Leakage noise detection using a multi-channel sensor module based on acoustic intensity (음향 인텐시티 기반 다채널 센서 모듈을 이용한 배관 누설 소음 탐지)

  • In this paper, we design and verify a system that can detect piping leakage noise in an environment with significant reverberation and reflection using a multi-channel acoustic sensor module as a technology to prevent major plant accidents caused by leakage. Four-channel microphones arranged in a tetrahedron are designed as a single sensor module to measure three-dimensional sound intensity vectors. In an environment with large effects of reverberation and reflection, the measurement error of each sensor module increases on average, so after placing multiple sensor modules in the field, measurement results showing locations with large errors due to effects such as reflection are excluded. Using the intersection between three-dimensional vectors obtained from several pairs of sensor modules, the coordinates where the sound source is located are estimated, and outliers (e.g., positions estimated to be outside the site, positions estimated to be far from the average position) are detected and excluded among the points. For achieving aforementioned goal, an excluding algorithm by deciding the outliers among the estimated positions was proposed. By visualizing the estimated location coordinates of the leakage sound on the site drawing within 1 second, we construct and verify a system that can detect the location of the leakage sound in real time and enable immediate response. This study is expected to contribute to improving accident response capabilities and ensuring safety in large plants.

  • Luminous traffic safety mark is restricted to use only the place that has a thick fog, many night traffic accidents, limited field of view due to structure of road. Recently, LEDs are used for luminous traffic safety mark, but we propose an organic LED for a novel luminous traffic safety mark in the near future. The device structure was $ITO/2-TNATA(500{\AA})/{\alpha}-NPD(200{\AA})/DPVBi(300{\AA})/BCP(10{\AA})/Alq_3(200{\AA})/LiF(10{\AA})/Al:Li(1000{\AA})$. The characteristics of the device are most efficient on occasion of using $N_2$ gas plasma treatment. Current density is $240.71mA/cm^2$ luminance $10,550cd/m^2$, and current efficiency 3.53cd/A at an applied voltage of 10V. The maximum EL wavelength of the fabricated blue organic light-emitting device is 456nm. CIE color coordinates are x=0.1449 and y=0.1633, which is similar to NTSC deep-blue color with CIE color coordinates of x=0.14 and y=0.08.

A Study on the Advancement Structure Model of Maritime Safety Information System(GICOMS) using FSM (FSM을 이용한 해양안전정보시스템의 고도화 구조모델 연구)

  • This paper is aims to build the advancement structural model of GICOMS through identification of required system and improvement for implementation of e-Navigation. We derived nine improvement subject for model of advanced GICOMS through the analysis of problems for GICOMS and brainstorming with expert in the maritime safety. And we analyzed the structure of nine improvement subject using by FSM(Fuzzy Structural Modeling) method, and proposed a structural model that to grasp the correlation between elements. As a result, we found out that "advancement of GICOMS" is the final goal, and "improvement a system of information production", "improvement a scheme of information providing", "linkage between GICOMS and VTS" and "building global networks for safety cooperation" are located lowest level. Especially, "advancement of GICOMS" is influenced by "advancement function of VMS" and "Activation of usage" on middle level. We suggested that utilizing state-of-the-art IT facilities, equipment and expertise to improve and enhance the user-centered transition such as maritime workers for advancement of GICOMS based on proposed structure model.

A Study on the Effect Analysis and Improvement of Cardiopulmonary Resuscitation on Life-rafts (구명뗏목에서의 비상대응 심폐소생술의 효과 분석 및 개선에 관한 연구)

  • Offshore working environments such as ships, offshore oil and gas plants, and offshore wind turbines are isolated and directly exposed to rough seas, which pose high risks of safety accidents. Therefore, all workers in offshore plants should be able to cope with emergency situations and must be qualified according to relevant laws and regulations such as the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and Offshore Petroleum Industry Training Organization (OPITO) standards. In particular, marine workers should be able to perform cardiopulmonary resuscitation (CPR) in isolated locations or enclosed and confined spaces such as those in life-boats, life-rafts, rescue-boats, etc. Because the floor material is made of rubber, it may be difficult to perform chest compressions in life-rafts used to escape from emergency situations in ships or offshore plants. Chest compressions performed on life-rafts may reduce the accuracy of CPR and increase fatigue for those providing aid. To measure the accuracy and fatigue of those performing CPR in life-rafts, 15 experimenters with more than five years of experience as first aid instructors were exposed to different CPR environments in a marine safety training center equipped with an artificial wave generator. The results showed that the accuracy of CPR in the classroom was 99.6 %, but that in various life-raft environments was only 84 %. T-verification of the two sites confirmed the reduced accuracy of CPR performed on life-rafts. CPR on life-rafts should be performed in groups of two and with the use of automated chest compression devices.

