A study on the Economic Effects of Start-up SME's Social Insurance Costs Reduction (창업 중소기업 4대 보험 경감에 따른 경제적 효과에 관한 연구)

  • This study is about the suggestion of reduction method for social insurance cost of startup SMEs Based on the study abroad and the current status of Korea we suggest several methods such as direct and indirect support, exemption, deferment/loan. For the economic effect analysis, we derived benefits and costs. Employment, value added, and revenue increasing effects are considered as benefits. Costs are analyzed by each method. In case of exemption, the analysis is impossible. Analysis results show that direct and deferment/loan case have an effect of 563,469 jobs creation, added value of 26.82 trillion wons, and increase in tax revenues about 82.4 billion wons. In case of exemption, There are 105,368 jobs creation, 5.02 trillion wons of added value, and 15.4 billion wons of increase in tax revenues. And for each case, there are costs 9.58 trillion won, 5.42 trillion won, 1.79 trillion won.

  • 우리나라는 매년 홍수피해가 되풀이되고 있다. 홍수피해는 댐, 제방시설 등의 사전적 예방조치 이외에 보험을 통한 사후적 보상제도가 절대적으로 필요하다. 그러나 국내에는 아직 홍수보험제도가 도입되지 않고 있어 문제가 되고 있다. 피해자의 경우 정부로부터의 최소한의 복구지원금을 받고 있을 뿐이다. 이에 본 고에서는 국내 홍수피해 현황을 살펴보고 홍수보험의 도입방안을 제시한다. 홍수보험의 도입을 위하여 정부, 보험회사 및 주민의 인식전환이 필요하다. 참여주체별 역할에 대해서 살펴보면, 정부는 보험료 일부를 지원하여야 하며, 특히 거대보험사고에 대한 최종 지급보증(재보험회사 역할)을 하여야 한다. 그렇지 않으면 이익추구를 목표로 하는 보험회사가 거대위험에 대한 부담감으로 홍수위험의 인수를 기피하기 때문이다. 물론 보험회사도 홍수보험에 관한 한 어느 정도 사회공익적 차원에서 보험을 운영한다는 자세가 필요하다. 개인도 당연히 자신의 사유시설물에 대한 위험관리의 주체가 되어야 하며, 이를 위하여 보험료를 부담하겠다는 인식 전환이 필요하다.

Improvement Plan of the Relevant Law to Protect Professional Support and Rights of Artists (예술인의 직업적 지원과 권리보호를 위한 관련법의 개선방안)

  • Through the improvement of the Labor Relations Act, the Social Insurance Act, and the Artists Welfare Act for occupational status and rights of artists, the character of workers, joining exception in the Employment Insurance Act, and applying exception in the National Health Insurance Act and the National Pensions Act should be recognized. For this, the scope of workers should be expanded through the interpretation of the court and legislation of the Labor Relations Act, and supporting range of social insurance should be expanded by applying exception in the National Health Insurance Act and joining exception in the Employment Insurance Act for artists who are currently excluded. Artists' compensation insurance that is an optional entry system and paid entirely by artists need to have effectiveness of the system through insurance support. The Artists Welfare Act also needs to be revised to strengthen legal protection for artists and it is important to secure finances for artists' welfare projects. The standard contract should be mandatory and a career certification system for artists should be established so that artists who need welfare benefits can not be omitted.

The Effects of Introducing Surety Insurance for Royalty Collection: A Case of R&D Program for Small and Medium-sized Enterprises (기술료 보증보험제도 도입 효과 분석: 중소기업기술혁신개발사업 적용사례)

  • Since the R&D Program for Small and Medium-sized Enterprises started in 1997 as a part of Small and Medium Business Administration, many companies succeeded to carry out the tasks and were charged royalty fees from the government aid program in return. However, some of them were unable to pay a royalty because of their poor financial positions. Failure to pay a royalty also led to adding administrative duties including debt collection and imposing a penalty of participation restriction for other R&D programs. To solve the problems incurred by a failure of royalty collection, a divided payment using a surety insurance was introduced in 2009. That is, the R&D program recipients who were charged royalties issue surety insurance policies and submit them to a collection agency with a plan of divided payment. In this study, we estimate the main benefits of introducing surety insurance for royalty collection. First, we analyze royalty collection results from recipients supported by the R&D program from 1997 to 2006. By doing so, we calculate the main parameters that will be used for estimating the 2011 collection results. Next, besides estimating the quantitative effect, which summarizes an increase of royalty collection via surety insurance, we also analyze various qualitative effects such as simplification of the collection process and expansion of opportunities for participation in R&D programs.

