Plans for Improvement of Laws and Systems to Promote Independent Living of Child Discharged from out-of-home Care (보호종료아동의 자립증진을 위한 법률 및 제도 개선방안)

  • The purpose of this study is first to analyze domestic laws and systems related to independent living of child discharged from out-of-home care, second to conduct and analyze a survey on current status of child discharged from out-of-home care, and third to present plans for improvement of laws and systems to promote independent living of child discharged from out-of-home care. In this study, first, laws and systems related to independent living of child discharged from out-of-home care in Korea were analyzed. Second, a survey was conducted on the status of child discharged from out-of-home care, and the results were analyzed. With cooperation of Korea Child Welfare Association, Korea Child and Youth Group Home Council, and the Central Foster Support Center, a survey was conducted on 251 children discharged from out-of-home care, and the results were analyzed. Third, plans for improvement of laws and systems to promote independent living of child discharged from out-of-home care were presented.

Analysis of Health and Welfare Support for Children Who Have Ended Protection in Korea - Focused on the case of Cheonan city - (국내 보호종료아동 보건복지 지원실태 분석 -천안시 사례를 중심으로-)

  • According to the 「Child Welfare Act, Article 16(1)」, when the age of a child reaches 18, he or she is discharged from prison. However, in order to prepare an effective support posture from the central government and local governments, a clear fact-finding survey on children who have completed protection is necessary. Therefore, in this study, the most basic questionnaire on housing, health, education, employment, and social relations of children living in Cheonan City after completion of protection is required. An investigation was conducted. As a result, the housing and social relationship of children living in Cheonan city were good compared to children living in Cheonan city compared to children who completed protection nationwide. Therefore, it was found that it is urgent to establish a close cooperation system with related organizations in this regard.

The Effect of Resiliency Training Program for Child Protection Agency Counselors to Prevent Secondary Traumatic Stress (아동보호전문기관 상담원을 대상으로 한 이차외상스트레스 예방을 위한 레질리언스 훈련 프로그램의 효과 연구)

  • The objective of this study is to find out the effect of the secondary traumatic stress prevention program for counselors at child protection agencies. The quasi-experiment design was used for pre-test, post-test, and for follow-up test, performed 3 months after the program. Experimental group consisted of 9 counselors, while the comparison group consisted of 10 counselors. As a result, it was revealed that secondary traumatic stress prevention program was effective in decreasing the secondary traumatic stress and depression of the counselors, and also effective in increasing stress coping even though it was not statistically significant. Follow-up test did not present statistically significant changes in secondary traumatic stress, depression, and stress coping. It was found that, to achieve continued effect of the program, much longer and sustained program is required. Based on these findings, the necessity and application of the secondary traumatic stress prevention program were suggested.