Impact Range Analysis of Small LPG Storage Tank Explosions at Highway Rest Areas (고속도로 휴게소 소형 LPG 저장탱크 폭발에 따른 영향범위 분석)

  • This study analyzes the risks of explosions of small LPG storage tanks installed at highway rest areas. For this purpose, the ranges of the effect of thermal radiation and overpressure caused by the BLEVE(Boiling Liquid Expansion Vapor Explosion)and VCE(Vapor Cloud Explosion) of a 2900-kg small LPG storage tank installed at highway rest areas were quantitatively evaluated by applying the Areal Location of Hazardous Atmospheres program. The ranges of influence of the derived explosion overpressure and thermal radiation were found to have a maximum radii of 336 m and 423 m, respectively. The study determined that those within 269 m could be severely injured by an explosion overpressure of 3.5 psi, and fatalities from thermal radiation of 10 kw/m2 could occur within 192 m of the exploded storage tank. The safety management plan for the LPG storage tank was discussed while considering the auxiliary facilities of highway rest areas and the extent of the damage impact. These research results will help improve safety accident prevention regulations considering the environment and facilities of the rest areas as well as the safety management of small LPG storage tanks installed at highway rest areas.

Survey on Comparative Awareness between Media and Industry on Occurrence of Food Safety Incident (식품안전사건 발생 시 미디어와 산업의 인식도 조사)

  • To describe the comparative awareness between media and industry, we conducted a survey with a professional group including 28 food safety managers at food corporations and 17 food journalists to find out the differences in perception of 'reporting terms' and 'correspondence terms' when food safety incident occurs. We surveyed by questionnaire methods and did the statistical analysis by SPSS. The results showed that 70.6% of the journalists and 92.9% of the corporation workers answered 'yes indeed' about the question whether the media has a great influence when food safety incident occurs. In the perception that use of the stimulating terms of the media was the cause of company damage, 83% of the corporate workers answered 'yes indeed', and 70.6% of the journalists answered 'yes'. It means that both groups agreed on stimulating terms causing company damage. In the question whether the 'reporting terms' of the media and the 'correspondence terms' of the government and academia made a difference in the consumers' perception and the spread of the incident, 92.9% of the corporate workers and 35.3% of the journalists answered 'yes indeed'. It means that both groups showed a common opinion that the difference in choice of words expanded the perception of consumers, and the spread of the incident. However, the corporate workers agreed with this in a more serious manner than the journalist group. In standardization of 'reporting terms' and restricting use, corporate workers were overall at a positive stand while journalists showed a big difference in opinion within the group. In conclusion, it is necessary to establish a measure to standardize the terms used by corporations, journalists, and professionals in order to decrease the differences of terms and the damage of consumers and the company when food safety incident occurs.

A Study on Major Safety Problems and Improvement Measures of Personal Mobility (개인형 이동장치의 안전 주요 문제점 및 개선방안 연구)

  • Purpose: The recent increased use of Personal Mobility (PM) has been accompanied by a rise in the annual number of accidents. Accordingly, the safety requirements for PM use are being strengthened, but the laws/systems, infrastructure, and management systems remain insufficient for fostering a safe environment. Therefore, this study comprehensively searches the main problems and improvement methods through a review of previous studies that are related to PM. Then the priorities according to the importance of the improvement methods are presented through the Delphi survey. Method: The research method is mainly composed of a literature study and an expert survey (Delphi survey). Prior research and improvement cases (local governments, government departments, companies, etc.) are reviewed to derive problems and improvements, and a problem/improvement classification table is created based on keywords. Based on the classification contents, an expert survey is conducted to derive a priority improvement plan. Result: The PM-related problems were in 'non-compliance with traffic laws, lack of knowledge, inexperienced operation, and lack of safety awareness' in relation to human factors, and 'device characteristics, road-drivable space, road facilities, parking facilities' in relation to physical factors. 'Management/supervision, product management, user management, education/training' as administrative factors and legal factors are divided into 'absence/sufficiency of law, confusion/duplication, reduced effectiveness'. Improvement tasks related to this include 'PM education/public relations, parking/return, road improvement, PM registration/management, insurance, safety standards, traffic standards, PM device safety, PM supplementary facilities, enforcement/management, dedicated organization, service providers, management system, and related laws/institutional improvement', and 42 detailed tasks are derived for these 14 core tasks. The results for the importance evaluation of detailed tasks show that the tasks with a high overall average for the evaluation items of cost, time, effect, urgency, and feasibility were 'strengthening crackdown/instruction activities, education publicity/campaign, truancy PM management, and clarification of traffic rules'. Conclusion: The PM market is experiencing gradual growth based on shared services and a safe environment for PM use must be ensured along with industrial revitalization. In this respect, this study seeks out the major problems and improvement plans related to PM from a comprehensive point of view and prioritizes the necessary improvement measures. Therefore, it can serve as a basis of data for future policy establishment. In the future, in-depth data supplementation will be required for each key improvement area for practical policy application.