A Study on the Local Governments' Autonomous Laws Regulating Social Insurance Premium for Medical Security (의료보장을 위한 지방정부의 사회보험료 지원 자치법규에 관한 고찰)

  • Since 2006, local governments in Korea have been providing premiums for social insurance, such as the National Health Insurance System, for the health care of local residents. The purpose of this study is to analyze the content of self-governing legislation that defines these policies. The method of conducting the research was based on the articles of the ordinance related to the 'public health insurance premium' of the self-governing statutes published on the website of the National Law Information Center. As of May 2019, 201 municipalities have enacted ordinances to support public health insurance premiums. In the case of state local governments, 8 out of 17 were found, and in the case of basic local governments, 193 out of 226. The constitution of the ordinance consisted of purpose, time of enactment, type of social insurance premium, object of social insurance premium, amount of social insurance premium support, method and process of social insurance premium support, time of social insurance premium support. This study analyzed contents of these articles. Finally, this study presented issues that could be controversial from the policy and legal viewpoints and suggestions for improvement.

서독(西獨) 및 일본(日本)의 의료보험제도(醫療保險制度)가 주는 교훈(敎訓)

  • 본고(本稿)의 목적은 서독(西獨) 일본(日本) 양국(兩國)의 의료보험제도(醫療保險制度)를 비교 검토하여 그들의 경험에서 배울 수 있는 교훈을 토대로 우리나라의 실정에 적합한 정책방안을 제시하려는 데 있다. 일반적으로 서독(西獨)은 제도내용이 효율성(效率性)보다는 형평성(衡平性)에, 일본(日本)은 비용효과(費用效果) 측면에 치중함으로써 서독(西獨)에서는 의료비 증가로 비용억제(費用抑制)가, 일본(日本)에서는 급여의 형평문제(衡平問題)가 중심과제로 되어있다. 이들 양국(兩國)의 경험을 토대로 한국제도(韓國制度)의 개선(改善)에 유용한 일련의 정책대안(政策代案)을 제시하면, 프로그램간 부담과 급여의 균등화를 추진하고, 정부(政府)의 보조금지원(補助金支援)은 목표인구(目標人口)를 대상으로 규모를 최소화하여 비용효과적으로 실시해 나가야 할 것이다. 소단위조합(小單位組合)의 지속적인 광역화(廣域化) 추진과 조합운영에 자율적인 기능을 부여해 나가는 한편 지역보험(地域保險) 보험료부과기준(保險料賦課基準)의 단순화 및 형평제고를 위해 자력조사(資力調査)를 조기에 실시할 것을 제안한다. 후송체계(後送體系)를 전국적으로 확대 적용시켜 나가면서 고소득계층에 대하여는 강제적용보다 임의적용으로 전환하여 민간보험시장(民間保險市場)의 개발을 꾀하고, 소득 있는 피부양자를 선별하여 보험료(保險料)를 부과(賦課)함으로써 보험재정(保險財政)의 안정을 도모하여야 할 것이다.

Adverse Selection in the Korean Storm and Flood Insurance Market (국내 풍수해보험시장에서의 역선택 문제에 관한 실증분석)

  • We use a unique survey data set of storm and flood insurance in Korea to test for adverse selection. We find systematically positive relationships between the decision to buy the insurance and the insureds' past history with, and potential for, losses from natural disasters. The empirical results suggest that consumers with higher loss rates will be more likely to purchase the insurance. This highlights the importance of considering the detailed features of insurance contracts, such as an improvement in the current insurance premium assistance program as the government amends its current policies regarding storm and flood insurance and disaster relief program.

  • The private health insurance covers areas that are not covered by the national health insurance to reinforce insurance guarantee. Realistically, however, many people renunciate small sum insurance claims because the inconvenient claim procedures require a certificate from the hospital for resubmission to the insurance company, which is very time consuming. Therefore, One-stop insurance payout claiming system that is capable of one stop processing of the issuance of e-page safer technology-based certification to claiming of insurance payout by utilizing authorized electronic address (#-mail) through the utilization of private information concealment technology and identification certification technology for the convenience of the subscribers and the simplification of operation was developed.

  • In recent decades, unpredictable earthquakes around the world have caused massive damage. The incidence of earthquakes in Korea that are larger than M5.0 has increased the social demand for earthquake policies. As the seismic performance of buildings has been proven to be the most effective damage mitigation responsibility from past earthquake damage cases, the US and Japan are implementing a seismic retrofitting support system. In Korea, this is being implemented through tax benefits, but it is being neglected by the owners of private buildings. As a solution to this problem, this paper reviews, compares, and analyzes the domestic and overseas seismic retrofitting support systems, and suggests ways to improve the policy and support system for revitalizing the seismic retrofitting of private buildings based on the results.
