This study investigates the suitability of the blockchain and FIDO among non-face-to-face authentication means in order to secure diversity of identfication means operated in South Korea. In order to do this, the study selected and analyzed seven conformance criteria (universality, persistence, uniqueness, convenience, security, applicability, and economics), and the results were appropriate. Accordingly, in order to apply the blockchain and FIDO as the identification means, the related regulations and notices should be revised to improve the identification procedure. In addition, differentiated certification standards should be established for each service field to apply various authentication means as well as existing identification means, and the authentication means should be continuously developed and linked with the service. In the future, the identification means will bring security of the information circulation environment in the IoT, so it should be implemented in a variety of services by supporting application of identification means.

본인확인이란 적법하고 합당한 절차에 따라 합의된 사용자임을 증명하고 인증하는 과정을 의미한다. 본 연구에서는 본인확인서비스에서 본인임을 인증하는 다양한 수단들의 특징에서 살펴보고 대표적인 본인확인수단인 아이핀과 휴대폰 서비스의 인증절차 개선 방안을 제안한다. 제안한 방안을 통해 안전성이 강화된 본인확인서비스 제공과 이용이 가능할 것이다.

국내 인터넷 사이트의 60% 이상은 회원가입시 본인확인 등을 위해 주민번호를 수집 저장하고 있다. 인터넷 사이트의 주민번호 수집 목적은 개인식별(중복기입여부 확인)과 본인확인, 연령확인, 마케팅 활용을 들 수 있다. 그러나 인터넷 사업자들의 주민번호 수집이 증가하면서 개인정보 유 노출로 인한 피해도 늘고 있다. 인터넷 사이트에서 주민번호 수집을 제한하면서 주민번호 기능을 제공 유지하기 위해 마련된 것이 주민번호 대체수단(i-PIN)이다. 본인확인기관이라는 다수의 제3의 신뢰기관이 인터넷 이용자의 개인정보를 받아 저장하고 인터넷 사이트 가입 등 필요할 때, 인증을 해주는 방식이다. i-PIN 서비스의 구성요소와 기능, 제공 서비스 등 i-PIN 서비스 프레임워크를 설명하고, 복수의 본인확인기관이 이용자의 인증을 위해 주고받아야 하는 메시지의 종류와 형식, 방법에 대한 국내 기술표준을 소개한다. 또한 중복가입 확인이 필요한 인터넷 사이트를 위해 유일 식별값으로 사용되는 중복가입확인정보 생성방법과 메시지 교류 방법 등을 소개함으로써 인터넷 사이트가 주민번호 대체수단으로서 타 수단과 차별화 된 전략을 소개한다.

As the status of public certificates expired due to the recent revision of the Electronic Signature Act, electronic signature-based public certificates were also lost in the means of replacing resident registration numbers(RRN). As a result, public certification institutions have recently been designated by the Korea Communications Commission as identity verification service providers through a review of the designation of personal identity proofing agency based on alternative means of RRN. However, unlike existing RRN replacements such as i-PIN, mobile phones, and credit cards, the personal identity proofing process for applicants for certificates is different from existing alternatives. The proposed method shows that it is possible to protect users' personal information and provide universal, reasonable, and safe identification services by applying improvements to electronic signature-based personal identity proofing services.

Recently, the application of personal proofing service based on social security number(SSN) replacement means for verifying identity in non-face-to-face transactions is increasing. In this paper, we propose a method of applying differentiated personal proofing service on whether identity verification is necessary in the online service provided by ISP and if it is appropriate to apply a certain level of assurance. By analyzing the requirements related to personal proofing required by current ISPs, we analyze the risks for each of the requirements and propose a method of applying differentiated personal proofing service according to the level of identity assurance guarantee to minimize the risks. In applying the proposed method to online service provision, it is possible to reduce user's unnecessary authentication cost by minimizing the application of personal proofing service based on alternative means, and to help protect user personal information by minimizing excessively collected personal information.

