A Study on Improvement Direction for Construction Environment of Small Houses -Focused on Expert Group- (소형주택의 건설 프로세스 개선방향에 관한 연구 -전문가 집단을 중심으로-)

  • Small houses are continuously supplied after the alleviated housing act enacted in 2009. This study aimed to conduct a survey among an expert group associated with small house construction, propose problems by discovering difficulties and vulnerable points small and medium-sized construction companies experience while launching construction works as well as factors that impede the safety and housing environment of small houses. Furthermore, it ultimately intends to propose improvements. First, low-priced order is a major cause of unreasonable contract. Most companies were found to have low-priced orders in order to manage order performance. Low bidding and low-priced order are implemented to maintain construction businesses, ultimately threatening the safety environment of buildings. In addition, it is assumed that moderate bid periods and construction periods should be guaranteed. Second, work standardization for small and medium-sized companies is needed due to numerous cases that failed to meet order process. Additionally, regular instruction is required as many employees are not fully aware of relevant contents. Third, the most urgent policy direction turned out avoidance of low-priced bidding and removing insolvent enterprises from the market. Small and medium-sized construction companies that primarily build small houses undergo poor work condition. Therefore, the safety environment of small houses should be enhanced through work standardization and avoiding low-priced order.

Effects of Composite Floor Slab on Seismic Performance of Welded Steel Moment Connections (철골모멘트 용접접합부의 내진성능에 미치는 합성슬래브의 영향)

  • Traditionally, domestic steel design and construction practice has provided extra shear studs to moment frame beams even when they are designed as non-composite beams. In the 1994 Northridge earthquake, connection damage initiated from the beam bottom flange side was prevalent. The upward moving of the neutral axis due to the composite action between steel beam and floor deck was speculated to be one of the critical causes. In this study, full-scale seismic testing was conducted to investigate the side effects of the composite action in steel seismic moment frames. The specimen PN700-C, designed following the domestic connection and floor deck details, exhibited significant upward shift of the neutral axis under sagging (or positive) moment, thus producing high strain demand on the bottom flange, and showed a poor seismic performance because of brittle fracture of the beam bottom flange at 3% story drift. The specimen DB700-C, designed by using RBS connection and with the details of minimized floor composite action, exhibited superior seismic performance, without experiencing any fracture or concrete crushing, almost identical to the bare steel counterpart (specimen DB700-NC). The results of this study clearly indicate that the beams and connections in seismic steel moment frames should be constructed to minimize the composite action of a floor deck if possible.

A Study on Estimating Method for Actual Unit Cost Based on Bid Prices in Public Construction Projects (시설공사 입찰단가를 활용한 실적단가의 산정 방안에 관한 연구)

  • It was found that Korean Standard of Estimate which has been used as the only basis of cost estimate of public construction projects had some side effects such as jerry-build construction and over-estimation because it failed to reflect the current price and the state-of-the-art construction methods in a changing construction environment. Therefore, the government decided to gradually introduce historical construction cost into cost estimate of public construction projects from 2004. This paper presents analytic criteria and a process model for deducing more current and reasonable historical construction cost for contract items from not only previous contract prices but also all of the other bid prices that were not contracted. The procedure of estimating actual unit cost proposed in this paper focuses on the removal of abnormal values including strategically too low or high prices and the time correction. In addition, basic research is conducted for the correction of actual unit cost through the analysis of fluctuation of bid price depending on bidding types and rates of successful bid. It is anticipated that the effective use of the proposed process model for estimating actual unit cost would make the cost estimation more current and reasonable.

  • A renovation project of apartment housing is generally divided into four stages: Project inquiry stage, planning and feasibility stage, design stage and construction stage. Currently, procedure and managerial technique for a remodeling project has not been systematically established so that many companies have difficulty in doing their business. In particular, the design stage in participant which a project managers, designers, residents and engineers is more complicate than the other stages in terms of roles and working procedure. The design documents can be found trial and error if it is not well managed. The insufficient design caused by lack of ability to efficiently utilize information obtained during the stage and inappropriate decision-making not only results in diverse problems in the construction stage but also makes people suspect satisfaction and reliability on the remodeling improvements. Therefore the design stage is very significant issue on the renovation project. As the consequence, the design stage of a remodeling project is so important that it should be carefully managed, and composite understanding of the process to be executed. To do this, we provide roles and responsibility of each participant in the design stage and analyze the process where information is utilized in design stage. The information is analyzed in terms of input, tool and output.

