Scenario for sudden change in North Korea! : Comparing North Korea with countries of Jasmine Revolution (북한 급변사태 시나리오 I : 재스민혁명 국가들과 북한의 비교를 중심으로)

  • The Jasmine Revolution started from Tunisia in January 2011 has brought many changes into countries in North Africa and Middle East. We need to study the causes of the revolution. First, the kings and dictators in those countries oppressed the opposition parties and the media aiming for long-term seizure of power. The power concentrated on specific people produced illegalities and corruption. Secondly, most of the national income of those countries belonged to kings and dictators producing problems during the distribution of the income. Especially, with the decrease of oil price in 1990s and the increase of the price of daily necessities in 2000s people lost their credits on their governments. Lastly, the number of people in those countries using the Internet has increased by 4,863% from 2000 to 2010. The expansion of social network services such as Facebook and Twitter was one of factors that made the information control by those countries difficult. We should think about the possibility of sudden change in North Korea. It is necessary to compare and analyze the political, economic and social characteristics between those countries and North Korea. It shouldn't be just a simple comparison or analysis. It should provide basic data for objective and quantified index development in relation to sudden change in North Korea.

  • The political system of Xi Jinping which was launched in 2013, faced many difficulties both domestically and internationally. Xi Jinping must integrate and stabilize society through political reforms, such as sustained economic growth and Resolved corruption. In addition, he should seek new relations with the United States on the denuclearization of the Korean peninsula. Therefore, this study analyzed political leadership of Chinese political leaders including Xi Jinping using Max Weber 's political domination type. From the first generation political leaders to the fourth generation political leaders in China, the types of political domination of the first and second generation political leaders tend to be charismatic rather than legitimate domination. But the third generation political leaders tend to have a tendency of traditional domination rather than legitimate domination, and the fourth generation political leaders have a tendency to dominate more than traditional domination. On the other hand, the type of political domination of Xi Jinping shows traditional domination and legitimate domination tendency in the process of political growth and emergence, but shows tendency of charismatic domination after domination of political power.

  • 본 논문은 현행 전력기술 관리법에 의하여 시행되고 있는 전력시설물공사 감리제도의 제도개선에 관한 연구로서 연구자의 현장 실무경험과 감리제도의 일반사항, 감리업자와 감리원에 대한 사항, 감리업자 선정 및 입찰에 관한 사항을 조사하여 전력시설물공사 감리제도의 현황과 실태분석 및 개선방안을 제시한 내용으로 연구결과는 다음과 같다. 첫째, 법적 및 제도적 측면에서 시급히 개선될 사항이다. 정부는 1995년 12월 법률 제5,132호로 전력기술관리법을 제정하여 전력시설물에 대한 공사감리 업무를 별도 분리 발주하여 전문성을 높이도록 전기 분야 전문기술자에 의해 수행토록 하는 것을 골자로 하는 책임 감리제도를 도입하여 오늘에 이르고 있다. 그러나 공사 준골단계에서 전기사업법 제98조 2항에 의해 위탁업무를 하고 있는 전기 안전공사가 사용전 검사를 함으로서 책임 감리제도의 도입 취지를 무색케 한 정도로 심각한 국면에 접어들었다. 전력기술관리법이 제정되어 13년이 지난 오늘까지도 책임 감리제도가 성공적으로 정착되지 못한 근본적인 문제는 사용전 검사를 전기 안전공사에서 대행하고 있다는 것이다. 물론 그동안의 많은 노력으로 어느 정도의 개선은 있었지만 근본적인 문제가 해결되지 않고서는 전력시설물공사의 감리기술의 전문화를 기대하기 어려운 실정이다. 따라서 책임 감리계도의 성공적인 정착을 위해서는 전기사업법 제98조 2항에 의한 위탁 업무인 사용전 감사 제도를 감리업자에게 돌려줌으로서 책임과 권한을 실질적으로 부여하고 감리회사 자체의 기술력 및 기술자 확보와 기술개발에 필요한 운영자금 및 투자 확대를 유도해 나가야 하며, 무엇보다도 확실한 법적 제도적 뒤받침이 선행되어야 한다. 둘째, 제도적 측면에서 일반건축물은 사업주가 전력시설물공사 감리업자를 임의선정 및 수의계약에 의해 감리업자를 지정하고 해당 공사기간동안 전기 감리원을 투입토록 되어 있어 인건비에 미치지 못하는 저가수주와 다음계약을 위해 어쩔 수 없이 사업주에게 종속되는 경우가 많으며, 이로 인해 감리수행에 혼란이 야기되고 책임소재의 불분명 책임 감리원의 조정 및 통제기능이 약화되는 부작용이 나타나고 있다. 전력시설물공사의 감리는 전력시설물의 안전사고, 비효율 및 부실소지 둥을 방지하기 위해서 필수적이고 발주자 감리업자 시공업체에게 모두 도움을 주는 업무이며, 일정규모이상의 건축물은 자발적인 참여로 유도할 수 있도록 적격심사제도(PQ심사)도입이 적극 필요한 실정이다. 셋째, 운용측면에서 공동주택의 주택법에 의한 전력시설물공사 감리는 사업승인권자가 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 평가기준이 세대수에 따라 정해져 있어 효율적, 기술적 측면에 미치지 못하는 경우가 많다. 수준 높은 감리를 수행하려면 그에 맞는 적정한 감리원의 투입이 필수적이다. 넷째, 운용 및 제도적 측면에서 공공발주 건축물(공동주택 포함)의 전력시설물공사는 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 발주자 소속직원의 감리수행 근거에 의해 자체 감리를 함으로서 시장경쟁 및 민간경제 활성화의 제약, 부정부패 및 비효율 등 사회에 전반적으로 악영향을 끼쳐 하루 빨리 민간 감리업자에게로의 개선이 시급한 실정이다.

