Though the upper stream basin area of Gwanpyung-Cheon in Daejeon, Korea is protected as Green Belt Zone, the stream is under constant environmental pressure due to current agricultural practices and infrastructure development in its basin area. To develop appropriate integrated water resources management plan for the stream, it is necessary to consider not only water quality problems but also water quantity aspect. In this study, Storm Water Management Model (SWMM) was calibrated and validated with sets of field measurements to predict for future water flow and water quality conditions for any rainfall event. While flow modeling results showed good agreement by showing correlation coefficient is greater than 0.9, water quality modeling results showed relatively less accurate levels of agreements with correlation coefficient between 0.67 and 0.87. Hypothetical basin development scenarios were developed to compare effect on stream water quality and quantity when Low Impact Development (LID) technologies are applied in the basin. The results of this study can be used effectively in decision making processes of urban development Gwanpyung-Cheon area by comparing basin management alternatives such as LID methods.
This study takes the position that present after-school classes affect the development of children's sociality and self-esteem, and aims at comparing, analyzing and grasping the differences in sociality and self-esteem of the children who attend after-school classes and those of the children who don't. First, when the differences of sociality were analyzed between the children going to after-school classes and those who weren't, it was revealed that those who attended after-school classes had rather lower level of sociality than those who didn't, but there were no statistically meaningful differences. Second, when the differences of self-esteem in regard to whether children took after-school classes or not were examined, those who were taking after-school classes were analyzed to have lower self-esteem than those who weren't. The study results showed that the children who went to after-school classes had lower sociality and self-esteem compared to those who didn't. Taking this fact into consideration, different ways should be found to improve their sociality and self-esteem. In addition, programs need to be developed and introduced so that after-school classes can not only fulfill their original purposes of protecting and guiding children, but also continuously elevate and maintain children's sociality and self-esteem.
A natural monument is designated and protected as a natural or natural/cultural feature of outstanding or unique value because of its aesthetic qualities or cultural significance. However, in recent years, a natural monument plays a role in satisfying the cultural desire of people. For this reason, the main purpose of this study was to investigate public awareness of natural monuments and to evaluate the attitudes towards nature the visitors to Naejang national park displayed. This study also examined the differences in visitors' level of attitudes towards nature according to their awareness of natural monuments. Population of Macropodous Daphniphyllum (Natural Monument No. 91) and Forest of Japanese Torreyas at Baegyangsa Temple, Jangseong (Natural Monument No. 153) are present in large numbers in Naejang national park. For the research, 240 Naejang national park visitors were surveyed to collect data. Results of this study indicated that fewer than 50% of visitors displayed an appropriate awareness of natural monuments. There were also significant differences in attitudes towards nature according to visitors' awareness of natural monuments. In particular, visitors' awareness of the population of Macropodous Daphniphyllum was relatively lower when compared to that on Forest of Japanese Torreyas at Baegyangsa Temple. In addition, visitors who had a high level of awareness about natural monuments and thought that natural monuments had high cultural value displayed more positive attitudes than those who didn't have good levels of awareness. Based on these findings, this study suggests policy changes to establish development plans of the natural monuments in this area.
The purpose of this study is to offer the raw data for establishing the plan of disaster prevention and the continuous conservation of soil ecosystem by grasping the potential soil loss and the danger of erosion using RUSLE method on whole districts in Gyeongju National Park, Korea. In the results of the average amount of soil erosion for the year, the average of all districts was 5.7 ton/ha in annual, and Namsan district was the highest in 7.6 ton/ha in annual and Seoak district was the lowest in 2.1 ton/ha in annual. The dangerous district due to the soil erosion was analyzed as under 1%, and Gumisan and Hwarange district was not serious. But Namsan district was higher than others, especially, there was intensive in all over Geumohbong. Therefore, to protect the all over Geumohbong, we will establish the valid of restoration and management. The types of land cover in Gyeongju National Park mostly showed forest, and as the average amount of soil erosion in forest was 3.7 ton/ha in annual, there was good condition. In the results of the amount of soil erosion due to landform, the deep canyon showed as 7.3 ton/ha in annual per unit area, secondly, the U-shaped valley was analyzed as 6.1 ton/ha in annual. The plain and high ridge were predicted that there occurred the small amount of soil erosion. In future, if we will analyze the amount of soil erosion in Korean National Parks, we will offer the help to establishing the plan of conservation and restoration on soil ecosystem in whole National Parks.
Landslide disasters including debris flows are the one of the most frequent natural disasters in Korea, and losses of lives and property damages due to these catastrophic events have been increased every year. Various mitigation programs and related policies have been conducted in order to respond and prepare landslide disasters. Most landslide reduction programs are, however, focused on recovery actions after the disasters and lead to unrealistic consequences to the affected people and their properties. The main objective of this study, therefore, is to evaluate the landslide hazard based on the identification of geomorphological features, which is for the preparedness of the landslide disasters. Two methodologies, SINMAP and vector dispersion analyses are used to simulate those characteristics where landslides are actually located. Results showed that both methods well discriminate geomorphic features between stable and unstable domains. This proves that geomorphological characteristics well describe a relationship with the existing landslide hazard. SINMAP analysis which is based on the consecutive model considering external factors like infiltration is well identify the landslide hazard especially for debris flow type landslides rather than vector dispersion focusing on a specific area. Combining with other methods focusing specific characteristics of geomorphological feature, accurate landslide hazard assessments are implemented.
General aviation is an integral part of civil aviation and involves the widest range of aviation segments except commercial aviation. Featured with different operational procedures and practices to satisfy the economic needs and safety requirements of a sovereign state, general aviation tends to be regulated by an individual state. The last three decades have seen exponential growth of commercial air transport in China, but its general aviation sector has remained disproportionally underdeveloped. With the deepening of the reform of low-altitude airspace, the sector is poised for a radical change and rapid growth. However, legislation governing general aviation activities in China is distorted causing inconsistency and confusions in their application and implementation. This paper aims to analyse China's prevailing legislation regulating general aviation activities. It first discusses the various definitions adopted by ICAO and its member states and reviews the development of general aviation in the US, EU, Australia and China. It then examines the sources of China's general aviation laws, e.g. Chicago Convention and its annexes, and Chinese domestic legislature which covers legislation, laws, directives, rules and procedures. The paper continues to analyse and establish the deficiencies of its prevailing legal framework by pointing out the following: variation of definitions in different regulations, inconsistency of principles in existing laws and regulations, legal vacuum concerning government subsidy, environment protection, safety and security, and other operational areas such as aerial club, sightseeing, and search and rescue. In this process, the paper argues that a coherent, consistent and systematic legal framework is required in order to ensure fair competition and safety for a healthy, progressive and sustainable general aviation growth. Suggestions for rectification and improvement are proposed.

