A Proposal for Korean armed forces preparing toward Future war: Examine the U.S. 'Mosaic Warfare' Concept (미래전을 대비한 한국군 발전방향 제언: 미국의 모자이크전 수행개념 고찰을 통하여)

  • In 2017, the U.S. DARPA coined 'mosaic warfare' as a new way of warfighting. According to the Timothy Grayson, director of DARPA's Strategic Technologies Office, mosaic warfare is a "system of system" approach to warfghting designed around compatible "tiles" of capabilities, rather than uniquely shaped "puzzle pieces" that must be fitted into a specific slot in a battle plan in order for it to work. Prior to cover mosaic warfare theory and recent development, it deals analyze its background and several premises for better understanding. The U.S. DoD officials might acknowledge the current its forces vulnerability to the China's A2/AD assets. Furthermore, the U.S. seeks to complete military superiority even in other nation's territorial domains including sea and air. Given its rapid combat restoration capability and less manpower casualty, the U.S. would be able to ready to endure war of attrition that requires massive resources. The core concept of mosaic warfare is a "decision centric warfare". To embody this idea, it create adaptability for U.S. forces and complexity or uncertainty for the enemy through the rapid composition and recomposition of a more disag g reg ated U.S. military force using human command and machine control. This allows providing more options to friendly forces and collapse adversary's OODA loop eventually. Adaptable kill web, composable force packages, A.I., and context-centric C3 architecture are crucial elements to implement and carry out mosaic warfare. Recently, CSBA showed an compelling assessment of mosaic warfare simulation. In this wargame, there was a significant differences between traditional and mosaic teams. Mosaic team was able to mount more simultaneous actions, creating additional complexity to adversaries and overwhelming their decision-making with less friendly force's human casualty. It increase the speed of the U.S. force's decision-making, enabling commanders to better employ tempo. Consequently, this article finds out and suggests implications for Korea armed forces. First of all, it needs to examine and develop 'mosaic warfare' in terms of our security circumstance. In response to future warfare, reviewing overall force structure and architecture is required which is able to compose force element regardless domain. In regards to insufficient defense resources and budget, "choice" and "concentration" are also essential. It needs to have eyes on the neighboring countries' development of future war concept carefully.

  • The purpose of this research is to take a look at what are research autonomy's factors of the government-supported research institutes with a new angle and how these factors influence on organizational effectiveness at the same time. ultimately, this research will suggest what government should guarantee and support researcher of the government-supported research institutes. In the groundwork, this research divides the level of research autonomy individual and organizational level, and divides the type of research autonomy intrinsic and extrinsic autonomy and also organizational commitment, and measure job satisfaction for organizational effectiveness. consequently, intrinsic autonomy which is associated with 'selection of research project', 'freely and lively traffic in ideas', 'choice of research methodology', 'utilization of research's result' is much more important than extrinsic autonomy for researchers to improve organizational effectiveness.

  • 오늘날 비즈니스의 가장 중요한 요소 중의 하나는 타이밍이며, 이의 예측 정확성이나 대응력에 따라 비즈니스의 성패 정도가 달라질 수 있다. 이러한 의사결정력을 강화하기 위해서 많은 기업에서는 글로벌 선도시장의 흐름이나 선진기업의 성공전략에 대한 벤치마킹을 수행한다. 모바일 산업에 관한 한 한국은 글로벌 선도시장으로, 한국의 휴대폰 시장 변천을 분석하고 구매요인 및 요인간 관계를 규명하여 지표화할 수 있으면 여타 국가에서 시장주도 전략에 중요한 역할을 수행할 수 있을 것으로 예상된다. 따라서 테크놀로지 수용에 대한 기존 문헌연구를 바탕으로 끊임없이 변화하는 정보기술 제품이나 서비스의 수용 여부 및 시장 성장 예측에 대한 프레임워크를 개발 제시하는 것이 본 연구의 기본 목적이다. 개인차원의 기술 수용 모형인 Technology Acceptance Model(TAM) 및 여러 수정모형에서 규명된 다양한 변수들은 실증적인 연구의 결과로서 중요성은 갖으나, 여전히 연구 및 실무 관점에서는 특정 상황에 대한 통계 분석 결과의 제시라는 점에서 한계를 갖는다. 비교 대상국으로 선택한 중국은 그 국토만큼, 인구만큼, 문화만큼 다양하고 복합적인 시장이며, 동시에 누구나 공감하는 거대한 잠재시장이므로, 한국시장의 분석을 바탕으로 중국시장에 대한 향후 성장을 지표로 예측할 수 있다면 국내 기술 및 상품 수출의 기회를 보다 더 수익성있게 포착할 수 있을 것이라고 판단했기 때문이다. 그러나 여기서는 연구의 의의, 대표적인 일부 변수의 평가와 연구방법에 대한 제안에 국한하여 설명한다.

