  • 본 연구의 목적은 최근 안보위협의 변화 즉 차 산업혁명, 기후변화 등으로 예상치 못한 상황에서 빈번하게 나타나고 다양·복합·대형화로 대응의 어려움에 따라 재난대응 조직의 역할 증대를 위한 방향을 제시하는데 있다. 이를 위해 국가위기관리 조직과 재난관리책임기관H기업에 대한 조직의 역할 분석, 재난(사고)발생 시 재난대응 체계를 살펴보고 재해경감활동관리체계 관리활동에서의 재난(사고)대응체계 측면의 조직의 역할 증대 방안을 제시하였다.

  • 항공기반시설(공항, 기상 서비스, 항로 항행시설)에 대한 보안사고 대응을 위한 보안체계는 수립단계에서부터 착수하여 분석이 진행됨에 따라 세부적인 평가가 수행되어야하며, 시설변경이 발생하는 경우 변경된 시설에 대하여 재평가를 하여야 한다. 또한 항공기 운용과정에서 발생 가능한 각종 사고에 대한 사전 예방 및 정비를 위해서도 체계적인 보안성 평가가 필수적이다. 보안성 평가에는 계획(Plan), 활동(Do), 그리고 평가(Check), 조치(Action)업무가 네트워크 구조로 통합되어 적용되며, 과거의 사용 또는 경험에 따라 세분화된 보안성 평가 요구조건을 구분하여 적용한다. 특히 항공기반시설에 대한 보안성 입증과 안전한 운항을 보장하기 위하여 실시간 지원체계와 국가 차원에서 이를 관리하여야 한다. 이는 공공의 안전을 확보하기 위한 것으로서, 민간항공업체는 해당 법규, 표준서 및 지침 등에 따라 최소한의 보안성을 입증하여야 한다. 따라서 본 논문에서는 항공기반시설에 대한 보안사고 대응을 위한 보안체계를 위해 설정된 보안의 목표를 충족하고 있는지를 확인 평가하고, 분석 등을 고려하여 종합적인 보안성 평가기법을 적용할 수 있도록 하는 보안체계 네트워크 모델에 대해 제시하고자 한다.

가스보일러의 사고 경향 및 사례

  • 겨울철 가스보일러에 의한 CO 중독사고가 자주 발생함에 따라 한국가스안전공사는 지난 `97년 CO 중독사고 예방대책을 마련하고 $\ulcorner$가스보일러 사고 예방대책협의회$\lrcorner$를 구성한 후 본격활동에 들어갔다. 이 협의회는 그 동안 보일러의 제조$\cdot$설치단계에서부터 검사를 강화하는 한편 기 설치된 보일러에 대한 제조자 및 시공자의 추적관리체계 구축 등 안전관리체계의 개선을 통해 가스보일러 사고를 미연에 방지하는데 크게 기여하였다. 그러나 아직도 가스보일러에 의한 CO 중독사고가 근절되지 않고 있다. 한국가스안전공사의 통계에 따르면 2000년도의 경우 혹한으로 `99년도보다 80$\%$ 증가한 18건의 사고가 발생하였다. CO 중독사고 예방을 위해서는 무엇보다도 가스보일러의 설치관련고시와 시공지침에 의한 철저한 시공과 꾸준한 안전관리가 중요하다. 또한 무자격자에 의한 시공을 근본적으로 차단하는데 적극 앞장서 사고예방에 만전을 기하여야 한다.

A Design of the Social Disasters Safety Platform based on the Structured and Unstructured Data (정형/비정형 데이터 기반 사회재난 안전 플랫폼 설계)

  • Purpose: Natural Disaster has well formed framework more than social disaster, because natural disaster is controlled by one department, such as MOIS, but social disaster is distributed. This study is on the design of the integrated service platform for the social diaster data. and then, apply to the local governments. Method: Firstly, we design DB templates for the incident cases considering the incident investigation reports. For the risk management, life-damage oriented social disaster risk assessment is defined. In case of the real-time incident data from NDMS, AI system provides the prediction information in the life damage and the cause of the incident. Result: We design the structured and unstructured incident data management system, and design the integrated social disaster and safety incident management system. Conclusion: The integrated social disaster and safety incident management system may be used in the local governments

  • The KSA caused an error in deriving the statistical measurement items due to the misconfiguration of the safety variables and sub-modules that constitute the safety statistics framework for external causes of death, and pathogenesis, without considering the academic classification system of the field and area of the disaster/accident. By naming it as a mechanism, it was analyzed that the result of poor statistical validity has arrived. Therefore, in this study, by changing the safety parameters according to the WHO safety definition and setting the sub-modules appropriately, the categories of falls, drowning accidents, and accidents exposed to inanimate mechanical forces are classified as accidents at industrial sites and work in daily life. As a result, by systematically re-establishing the complex group of statistical items of the NSO by deriving the field of disasters/accidents according to the nature of the source of external causes of death and setting the relevant domains academically, statistical validity gets better and It is anticipated to play an important role in determining the direction of safe investment.

