Analysis on universal service of mobile data (무선 데이터 서비스의 보편적 요금제 도입에 대한 고찰)

  • The primary purpose of this study is to investigate whether Moon Jae-in administration's universal service policy of mobile date to lower communications fares can be justified. To do so, this work takes a look into the key features of mobile data in our society based on a theoretical perspective as well as a practical point of view. Also, it attempts to figure out whether mobile data service should be included in the scope of universal service in Korea by analysing the key features of mobile data and rethinking the basic concepts of universal service. As a result, this work reaches a conclusion that the government should reconsider universal service policy of mobile date and reform a universal service system in a different way.

  • The usage of fixed call services and public payphones decreased due to the mobile services became general communications tools and the new VoIP services are emerging. Public phone services are included in the scope of universal services and the prices of services is low and the services are easy to access anywhere. However the telecommunication markets are changed then the loss of public payphone services gets worse and the importance of public payphone have decreased. This paper reviewed the universal services regulations of public payphones in overseas countries and proposed the implications of improving the universal service regulations for public payphones.

An International Comparison Study of Universal Service Support Mechanisms and Duplications (보편적서비스 지원제도 비교연구)

  • The decision of the USA to found the USF(Universal Service Fund) in 1983, which was aiming to support basic telecommunication services provision at affordable price in rural and high cost areas, has triggered many countries to introduce universal service support mechanisms. Korea has been also operating a universal service support mechanism since 2000 but there are lively controversies on the change of the existing support mechanism. This paper, first, will review universal service support mechanisms in major countries including USA, EU, Chile, Peru and Japan. Second, this paper will classify types of the mechanisms and review merits and demerits of the mechanisms. Finally, this paper will derive some implications for the improvement of domestic Mechanism.

  • The Integrated Public Transport Reforms of the Seoul Metropolitan Government, which were implemented on the $1^{st}$ of July. 2004, launched a new fare allocation method. However, when a Private transit operator or a new transport system is introduced into the existing system, it will cause an allocation problem. Therefore, this study aims to Propose a rational fare allocation method which can be applicable regardless of the number of Public transportation modes or operators. To create alternatives, this study has adopted a fundamental principle of revenue allocation methods for the transit or communications sectors, and has applied it to the current transit system of Seoul. This study kas analyzed results of the cost recovery ratios and characteristics of each alternative through case studies. This study kas Presented an assessment criterion Z in order to select an optimal alternative. The criterion consists of the sum of the cost recovery ratio of each operator and the difference of the cost recovery ratio for each agency in inter-agency transit. Using the assessment criterion. the results showed that Alternative 1 is superior to the others : Alternative 1 is considering passenger-km of each operator and unit cost of passenger-km for each operator.

재가노인복지서비스 발전방안

  • 우리나라도 2000년 들어 65세 이상의 노인인구는 7.2%를 넘어서서 본격적으로 고령화사회(aging society)에 들어섰다. "21세기는 고령자의 세기"가 된다고 해도 과언이 아니며, 2019년에는 14%가 넘어 고령사회(aged society)로 진입할 전망이다. 그러나 우리나라는 "고령자의 세기"라고 불릴 만큼 사회구조가 변화하고 있는 시점에서 노인 인구의 0.3%만이 시설에서 보호를 받고 있으며, 나머지 99.7%는 일반가정에서 생활하고 있다. 유교사회의 전통규범에 의해 99.7%의 노인들이 가족에 의해서 그들의 노년을 보내고 있으나, 핵가족화와 산업화에 따라 윤리규범이 깨어지고 있는 탈윤리시대에서, 더 이상 요보호 노인(와상노인, 중풍노인, 치매노인), 장애노인 등의 수발 및 보호는 윤리적 규범이나 가족, 가정에 의해서 충족되기는 점차 어렵게 되어 가고 있으며 극명한 한계를 보이고 있다. 이러한 사회적 상황과 가족부양체계의 변화는, 고령자를 대상으로 하는 각종 복지 시책 개발, 특히 재가노인 복지서비스의 필요성이 제기되고 있으나 우리나라는 아직 미미한 수준에 머물러 있다. 우리나라 재가노인을 위한 정책의 활성화와 서비스의 양적 확대 질적 고도화를 위해서는 첫째, 보편적으로 이용할 수 있도록 대상 범위를 확대해야 한다. 둘째, 의료서비스의 확충과 같은 전문적 서비스의 확대 실시가 요청된다. 셋째, 동일한 서비스내용에 대해서는 전달체계를 일원화할 필요가 있으며, 사업주체별로 역할을 분담하고 담당 인력별로 업무를 분담해서 전문성을 강화해야 한다. 넷째, 재가복지 서비스는 중앙과 지방의 분담에 의한 무료 서비스인 만큼 지원을 획기적으로 개선 나가며, 보편적 이용의 정도가 큰 서비스는 점차 정부지원의 서비스로 확대하되 저소득층에 대하여는 무료서비스를 제공하고 저소득층 이상에 대해서는 소득 수준에 따른 차등적 서비스 요금을 부과하는 것이 바람직하다. 그리고 보다 질 높은 서비스를 원하는 중산층 이상에 대하여는 시장 경제원리에 의한 실버산업이 활성화되어야 하며 일본에서 시행하고 있는 개호보험제의 도입방안도 적극적으로 검토되어야 할 것이다.

