This paper is aimed to prepare some policy-measures which is helpful for China Money FDI in Korea by analysing FDI-related data and political strength and weakness between the two countries and studying fundamental preconditions required for Korea's China Money FDI strategies. As the result of research, key preconditions found out can be summarized as follows; First, because China-Korea economic relationship is largely insufficient in a complementary view as well as in a cooperative state level, Korea should remove the threats in advance that could lead two countries to unlimited competition, and then expand to a relationship of trust between China and Korea. Second, Korea, at least from the perspective of China, may not be an attractive investment destination. Therefore, it is necessary to take advantage of Korea's FTA-expansion-strategy opportunities such as Korea-US FTA which has entered into force recently. Third, because China always has a lot of alternative investment opportunities among world instead of Korea, so Korea should not overlook the fact that China has the bargaining power in large part related on the investment conditions in Korea, such as investment field, investment size, how to invest China Money to Korea, etc. Fourth, if Korea's FDI policy is trapped in the existing rules of the political frame, and moreover Korea can not have the role of rule breaker, it will be difficult to expect Korea's China Money FDI results compared to those efforts. Fifth, if Korea will execute China Money FDI strategies in the context of overestimating the China Power or China Money, it should be noted that Korea may have unexpected losses lead to a national by reason of outward and quantitative investment or bad investment.

The purpose of this study to provide implications for improvement of Korean voluntary sector, by analyzing of program managers' subjective evaluation of voluntary program management and of their view of the needs for outside supports. For this, researchers selected 600 agencies, which are found to have a staff in charge of voluntary programs, and sent a questionnaire by mail. Those agencies are consisted of the following three. areas: social services, civil movement, public sector. The response rate was 65%, and researchers analyzed 382 respondents out of 391, besides those who did not complete the form in full. One of the results was that program managers' subjective evaluation score of overall voluntary program management was 51 points in the perfect score of 100 points. The voluntary program management was consisted of the following six areas: recruiting, job placement, public relations, education(training), program development, and. information system Specifically, program development and information system appeared to be worse than the other areas, and this fact was true in all three types of agencies of social services, civil movements, and public sector. Moreover, program managers in public sector showed that outside supports for voluntary programs (or activities) was more desperately required. Based on the results, researchers concluded that, toward the improvement of voluntary programs, professionalization as well as legal supporting system, networking, and national supporting institution were required.

Recently, public libraries have increased in quantity, while various problems have arisen regarding the operation of public libraries, such as lack of librarian manpower and facilities. Additionally, an increase in the number of public libraries does not correlate to an increase in the utilization of public libraries, and thus developing various services is needed to maintain the continued use of public libraries. This study examined which types of use motivations affect the intention of knowledge exchange in public libraries when using public libraries based on the self-determination theory. It also looked at how the use motivations and the intention of knowledge exchange vary depending on the frequency of public library use. According to an online survey of 230 users of public libraries, extrinsic motivation, intrinsic motivation, autonomy, competence, and relatedness as independent variables had a positive impact on the level of knowledge exchange. In addition, the higher the frequency of public library use, the higher the needs for autonomy and relatedness were. Based on the results, it was suggested that the knowledge exchange needs to be established as a new service of public libraries by offsetting extrinsic motivation that emerged from by negative influences and promoting intrinsic motivation, autonomy and competence.
Opinion polls have become a powerful means for election campaigns and one of the most important subjects in the media in that they predict the actual election results and influence people's voting behavior. However, the more active the polls, the more often they fail to properly reflect the voters' minds in measuring the effectiveness of election campaigns, such as repeatedly conducting polls on the likelihood of winning or support rather than verifying the pledges and policies of candidates. Even if the poor predictions of the election results of the polls have undermined the authority of the press, people cannot easily let go of their interest in polls because there is no clear alternative to answer the instinctive question of which candidate will ultimately win. In this regard, we attempt to retrospectively grasp public opinion on the 20th presidential election by applying the 'YouTube Analysis' function of Sometrend, which provides an environment for discovering insights through online big data. Through this study, it is confirmed that a result close to the actual public opinion (or opinion poll results) can be easily derived with simple YouTube data results, and a high-performance public opinion prediction model can be built.

