International Comparative Analysis of Traffic Safety Indicators related to Road Traffic Accidents (도로교통사고 안전지표의 국제간 비교분석 평가)

  • This study was to evaluate the level of traffic safety related to domestic traffic accidents by analyzing the international comparison of road traffic accident indicators and to set goals and directions of traffic accidents in Korea in the future. The research procedure was as follows: First, population, number of registered vehicles, roadway length, vehicle kilometers, injury accidents, fatalities, injuries were collected in 32 OECD countries. Second, we determined Korea's traffic safety rankings through international comparison of traffic accident rate. Finally, we analyzed the level of traffic safety by comparing Korea with the 7 advanced countries with the traffic accident rate per vehicle kilometers. The accident rate in Korea was greater than two times higher than those of the seven major developed countries, which showed that the level of traffic safety in Korea implied very low. Target values for domestic accidents were proposed based on the accident rate.

  • 지난 4월 22일 발생한 북한의 룡천역 폭발사고로 인하여 사망자수 150여명, 부상자수 1,300여명에 달하는 엄청난 재해가 발생하였다고 전해지고 있다. 룡천역을 중심으로 반경 500m 파일이 완파되었으며, 폭발 영향권도 4km에 달하였고 반경 500m 안에는 역사와 학교 및 4-5층 규모의 아파트가 다수 있었기에 피해 규모가 더욱 컸다고 알려 졌다. 1990년대 들어 우리나라도 심대한 대형 재난사고를 당하였다. 성수대교 붕괴(1994), 대구지하철 공사장 가스폭발(1995), 삼풍백화점 붕괴(1995), 대구지하철 화재(2003) 등 잇따른 대형 참사는 우리의 위기관리 현실을 되돌아보게 하였고, 국민들은 언제 발생할지 모를 재난에 대한 불안감으로 그 어느 때보다 안전한 나라에 대한 열망이 강한 것이 사실이다.(중략)

  • 중국의 이동통신 시장은 이동통신 사업자들간의 경쟁적인 가입비 면제, 휴대폰 가격 인하 조치 등으로 가입자수가 급증함에따라 올해 들어 가입자수와 수익면에서 모두 크게 성장세를 기록하고 있다. 최근 들어 이에 따라 중국이 지난 7월말 이미 미국을 제치고 세계 최대 통신시장으로 부상했다는 보고서가 나와 업계에서 주목이 되고 있다. 삼성경제연구소는 지난 8월 21일 한 보고서를 통해 중국의 이동전화 가입자수는 지난해 9월말 6,500만명에서 10개월만에 두배로 증가하여 지난 7월말 현재 1억 2,060만명으로 미국의 1억 2,010만명을 제치고 선두로 나섰다고 보고했다.

Road Accident Trends Analysis with Time Series Models for Various Road Types (도로종류별 교통사고 추세분석 및 시제열 분석모형 개발)

  • Roads in Korea can be classified into four types according to their responsible authorities. For example, Motorway is constructed, managed, and operated by the Korea Highway Corporation. Ministry of Construction and Transportation is in charge of National Highway, and Province Roads are run by each province government. Urban/county Roads are run by corresponding local government. This study analyses the trends of road accidents for each road type. For this purpose, the numbers of accidents, fatalities, and injuries are compared for each road type for last 15 years. The result shows that Urban/County Roads are the most dangerous, while Motorways are the safest, when we simply compare the numbers of accidents, fatalities, and injuries. However, when we compare these numbers by dividing by total road length, National Highway becomes the most dangerous while Province Roads becomes the safest. In the case of road accidents, fatalities, and injuries per vehicle km, which is known as the most objective comparison measure, it turns out that National Highway is the most dangerous roads again. This study also developed time series models to estimate trends of fatalities for each road type. These models will be useful when we set up or evaluate targets of national road safety.

Effects of maximum speed limit on Gyeongbu Expressway (경부고속도로 최고제한속도 상향에 따른 교통사고 영향 분석)

  • In September 2010, the Korea government increased the speed limit on the Gyeongbu Expressway (Cheonan IC.-Yangjae IC) from 100 to 110 km per hour. This paper considers ARIMA-Intervention model to analyze the effects of the speed limit change on the incidences of traffic accidents and injuries. In addition, in order to investigate the effects more clearly, we also analyze the difference between the two lines of Cheonan IC-Yangjae IC and Busan IC-Cheonan IC. As a result, we observe that the numbers of accidents and injuries have increased after the speed limit change. The increases are strikingly distinctive in comparison to other lines (Busan IC-Cheonan IC) where there have been no changes in the maximum speed limit.