Development of SVM-based Construction Project Document Classification Model to Derive Construction Risk (건설 리스크 도출을 위한 SVM 기반의 건설프로젝트 문서 분류 모델 개발)

  • Construction projects have risks due to various factors such as construction delays and construction accidents. Based on these construction risks, the method of calculating the construction period of the construction project is mainly made by subjective judgment that relies on supervisor experience. In addition, unreasonable shortening construction to meet construction project schedules delayed by construction delays and construction disasters causes negative consequences such as poor construction, and economic losses are caused by the absence of infrastructure due to delayed schedules. Data-based scientific approaches and statistical analysis are needed to solve the risks of such construction projects. Data collected in actual construction projects is stored in unstructured text, so to apply data-based risks, data pre-processing involves a lot of manpower and cost, so basic data through a data classification model using text mining is required. Therefore, in this study, a document-based data generation classification model for risk management was developed through a data classification model based on SVM (Support Vector Machine) by collecting construction project documents and utilizing text mining. Through quantitative analysis through future research results, it is expected that risk management will be possible by being used as efficient and objective basic data for construction project process management.

  • In many cases, the construction industry in Korea has a hierarchical structure in which a general contractor in charge of the entire project is subcontracted from the client and entrusts the construction to a specialty contractor in charge of detailed work types. In this structure, the general contractor manages and takes responsibility for the entire construction, but the person directly involved in the construction is an individual specialty contractor, so the quality and safety of the facilities will vary according to their construction and management capabilities. In order to solve quality and safety problems that may arise due to the difference between the person receiving the order for construction and the person who actually constructs it, it is necessary to let the person who receives the order perform the construction directly for projects under a certain amount. The system introduced for this purpose is the direct construction mandatory system. As described above, although this system was introduced to prevent bad construction and risk transfer, it is a system that has various problems due to the characteristics of the domestic construction industry, institutional limitations, and practical problems, so it is necessary to improve it legally and institutionally.

Determination of priorities for management to reduce collapse accident of open excavation and road sink in urban areas (도심지 개착식 굴착공사 붕괴사고 및 도로함몰 저감을 위한 우선 관리 요소 결정)

  • The collapse accidents during a open ground excavation in urban areas not only lead to human injuries and material damages in the construction site, but also lead to road sinks and damages to the adjacent facilities due to settlement of ground around the construction site. Therefore, during a open ground excavation in the urban areas, it is necessary to thoroughly prepare for prevention of collapse accidents, and consider whole construction stage such as planning, design and construction. In this study, the priorities to be managed mainly were obtained in order to prevent collapse accidents during a open ground excavation. After analyzing results from past accidents cases for open ground excavations, priorities were evaluated regarding collapse-inducing elements using the Delphi technique which is a decision-making method by consensus among experts. As a result, insufficient groundwater treatment, bad geotechnical investigation and instability on construction, etc. were obtained as priorities for prevention of collapse accidents.

  • Although claims and disputes may be never avoided in construction industry, until 1998, there are no systematic claims in the public sector in Korea. But, because of IMF, Contractors have been recognized that cost management is essential factor and contractual right can be demanded against the Public Orderer. Many affirmative effect such as, appearance of new professional service, prevention of lower quality construction, restrain of unnecessary budget expenditure, arrangement of duplicated or triplicated liability and revision of unnecessary administrative control may be anticipated through alleging claims, but in site representative manager and construction company may have ambiguous fear, somebody tried to allege claims. Therefore, to activate systematic construction claims, 32 public construction project claims alleged by contractors from 1998 to 2001 were analyzed, inactivated reasons of claims were examined and contractor's action plan to allege claims was suggested in this paper.

Improvement of Supervision Work in Cultural Heritage Repair (문화재 감리업무 개선방안 연구)

  • The Cultural Heritage Administration is operating the resident supervision and non-resident supervision system to prevent poor repair and ensure the quality of cultural heritage repairs And recently, responsible supervision system was introduced to enhance the supervision of cultural heritage repairs. However, many problems have arisen in the operation of the supervision work, and need improvement. Accordingly, this study improved the resident and non-resident supervision of cultural heritage repair and developed work guidelines for the responsible supervision. First, this research has derived unreasonable sectors and problems of work guidelines for resident supervision about cultural heritage repair and has suggested supervision work guidelines which are improved. Second, we have derived the problems of work guidelines for non-resident supervision about cultural heritage repair and has suggested non-resident supervision work guidelines which are improved. Third, this paper has proposed the development direction and detailed supervision work to perform responsible supervision as a result of the adoption of the supervision system for cultural heritage repair.

Current Status and Analysis of Durability for Buildings Long Neglected after Construction Discontinuation in Jeju (제주지역 공사중단 건축물의 현황조사 및 내구성 분석)

  • Buildings that have been long neglected can suffer severe durability reduction due to factors such as rebar rust and concrete quality deterioration resulting from exposure to outside air. Furthermore, the issues associated with these suspended buildings, including safety accidents, social crimes, and environmental pollution, are becoming increasingly serious. This study investigates the current status of these buildings in the Jeju area, identifies the problems, and examines the durability of the structure in a specific location to assess the possibility of future use. Aesthetic surveys(visual and slope inspections) as well as non-destructive tests(compressive strength tests, neutralization tests, and rebar detection tests) were conducted to assess durability. The analysis revealed that the structure maintained satisfactory durability and the building's condition was good in comparison to the years of neglect.