  • 지난 수년간, IT 비용의 지속적인 증가에 따른 IT 투자 의사결정 및 평가를 위한 성과 분석은 최근 가장 주요한 이슈가 되고 있다. IT 투자와 성과간의 상관 관계를 규명하기 위한 수많은 노력에도 불구하고 IT 투자 성과 측정의 어려움과 이에 영향을 미치는 요소들의 복합성으로 인하여 낮은 IT 투자 성과의 원인을 제시하는 것은 여전히 쉽지 않은 문제이다. 본 연구는 실제 IT 투자 규모와 IT 투자 성과간의 상관관계를 분석하고, 이에 조직, IS프로젝트, 사용자 요인들이 어떻게 영향을 미치는지 나타내고자 하였다. 2개 제조업체의 총 44개의 단위시스템들에 대하여, IT 투자 비용은 형태별로, IT 투자 성과는 정성적, 정량적인 효과를 정보, 시스템, 사용자, 조직효과 관점에서 측정하고 있다. 또한, 각 시스템을 구축하였던 업무 담당자들, 사용자들에 대한 인터뷰 및 설문을 통하여 조직, IS프로젝트, 사용자 요인을 측정하고 있다. 본 연구는 효과적인 IT 투자 성과를 얻기 위해서는, 절대적인 IT 투자 규모도 중요하지만 구체적인 정보전략계획의 수립, 경영진의 지원, 사용자의 적극적 참여와 같은 IT 투자 실행의 중요성을 제시하고 있다. 이들 결과를 바탕으로 IT 투자를 고려하고 있는 기업들에게 효과적인 투자 방안을 제시할 수 있을 것이다.

Estimation of Daily Reservoir inflow from Water Level Observations Using a Hydrologic Model and an Optimization Metho (수문모형과 최적화 기법을 이용한 저수지 수위 실측 자료 기반 유입량 추정)

  • 저수지 유입량은 효율적 저수지 운영을 위해 중요한 요소로, 이는 하류 하천 등과 복합적으로 연계되기에 통합적 수자원 관리를 위해서 정확한 추정이 중요하다. 국내의 일부 저수지에서는 상류에서 유입되는 유량을 측정하고 있으나, 모든 저수지에 대해 측정하기에는 현실적 한계가 있다. 한편, 한국농어촌공사에서는 유효저수량 10만톤 이상 저수지에 대해 수위 계측기를 설치하여 수위자료를 관측하고 있으며, 이는 수위-내용적 곡선을 통해 저수량으로 변환이 가능하다. 저수량 자료가 확보되면 물수지식 기반으로 간접적으로 유입량의 추정이 가능하나, 수위가 상승하는 구간에 대해서만 적용이 가능하기에 연속적인 자료의 확보에 한계가 있다. 이 경우 불연속 유량자료를 대상으로 수문모형의 매개변수를 최적화하여 장기간 연속자료로 변환하는 것이 한 방안이 될 수 있다. 본 연구에서는 저수지 수위 기반으로 추정된 간헐적 유입량 자료를 기반으로 수문모형의 매개 변수를 최적화하여 장기유량으로 변환하고자 한다. 수문 모형과 매개변수 최적화 기법은 각각 Tank 모형과 SCE (Shuffled Complex Evolution) 기법을 이용하였다. 매개변수 최적화를 위한 목적함수는 고유량 저유량 총량 분산 관련 지표에 가중치를 부여한 다중 목적함수로 설정하였으며, 이를 통해 도출된 다양한 매개변수 후보군 중 고유량 저유량 총량 유황곡선의 유사정도가 전반적으로 일치하는 매개변수 군을 선택하였다. 본 연구 결과는 미계측 저수지 유입량을 추정할 수 있음으로써 저수지의 효율적인 물관리와 용수관리 의사결정에 활용할 수 있을 것으로 사료된다.

