점차 지능화.조직화되고 있는 고용보험 지원금의 부정수급 방지를 위해 건설고용보험카드를 단계적으로 확대하고 4대 사회보험 및 국세청 신고자료의 연계를 확대하는 등 종합대책이 마련됐다. 노동부는 실업급여를 포함한 고용보험 각종 지원금의 부정수급을 근원적으로 방지하고 고용보험제도의 효과적 운영을 위해 '부정수급 자동경보시스템'을 구축하고 각종 제도와 절차 등을 개선하는 내용의 '고용보험사업 내실화 및 부정수급 방지 종합대책'을 수립, 시행한다고 밝혔다. 이번 종합대책은 $\Delta$부정수급 사전예방 강화 $\Delta$효과적인 적발 시스템 구축 $\Delta$제재조치의 강화 $\Delta$부정수급 관리역량 확충 등이다. 종합대책의 주요 내용은 $\Delta$건설고용보험카드 단계적 확대 $\Delta$피보험자 소득취득 관리강화 $\Delta$4대사회보험 및 국세청 신고자료 연계확대 $\Delta$직업소개 거부시 구직급여 감액제도 도입 $\Delta$훈련기관 지문인식 출결관리 시스템 확대 $\Delta$부정수급 자동경보 시스템 구축 $\Delta$제보자에 대한 포상금 인상(부정수급액의 $10%\rightarrow 20%$) $\Delta$과태료 신설 등이다.

산재 발생 시 산재근로자는 근로복지공단을 통해서 각종 급여를 받게 된다. 본 논문은 심사 과정과 급여지급 후에 부정수급으로 판명된 산재 청구 건을 데이터 마이닝을 통해서 분석하여 부정수급의 유형을 발견하고자 한다. 이 연구에서는 서울관내 4개 지사에서 8년 동안(2000년$\sim$2007년)의 총 61,536명의 최초요양 신청을 한 산재근로자 자료를 대상으로 하였고, 종속변수에 영향을 미치는 8개의 독립변수를 선택해서 사용한다. 데이터 마이닝을 적용함에 있어서 가장 효율적인 허위 부정 탐지 모델을 만들기 위해 의사결정나무분석(Decision Tree)과 로지스틱 회귀분석(Logistic Regresion)등의 다양한 기법을 적용하여 결과를 비교분석 하고, 오분류 비용을 적용하여, 최적의 분류결정 값을 가지는 모델을 도출한다. 분석결과, 로지스틱 회귀분석이 산재보험 부정수급 유형 발견에 보다 효과적인 모델로 판명되었다. 또한 판별점(Cut-Off) 0.01로 했을 때 4개변수(요양기간, 업종형태, 의료기관, 재해발생형태)가 부정수급에 탐지하는데 영향력이 큰 변수로 선정되었다.

This paper tests the stigma hypothesis and administration hypothesis on the illegal take-up group and non take-up group in the National Livelihood Security Program. A set of survey data, using multinomial logistic model, was analyzed for this purpose. Compared with the legal take-up group, the feature of illegal take-up group which has more workable household supports the administration hypothesis - the low skill of means-test office would increase the possibility of benefit fraud. The features of non take-up group support both the stigma hypothesis - the stigma prevents eligible person from participating in the social assistance program, and the administration hypothesis - the administration office is apt to make error to deny the eligibility of person who has supposed family supporters.

The article aims to discuss ethical issues of social welfare informationisation, focusing on dataveillance through social welfare information system in South Korea. The Korean government plans to upgrade social welfare information system, by strengthening welfare fraud tracking and adding blind spot discovering functions. However, surveillance over poor population's data is inevitable when conducting such investigations. This article reviews current debates on dataveillance. It then conducts a case study on social welfare dataveillance in South Korea, asking what ethical problems lie in the dataveillance in terms of privacy, accuracy, property, and accessibility issues. Subsequently, this paper identifies three fundamental ethical dilemmas of social welfare in the informational age. Finally, it suggests policy alternatives to tackle the ethical problems and dilemmas of social welfare informationisation.