A Study on the Timing and Method of the Final Price of Air Ticket in Computerised Booking System (인터넷 항공권 예약시스템에서의 '최종가격' 표시시기와 방법 - 2015년 1월 15일 EU사법재판소 C-573/13 판결을 중심으로 -)

  • The issue submitted to the Court of Justice on the merits of case C---573/13 originated from a claim brought in the context of a dispute between Air Berlin and the German Federal Union of Consumer Organisations and Associations. The challenge concerned the way in which air fares were displayed in Air Berlin's computerised booking system. The system was organised in such a way that, after selecting a date and a departure airport, one would find all possible flight connections in a summary table. However, the final price of the ticket was displayed only for the clicked connection, and not for all connections, thus preventing customers from being able to compare such price with the prices of other connections. The German Federal Union took the view that this practice did not meet the requirements laid down by Article 23 of Regulation (EC) No. 1008/2008, which requires transparency in the prices set for air services. This led the German State to bring an injunctive action to cause Air Berlin to discontinue said practice. The claim was upheld at both the application and appeal stage of the relevant proceedings. Subsequently, Air Berlin submitted the matter to the German Federal High Court, which decided to stay the proceedings and ask for a preliminary ruling from the Court of Justice as to 1. whether Article 23 of Regulation (EC) No. 1008/2008 must be interpreted as meaning that, during the computerised booking process, the final price to be paid must be indicated at all times when prices of air services are shown, including when they are shown for the first time; and 2. whether, during the computerised booking process, the final price must be indicated only for the air service specifically selected by the customer or for each air service shown. In a nutshell, the Court, by the here---discussed judgment determined that Article 23 of Regulation (EC) No. 1008/2008 must be interpreted as meaning that, in the context of a computerised air ticket booking system, the final price to be paid must be indicated not only for the air service specifically selected by the customer, but also for each air service in respect of which the fare is shown. Clearly the above judgment will place air companies under an obligation to update and adjust (when needed) their computerised ticket booking and payment systems, in consideration of the primary need for consumers to be aware at all times of the actual price payable for a ticket and be able to compare the price of the service selected with the prices for other air services in respect of which the fare is shown.

A Study on the Adaptation and Change of Amusement Culture on the Case of Wolmido Pleasure Ground during the Japanese Colonial Era (일제강점기 월미도유원지를 통한 행락 문화의 수용과 변화에 관한 연구)

  • Pleasure grounds, which were introduced during the Japanese colonial era, were places for organizing new amusement activities, and developed into a large-scale private spaces and a new type of public space at the same time. This study explores the scenery and accommodations of pleasure grounds and the changes of the amusement culture through the Wolmido Pleasure Grounds, which was a typical pleasure grounds of the time. At that time, Wolmido became a comprehensive amusement/entertainment place with many elements of both Western and Japanese pleasure grounds such as exotic buildings harmonized with trees, a beach, a seaside school, public playing field, and zoo constructed on the Island. Wolmido Pleasure Ground, which was connected with Kyungsung by Kyungin railroad during the Japanese colonial era, is a good example showing the process of the popularization and commercialization of the amusement culture. The process of popularization of amusement shows the spreading of the enjoyment of leisure time with amusement activities through appreciating the beautiful scenery of the pleasure grounds among various social classes. The caste system was broken and anyone could use the pleasure grounds by paying the fee, of which there were many kinds, so the distinction between genders and the different classes, such as the Chosun people and Japanese, regarding amusement in pleasure grounds disappeared gradually. Also, pleasure grounds were a place for Western hobby-sports activities and were the means to generalize collective and dynamic activities through summer school and various sport games. At the same time, there were places for deviation from the existing social norms when it was combined with entertainment facilities. The commercialization of amusement took place in the form of an artificial entertainment culture within an artificial environment. First, the scenery was artificially constructed and this scenery created the image of paradise such as 'captivating summer vacation spot' and 'water kingdom'. This was the result of the combined intentions of the colonial authority, the railroad company and the amusement corporation to produce economic profits and encourage development in the area. Second, an artificial spectacle was constructed using nature as the backdrop. Buildings of various styles created a modernized and exotic image when they were combined with each other. Artifacts such as breakwaters and arcades created new attractions for people that enabled them to view both nature and the crowds from a whole different perspective. Third, pleasure grounds contributed to the advent of passive users who would just follow the given use and instructions. In this way, one can find the prototype of popular entertainment places of today such as sightseeing complexes, amusement parks, and theme parks through the construction of amusement grounds as a place for providing dynamic activities.
