정보보호의 중요성으로 공공기관이나 일반 기업은 정보보호관리체계를 수립, 운영하고 있거나 정보보호 활동을 하고 있다. 하지만 정보보호관리체계나 정보보호 활동에 대한 성과측정이 불명확한 기준을 가지고 있거나 명확한 기준이 없는 것이 현실적인 문제점이다. 이러한 문제점으로 적절한 성과측정이 이루어지지 않기 때문에 현재의 정보보호 수준을 올바르게 측정할 수 없을 뿐만 아니라 그에 따른 성과개선을 하기에도 어려운 실정이다. COBIT 프레임워크의 정보보호 성숙도 모델을 활용하여 정보보호 거버넌스 관점과 연계함으로써 정보보호 성과에 대한 측정지표를 구체적으로 제시하고자 한다. 구체적인 정보보호 성과에 대한 측정지표를 활용함으로써 현재의 정보보호 수준을 파악하고 나아가서 정보보호 수준을 개선하고자 하는데 이 연구의 의미를 두고 있다.

2017년 국제 정보보호관리체계 전문가에 대한 자격 기준인 ISO/IEC 27021 표준이 발표되었다. 이 기준을 만족하는 ISMS 전문가를 인증하기 위해서는 인증스킴과 인증기관으로 이루어지는 인증체계가 필요하지만, 국내의 인증 체계는 ISO에서 인정하는 사람에 대한 인증 요구사항을 만족하기 어렵다. 이 논문에서는 ISO/IEC 27021의 요건을 만족하는 인증된 ISMS 전문가를 배출하기 위해 필요한 사항들을 살펴보고 인증 스킴의 개발 방법과 전문가 인증 방안을 검토한다.

As information security is becoming more important today, efforts in managing information security more efficiently is becoming greater. Each department such as Ministry of Security and Public Administration, Ministry of Science, Ministry of Education, National Intelligence Service, etc. is established screening criteria for information security and conducted the evaluation. Various information security certification and evaluation for public institutions effectively help to improve the level of information security. However, there are limitations of efficient security management because the examination to be performed frequently by each department. In this paper, we analyze screening criteria of the information security management that is being conducted in the public institutions. We also present limitations of information security management and the direction of improving the limitations.

클라우드는 IT를 직접 소유하기 보다는 제3자가 제공하는 규격화된 요소들(소프트웨어, 플랫폼, 인프라구조 등)을 필요에 따라 셀프서비스 방식으로 사용하고 그에 따른 경비를 지불하는 모델을 포괄적으로 일컫는 용어이다. 그러나, 클라우드는 데이터를 집중 관리하므로 규모의 경제를 달성하는 데 용이하지만 악의적인 공격자에게는 더 매력적인 공격대상으로 간주되기도 한다. 이러한 모든 특징으로 인해 클라우드는 기존의 IT 환경에 비해 더 높은 수준의 보안 프로세스, 기술 및 의식을 요구하고 있다. 본 논문에서는 클라우드 서비스를 보호하기 위한 각종 보안 인증 스킴을 살펴보고, 아울러 클라우드 솔루션을 평가, 구현, 관리, 유지할 때 필요한 규정준수와 위험관리, 사용자 확인과 액세스 제어, 서비스 무결성, 종단점 무결성, 정보보호 등 핵심 보안 고려사항 5가지를 제안하였다.

RFID/USN 환경에서 정보보호의 취약성에 대응하기 위해서는 정보를 관리하는 데이터 서버에 접근하는 개체에 대한 인증뿐만 아니라 정당한 RFID 리더와 USN 노드임을 인증한 수 있어야 하는 등 전반적인 디지털 인증체계로의 기술 및 개념 변화가 병행되어야 한다. 존, RFID/USN 환경에서는 정보화의 주체가 사람에서 사물 및 기기(이하 사물/기기)로까지 확대됨으로 인해서 정보를 다루는 주체의 정당성을 확인하는 인증 수단도 사람에서 사물/기기로 확대된다. 따라서 사물/기기 인증을 포함할 수 있도록 기존의 유무선 PKI 인증체계를 확장하고, 그 위에 실명보호 인증, 디지털 권한관리를 위한 속성인증, 그리고 디지털 문서의 증거 효력을 위한 관리 방법 등을 포함하는 디지털 통합인증서비스가 필요한 시전이다.