Due to the impermeability of outer wall facilities such as Breakwaters which dissipates the wave energy and keeps harbor tranquility, the enclosed area of harbor becomes partially blocked and the water exchange can be reduced. Recent trends of port development protect water quality and emphasize Water-Front, so the method which enhances the circulation of harbor waters and the dilution of the water pollutants are studied. The best improvement of water quality is a remove of pollutant source on land, but an enclosed port must be enhanced the tidal exchange. For this end, the best improvement may be made a drain-route on the existing outer wall facilities. In this study, the numerical computations were carried out to predict the circulation of harbor waters and the tidal exchange through the drain-rout in the polluted harbor(Samchonpo-guhang) located at the east coast of South Sea. Computational models adopting FDM(Finite Difference Method) were used here and were already verified from the previous studies und ocean survey. As a result of this study, circulation and the tidal exchange at the harbor before and after introduction of drain-route were assessed.

The public construction industry in Korea involves a variety of stakeholders, encompassing multiple layers of contractual relationships that crisscross between the State as project client and the contractors, as well as subcontractors. In such a hierarchical landscape, managerial crises of contractors involving bankruptcy or insolvency can result in unexpected damages for both clients and subcontractors. Accordingly, the applicable legal framework requires project clients to act as patrons in relation to making payments to subcontractors, and stipulates provisions pertaining to direct payments to subcontractors in order to promote the balanced development of the national economy in terms of the public interest by protecting small and medium-sized businesses working as subcontractors for large businesses. However, the relevant legal documents provide for different payment criteria and procedures from document to document, and leave room for variations in the interpretation and construction of applicable provisions, which leads to disputes and discrepancies in court rulings. For this reason, it is necessary not only to compare and analyze statutory provisions pertaining to direct payment to subcontractors, but also to review issues of contention in actual cases. This study aims to analyze issues in cases involving payment to subcontractors from the perspective of the project client overseeing and supervising the construction business. The conclusions from such an analysis will help to effectively resolve subsequent cases of a similar nature by suggesting a strategy to improve the relevant statutory provisions pertaining to direct payment to subcontractors.
This paper uses the horizontal regulation system as the base analysis framework. The study clearly defines the regulatory goals of the followings: the horizontal cross-ownership regulations on program provider (PP) and platform provider, the vertical regulation on cross-ownership between PP and platform operator, the regulation on cross-ownership of program provider by terrestrial broadcasting company, and the regulation on cross-ownership between terrestrial broadcasting company and platform provider. Then, by analyzing the conformity between goals and criteria of regulations and the adequacy of the regulation level according to regulatory purposes, this paper examines the justifiability of each regulation and extracts improvement measures that suite regulatory purposes. This analysis finds following appropriate measures: replacing the horizontal cross-ownership regulation on PP with conduct regulations, such as designating major broadcasting programs or replacing the current criterion of cross-ownership regulation from sales to the audience market share; reshaping the horizontal cross-ownership regulation on platform provider so that system operator (SO), satellite broadcaster and Internet protocol television (IPTV) operator would be applied by the same regulation based on the number of subscribers of pay television services; and discontinuing other cross-ownership regulation. In this way, the study shows that with appropriate regulations on cross-ownership of PP, there would be no need for additional regulation on vertical integration between PP and platform operator. On the other hand, given that the regulation on terrestrial broadcasting cross-ownership of PP could be justified only by regulatory purpose of the protection of the diversity of public opinions, it would be desirable to replace the current criteria of the number of PPs with the criteria of the audience market share. Lastly, the study shows that when platform operator is targeted by the cross-ownership regulation based on the number of subscribers of pay television services, the regulation on cross-ownership between terrestrial broadcasting company and platform provider should be replaced with conduct regulations, such as designating must-offer channels and major broadcasting programs.

The purpose of this study is to provide a basic datd for establishing a basic park management plan for Bulamsan Urban Nature Park. This research surveys very closely about the present condition of the natural ecosystem based on the examination and analysis of the present condition. This research suggests development and management methods for environment-friendly park by understanding damages on the ecosystem due to overuse, as well as park facilities and their effects on the surrounding environment, using quantative analysis. The three steps: researching the present condition research, ecosystem evaluation, and park management plan were taken in order. The present condition research is based on the general condition, natural environment, and natural ecosystem data. In the ecosystem evaluation, wildlife habitats evaluation, landscape evaluation, and biotope type research which is a materialized form of the plant ecosystem were excuted based on the present condition research data. In the park management plan step, 1) classified ecosystem and landscae preservation zone, ecosystem protection zone and ecosystem restoration zone as ecosystem and landscape preservation plan, 2) plannings for ecosystem, fine landscape preservation, damaged area restoration and recovery plan were established in order to suggest environment-friendly plan,