Leaf Blight of Sweet Persimmon Tree in the Field and Fruit Rot in the Storage Caused by Pestalotia diospyri (Pestalotia diospyri에 의한 생육중의 단감 잎마름병과 저장중 과일 부패병)

  • Leaf blight and fruit rot of sweet persimmon (cv. Fuyu) caused by Pestalotia diospyri were observed during the growing season and postharvest such as storage and transport, respectively. Typical symptoms on leaves developed with small brown spots and were later reddish brown colors. In the storage fruit, the white mycelial mats formed between fruit and calyx. The pathogenic fungus was isolated from infected fruits and cultured on potato dextrose agar (PDA). Colony color of the fungus was white at first on PDA. Conidia were ovoid or fusiform, 5 cells, middle 3 cells were olive, upper and lower 2 cells were colorless, and their size were $16{\sim}22\;{\times}\;6{\sim}8\;{\mu}m$. They had were $2{\sim}3$ appendage at basal cell and size $9{\sim}18\;{\mu}m$. Based on the cultural and mycological characteristics and pathogenicity test on host plants and fruits, the fungus was identified as Pestalotia diospyri Syd.&P. Syd. This is the first report on the leaf blight and fruit rot of sweet persimmon caused by Pestalotia diospyri in Korea.

Occurrence of Stem Rot of Aster glehni Caused by Sclerotium rolfsii (Sclerotium rolfsii 에 의한 섬쑥부쟁이 흰비단병 발생)

  • In July 2003, a destructive stem rot occurred sporadically in an exhibition farm on Aster glehni of Hamyanggun, Gyeongsangnam-do Agricultural Research and Extension Services, Korea. The typical symptoms of the disease were water-soaking, stem rot, wilt or blight. The infected plants were mostly died. White mycelial mats were spread over lesions and sclerotia were formed on stems and near soil line. The sclerotia were globoid or irregular in shape, 1~3 mm in size, and white to brown in color. The optimum temperature for fungal growth was about 30oC. Clamp connections were observed in the hyphae of the fungus grown on potato dextrose agar, and hyphal diameter was 3~8 ${\mu}m$. On the basis of mycological characteristics and test of pathogenicity to host plants, the fungus was identified as Sclerotium rolfsii. This is the first report on the stem rot of Aster glehni caused by S. rolfsii in Korea.