This study attempted to verify and examine the effect of screen golf course service quality on reuse. A total of 300 copies were distributed, and a total of 247 copies were used for analysis, excluding 53 questionnaires with poor responses or many missing questions. Based on these results, the following implications were derived. First, screen golf course users were mainly used by friends, acquaintances, and social groups, and information was obtained through human and Internet, and empathy and reliability among service quality affected the reuse of screen golf courses. When users experience high-quality services, they have high satisfaction and high service quality, and they can increase the probability of forming loyalty and recommending and promoting them to people around them. However, experiencing poor quality services can disappoint customers and leave negative comments on people around them, which reduces the likelihood of reuse. Therefore, in order to increase the reuse of golf courses, quality management, customer opinions and feedback must be accepted, and problems must be dealt with quickly to improve the quality of services and provide services that satisfy customers. Second, although the types, responsiveness, and certainty of sub-factors of screen golf course service quality were not significant in this study, management strategies should be used to increase survival in the highly competitive screen golf industry and reuse them by providing differentiated services.
This paper proposes the GMOPTBoost algorithm to improve the performance of the AdaBoost algorithm for bankruptcy prediction in which class imbalance problem is inherent. AdaBoost algorithm has the advantage of providing a robust learning opportunity for misclassified samples. However, there is a limitation in addressing class imbalance problem because the concept of arithmetic mean accuracy is embedded in AdaBoost algorithm. GMOPTBoost can optimize the geometric mean accuracy and effectively solve the category imbalance problem by applying Gaussian gradient descent. The samples are constructed according to the following two phases. First, five class imbalance datasets are constructed to verify the effect of the class imbalance problem on the performance of the prediction model and the performance improvement effect of GMOPTBoost. Second, class balanced data are constituted through data sampling techniques to verify the performance improvement effect of GMOPTBoost. The main results of 30 times of cross-validation analyzes are as follows. First, the class imbalance problem degrades the performance of ensembles. Second, GMOPTBoost contributes to performance improvements of AdaBoost ensembles trained on imbalanced datasets. Third, Data sampling techniques have a positive impact on performance improvement. Finally, GMOPTBoost contributes to significant performance improvement of AdaBoost ensembles trained on balanced datasets.

According to statistics, it is shown that domestic SMEs rely on bank loans for the majority of fund procurement. From financial information shortage (Thin file) that does not provide information necessary for credit evaluation from banks such as financial statements. In order to overcome these problems, recently, in alternative finance such as P2P, using differentiated information such as demographics, trading information and the like utilizing Fintech instead of existing financial information, small funds A new credit evaluation method has been expanding to provide SMEs with small amounts of money. In this paradigm of environmental change, in this research, credit evaluation which can expand fund supply to SMEs by utilizing big data based on trade area information such as sales fluctuation, location conditions etc. In this research, we try to find such a solution. By analyzing empirically the big data generated in the trade area, we verify the effectiveness as a credit evaluation factor and try to derive the main parameters necessary for the business performance evaluation of the founder of SMEs. In this research, for 17,116 material businesses in Seoul City that operate the service industry from 2009 to February 2018, we collect trade area information generated for each business location from Big Data specialized company NICE Zini Data Co., Ltd.. We collected and analyzed the data on the locations and commercial areas of the facilities that were difficult to obtain from SMEs and analyzed the data that affected the Corporate financial Distress. It is possible to refer to the variable of the existing unused big data and to confirm the possibility of utilizing it for efficient financial support for SMEs, This is to ensure that commercial lenders, even in general commercial banks, are made to be more prominent in one sector of the financing of SMEs. In this research, it is not the traditional financial information about raising fund of SMEs who have basically the problem of information asymmetry, but a trade area analysis variable is derived, and this variable is evaluated by credit evaluation There is differentiation of research in that it verified through analysis of big data from Trading-area whether or not there is an effect on.

Article 22(1) of the Library Act, which was completely revised in December 2006, stipulated that regional representative libraries are statutory organizations, and Article 25(1) of the Library Act, which was revised again in late 2021, renamed them as metropolitan representative libraries and expanded their duties. The reason why cities and provinces are required to specify or establish and operate metropolitan representative libraries is that in addition to their role as public libraries for public information use, cultural activities, and lifelong learning as stipulated in Article 23 of the Act, they are also responsible for the legal works of metropolitan representative libraries as stipulated in Article 26, and lead the development of libraries and knowledge culture by serving as policy libraries, comprehensive knowledge information centers, support and cooperation centers, research centers, and joint preservation libraries for all public libraries in the city or province. Therefore, it is necessary to analyze and diagnose whether the metropolitan representative library has been faithfully fulfilling its legal works for the past 15 years(2009-2023), and whether it is properly providing the results of its statutory planning and implementation on its website to meet the digital and mobile era. Therefore, this study investigated and analyzed the performance of the metropolitan representative library for the last two years based on the current statutory tasks and evaluated the extent to which it provides them through its website, and suggested complementary measures to strengthen its web services. As a result, it was analyzed that the web services for legal works that the metropolitan representative library should perform are quite insufficient and inadequate, so it suggested complementary measures such as building a website for legal works on the homepage, enhancing accessibility and visibility through providing an independent website, providing various policy information and web services (portal search, inter-library loan, one-to-one consultation, joint DB construction, data transfer and preservation, etc.), and ensuring digital accessibility of knowledge information for the vulnerable.

In this paper, a study was conducted on the method of using GPR data to predict rebar thickness inside a facility. As shown in the cases of poor construction, such as the use of rebars below the domestic standard and the construction of reinforcement, information on rebar thickness can be found to be essential for precision safety diagnosis of structures. For this purpose, the B-scan data of GPR was obtained by gradually increasing the diameter of rebars by making specimen. Because the B-scan data of GPR is less visible, the data was converted into the heatmap image data through migration to increase the intuition of the data. In order to compare the results of application of commonly used B-scan data and heatmap data to CNN, this study extracted areas for rebars from B-scan and heatmap data respectively to build training and validation data, and applied CNN to the deployed data. As a result, better results were obtained for the heatmap data when compared with the B-scan data. This confirms that if GPR heatmap data are used, rebar thickness can be predicted with higher accuracy than when B-scan data is used, and the possibility of predicting rebar thickness inside a facility is verified.
