Improvement Scheme of Lease Rate Assessment System for Terminal Operating Company's Wharf (부두운영회사(TOC)제 부두 임대료 체계 개선방안)

  • This study proposes the improvement scheme of the current lease rate assessment system (2003~2014), as a major problem solving area, for the Terminal Operating Company (TOC)'s wharf since the introduction of the TOC system in 1997. The study considers the reform system using three criteria: standardization, simplification, and fairness. The final alternative presented by the study adopts the lease rate assessment system, which newly reflects changes of facilities' property values for aprons, combining it with the related fees of the Korean seaport dues for open storage yards, warehouses (shed), passages, buildings and lands within leased facilities. The proposal anticipates that the new system will not only minimize stakeholders' confusion, but also resolve the main problems within the current system. The study, further, introduces the adjustment ratio, which will make the new lease rate of the apron equal to the current lease rate of a berth, for the individual TOC's wharf, in order to prevent a sharp increment in the lease rate of the apron. This is because the government or port authorities as lessors, need to give priority to lightening the burden of TOC's costs under the deteriorating business environment such as the slowdown in port throughputs' growth. This study makes a contribution by suggesting a new lease rate assessment system for the TOC's wharf, reflecting the value of property as well as leading to its simplification and standardization. Additionally, it may lead to the improvement of fairness by applying the same rate to all leased wharfs for the lease rates of open storage yards, warehouses (shed) and passages. However, it has a limitation that hinders the fairness: the lease rate for the apron cannot be imposed in proportion to the leased area, by applying the individual adjustment ratios. In the future, those adjustment ratios should be, gradually, rationalized to be the same target ratio (0.5) for each wharf, following an improvement in the terminal operating business environment.

  • Nowadays, the redevelopment of the conventional pier in Busan port has been one of top issues on Busan port. Busan Port Authority has already launched a research project on that and the Master Plan undergoing. However, the conventional pier is still booming one for small vessels providing feeder service to and from Busan port and both Japanese ports and Chinese ones. Accordingly, there are several terminal operation companies(TOC) and union workers which make might be a major obstacle for the redevelopment. Furthermore, it has been said that alternative pier is necessary before starting redevelopment. Under such circumstance this paper tries to review the major limitations and provide some thought for the solution.

  • 부산항 신항 서컨테이너터미널은 선박 대형화와 완전 무인 자동화부두 구축이라는 설계컨셉에 따라 접안 가능한 최대선박은 3만 TEU 선박으로 결정하고 그에 따라 제반 시설들의 규격을 증대하였으며, 상부 자동화 설비들의 운영에 지장이 발생하지 않도록 대형 유수실, 월파차단벽 등의 침수 방지시설과 크레인 및 AGV구간 부등침하 방지를 위해 41.5m의 광폭케이슨과 176m의 광폭 DCM기초를 적용하고, 최신 설계기준에 의거한 내진 I 등급 구조물로 계획하는 등 안전하고 이용성이 뛰어난 컨테이너 터미널이 구축되도록 하였다.

Port Privatisation and its Application to the Korean case (항만민영화와 우리나라의 추진 현황)

  • Privatisation has emerged within the past few decades as one of the most significant challenges to public ports and their governments throughout the world. More than forty countries have committed to some form of port privatisation thus far and they will quite likely be joined by dozens more by the turn of the century. A decision to privatise ports can be driven by a variety of forces. The most obvious is to relieve a financially strapped government by turning to the private sector for an infusion of capital required to modernise and sustain port operations, or to bolster the national treasury. Inefficient and costly port operations can seriously impair the competitiveness of a nation’s export industries and artificially raise the cost and thus constrain the availability of imported goods. Privatisation in certain circumstances therefore holds the promise of stimulating economic growth particularly for those whose livelihood depends directly upon port activity and trade. The main objective of this paper is first of all, to introduce a variety of methods of port privatisation after reviewing the reason why port facilities should be privatised. This paper also aims to make some proposals with which a port privatisation process in Korea can be improved after summarising the present Terminal Operating Company(TOC) system propelled by Ministry of Maritime Affairs and Fisheries.