Collar Rot of Broad Bean (Vicia faba) Caused by Sclerotium rolfsii (Sclerotium rolfsii에 의한 잠두 흰비단병 발생)

  • A destructive collar rot disease was found on broad bean (Vicia faba) in several farmer's field located in Changseon-myon, Namhae-gun, Gyeongsangnam-do in 2001. The typical symptoms of the disease were stem rot, crown rot, wilt or blight. Upper parts of the infected stems were mostly blighted and white mycelial mats were spread over lesions and the sclerotia were formed on the stems near soil line. The infection rates of the disease in the surveyed area were ranged from 28.6 to 42.8%. The sclerotia of the fungus readily formed in artificial media such as PDA at $30^{\circ}C$ and its shape was globoid or irregular and size was $1.0{\sim}3.7{\times}1.0{\sim}2.8\;mm\;(av.\;1.0{\sim}2.3\;mm)$ and was brown or dark brown in color. The optimum temperature for growth of the fungus was about $30^{\circ}C$. The typical clamp connections were found in the hypha of the fungus grown on PDA. On the basis of mycological characteristics and pathogenecity test on host plants, the fungus was identified as Sclerotium rolfsii. This is the first report on the collar rot of broad bean caused by Sclerotium rolfsii in Korea.

  • The aim of this study is to grasp how the dwellers of apartment cognize the real condition of the management such as general control of janitor office or management of maintenance, environment, account and imposing price of management. The analysed results of recognition are as following. First, as the dwellers judged that the janitors are incapable to control dispute among the households, it needs to develop the ability to cope with the demand of control dispute by various curriculum. There should be more strict management of parking lot for the handicapped. Second, it needs to establish the plan to improve maintenance of the rest facility. Third, as dwellers thought the management expenses not to be made public clearly, it needs to use various way, not only by neighborhood meeting but also information system such as establishing web page or E-mail notice for better announcement of the settled matters such as management expenses. Forth, the audit result of management expenses and the measures conducted after audit should be reported widely, contract of construction work services needs to be publicized by neighborhood meeting or other information system.

A Study on Social Justice and Common Good in Television Dramas - With a Focus on Works by Park Hye-ryeon (텔레비전드라마에 나타난 사회 정의와 공동선에 관한 연구 -박혜련 작가의 작품을 중심으로)

  • In recent years, television dramas have adopted an emerging approach of imagining a just society via fantasy. This study set out to examine by stages the patterns of social justice in I Hear Your Voice, Pinocchio, and While You Were Sleeping written by Park Hye-ryeon, who has been leading this trend. I Hear Your Voice shows why social justice is needed, as it is set against the backdrop of a society in which legal justice has collapsed. In this drama, the collapse of the legal justice system indicates that democratic society is falling apart at the roots. As a result, pain and suffering is propagated among the petit bourgeois, with social justice being demanded as an alternative to this problematic reality. The supernatural power of reading the thoughts of others is used to remind viewers of the value of truth and trust and raises the possibility of the existence of a true heart as an alternative from a social justice perspective. Set in a society in which media justice is distorted, Pinocchio makes an attempt at changing ideas about social justice. In this drama, the corrupt media justice covers up truth and becomes a parasite to power, creating victims that are falsely accused. In this situation, the Pinocchio Syndrome, which makes people hiccup when telling a lie, shows paradoxically that truth can be distorted, and ultimately destroys absoluteness that is not truth. Finally, While You Were Sleeping inherits the world views of the two previous dramas and proposes a type of social justice called 'common good' as an alternative. A completely unfair society is created when legal justice collapses and media justice is distorted. In this situation, the ability to see the future is an ability to imagine a world of possibilities. Altruistic choices based on trust in others help us to realize a positive future. Social justice as common good to enable solidarity among subjects in a way that transcends the limitations of time and space is proposed as an alternative to overcome the problem of an unfair society. Given the recent reality of South Korean society, this common good and these ways of life might literally seem like a fantasy. When social justice is represented by efforts and reconstruction processes to overcome the current social issues and make a better future, common good based on the understanding and sympathy of others can be an alternative to improve a reality that is problematic at its root. Ultimately, Park's three works explore the feasibility of a just society that is yet to come from the aspect of the common good.