석유제품은 고율의 세금(특소세 및 교통세) 부과와 소비자나 거래자가 품질ㆍ상표ㆍ계량을 확인하기 어려운 특성을 갖고 있으며, 그 결과 탈세ㆍ무자료 거래 등 불법ㆍ부정유통의 가능성이 매우 크고, 실제로 이 같은 불법ㆍ부정유통이 시장에서 빈번히 발생되고 있다는 지적이 있어왔다. 특히, 1995년이후 석유산업의 전반적인 자유화 및 규제완화 추세에 따라 이동차량을 이용한 무자료 거래와 일부 수입사의 부당영업행위 등 불법ㆍ부정유통의 규모가 커지고 있다는 우려가 제기되어 왔다. 이에 따라 산자부는 2002년 5월이후 연구용역과 관련업계 및 전문가의 광범위한 의견수렴을 거쳐 이번 개선방안을 마련하였다. 2002. 12. 11(수) 규제개혁위원회 경제1분과위원회의 심의를 마쳤으며, 향후 필요한 절차를 거쳐 내년 상반기내 석유사업법령 개정을 추진, 빠른시일내 시행할 예정이다. 산자부는 이번 「석유유통구조 개선방안」과 별도로 『유류구매카드제』 도입을 추진, 정유사ㆍ수입사ㆍ대리점ㆍ주유소ㆍ판매소 및 직매처(대수요처)간의 거래를 카드로 결제하고, 그 내용이 석유공사의 석유수급전산망에 자동입력되게 하여, 석유제품거래의 투명성과 유통의 건전성을 근본적으로 제고할 계획이다.

2010년 8월 오리고기 원산지 표시제가 제도화되어 시행중이다. 그러나 지난 연말 발생한 AI로 인해 오리고기 수급상황이 악화되면서 오리가격이 상승하였다. 그에 따라 중국산 훈제오리고기와 대만산 냉동오리의 수입량이 증가, 값싼 수입 오리고기를 재포장하여 국내산으로 둔갑 판매하거나 원산지 미표시 등 부정유통 사례가 크게 늘어나고 있다. 이에 협회는 국내 오리산업을 스스로 지키자는 취지에서 지난 5월 25일, 오리고기 유통 감시단을 발족하고 오리고기 원산지표시제의 조기정착을 위해 부정 유통 신고센터 운영을 본격 가동하고 있다. 지난 5월 전임 유통감시원으로 위촉된 김순이 양은선씨는 소비자 시민모임 회원으로 오리고기의 주요 소비처인 서울, 경기를 집중적으로 홍보 감시하면서 오리고기 원산지 표시제의 유통거래질서 확립에 기여하고 있다. 오리고기 유통감시원은 오리고기 원산지 표시 점검 및 부정유통을 감시함으로써 불법유통을 차단하고 오리고기 원산지표시제 정착을 위해 노력함은 물론 판매점 출입 시 명예감시원증을 제시, 방문목적을 밝히고 감시원으로서 품위를 유지하는 임무를 갖고 활동하고 있다. 오리고기 부정유통 사례를 막는 이들의 활동은 소비자와 오리 사육 농가를 보호하고, 올바른 정보전달을 통해 소비자의 신뢰를 구축할 수 있으며 이는 향후 오리고기 소비 확대에 기여할 수 있는 촉매의 역할이다. 평소 자발적으로 소비자 시민모임 활동에 참여하고 있는 김순이 양은선씨를 본지에서 만나봤다.

Various institutions provide various welfare-related services, and accordingly, the quantity and quality of welfare-related services are improved. Along with the improvement of welfare services, the rate of fraudulent and redundant supply and demand due to inappropriate applicants is also increasing. In particular, in the case of similarly promoted projects by various institutions, confirmation of duplicate applications may be insufficient due to system inconsistency between institutions and delays in qualification verification, which may result in duplicate supply and demand. In this paper, in order to prevent the redundant supply and demand related to welfare service similar projects in various institutions, the problem of data management and sharing between institutions was reviewed and a method of applying blockchain technology was proposed step by step. Through the proposal of this paper, transparent data management of recipients is possible, and through this, trust-based welfare benefit management will be possible.