정보사회의 도래와 인터넷의 확산으로 정보보호의 중요성이 증가함에 따라 기업과 조직에 있어서 정보보호는 경쟁적 우위를 확보하기 위한 도구임과 동시에 비즈니스를 안정적으로 수행하기 위한 필수 경영요구사항으로 등장하고 있다. 또한 기업자산의 일원으로써 보호되어야 하는 유 무형 정보자산의 가치는 더욱 높아지고 있으며, 이를 관리하는 조직과 기업의 효율적이고 효과적인 정보 자산 관리 및 정보보호 투자에 대한 중요성이 부각되고 있다. 그러나 조직의 정보보호 투자가 증가함에도 불구하고 이에 대한 성과측정을 위한 체계적 방법이 제시되지 않아 정보보호 투자 의사결정 및 개선방향 도출에 어려움이 있다. 기존의 재무적 측면위주의 정보보호 투자효과 분석은 정보보호 투자의 기회비용적인 특징으로 인해 체계적인 효과 분석 및 현황을 파악하기에는 부족하며 향후 정보보호 투자의 전략추진방향을 제시하기 어렵다. 본 논문에서는 정보보호 투자효과의 특성을 고려하여 균형성과표(Balanced Scorecard, BSC)관점의 정보 보호 투자 전략과 성과에 대한 인과관계를 분석하고자 한다. 따라서 기존 정보보호 투자효과 분석의 선행연구를 중심으로 핵심성공요인과 측정지표를 도출하고, 관련 기업 및 조직을 대상으로 설문조사를 통해 수집된 자료를 구조방정식모형(Structural Equation Model, SEM) 분석기법을 활용하여 실증분석 하고자 한다.

The main objective of this study is to analyze the sustainable development of the landscape management system for the historic city of China, and to find out the implications to historic city in our country. Firstly, this study introduces the karrimor of historic city in China and the evolution of historic landscape management policy, and then analyses the main content of the historic landscape management system with Beijing, for example: "the protection planning of historic city", "the protection and construction planning of historic city in twelfth five-year plan", "the comprehensive planning of Beijing", and lastly suggests the way of sustainable development for historic landscape management of Beijing. In Beijing, three are three different levels of landscape management system, cultural properties(individual), historic districts(area), and historic city(as a whole) on the basis of the landscape management for historic city. The sustainable development of the historic landscape management system in Beijing gives meaningful implications to historic cities in Korea.

This research intends to suggest the ways to improve protected area management in Korea. To this end, the current protected areas appointed in the nation and their management has been examined, and the problems of management have been identified by means of a field research of protected areas and a survey. In addition, a scheme for an integrated management system has been suggested for management improvement, and a management plan guide, as well as after-evaluation guide, has been suggested. The outcome of the research is as follows. First, the protected area management plan is needed since the protected area in our nation is not managed in a proper way after being appointed as such. Second, when making a management plan, a management organization should make a management plan that can attract voluntary participation from stake-holders by means of efficient communications with them. Third, to maintain the management plan in a consistent and systematic way, related policy, law, and institutions should be (re)formulated. Fourth, an organization responsible only for management of protected areas should be established in consideration of management inefficiency due to the overlapped appointment of managing the protected area. Fifth, the management plan guide and after-evaluation guide can be used for effective protected area management. The results of this study are expected to be helpful for creating a management improvement scheme to address the problems related to the protected areas in our nation. But, it is required to review the guides for the management plan and after-evaluation, and consistent and systemic support from the government in such areas as legislation and policy are also in great need.

Personal information processing works, including resident registration number is common to be consigned by IT specialized company due to high level expertise and tremendous cost. The accident related to personal information is increasing and most of accidents are caused by the consignee's leaking information. According to the Inspection of personal information protection and the management level diagnosis of personal information protection, public Institutions need to build the consignee's accident prevention and personal information management system as soon as possible. In this paper, the efficient enhancement ways for the personal information protection is studied. We analyze the law of business consignment and select basic management items related with personal information protection, and propose a analysis scheme for management level of personal information protection and a enhancement scheme for management system of personal information protection. This paper suggests consignee's management system of personal information protection for the enhancement way and the three Strengthening ways in law. To compose the a enhancement scheme for management system of personal information protection, we conduct questionnaire survey to 30 consignees(IT maintenance, notice printing, call center, welfare center) related to typical tasks of public organizations, present reference for this scheme, and execute verification of this scheme by focus group interview of consignor and consignee.
