Effect of the Post-Weld Heat Treatment on the Mechanical and Electrochemical Properties of high Strength Steel in marine Environment (고장력강의 해양환경중 기계적.전기화학적 특성에 미치는 용접후열처리효과)

  • 해양구조물은 점점 대형화되어 가고 있는 추세에 있으며 또한 이들 구조물의 대형화에 따른 구조물의 보수, 유지관리가 매우 중요한 사안으로 등장하게 되었다. 뿐만 아니라, 이러한 구조물 등이 손상또는 파괴되었을 경우는 그에 따른 인적, 경제적 손실 또한 막대할 것으로 사료되며 이러한 구조물의 파괴사례중 상당 부분이 용접부의 부식문제 및 수소취화와 관련된 사고인것으로 보고되고 있다. 한편 용접은 급속가열, 급속냉각의 공적으로 인한 경도와 열적, 조직적 변화를 일으켜 용접부 각 미세부위별 전위차가 발생하게 되며, 이로 인해 갈바낙부실을 일으키는 것으로 보고 있다. 그리고 갈바닉 부식에 의한 용접부의 부식성을 억제하기 위해 용접후열처리(post weld heat treatment PWHT)를 시행하여 내식성을 향상시키는 경우도 있다. 본 연구에서는 고장력강인 RE36강 시험편을 전기화학적 측면에서 최적의 용접후열처리 온도를 규명하였으며, 용접방법(FCAW, SMAW), 용접후 열처리 유무에 따른 용접부위의 저변형을 인장실험을 통한 기계적 특성, 전기화학적 특성 및 수소취화 감수성을 등을 규명하였다. 따라서 본 연구 결과는 해양구조물 선박의 설계시공시에 용접부 주위의 기계적. 전기화학적 특성 평가 및 수소취화 방지대책에 좋은 참고자료가 될 것으로 기대된다.

Analytical Study for Seismic Retrofit of SMRFs Connections (철골모멘트접합부의 내진보강에 관한 해석적 연구)

  • Based on previous research on steel moment connections, experimental and analytical results showed that the deformation capacity was poor in specimens using RHS columns and with conventional weld access holes and strain concentration at the end of beam is influenced by the efficiency in transmitting the moment in the web of beam through the beam-to-column joint. This paper is focused on the retrofitting of pre-Kobe steel moment frame connections using a stiffened RBS and a welded horizontal stiffener. These retrofitting methods were considered only in beam bottom flange. A parametric study was performed using nonlinear finite element analysis to elucidate and improve the retrofit methods of connections.

  • 현재 전국적으로 하천을 횡단하는 보에 어도시설이 되어 있는 곳은 4.6%에 불과하고, 기존에 설치된 어도의 경우에도 설계단계에서부터 회유성 어류의 통로로 부적합하거나, 시공 후 관리부실로 하상이 세굴되거나 퇴적되어 어도로서의 기능을 상실한 경우가 많은 실정이다. 또한 어도의 위치는 통수장애 및 퇴적을 고려하여 하천의 유심(流心)과 연결되는 위치에 설치해야 함에도 불구하고 엄밀한 수리계산 없이 어도의 설계가 이루어지는 경우가 많다. 따라서 본 연구에서는 1차원 및 2차원 흐름해석을 통해 어도 효율을 높일 수 있는 방안을 강구하였다. 흐름해석 대상구간은 왕숙천의 퇴계원 수위표 지점부터 상류 약 4km 구간이며, 이 구간에 3개의 보가 존재한다. 상하류 연속성 확보를 위해 어도 설치시 고려 대상 종으로 왕숙천 중류에만 출현하는 긴몰개를 삼았다. 보에 어도가 없는 상태에서 흐름 및 하상변동 해석을 수행하여 이를 바탕으로 어도를 설치하기에 적정한 위치를 도출하였다. 2차원 흐름모형의 하나인 RMA-2를 사용하여 유심선을 파악하였으며, 하상변동 해석 모형인 SED-2D를 이용하여 홍수시 어도 입,출구에 예상되는 세굴 및 퇴적양상을 확인하였다. 갈수시 설치된 어도에 충분한 유량이 확보되는가를 확인하기 위해 HEC-RAS를 이용하여 1차원 흐름해석도 병행하였다. 2차원 흐름해석 결과 대상구간의 좌안쪽으로 유심선이 발생하므로 어도는 이를 따라 보체의 좌안쪽에 설치함이 타당하다. 그러나 홍수시 하상변동해석 결과, 좌안쪽에 상당량의 퇴적이 발생하는 경우에는 퇴적이 진행되지 않는 보의 중앙부에 어도를 설치함이 타당하다고 사료된다.

The result of thus study are as follows: 1) unfair payment condition gives increase to faulty construction. 2) shift of the responsibility gives increase to delay, 3) adjusted contract sum gives increase inappropriate compensation to contractor.

  • The startingpoint of successful buildingproduction process is the feasibility study of the project. If the feasibility study is poor which is affected in direct production processes such as designing and engineering, it incurs a great unrecoverable loss to the company. The governmentinstitutionalized the feasibility study for projects that budgets over 50billion won in an effort to ensure competitiveness of the construction industry after IMF; however, the system and effort to created systematic studies or guidance preparation for private construction development projects are lacking in great deal. Therefore, the objective of this study is to establish the analysis factors of feasibility study and evaluation standard by systematic analysis in consideration of the changes of various variables and mutual relationships using system dynamics technique for office buildings among commercial buildings.