  • Recent massive data breaches or major security incidents show that threats posed by insiders have greatly increased over time. Especially, authorized insiders can cause more serious problems than external hackers can. Therefore there is a growing need to introduce a system that can monitor the insider threats in real time and prevent data breaches or security incidents in early-stage. In this paper, we propose a EITMS(Enterprise Insider-Threats Management System). EITMS detects the abnormal behaviors of authorized insiders based on the normal patterns made from their roles, duties and private activities. And, in order to prevent breaches and incidents in early-stage, a scoring system that can visualize the insider threats is also included.

  • Korea's economic development plans instituted in the 1970's, affected by the growth centered policy and rapid industrialization, have prevailed without having aviation safety management system, along with the safety of the other various means of transportation, settled in its place, and subsequently, the aviation accidents occurred until the beginning of year 2000 have incurred an enormous social expense, not to say of a massive loss of human lives. Especially, with regard to the causal factors of accidents, most of recent accidents have been associated with human factor of airmen, thus, only if this can be detected in advance and prevented, the aircraft accident rate will be reduced by a large margin. Therefore, in order to develope improvement methods on the safety system of civil aviation, in this study, safety management system has been divided into three stages: an advance preventive system, a handling system at an accident's occurrence and a post accident handling system, and thereby improvement methods on aviation safety have been suggested for each stage. The threatening factors agatinst aviation safety have been found to be the absence of management standards and regulations, the indifference to or the lack of the law abiding apirit as major factors, and in order to improve on which, it is required that the settlement of the institutional safety management system should precede, and that the Government and the aviation industry should also make a continuous effort to identify the threatening factors against aviation safety, and to provide incentives for the law abiding spirit and the attitude of giving top priority to safety to spread among all the employees.

Suggestions to Improve the Effectiveness of National Radiological Emergency Response System (국내 방사능재난대응체계 실효성 제고를 위한 제언)

  • Although the national radiological emergency response system has been improved by incorporating lessons from the Fukushima nuclear power plant accident and recent domestic natural disasters, it has not fully incorporated these lessons. In addition, it cannot deal with a variety of aftermath of the radiological disaster. Even for the same disaster, the national emergency response system should comply with multiple domestic laws in our country. Furthermore, there are a few discrepancies between the articles of the domestic laws that the national radiological emergency response system should address. Therefore, this study investigates the characteristics of radiological disasters, examines articles on the domestic laws related to the national radiological emergency response system, and analyses the Japanese government's responses to the Fukushima nuclear power plant accident. Based on the results of the review, suggestions for the improvement of the national radiological emergency response system in terms of response organization and framework have been proposed in this study.

Incidents Study and Assurance of Integrity in Domestic Pipelines (국내 가스사고 사례분석 및 가스배관 건전성 확보방안)

  • 우리나라의 가스소비량은 매년 크게 증가하고 있다. 본고에서는 국내에서 발생한 가스사고를 분석하고 배관건전성 평가방안 및 안전성 확보방안에 대하여 국내외 분석자료들을 정리하고 그 내용을 검토하였다. 국내 가스사고 자료는 배관손상뿐 아니라 각종가스 사고가 포함된 광범위한 데이터 자료이다. 국내 가스배관이 대부분 매설된 지 얼마안된 상태로서 손상사례가 드물어 매설배관에 대한 손상사례 자료의 체계적인 수집 및 분석이 아직 이루어지지 못하고 있다. 본 보에서 제시하는 데이터는 천연가스뿐 아니라 LPG나 일반가스까지 포함된 자료들로서 앞서 제시한 외국의 데이터와 직접적인 비교는 어려운 상황이다. 또한 가스배관 건전성 확보는 매우 중요한 사항이지만 이에 대한 체계적인 연구가 국내에선 상당히 미흡한 실정이다. 본보에서는 미국의 사례를 중심으로 배관 손상시 원인규명 방법과 손상 억제방안 및 배관손상 조기감지 체계 등에 관하여 설명하도록 한다.

A Study on Evaluation System of Risk Assessment at Coastal Activity Areas (연안활동장소의 위험도 평가체계 수립 연구)

  • Coastal safety accidents are characterized by a high proportion of human negligence and repeated occurrences of accidents caused by the same factors. The Korea Coast Guard prepares and implements various countermeasures to prevent accidents at coastal safety accident sites. However, there is a shortage of safety facilities and safety management personnel according to the limited budget. In addition, the ability to be proactively and proactively respond is low due to the limitations of the coastal safety accident risk forecasting system, which relies on the meteorological warning of the Korea Meteorological Administration. In this study, as part of preparing the foundation for establishing a preemptive and active coastal safety management system that can manage accident-causing factors, predict and evaluate risk, and implement response and mitigation measures after an accident occurs before coastal safety accidents occur. The establishment of a risk assessment system was proposed. The main evaluation factors and indicators for risk assessment were established through the analysis of the status of coastal safety accidents. The risk assessment methodology was applied to 40 major hazardous areas designated and managed by the Korea Coast Guard.
