  • The issue of North Korea's denuclearization is an global issue that transcends the North and South. It is necessary to prepare for the denuclearization process in preparation for the situation in which North Korea reveals its intention to denuclearize. In the process of North Korea's denuclearization, it is required to guarantee the normal operation of the denuclearization verification equipment. If a performance test criteria that takes into account the North Korean environment is established, it is highly likely that it will be used in the future denuclearization process. For this purpose, basic materials related to performance test standards were established through analysis of test standards such as international standards. After that, we established a performance test criteria. This includes high temperature, low temperature, humidity, vibration and shock tests. Through follow-up studies, validity of test criteria will be established through actual device testing.

  • Republic of Korea has many nuclear facilities in the country, and Democratic People's Republic of Korea(North Korea) locates in the surrounding country. Therefore, it is necessary to construct the target facility's nuclear forensic data in a preemptive response to the changing international situation. For this reason, this study suggests "signature" materials used to understand the origins and sources of nuclear and other radioactive materials, taking into account domestic nuclear facilities and the nuclear fuel cycle. In domestic, pressurized light water reactors and pressurized heavy water reactors are in operation, and enriched and natural uranium are used as fuels. In the front-end fuel cycle, the signature materials can be nature uranium and UF6 in the uranium enrichment process. The domestic back-end fuel cycle adopts a non-circulating cycle excluding the reprocessing process, and the primary signature material is spent nuclear fuel. According to IAEA recommendation, the importance of these materials as the signature and characteristic contents are suggested in this study. To prove the integrity of nuclear material and build a national nuclear forensics library, it is necessary to grasp the signature material and acquire the characteristic data considering the domestic nuclear facilities and the nuclear fuel cycle.

  • The decommission of nuclear legacy sites, which have been contaminated by previous activities such as uranium mining & milling as well as nuclear tests, has started to gain global attention. Within the Korean peninsula, Republic of Korea(ROK)has had experience in dismantling research reactors. For the Democratic People's Republic of Korea(DPRK), the possibility of nuclear activities being implemented and operations records being managed without consideration of the latest nuclear safety regulations are high. Hence, the chances of DPRK's sites remaining as nuclear legacy is also high. This study investigates approaches and considerations that needs to be taken in account in the event of a nuclear legacy site occurrence, reviewing its international cases for the solution of the legacy sites. The regulation, process of optimization, and stakeholder engagement for a nuclear legacy site should be considered in such an event. Developing legacy site response plans can be used to prevent future legacy site occurrences.

  • As the scales & density of the Korean national infrastructures have been increased, they will be identified as rich and attractive potential targets for intensified North Korea's attack in the rear region and terrorism attack. In addition, due to changes in security environment such as drone threats and lack of security forces under the 52-hour workweek law, I think that it is the proper time point to reevaluate the effectiveness and appropriateness of the current physical protection system and its shift to a new system. In this study, the direction and improvement of the perimeter physical protection systems of the national infrastructures are to be studied from the viewpoints of its concepts of operations and design methodology, focusing on the nuclear power plant. The reason why we focus on nuclear power plants is because they cause wide-range and long-term damages caused by radioactive materials disperal and pollution, along with short-term damage caused by the interruption of electricity generation in the event of damage to nuclear power plants. With the aim of extracting improvement directions, as we will comprehensively review domestic research trends and domestic·overseas related laws, and consider Korea's specificity, we try to reframe the concept of operation - systematization, mobilization and flexibility -, and establish criteria on system change. In order to improve the technical performance of the new perimeter physical protection system, we study on high-fidelity·multi-methodology based integrated design methodology, breaking from individual silo-type design methods, and I suggest improvement of government procurement, its expansion to export business and other national infrastructure.