An Exploratory Study For the Social Feasibility Of the Dredging the Water-Depth of Busan Port (부산항 컨테이너터미널의 증심준설에 관한 사회적 타당성 분석을 위한 탐색적 연구)

  • As the containership has been large-sized, it is important to analyze the social feasibility for the dredging the water-depth of Busan port. We tries to do an exploratory study to analyze the needs of the core port user group by using the survey methodology. We did the survey for the ocean carriers, terminal operating companies, ship pilots respectively. Collected data was analyzed by frequency and cross tabulation method. Result suggests that the Busan North Port should be dredged to the 16 meter depth and Busan New Port should be dredged to the 17 meter depth. And the priority of the depth dredging is ranked as Gamman pier, Sinsundae pier, New Port and Jasungdae pier.

  • Today's individual firms no longer compete as solely autonomous entities, but rather as supply chain. As such the competitive position of a port is not only determined by its internal strengths but also it is also affected by its links in a global supply chin. In other words, port competitiveness is becoming increasingly dependent on external coordination and control of the whole supply chain. The main purpose of this paper is to examine how a port embeds itself into supply chain in order to strengthen its competitive position by focusing on Dubai port case. This paper found that Dubai port used three phases-insertion, integration and dominance-as a strategies for how it can embedded into global supply chain successfully. Dubai's global supply chain strategies give some implications for the further development of the Port of Gwangyang. First, the Port of Gwangyang should fully utilize symbiotic relationship with Gwangyang free Economic Zone. Second, the integration between Korea Container Terminal Authority and GYFEZ can be recommended for fast decision-making and providing a one-stop-service. Finally, Gwangyang should pursue an aggressive supply chain strategy, aims at dominance in the regional port network through port alliance with small and medium ports in neighboring area.

Study on Operating System Improvements to the Competitiveness of Busan Port (부산항 경쟁력 강화를 위한 운영체제 개선에 관한 연구)

  • This paper focuses on the integration aspect of operators to determine an improvement strategy for the operating system to enhance competitiveness of Busan Port. This Study proposes the following alternatives: valuation standards for the integration of operators, the road map for the integration period, the scope and role setting of integrated operators' participation of Busan Port Authority(BPA), and the separation and linkage North Port and the New Port operators. First, the valuation standards for operator integration should be based on international standards. Additionally quantitative factors such as financial situation, business performance and participating companies' profitability, and the qualitative factors such as management ability, technology, and labor relations should be considered. Second, the timing of North Port's operator integration should be prioritized in the short term in conjunction with the commencement of its phase 2-4, 2-5, and 2-6. The integration of New Port operators should provide a road map for a relatively long-term perspective. Third, the participation of BPA' integrated operators should be considered in terms of publicity as a policy coordinator between terminals and by pursuing the profitability of entering into overseas business by fostering Korean global terminal operators. The scope and role of participation ensures that the experience and technology of the terminal operation business is maximized. Fourth, because physically intergrating the North Port' operator into a single corporate form is difficult, initially establishing a special purpose company to maximize the effect of the integrated operation is necessary. Then, the operators decided to convert to a holding company given the termination of the lease term contract with the State or BPA, and ultimately proposed a merger into a single corporation.

Applications of Mathematical Optimization Method for Chemical Industries (화학 산업에서 수학적 최적화 기법을 적용한 사례)

  • Executions of SCM in a chemical company of which divisions produce petrochemicals, compounds, batteries, IT material and medicine directly affect their own profit. Execution level of SCM or optimization is very important. This work presents activities of SCM and optimization of inefficient issues in several industrial divisions using mathematical optimization method. The meaning is not only academic research but also making a useful tool which active partner deals with in his work. It is explained how to do beforehand and afterward optimization problem. The benefits are mentioned in the sections. The first of examples would be cover supply plan optimization, optimal profit business plan, and scheduling of a stretching process of polarizer based on minimizing raw material loss in polarizer production. The second example would be cover the optimization of production/packaging plans to maximize productivity of Poly Olefin processes, and the third example is minimization of transition loss in the production of battery electrodes. The fourth example would be cover scheduling of vessel approaching to berth. Because transportation of large portion of raw material and products of petrochemical industry is dealt with vessel, scheduling of vessel approaching to berth is important at the shore of large difference of tide. The final example would be scheduling problem to minimization of change over time of ABS semi products.
