Policy-making Process of Artists Welfare Law: Based on Kingdon's Policy Streams Model (예술인복지법 정책결정과정 연구: Kingdon의 정책흐름모형을 중심으로)

  • This study analyzes the policy-making process to promote the artists' welfare. In the problems stream, the artists have been found to suffer without any governmental support. In the policy stream, there have been various alternatives but they were not actualized. Meanwhile, a writer died of illness and famine in 2011. In the political stream, the public opinion to require the promotion of the artists' welfare, was strengthened. It made the policy-window open and resulted in the legislation of the Artists Welfare Law. Based upon these analyses, this article concludes that Kingdon's model is applicable to this case. Especially, this study shows that this policy was made with accidental events and the roles of informal participants such as netizen were more critical. However, it should be noted that the content of this Law was modified and trimmed because there was no policy entrepreneur to persuade the dissenters. It could made the policy-making process of this Law distinguished from others.

Informal Information Seeking Behavior of Online Students (온라인 학생의 비공식 정보 추구 행태)

  • This study aims to examine online students' informal information seeking behavior during their loaming process and online loaming environments to support their informal information needs. The participants of the study were 29 online students in the Professional Development Studies of Rutgers University. Data was collected by the questionnaire and was analyzed with content analysis and descriptive statistics. This study focuses on when and why online students need human interaction to solve their learning problems and how they communicate with others to meet their informal information needs. Moreover, how online students think about their personal communication opportunities and the functions of their online learning system to support their loaming problems is also examined. Finally, online students suggest the ways to effectively support personal communication needed during learning process in online teaming systems. Based on the findings of this study, a few considerations are suggested in conclusions.

Effects of Expressive Sexual Coping Behavior on the Prostitution Attitude of Spouseless Men (무배우자 남성의 표현적 성 대처행동이 성매매 태도에 미치는 영향: '범죄억제에 대한 인식'의 조절효과를 중심으로)

  • This study used 286 men living without a spouse in the regions of Daejeon, Sejong, Chungnam and Chungbuk to review the effects that expressive sexual coping behavior have on the prostitution attitude. During this process, the moderating effect of the factor, 'perception of crime deterrence', was verified. The data were analyzed using PASW Statistics 18.0.Major findings are as follows; First, the attitude towards prostitution found in study subjects was higher than average, showing that they had a positive perception. Second, factors affecting the attitude towards prostitution were identified to be education level, health status, employment status, social participation, sexual coping behavior, official and unofficial deterrence as part of crime deterrence. Third, official deterrence as part of crime deterrents appeared to have a moderating effect in the relation between sexual coping behavior and prostitution attitude. Based on these findings, the study presents practical measures to deter prostitution of spouseless men.

A Narrative Inquiry on Korea Science Academy Physical Education Teachers's Assessment Experiences (한국과학영재학교 체육교사의 체육평가 경험에 대한 내러티브 탐구)

  • This narrative study aims to describe the experience of P.E. assessment that was conducted by P.E. teachers of Korea Science Academy of KAIST, and interpret the educational significance that was found in the process. The study participants were two P.E. teachers who were selected by decisive case sampling method. Data were collected mainly through official interviews with study participants, and through researcher's field notes, informal interviews, various minutes, students' evaluation of teaching, and emails between the researcher and study participants. Data were analyzed through inductive categorization, and to gain veracity of the study, there were integration of diverse materials, advice and suggestions of fellow researchers, continuous confirmation of study texts by study participants. Study participants, while conducting P.E. assessment in Korea Science Academy of KAIST, experienced effectiveness of evaluation such as qualitative development of P,E. classes in accordance with the simplified assessment, freedom from the chores of handling assessment results, students' improved perceptions of P.E. class, realization of safe classes without excessive competition, and the possibility of giving alternative evaluations to pass/fail system but at the same time experienced limitations such as concerns over gaining validity and reliability of P.E. evaluation, the students' attitude who take lightly of P.E. class, and the reality that teachers cannot fail students. The evaluation experiences of the two P.E teachers were educationally interpreted as encounter with good P.E. classes, invitation to P.E. class criticism, and the start of school P.E. culture that is led by students.

  • 본 논문은 복잡다단한 환경변화에 효과적으로 대응하기 위하여 오늘날 여러 학문 분야에서 주로 이용되고 있는 복잡계 이론의 사고와 방법론을 기반으로 테러대응을 위한 분야별 제 접근에 대하여 논하는데 그 목적이 있다. 우리는 수많은 테러조직 및 테러환경 요인들과 연결된 복잡한 시스템 속에서 활동하고 있기 때문에 이 모든 것을 이해하고 통제하며 예측하면서 대응한다는 것은 사실상 애초부터 불가능한 일일지도 모른다. 테러대응 역시 테러대응 관계 기관간, 관계 기관 전담 부서 내의 구성원들의 상호작용뿐만 아니라 넓게는 정부, 민간단체, 산업체, 학계, 언론 등 나아가서는 국가간의 이해 관계자, 국제기구 등 테러대응 분야의 다양한 조직들의 참여하에 이들의 상호작용으로 공식적, 비공식적 의사 결정을 통한 방안들을 모색하는 것이 필요할 것이다. 이에 따라 초기조건의 민감성, 프랙탈과 자기유사성, 자기 조직화, 창발, 공진화, 혼돈의 가장자리의 복잡계 이론을 통하여 테러대응 분야의 적용가능성을 은유적으로 탐색할 수 있을 것이다.