주민등록번호는 온오프라인에서 가장 많이 사용되는 본인확인 수단이나, 해킹이나 내부자 유출문제로 인해 온라인 환경에서는 아이핀과 같은 대체방안이 제시되었다. 하지만 오프라인 환경에서는 다양한 문제가 우려되나 대체방안이 없는 상황이다. 따라서 본 논문에서는 아이핀을 오프라인 환경에서 사용하기 위한 방안을 제시한다. 아이핀 메시지의 특정 필드에 본인확인을 위한 정보와 접근 제어 정보를 암호화 한 뒤, 사용자의 휴대폰으로 아이핀 인증 요청/응답 메시지를 관리하고 기업의 출입시스템에서 본인확인과 접근제어에 활용하였다. 또한 제안한 시스템은 안드로이드가 탑재된 휴대폰에서 구현되었고 실제 서비스를 제공 중인 본인확인기관과 연계하여 본인확인 절차를 수행했다.

From February 18, 2013, an information and communications service provider, we will not be able to collect the resident registration number by paragraph 2 of Article 23 of the Act on the Promotion of the use and protection of information and information network. Rather than a revision in accordance with resident registration number, than these laws, it had been used in the alternative, such as OTP authentication phone authentication I-PIN authentication of certificates that are recognized as such authentication. In this paper, we propose a new online identity authentication technology was and Utilization of IMEI, the OTP to introduce online identity authentication technology replacing the resident registration number.

모바일 결제, 스마트 뱅킹 등 우리 생활의 일상적인 금융 업무에서 차별화된 편의성을 제공하기 시작한 핀테크 서비스는 사람들의 높은 관심을 받고 빠르게 확산되고 있다. 고도화된 해킹, 정보 유출 등 보안사고가 빈번하게 발생하고 있는 현재의 ICT 서비스 환경에서도 전자금융 서비스가 보안 이외에 소비자의 이용 편의에 관심을 갖고 서비스할 수 있도록 지원한 대표적인 보안 기술은 글로벌 표준으로 자리잡은 FIDO 인증 기술이다. FIDO는 지문, 홍채, 정맥 등 높은 보안성과 편의성을 갖춘 다양한 인증 수단을 지원하여 패스워드와 같은 기존 인증 수단을 빠르게 대체하고 있는 중이다. 본고에서는 현재 상용화 적용되어 보편적인 인증플랫폼으로 자리잡기 시작한 FIDO의 추가적인 인증 요소로서 활용되어 보안을 좀 더 강화할 수 있는 상황인지 기반 인증 기술에 대해 소개하고자 한다. 본 고에서 소개되는 상황인지 기반 인증 기술은 사용자의 고유한 행동적 특징과 환경적 특징을 기계학습 기법을 통해 분석하여 사용자 본인여부를 확인할 수 있는 기술로 사용자에게 명시적인 인증 절차를 요구하지 않아 이용 불편 없이 기존 서비스에 쉽게 적용될 수 있고, 타인이 위조하기 어려운 행동 및 환경적 특징을 활용하는 장점을 갖고 있어 향후 핀테크 서비스의 보안을 한단계 끌어 올려줄 기술로 활용이 기대된다.

현재 제한적 본인 확인제 실행으로 게시판에 글을 쓰거나 댓글을 달 때 최초 1회에 한하여 본인 인증을 받아야 하기 때문에 사용자는 해당 사이트에 회원가입을 하거나 그에 상응하는 개인정보를 제공해야한다. 이에 정부는 무분별한 주민번호 도용을 막기 위해 주민번호대체수단 의무화를 2007년에 실행하여 아이핀, 공인인증서를 통한 본인확인 대책을 내놓았으나 허술한 본인인증 절차로 인해 아이핀 역시 도용당하고 있는 실정이다. 본 논문에서는 가상 아이디 발급으로 적절한 익명성을 제공함과 동시에 경로 구성 기법을 통하여 악성 댓글 및 의견글 달기를 막기 위한 조건부 추적이 가능한 익명 게시판에 대해서 소개하도록 한다.

주민등록번호 도용 문제가 사회적 문제가 되고 있고, 인터넷 사이트 가입시에 현재 가입자에 대한 본인확인이 정확히 수행되고 있지 않다. 대체수단은 성인 인증과 인터넷 사이트 가입시에 적용되며, 기존의 주민등록번호를 대체하여 인터넷 가입시에 활용 가능한 가입자 식별번호를 발급하고 폐지하는 절차와 프레임워크를 정의하고 있다. 본 논문에서는 최근 정보통신부가 추진하고 있는 주민등록번호 대체수단의 개요, 동작원리, 대체수단의 종류, 논쟁거리, 향후 발전 방향을 제시한다. 본 고는 주민등록번호 대체수단의 정책 결정에 유용하게 활용될 수 있을 것이다.