폭주반응에 의한 사고사례 고찰

  • 화학공장에서 발생되는 중대산업사고(major industrial accident)는 그 영향이 공장내부에만 국한되지 않고 인근 지역의 주민들과 환경에까지 치명적인 영향을 미친다. 이러한 중대산업사고의 원인은 여러 가지가 있을 수 있으나 발열화학 반응공정에서 발생될 수 있는 폭주반응도 그 중 하나이다. 폭주반응에 의한 중대산업사고(major industrial accident)의 대표적인 사례로는 인도의 보팔(Bhopal)에서 methylisocyanate 누출사고와 이탈리아의 세베소(Seveso) 폭발사고를 들 수 있으며 보팔 사고의 경우 사망자수가 2,000명 이상이었고, 20,000명 이상이 부상하였으며, 세베소 사고의 경우 막대한 환경피해를 입혔다.(중략)

The Effects of Alcohol on Psychomotor Skill and Driving Behaviors (알코올이 정신운동 및 운전행태에 미치는 영향)

  • In Korea, 28,641 cases of traffic accidents were caused by drunk driving in 2010. These statistics accounted for 12.62% of total number of traffic accidents. Moreover, the percentages of deaths and injuries from them were nearly 15% of those from whole traffic accidents. While police has emphasized enforcement efforts in order to reduce drunk driving, culture generous to drunk driving in addition to the absence of an appropriate intervention system for habitual drunk drivers have contributed to the increasing number of the drunk driving accidents in Korea. This study examined specific behavioral changes in drunk driving by comparing drivers' behavior pattern in non-alcoholic condition to those in alcoholic condition, using a psychomotor test and a driving simulator. In the psychomotor test measuring participants' reactions to the target stimulus, it was revealed that participants' correct responses were decreased, false responses were increased, and no responses also were increased after drinking. Furthermore, in the driving simulator performance after drinking, not only driving speed was faster but also the deviation of an accelerator pedal pressure and of the vehicle's lateral position were much increased. These results indicated that alcohol consumption would impair visio-cognitive ability and deteriorate driving safety. Finally, the implications and limitations of our findings and suggestions for the future research were discussed.

Regional Characteristics Model to Explain Fire Damage Elements : Hypotheses and Verification (지역 유형별 화재 피해 특성변수 모델: 가설과 검증)

  • The fire damage has been increased as the frequency of fire incidence decreases with increasing in death and economic loss. Local governments are dependent on the activities of fire-fighters with crude preparedness and prevention for fire incidence. Most of researches on fire safety have focused on descriptive statistics which show general trends in fire incidence and condition. Here we tried to make a mutual causal model for fire damage, to make three big hypotheses with laying three small hypotheses under each big hypothesis. Five years statistics from public domains in the form of hardcopy or softcopy were collected and fifteen independent variables were selected to explain the number of death, the number of fire incidence and the amount of economic loss from fire incidence. The significances of statistics are different among the regional characteristics. The hypotheses were partially rejected and the meanings of rejected factors will refresh the tentative prejudice. It is necessary to revise the principle that the number of population and size of area are regarded as the most important criteria to allocate resources for fire control and to have the criteria flexible with results of our research such as the number of the weak to fire disaster.

Effects of LED Safety Induction Block on Crosswalk Accident (횡단보도 LED안전유도블록 설치에 따른 효과분석)

  • The objective of this study was to analyze the effects of LED safety block using the government database. To evaluate these effects, the night accident data was obtained from 2007 to 2011 from the database. At the LED-installed area, compared to the uninstalled area, the number of night traffic accidents, injured and mortality had decreased by 26.2%, 21.2% and 38.3%, respectively. The LED-installed intersections are safer than the LED-uninstalled roads from a traffic accidents perspective. In conclusion, a LED safety block is quite effective in decreasing the number of traffic accidents. Although this study was conducted using the data from Changwon city, where LED safety blocks have been installed so far, these results can provide valuable data to other cities considering the implementation of these LED safety blocks.

Analysis of the Effect of Traffic Safety Investment on Traffic Accident Reduction Using Panel Data (패널자료를 이용한 교통안전투자 종류별 사고감소 효과)

  • There are many investment budget drafts in the filed of a road traffic safety. The traffic safety budget is spitted into following three major areas: 1) traffic safety facility (Engineering), 2) traffic enforcement (Enforcement), and 3) traffic safety education & public relation (Education). The three area are known as so-called 3E policy. This study investigates the effect of the investment in the 3E policy on the reduction of traffic accidents analyzing the data annually collected from the 15 local governments during 1992 to 2007. The analysis employing the traffic accidents as the dependent variable reveals that the effect of the investment is higher if same amount of investment is made on areas of the traffic safety education and public relation than the area of facility improvement. The similar conclusions are resulted from the separate investigation of traffic accidents data by 6 different types. All the results consistently indicate that the current traffic safety investment being primarily made on traffic safety facility needs to shift to the areas of traffic safety education and public relation budget.