Research on the Circumstance for Agricultural Investment of Cambodia (캄보디아 농업투자 환경에 관한 연구)

  • International price of cereal has been dramatically increasing for the past few years. This price hike amplified the importance of food self-sufficiency in numerous countries due to the fact that food security is directly proportional to food self-sufficiency. In this study, we conducted a survey to provide useful information of Cambodia's agricultural environment to possible Korean agricultural investors and as to highlight Cambodia as a strong candidate for the establishment of Korea's foreign base for cereal production. The survey conducted includes information regarding Cambodia's agricultural environment and investment circumstances including the political, economical and other contributing factors affecting agricultural investment in Cambodia. Seventy percent of the Cambodia's total population engage in agriculture and this comprises about 30% of the country's GDP. This statistics reflects the possibility of Cambodia's poverty alleviation which proves that agriculture in Cambodia is the driving force for the improvement of the country's economy. In addition, low labor cost, fertile land, abundant water resources, like the Tonle sap lake and the Mekong river, and unreclaimed lands are the strong points that could attract agricultural investors to Cambodia. Poor infrastructure, irrigation systems, law reforms, including social and cultural differences may be the biggest setbacks for the acceleration of Cambodia's agriculture development. However, the Cambodian government is open and willing to make adjustments for Cambodia to be both foreign and domestic agricultural investor-friendly, expecting that it will boost its country's agricultural development. Making the best out of this opportunity, the coordination of KOICA with Korean agricultural investors in building infrastructures and with the help of the KOPIA program for the transfer of agricultural technology will benefit both countries and will play an important role in Cambodia's agriculture.

Factors influencing quality of life for individuals and Korean society: Indigenous psychological analysis across different generations (한국 사회와 개인 삶의 질 인식에 대한 토착심리 탐구: 삶의 질을 높이는 요소와 낮추는 요소에 대한 세대별 지각을 중심으로)

  • The purpose of this study is to examine factors influencing quality of life for individuals in the family, school or workplace, leisure settings, and Korean society using the indigenous psychological analysis. A total of 3,406 participants, consisting of 1,331 elementary, middle, high school students and 2,075 parents and teacher, completed an open-ended questionnaire developed by Kim and Park (2004b). The respondents reported the factors that influence quality of life in Korean society as follows: Economic condition, collective effort, leisure and cultural life, harmonious interpersonal relationships, effective government policy, and educational attainment. The factors that reduce quality of life in Korean society are as follows: Economic uncertainty, political instability, lack of citizenry, ingroup favoritism, corruption, lack of facilities for leisure and social life, and overemphasis on educational achievement. Second, the factors that influence quality of life in the family are as follows: Harmonious family relations and financial security. For students relationship with friends and academic achievement are reported as important factors influencing quality of life at school. For adults, harmonious interpersonal relationship, financial factors and occupational achievement are reported as important factors influencing quality of life at the workplace. For leisure and social leisure life, financial security, leisure time and interpersonal relationships are reported as important factors influencing quality of life. Third, as for generational differences, students reported political instability and adults reported economic uncertainty as the most important factor reducing quality of life in Korean society. For family life, students reported conflicts among family members and adults reported financial constraints as the most important factor reducing quality of life. For leisure and social life, students reported lack of leisure time and adults reported financial constraints as the most important factor reducing quality of life. Fourth, for students the following characteristics were associated with higher quality of life: Higher socio-economic status of the family, younger, and higher academic achievement. For adults, the following characteristics were associated with higher quality of life: Higher socio-economic status of the family and greater achievement their social life. Implications of these results on the quality of life in Korea, focusing on human relationship, financial factors, self-regulation and educational achievement are discussed.