  • Due to the limitations of public and private blockchain, several organizations are implementing consortium blockchain systems. In order for an organization to conduct business using blockchain, it must consider 'blockchain governance' factors, such as decision rights, accountability and incentives over on-chain and off-chain, depending on the organization's strategy and objectives. If an organization conducts business without blockchain governance, it cannot achieve its strategy and objectives systematically, effectively and efficiently, and cannot comply with internal external requirements such as the expectations of stakeholders and laws. However, as businesses using consortium blockchain expand, there is no research on consortium blockchain governance. Thus, in this study, the consortium blockchain governance framework, including functions, roles and responsibilities, was developed to help organizations effectively and efficiently conduct business using consortium blockchain. In addition, to review the feasibility of the developed consortium blockchain governance framework, the framework was reviewed through an advisory committee consisting of experts on blockchain and governance over two occasions. As a result of the review, components of the consortium blockchain governance framework, including functions, roles and responsibilities, were considered complete and relevant.

A Study on the Improvement of Legislation on Management of Compound Coastal Disasters (해안가 복합재해 관리를 위한 법률 현황 및 개선방향)

  • Compound coastal disasters are a type of natural disaster featuring both internal and external flooding due to rises in sea-level, torrential rains, typhoons, and tsunamis. The, incidence and scale of damage from such disasters is increasing. This aim of this study was to review the current laws and systems managing the phenomenon of the coastal complex disaster, and to derive recommendations for improvements to manage and prevent them. In this study, the Framework Act on the Management of Disasters and Safety, the Countermeasures against Natural Disasters Act, the National Land Planning and Utilization Act, the Coast Management Act, the River Act, and the Sewerage Act were reviewed, with focus on the district-zoning system designated by ministries for the management of natural disasters along the coast. Through a comparison of the purpose and nature of the laws, spatial scope, and management resources, it was judged that it would be desirable to comprehensively manage compound coastal disasters based on the Countermeasures Against Natural Disasters Act. In order to overcome the limitations of the current system and to derive specific measures to improve laws and systems, a questionnaire survey on detailed factors was conducted targeting experts in natural disaster management. The results indicated that it is necessary to improve the current system or introduce a new system for the management of coastal complex disasters, with integrated management of land and sea areas through the installation and operation of integrated decision-making governance by related ministries such as MOIS, MOLIT, MOF, and ME.

  • Rather the ballot paper design could influence voting behavior, there is less study upon the designing ballot paper and the importance of information design. This study examines the possibility of error occurring in the ballot paper design under the rules of Public Official Election Act. To do this, we conducted a heuristic evaluation method to review regulations, and an empirical experiment with closed groups. From this, we found that (1) diverse cases of ballot paper can be produced, and (2) various fonts, sizes, and materials can be used. Accordingly, it is inevitable to deliver regulations on (1) the usage of chromaticity and image, (2) the applying universal designed-typography, and (3) the margin for the spacing between ballot boxes. This study, at the end, suggests institutional measures for securing the validity and legitimacy on the decision-making process to remove latent ambiguity in ballot paper designing.

A Study on the Analysis of Information Element of COP-Based Situation Panel for Efficient Disaster Management in the Situation Room (상황실의 효율적인 재난관리를 위한 COP기반 상황판 정보요소 분석에 관한 연구: 풍수해를 중심으로)

  • This study derives essential information elements that should be shared in the situation board by utilizing the concept of common operating picture (COP). The COP's concept and actual overseas cases were confirmed, and COP information elements that should be considered for disaster situations were redefined. The COP disaster response information elements were derived by analyzing the standard manual for disaster response and daily situation reports issued in Korea. The information elements were divided into four stages (①Report reception and recognition stages, ②Situation propagation and reporting stages, ③Emergency equipment operation stages, ④Recovery and recovery stages), centered on storm and flood damage. Further analysis of the detailed information elements was conducted to derive the information elements that must be shared in the context board. The information is shared along with spatial and geographical characteristics due to the characteristics of the COP, providing complex information to decisionmakers and officials, enabling diverse access to disaster situations. Furthermore, it is expected that disaster response will be more efficient by sharing the information in common.

  • This paper aims to examine the moderate effects of LMX on the relationships between appraisal justice and organization commitment. Additionally, This study is to identify the influences of appraisal justice on the organization commitment in the organization. To accomplish these purposes, the main factors of the appraisal justice such as distributive justice, procedural justice and interactional justice were found from the previous studies. This study used the statistical techniques such as descriptive analysis, reliability analysis, discriminant analysis, factor analysis, correlation analysis, multi regression analysis, and hierarchical regression analysis. The following are the summary of hypothesis test: First, all three justice factors are essential to enhance the level of organizational commitment in appraisal about employee of enterprises. Second, interactional justice among factors of appraisal justice have differential influence on organization commitment by LMX.
