducing 'process management experts' and 'construction experts by type of construction' in the design stage.

하천기본계획 수립이나 생태하천 조성사업 등 다양한 하천사업에서 하천측량은 대상 하천의 지형 현황과 과거 사업이후의 변화량을 확인할 수 있는 중요한 요소이다. 국내 측량 기준인 공공측량작업규정(국토지리정보원)에서 하천 측량은 육지부에서는 횡단측량을 수부에서는 수심측량을 실시하고 수심측량은 음향측심기 사용을 원칙으로 한다. 국내 대부분의 수심측량은 단빔 음향측심기를 사용하고 있는 실정이며 일부 수심 확보 구간 또는 연구목적으로 멀티빔 음향측심기를 적용한 사례가 일부 보고된 바가 있다. 최근 수심측정이 가능한 항공수심측량(Airbone LiDAR Bathymetry) 장비 중 핵심계측기기인 Green LiDAR 센서 국산화 및 경량화에 관한 연구가 진행중이다. 이에 본 연구는 국내 하천 여건에서 개발 센서가 어느 정도의 활용성을 확보할 수 있는지를 검토하였다. 우선 환경부가 운영중인 수질자동측정망 71개 지점의 정기측정성과 중 탁도에 관한 일자료를 확보가 가능한 45개 지점을 대상으로 G-LiDAR 센서의 SD(Secchi Depth)를 기준으로 가용계측일을 산정해 보았다. 분석기간은 '12. 7.부터 '19.12.까지이며 분석기간중 SD 1.5m(1.94 NTU 추정) 기준을 만족하는 기간은 한강 2.07년, 낙동강 0.64년, 금강 2.21년, 영산강 2.71년으로 나타났다. 또한 지점별 가용기간 분석결과 분석기간인 7.33년 동안 탁도 기준이하인 운영 가능 기간은 연중 평균 80여일(2.74개월)로 나타나 제한적이나마 활용이 가능할 것으로 확인되었다. 향후 현장조사를 통해 공공측량 성과와 대상수계의 탁도 실측자료와의 연계분석을 통해 정확한 활용성 검토를 수행할 예정이다. 향후 적용 센서의 개발 성능목표를 달성한다면 하천내의 다양한 분야에서 활용이 가능할 것으로 기대된다.

최근 전세계적으로 기후변화로 인해 가뭄의 발생 가능성이 높아지고 있으며 그에 대한 인적피해와 경제적 손실로 인한 피해액은 증가하고 있다. 특히, 국내의 충남지역은 최근 강수량이 평년 대비 75% 수준으로 감소하고 있으며, 지속적인 가뭄이 발생하여 용수 확보에 어려움을 겪고 있다. 또한, 2015년에는 강수량 감소로 인해 보령댐을 상수원으로 사용하고 있는 충남 서북부지역 8개 시군의 용수공급에 큰 차질이 있었다. 지속적인 가뭄 상황이 반복되면서 기후변화의 영향에 따라 미래의 물공급량 변화 및 물부족에 대한 연구와 이를 분석하여 정확성을 높이는 물수지 분석모형이 지속적으로 개발되고 있다. 이에 본 연구에서는 가뭄이 발생한 충남지역을 대상으로 기후변화에 따른 미래 물부족 변화에 대한 경향성을 파악하고자 한다. 미래의 물부족 변화를 파악하기 위해 기상청 RCP 8.5 시나리오의 40년(2008~2047년) 중권역별 강수량과 잠재증발산량 일단위 자료를 수집하였다. 수집된 중권역별 기상자료를 하천유역별 일단위 기상자료를 활용하여 TANK 모델을 이용한 하천 일유출모의와 비유량법을 이용하여 저수지의 일유량을 산정하였다. 미래의 수혜면적변화와 생활/공업/농업 수요량 추정을 통해서 하천 및 저수지 물수지 분석을 진행하여 미래기간 30년에 대한 일단위 물수급을 산정하였다. 미래기간에 대한 분석은 기준기간 R0(2008~2017년) 대비, 미래기간 S1(2018~2027년), S2(2028~2037년), S3(2038~2047년)에 대한 연평균 물부족량과 경로별 경향성을 파악하였다. 대상지역의 물부족량에 대한 분석결과, 기준기간 대비 S1, S2, S3 기간에 각각 27.8%, 10.8%, 23.1% 감소하는 경향이 나타났다. 이는 미래의 강우량이 점차 증가하는 경향과 수혜면적 변화시 논과 밭 면적이 지속적인 감소로 인해 수요량에 영향을 받았을 것으로 판단된다. 본 연구 결과를 바탕으로 장래 하천유역의 가뭄에 대한 피해 예측 및 물수급 파악에 활용될 수 있을 것으로 판단된다.

National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.

This study was performed in order to contributing the conflict factors which largely affects the efficient promotion of Urban Rehabilitation Project. then, it aims to induce conflict factors which affect the business period and business expense through PLS Regression Analysis. The data was build up from union members, tenants and merchants who are living in the completed urban rehabilitation area. In the case of 'Business period', it shows the priority on conflict factors in this order such as the 'Approval and Authorization for union establishment', 'Approval and Plan for business enforcement' and 'Interruption of interest group related to service business such as business delay'. In addition, In the case of 'Business expenses', it shows the priority on conflict factors in this order such as the 'Approval and Authorization for union establishment', 'Selling contract', 'Report of Demolition and Loss' and 'Plan and Authorization of Management disposition'.