A Study on the Improvement of Defect Management through Judicial Precedents of Landscape Construction Defect (조경공사 하자판례 분석을 통한 하자처리 개선방안 연구)

  • The purpose of this study was to analyze judicial precedents related on landscape construction defects(JPLCD) and suggested the improvement plan for dealing with it. The results are as the following: 1. Landscape construction defects litigations have been increased so far since 2000 and the duration of original trial was approximately 603 days, while appeal trials took up to 550 days. Therefore, the analysis revealed that settlement of disputes were lengthy and wasteful to consumers and constructors. 2. Judgement's cost accepted by the judge was only 53.6% of appraisal's cost appraised by appraiser, therefore it revealed appraiser overestimated the repair cost of landscape construction defects. 3. According to work classification categorized by Landscape Construction Standard Specification(2008) of the Korean Institute of Landscape Architecture, landscape planting amounted to 75% of JPLCD and plaintiff(consumers)'s prevailing rate of it reached 77% to be a serious burden to constructors. 4. According to JPLCD categorized by the type of dispute, defects caused by consumer's negligence for maintenance amounted to 29% and defendant(constructors)'s prevailing rate of it reached 64% to be the main responsibility of consumers. Further study will be required to make the judge standard of landscape construction defects through legal and technical research.

Improvement Plan for Construction Management and Legislation of Donation Collection Facilities (기부채납 시설의 건설관리 및 법제에 관한 개선방안)

  • The donation collection system to secure infrastructure and land necessary for public development projects has been actively applied as an effective means of realizing public interest and the concept of recovering development profits, and has contributed greatly to society in public difficult financial conditions. However, due to the ambiguous legal standards and lack of legal grounds for the operation of the donation collection system, it has been arbitrarily used for administrative convenience in the form of granting a donation collection assistant to install infrastructure. In addition, infrastructure is a facility that is constructed and donated within development profits to obtain licenses, and is promoted to minimize construction costs to improve profitability, posing a risk of poor infrastructure planning, design, and construction, resulting in increased safety and maintenance costs for citizens. Continuous system and legal improvement are needed to improve the excellence, convenience, and safety of facilities that citizens will use for half a century through the improvement of the donation system.

Problems and Improvement Directions of Fire Protection Designing and Supervising Jobs (소방 설계·감리업의 문제점 및 개선방향에 관한 연구)

  • Since many accidents have occurred in Korea in these days, many people have lost their health and have been damaged. The damages caused by fires which occur to many buildings where many people always reside takes a substantial share of the total damages. And since the proportions of the domestic fire protection designing/supervising industries are relatively much disregarded compared to other kinds of work, it is in the situation that there are many cases of serious damages because the fire protection equipment didn't exert the proper functions on fire after a building is constructed since the supervision against the poor construction along with the inadequate design. In order to improve such situations, in case of the design industry, the criteria on registration and workforce placement, the scope of operation, the design documents required when requesting the agreement to the construction permits, the responsibilities and authorities about the jobs of the fire protection facility designers must be improved and, in case of supervising industry, the registration criteria, the operation scope and the kinds, methods, targets and criteria of supervision, the criteria on the additional placement of assistant supervisors, the contents and scope of work must be improved, the PQ system and Public Supervision System must be reviewed and the systems for preventing any poor supervision must be improved in order to pursue the security of the people and their properties at the same level as the other kinds of work by preparing for the firm position and foundation of the fire protection design and supervision.

Strength Evaluation of High-Strength Concrete Specimens within Reinforcing Bars (철근이 포함된 고강도 콘크리트 공시체의 강도평가)

  • Recently, the safety issue of high-rise concrete buildings damaged by fire, helicopter collisions, earthquakes, and faulty construction has attracted a great deal of interest. It is essential to know the strength of the concrete in order to accurately evaluate its safety for the reinforcement of these buildings. The core drilling method is considered to be the most effective method of assessing the compressive strength of concrete. However, it is very difficult to retrieve the core without the reinforcing bars, because buildings made with high-strength concrete are overcrowded with reinforcing bars. These reinforcing bars are often present in the core specimens, but there are few research studies and no regulations concerning the assessment of the strength of the concrete for high-strength core specimens within reinforcing bars. The purpose of this study is to investigate the effects of the reinforcement arrangement on the strength of the concrete and to present the quantitative values. To complete this research, the compressive strengths of different types of concrete with two different strengths (40 MPa and 60 MPa), two reinforcing bar diameters (10 mm and 12 mm), and 15 types of specimens with or without reinforcement arrangements were prepared and tested. As a result, the strength of the cylinders whose volume is less than or equal to the reinforcement volume of $53.1cm^3$ (about 4 - 13 mm) was predicted to have a low value of up to 60% of the strength of the cylinders without reinforcement.

Application Method of Remote Site Monitoring in Public Road Construction Projects (공공 도로건설사업에서의 원격 현장모니터링 적용방안에 관한 연구)

  • The public road construction projects awarded by the regional construction and management office, which is an affiliate of the Ministry of Land, Infrastructure and Transport, are managed by construction supervision officers. These officials frequently visit a large number of construction sites to conduct inspections and supervision tasks. Therefore, the site management efficiency is essential in terms of the time and money spent in travelling to the sites. The introduction of a site monitoring management system is considered necessary to minimize the number of site visits and enable remote monitoring of the construction progress to enhance the business efficiency of the construction supervision officers. In this study, a remote site monitoring system was constructed using web cameras for public road construction works. The trial applications were implemented by selecting ten constructions sites. The effectiveness of the system was analyzed to assess its applicability. In an assessment of the applicability of the verification results, remote site monitoring showed cost savings of approximately 35% compared to the existing site management. The guidelines for applying the site monitoring management system were provided, the introduction plan was investigated, and the improvement method was presented. The results showed that the system is likely to minimize the unnecessary site visits, remove the risk factors at vulnerable areas in the sites beforehand, and prevent a range of disasters and accidents. In addition, the quality of the infrastructures is likely to improve through the prevention of accidents and the elimination of substandard and faulty construction work.