  • In scenarios involving inspections and verifications of nuclear facilities, ensuring the proper functioning of on-site safeguards equipment is crucial. There have been precedents in Kazakhstan where equipment failed to operate properly due to extremly cold temperatures, and the year-round minimum temperature at North Korea's Punggye-ri nuclear test site is approximately minus 30 degrees Celsius. To ensure the proper functioning of equipment in extreme environments for on-site verification of nuclear activities on the Korean Peninsula, relevant research is necessary. This includes confirming the functionality of equipment used in inspections and verifications, as well as analyzing factors that may disrupt their normal operation. This study aims to conduct a risk analysis for the normal operation of equipment in extreme environments and develop criteria and procedures for environmental-based performance testing. To achieve this, we conducted a risk analysis based on IAEA safeguards, analyzed the utilization of equipment, and performed a risk analysis associated with transportation for on-site verification considering the environmental characteristics of the Korean Peninsula. Furthermore, we provided performance testing criteria and procedures. The research results can be utilized as reference material in the verification and monitoring processes of nuclear activities.

  • Since 11 September 2001, warnings of risk in the nexus of terrorism and nuclear weapons and materials which poses one of the gravest threats to the international community have continued. The purpose of this study is to analyze the aim, principles, characteristics, activities, impediments to progress and developmental recommendation of the Global Initiative to Combat Nuclear Terrorism(GICNT). In addition, it suggests implications of the GICNT for the ROK policy. International community will need a comprehensive strategy with four key elements to accomplish the GICNT: (1) securing and reducing nuclear stockpiles around the world, (2) countering terrorist nuclear plots, (3) preventing and deterring state transfers of nuclear weapons or materials to terrorists, (4) interdicting nuclear smuggling. Moreover, other steps should be taken to build the needed sense of urgency, including: (1) analysis and assessment through joint threat briefing for real nuclear threat possibility, (2) nuclear terrorism exercises, (3) fast-paced nuclear security reviews, (4) realistic testing of nuclear security performance to defeat insider or outsider threats, (5) preparing shared database of threats and incidents. As for the ROK, main concerns are transfer of North Korea's nuclear weapons, materials and technology to international terror groups and attacks on nuclear facilities and uses of nuclear devices. As the 5th nuclear country, the ROK has strengthened systems of physical protection and nuclear counterterrorism based on the international conventions. In order to comprehensive and effective prevention of nuclear terrorism, the ROK has to strengthen nuclear detection instruments and mobile radiation monitoring system in airports, ports, road networks, and national critical infrastructures. Furthermore, it has to draw up effective crisis management manual and prepare nuclear counterterrorism exercises and operational postures. The fundamental key to the prevention, detection and response to nuclear terrorism which leads to catastrophic impacts is to establish not only domestic law, institution and systems, but also strengthen international cooperation.

  • Background: It is necessary to consider the overall countermeasure for analysis of nuclear activities according to the increase of the nuclear facilities like nuclear power and reprocessing plants in the neighboring countries including China, Taiwan, North Korea, Japan and South Korea. South Korea and comprehensive nuclear-test-ban treaty organization (CTBTO) are now operating the monitoring instruments to detect radionuclides released into the air. It is important to estimate the origin of radionuclides measured using the detection technology as well as the monitoring analysis in aspects of investigation and security of the nuclear activities in neighboring countries. Materials and methods: A three-dimensional forward/backward trajectory model has been developed to estimate the origin of radionuclides for a covert nuclear activity. The developed trajectory model was composed of forward and backward modules to track the particle positions using finite difference method. Results and discussion: A three-dimensional trajectory model was validated using the measured data at Chernobyl accident. The calculated results showed a good agreement by using the high concentration measurements and the locations where was near a release point. The three-dimensional trajectory model had some uncertainty according to the release time, release height and time interval of the trajectory at each release points. An atmospheric dispersion model called long-range accident dose assessment system (LADAS), based on the fields of regards (FOR) technique, was applied to reduce the uncertainties of the trajectory model and to improve the detective technology for estimating the radioisotopes emission area. Conclusion: The detective technology developed in this study can evaluate in release area and origin for covert nuclear activities based on measured radioisotopes at monitoring stations, and it might play critical tool to improve the ability of the nuclear safety field.