Development of a Safety and Health Expense Prediction Model in the Construction Industry (건설업 산업안전보건관리비 예측 모델 개발 - 일반건설공사(갑)의 공사비 50억미만 공사를 대상으로 -)

  • The importance of the appropriate use and procurement of Safety and Health Expense has been increasing along with the recent increase of construction projects in height, size and complexity. However, the current standards for deducting the Safety and Health Expense have shown limitations in applying the properties and environment of the construction project due to its Safety and Health Expense Rate's classification method. Therefore, the purpose of this study is to develop a prediction model for the Safety and Health Expense that enables the consideration of different environment and properties of construction projects. The study uses multiple regression analysis to analyze the Safety and Health Expense of Ordinary(A) of less than 0.5 billion WON. The research results have shown that the use of multiple regression analysis reduces the error rate to 4.38% which the current standard calculation method have shown 18.48%. Therefore, the use of the suggested model provides reliable Safety and Health Expense prediction values that considers the properties of the project. It is expected that the results of this study contributes to the effective safety management by providing the appropriate amount of Safety and Health Expense to the project. In this study, only projects of less than 5 billion WON have been considered in the analysis. Therefore, more data is required for future studies to suggest an overall Safety and Health Expense predict ion model that covers the whole construction industry.

The research on enhance the reinforcement of marine crime and accident using geographical profiling (지리적 프로파일링을 활용한 해양 범죄 및 해양사고 대응력 강화에 관한 연구)

  • Korean Peninsula is surrounded by ocean on three sides. Because of this geographical quality over 97% of export and import volumes are exchange by sea. Foreign ship and international passenger vessels carries foreign tourist and globalization and internationalization increases this trends. Leisure population grows with national income increase and interest of ocean. And accidents and incidents rates are also increases. Korea Coast Guard's jurisdiction area is 4.5 times bigger than our country. The length of coastline is 14,963km including islands. One patrol vessel is responsible for 24,068km and one coast guard substation is responsible for 94km. Efficient patrol activities can not be provided. This research focus on this problem. Analyze the status and trends of maritime crime and suggest efficient patrol activities. To deal with increasing maritime crime rate this study suggest to use geographical profile method which developed early 1900s in USA. This geographical profile analyse the spatial characteristic and mapping this result. With this result potential crime zone can be predicted. One of the result is hot spot management which gives data about habitual crime zone. In Korea National Police Agency adopt this method in 2008 and apply on patrol and crime prevention activity by analysis of different criteria. Korea National Police Agency analyse the crime rate with crime type, crime zone and potential crime zone, and hourly, regionally criteria. Korea Coast Guard need to adopt this method and apply on maritime to make maritime crime map, which shows type of crime with regional, periodical result. With this geographical profiling we can set a Criminal Point which shows the place where the crime often occurs. The Criminal Points are set with the data of numerous rates such as homicide, robbery, burglary, missing, collision which happened in ocean. Set this crime as the major crime and manage the data more thoroughly. I expect to enhance the reinforcement of marine crime using this Criminal Points. Because this points will give us efficient way to prevent the maritime crime by placing the patrol vessel where they needed most.

Development of Rope Winding Device for Safety Fishing Operation of Small Trap Fishing Vessel (소형 통발어선의 안전조업을 위한 로프 권양장치 연구)

  • The result of a questionnaire survey conducted on fishermen using coastal fish traps shows that fall accidents during trap dropping and pulling constitute the highest proportion of accidents at 42.1 %, whereas slipping accidents on the deck or stricture accidents to the body due to the trap winding device constitute 21.1 % each. In addition, 53.2 % of all surveyed subjects responded that trap pulling is the most dangerous task, followed by fish sorting 33.8 %, and trap dropping 9.1 %. As for the main items requested by fishermen for improving the trap winding device, 36.8 % indicated a method to easily lift the trap from the water to the work deck, and 31.6 % indicated a method to overcome the rope tension and prevent slip when pulling the trap to reduce the accidents. The small trap fishing vessel winding device proposed herein can increase the winding force by strengthening the rope contact area and friction coefficient via an appropriate contact angle between the driving roller of the winding device and the rope. When the contact angles between the driving roller and the rope are 1°, 5°, 9°, 14° and 19°, the rope tension showed a difference according to each contact angle. When the contact angle is 9°, the rope tension is the highest at 392.62 kgf. Based on these experimental results, a prototype winding device is manufactured, and 25 traps are installed on a rope with a total length of 100 m at 4 m intervals in the sea, and then the rope tension is measured during trap pulling. As a result, the rope tension increases rapidly at the initial stage of trap pulling and shows the highest value of 31.89 kgf, which subsequently decreases significantly. Therefore, it is appropriate to design the winding force of a small trap fishing vessel winding device based on the maximum tension value of the rope specified at the beginning of the trap pulling operation.
