Characterizing Business Strategy in a New Ecosystem of Big Data (빅데이터 산업 활성화 전략 연구)

  • This research describes strategies to promote the growth of the Big Data industry and the companies within the ecosystem. In doing so, we identify the roles and responsibilities of various objects of this ecosystem and Big Data concepts. We describe the five components of the Big Data ecosystem: governance, data holders, service users, service providers and infrastructure providers. Related to the Big Data industry, the paper discusses 13 business strategies between the five components in the ecosystem. These strategies directly respond to areas of research by the Big Data industry leading experts on its early development. These strategies focus on how companies can gain competitive advantages in a growing new business environment of Big Data. The strategy topics are as follows: 1) the government's long term policy, 2) building Big Data support centers, 3) policy support and improving the legal system, 4) improving the Privacy Act, 5) increasing the understanding of Big Data, 6) Big Data support excavation projects, 7) professional manpower education, 8) infrastructure system support, 9) data distribution and leverage support, 10) data quality management, 11) business support services development, 12) technology research and excavation, 13) strengthening the foundation of Big Data technology. Of the proposed strategies, establishing supportive government policies is essential to the successful growth of thee Big Data industry. This study fosters a better understanding of the Big Data ecosystem and its potential to increases the competitive advantage of companies.

  • In this paper, we investigate and analyze big data platform published at home and abroad. The results had a problem with personal information security on each platform. In particular, there was a vulnerability in the encryption of personal information stored in big data representative of HBase NoSQL DB that is commonly used for big data platform. However, data encryption and decryption cause the system load. In this paper, we propose a method of encryption with HBase, encryption and decryption systems, and methods for applying the personal information management system (PMIS) for each step of the way and big data platform to reduce the load on the network to communicate. And we propose a new big data platform that reflects this. Therefore, the proposed Big Data platform will greatly contribute to the activation of Big Data used to obtain personal information security and system performance efficiency.

  • In order to promote digital transformation of our agricultural and rural communities in the wake of the fourth industrial revolution and prepare for the upcoming artificial intelligence era, it is necessary to establish a system and system that can collect, analyze and utilize necessary quality data. To this end, we will investigate and analyze problems and issues felt by various stakeholders such as farmers and agricultural officials, and present strategic measures to revitalize big data, which must be decided in order to promote digital transformation of our agricultural and rural communities, such as expanding big data platforms for joint utilization, establishing sustainable big data governance, and revitalizing the foundation for big data utilization based on demand.

  • Big data is a key driver of the fourth industrial revolution, represented by ultra-connected, ultra-intelligence, and ultra-convergence, and it is important to create innovation and share, link, and utilize data to discover business models. However, it is difficult to secure and utilize high-quality and abundant data when big data platforms are built in a regular manner without considering shared-linked. Therefore, this paper presents the development direction of big data platform infrastructure by comparing and analyzing various cases of big data platforms to enable data production, construction, linkage, and distribution.

  • Korea has been showing a high interest in convergence centered on information and communication technologies for the past 10 years. However, with successful convergence of broadcasting and telecommunication sectors, successful convergence cases such as IPTV have been excluded. In some fields, The performance that citizens can experience is limited. In addition, the combination of the Internet of things and the big data shows that infinite data in the natural and social environment surrounding service users can be created and utilized to create better services. However, the division between departments and departments, And the limitations of policies and systems that can promote convergence of information and communication technologies.   • With the growing interest in the 4th industrial revolution and big data, various policies are being developed for facilitating the use of public open big data, which are leading to a wide range of added values created from use of such data. Despite the expanded requirements for public data disclosure and the legal system improvement, however, the use of public open big data is still limited. According to the literature review, there are studies on policy proposals for the government guiding directions for public open big data, but there is a lack of studies that handle the issue from the users' viewpoint. Therefore, this study aims to analyze the public open data ecosystem in Korea and to analyze public open big data through interviews with the providers (the government and public institutions) and users (private sector companies and citizens). This way, the study finds inhibition factors and facilitation factors, draws out issues and suggests solutions through a causal relationship analysis between each factor. Being a research on finding measures for facilitating both public big data release and use, this study has theoretical implications. In the meanwhile, the derived issues and alternatives provide practical implications also for stakeholders who are planning to facilitate release and use of public open big data.

A Study on the Policy Trends for the Revitalization of Medical Big Data Industry (의료 빅데이터 산업 활성화를 위한 정책 동향 고찰)

  • Today's rapidly developing health technology is accumulating vast amounts of data through medical devices based on the Internet of Things in addition to data generated in hospitals. The collected data is a raw material that can create a variety of values, but our society lacks legal and institutional mechanisms to support medical Big Data. Therefore, in this study, we looked at four major factors that hinder the use of medical Big Data to find ways to enhance use of the Big Data based healthcare industry, and also derived implications for expanding domestic medical Big Data by identifying foreign policies and technological trends. As a result of the study, it was concluded that it is necessary to improve the regulatory system that satisfies the security and usability of healthcare Big Data as well as establish Big Data governance. For this, it is proposed to refer to the Big Data De-identification Guidelines adopted by the United States and the United Kingdom to reorganize the regulatory system. In the future, it is expected that it will be necessary to have a study that has measures of the conclusions and implications of this study and to supplement the institutional needs to play a positive role in the use of medical Big Data.

  • This study was conducted with the purpose of suggesting the improvement plan of political for activating the Geo-Spatial Big Data Services. To this end, we were review the previous research for Geo-Spatial Big Data and analysis domestic and foreign Geo-Spatial Big Data propulsion system and policy enforcement situation. As a result, we have deduced the problem of insufficient policy of reaction for future Geo-Spatial Big Data, personal information protection and political basis service activation, relevant technology and policy, system for Geo-Spatial Big Data application and establishment, low leveled open government data and sharing system. In succession, we set up a policy direction for solving derived problems and deducted 5 policy issues : setting up a Geo-Spatial Big Data system, improving relevant legal system, developing technic related to Geo-Spatial Big Data, promoting business supporting Geo-Spatial Big Data, creating a convergence sharing system about public DB.
