A Study on the Current Status and Problems of Medical Librarian Qualification System and Medical Librarians' Self- Efficacy and Self-Esteem (국내 의학사서자격제의 현황과 문제점 및 의학사서의 자기효능감과 자아존중감에 관한 연구)

  • This study investigated the current status and problems of medical librarian qualification system and measured medical librarians' self-efficacy and self-esteem. 49.4% of the respondents acquired medical librarian qualification and 82.9% of them are willing to re-acquire the qualification. To obtain publishing activity point was the most difficult of all evaluation items. Average self-efficacy score was 3.42, and self-esteem score was 3.89, and women's self-efficacy and self-esteem scores are higher than those of men. Medical librarian qualification system has been managed in a stable manner, yet the system has to be consolidated and developed into a national qualification system so that it can contribute to the improvements in proficiency of medical librarians.

  • 문헌정보학 전공자에게 있어 취업의 꽃은 대학도서관 사서로의 진출이 아닐까 싶다. 왜냐하면 대학 도서관은 다른 관종의 도서관에 비해 외형적으로 규모가 크고, 업무는 다양할 뿐만 아니라 영역별로 전문화되어 있어 다양한 경험을 쌓을 수 있는 장점이 있다. 게다가 근무시간이나 급여, 복지 등과 같은 근무조건 및 환경 역시 타 관종에 비하여 비교적 우위에 있다고 하겠다. 때문에 전공자들 사이에는 기회가 된다면 누구나 대학도서관 사서로의 꿈을 꾸는 것이다. 하지만 최근 대학을 둘러싼 내외적인 상황이 그리 만만하지가 않다. 대학 외적으로는 대학 간 무한경쟁 체제의 확산 및 심화, 입학자원의 절대적 감소, 정부 및 각종 기관의 지원시 엄격한 평가 적용 등의 영향과 내적으로는 대학내 도서관 위상의 점진적 약화, 사서적인 수의 감소, 사서직에 대한 전통적 인식 약화로 인한 입지 위협 등으로 인하여 대하교직원 채용에 있어 도서관 사서는 대개 후순위이거나 고려대상에서 점점 더 멀어지고 있는 실정이다. 또한 최근에는 긍적적 측면과 부정적 측면이 상존하는 사서직원의 본부부서 이동 역시 늘어나고 있다고 하겠다. 한편 1987년 사서자격증 발급자가 2,000여명을 돌파한 이래 최근에는 매년 2,400여명 내외의 자격증 소지자를 배출하고 있는데, 본 글은 이 정도의 공급에 미루어 볼 때 전체 관종 대비 대학도서관 사서의 모집현황은 어느 정도인지? <사서e마을> 정규직, 비정규직 코너에 2007~2010년간 게재된 모집 공고 중심으로 월별, 지역별, 대학 설립주체별 현황 분석 및 전망을 해보고자 한다.

A Study on Improvement Plan of Teacher Librarians' Placement after the Revision of the Enforcement Decree of School Libraries Promotion Act (개정 학교도서관진흥법 시행 이후 사서교사 배치 및 양성에 대한 연구)

  • The purpose of this study is to find a better way for placement of teacher librarians after the revision of the Enforcement Decree of School Libraries Promotion Act. To do this, the literature research is applied for reviewing the policy and current status regarding the placement of school librarians. The Ministry of Education announced its willingness to secure the number of job openings for librarian teachers through the midium and long-term plan in the 3rd School Library Promotion Basic Plan. It is analyzed that 323 new teacher librarians need to be recruited every year, after estimating the demand for recruitment of teacher librarians by 2030, considering the 3rd school library promotion basic plan. Schools in Gyeonggi Province and Daegu with no school library personnel exclusively in charge of libraries have been allocated with temporary teacher librarians, as an attempt to comply with the legal obligation to place exclusive staff for libraries, faced with practical challenges of recruiting new teacher librarians in a limited amount of time. But survey through questionnaire method shows only 69 out of 122 survey participants, which account for 56.6%, have proper teacher librarian licences. According to the analysis of teacher librarianship status, only 146 people were trained in 2019. As a result, the field demand for librarian teachers surged, but it was found that the conditions for training excellent librarian teachers have not been provided. Therefore, it is necessary to actively prepare a way to secure a certain level of qualification holders with the qualifications of excellent teacher librarians.

  • In order to achieve effective human resource development in LIS fields, it is essential to have strategies to nurture and utilize those human resources, in relation to supply and demand as well a sound legal foundation supporting those strategies. Such strategies and legal foundation can only be developed from a complete knowledge of the current status of human resources in the LIS and related industries. This study, therefore, conducted research on the basic employment status, employment environment, and an overall analysis of related issues, in order to address policy implications on the effectiveness of human resource development in the LIS field. This research included the current status of policy environments that involve social environment, and related institutions and laws, and human resources developments as well as the current requirements of librarians in the field, based on a demand survey of LIS employment. It was found that first, there are three distinguishable factors in LIS employment: a feminization of librarianship, an increase in temporary posts, and a high entering ratio into the library workplace. Second, while there were only little differences in the given tasks between full-time and temporary employees, the differences in salary and welfare were considerably larger. Third, field requirements for librarian education included a mentoring system with field experts, short-term internships, and librarian apprenticeships, while job requirements included internship or apprenticeship, language skills, various license acquisition, and career management. Fourth, librarians with licenses for related organizations held 20% more librarian licenses overall.

  • The purpose of this study is to interpret the growth and the present status of Korean librarians using statistical data. The data were collected from various statistics on Korean libraries and were analyzed for a time series The results are : The librarians are not well recognized as professionals in korea. Only a small portion of the library staffs are professionals but professionals are gradually increasing. However, many librarians do not belong to the professional associations or societies. Thus appropriate promotional policy for the professional librarianship is very much desired.

A Study on the Course Certification System of Library and Information Science and Similar Disciplines (문헌정보학 및 유사분야의 교육과정인증시스템 분석연구)

  • Librarian certification in Korea is issued by the LIS Departments, the Academy of Librarianship, and the Academic Credit Bank system; however, it has been pointed out that there is a limit to how much these nurture high quality librarians, because the education quality and contents varies from education institutions and there is no verification method for certification issued by educational programs. Therefore, this study investigated certification systems of academic or training programs that are conducted at home and abroad, analyzed how the certification systems are oriented, what the purpose and criteria of the certification systems are, and what the content of assessment is. As a result of this investigation, several areas needing change were identified which if adopted can improve the system. These included making amendments to the library laws related to the certification system, substantially revising the relevant enforcement ordinance, making changes to the selection of the Certification authority, establishing certification standards and procedures, developing contents related to document examination and due diligence audits, rating the effects of the certification system, and setting standards. Improving the Librarian Certification System has been discussed over the past 20 years and should not be delayed any longer because of the university structural reform of the current government, the rapid rise of the qualified librarians, decreasing employment due to the human resources supply and demand imbalances, all of which has resulted in a survival crisis of four-year Department of Library and Information Science.