The Relationship between Learners' Epistemological Beliefs About the Nature of Physics Knowledge and Physics Knowing During Conceptual Change in Mechanical Energy (학습자의 역학적 에너지에 대한 개념변화 중에 살펴본 물리지식과 앎에 대한 인식론적 신념간의 관계)

  • This study focused on research that illustrates the important interplay between learners' epistemological beliefs about science knowledge, physics textbook knowledge and knowing physics in the classroom. Also this study investigated learners' conceptual changes on the value of mechanical energy. To explore these topics, six sophomores were chosen as participants. Three categories were introduced to classify how participants' understanding of the nature of science knowledge, physics textbook knowledge has been linked with epistemological beliefs of knowing physics. The three categories were (1)receiving physics knowledge as authority, (2)receiving physics knowledge as the perception of teacher's role and (3)understanding physics knowledge as the perception that science knowledge is a product of a variety of human ideas. These categories were also concerned with construction of individual conceptions of mechanical energy. The participants who understood physics knowledge as the perception that science knowledge is a product of a variety of human ideas naturally used metacognitive strategy in classroom compared to other participants. And they had scientific conceptions about the value of mechanical energy. Others who were passive in classroom had unscientific conceptions about the value of mechanical energy due to definition of energy and epistemological beliefs about the nature of science knowledge. In the process of their conceptual changes on the value of mechanical energy, it was important to understand an instrumental aspect of scientific knowledge and to think about the relation between formulae and physical phenomena.

A Study on the Exercise Adherence of the Elderly Woman at Non-Commercial Sports Centers (비영리 사회체육시설 이용 여성고령자의 운동지속에 관한 연구)

  • An objective of this study is to verify factor of exercise adherence of the elder who have carried on exercise for many years at non-commercial sports center. To achieve the objective, I used ethnography, a method of qualitative study. The subjects for this study were 5 members of non-commercial sports center. They have been attending lesson which I have been running Taichi for more than 2 years and carried on exercise for more than 5 years. Main results of this study are as follows. First, the elder who have kept on with exercise showed the eagerness to participate and capacity of self-management through their exercise adherence for many years. Second, various factors such as social, environmental, and social psychological on had a strong effect on a continuous exercise performance. The most remarkable thing of results of this study is a close human connection among instructors, manager and companion is the most effectual factor of the elder's exercise adherence.

  • As the business competition between firms is getting intense, one of the sources of competitive advantage is effectively and efficiently to create, share, and apply information/knowledge among employees. Most of the firms which conduct knowledge management are operating a Community of Practice(CoP) in order to create, share and utilize this kind of information/knowledge resource. Recently, the CoP is getting out of its informal and spontaneous manner and is beginning to be led by the top management, receiving official support, in order to achieve the organization's strategic goals. However, the corporation's strategic operation of the CoP is not only against its original characteristics but also hampers the spontaneity of its participants. Every participant has different motivation to participate and different preference for reward type. This study, with the survey of 114 respondents, found that intrinsic motivation as well as extrinsic motivation significantly affect the motivation-reward fitness. Also, the motivation-reward fit was found to influence CoP commitment which ultimately leads to knowledge sharing activity in the CoP context. This research will help knowledge management companies to figure out how the two things of participants' motivation and their reward types can fit together, and how such fitness ultimately affects the participants' commitment and their knowledge sharing activities.

Public Deliberation for Technological Risk Policy Making in a Real-World Context (기술위험 정책결정을 위한 공론화 과정의 실제)

  • This paper examines the gap between the theoretical premises of, and the ways that public deliberative approaches to decision-making function in application to a specific instance of technological risk policy. An interrogation of a UK nationwide public deliberation case-the CoRWM program (Committee on Radioactive Waste Management)-a real-world instance of public deliberation illuminates some significant contrasts in the ways that public deliberation takes place to those characterized in theory. A public-engaged deliberation on radioactive waste management in reality does not emerge as rational reasoning for the common good. Instead, it was rather a complex mix of various forms of material, social and political interactions, and relationships.

Influencing Factors on the Knowledge-Transfer Channel of the Korean Academics Engaged in Science and Engineering (한국 이공계 대학교수 지식이전 경로의 영향요인)

  • Against Nonaka's seminal work in 1999, this study aims to investigate various influencing factors on knowledge-transfer channels of Korean academics. To do this, we surveyed 20,000 Korean academics in science and engineering with regard to factors involved in their formal and informal collaborative activities with firms. In particular, we focus on the individual characteristics of the academics when the channels are changed from informal channels (e.g. consulting) to formal channels (e.g. licensing), as the codification of knowledge is important when it is spilled over. According to the results, male academics with a longer career and in the field of applied disciplines in a big laboratories are likely to join the transformation of the channels. Interestingly, application capacity as measured by the number of patent application is significantly and positively related to the participation of formal channels. In contrast, scientific capacity as measured by the number of papers is significantly and negatively, or in some case weakly, related to the participation. Finally, based on the findings, some policy implications are put forwarded.
