Developing a Performance Measurement Index of Convenient Facilities Facilitation Project for People with Disabilities in Gyeongsangbukdo: Application of Logic Model (경상북도 장애인편의시설설치촉진사업 성과관리 평가지표 개발연구: 논리모형을 적용하여)

  • This study aims to address the needs and effectiveness of performance measurement system for convenient facilities support project for people with disabilities performed by local government. In addition, it is also to develop performance measurement index based on logic model. The researchers conducted literature review and focus group interview to develop the performance measurement index. Then, through the project managers and related professionals, the researchers tested validity of the measurement. The final measurement consisted of 38 questionnaires in 8 sectors. With this performance measurement system, we expect to establish rationalization of overall disability services. Also the theoretical framework and approach of performance measurement will be applicable to diverse public social service sectors.

  • 기후변화로 인한 가뭄대비가 상시체제가 된 요즈음, 농업용수의 안정적인 공급을 위하여 가뭄 등의 비상시 지표수는 물론이고 지하수의 공급 가능량에 대해서도 국가적 관리가 필요한 실정이다. 지하수관리를 위해 국가 최상위 계획인'지하수관리기본계획(2012~2021)'이 수립되었고, 지하수의 장기적인 수량, 수질 관리를 위해 국가지하수관측망, 지역지하수관측망(보조지하수관측망), 수질측정망, 해수침투관측망 등 광역과 지역단위로 크게 나누어 지하수관측이 이루어지고 있다. 국가지하수관측망은 지하수법에 의거하여 전국의 주요지점(2016년 말 기준 412개소)에 관측소를 설치하여 수위 및 수질의 변동실태를 광역적으로 분석함이 목적이며, 보조지하수관측망은 국가지하수관측망과 연계하고 보완하기 위한 기능으로서, 지역별 주요 관측지점의 수위, 수질자료를 획득하며, 2018년 9월 현재 3,429개소가 설치되어있다. 본 연구에서는 지역지하수 관측망 중 경남밀양지역에 설치된 관측정 31개소에 대해 수위와 수질을 장기 분석하였다. 밀양지역의 보조지하수관측망 설치는 지하수관리계획의 하부계획인'경상남도 지하수관리계획(2015~2025)'에 의거 2012년에 6개소의 관측공이 설치를 시작으로, 2013년 7개소, 2014년 10개소, 2015년 8개소를 설치하여 총 31개소의 설치를 완료하였고, 2016년부터 2019년 현재까지 전체 관측정 31개소에 대하여 관측 운영 중이다. 본 연구에서는 2013년 1월~2019년 1월까지 지역의 누적강수량과 지하수위 및 수질변화를 관측하였다. 전 관측정에 대해 수위(GL.m), 수질(온도, EC)은 1시간 주기로 관측하였으며, 연 2회 생활용수 기준(19항목)의 수질검사를 실시하고, 지하수성분의 지질학적 기원분석을 위한 양음이온 분석을 연 1회 실시하였다. 관측정의 양수능력 변화관측을 위해 대수성 시험을 연 1회 실시하였고, 관측정의 특성상 장기간 미사용 관정이므로 최적의 상태유지를 위해 연1회 공내세척을 실시하였다. 또한, 관측정의 지형별 차이를 분석하기 위해 관측정의 설치위치를 산악, 강변, 기타 지역으로 구분하고, 각각의 대표관정에 대해 지형에 의한 서로 다른 영향을 분석하였고, 관측정의 심도별 변화를 알기위해 동일지역에 충적, 안반 관측정을 따로 설치하고 관측하여 지표수와 지하수의 심도별 영향의 차이를 분석하였다. 동일지역의 관측결과 평균 5m이하의 수위변화를 보이나, 5m 이상의 수위변동을 보이는 관측망은 15년 14개소 17년 19개소로 증가추세를 보이며, 이는 주로 밀집된 시설하우스 단지의 수막재배를 위한 겨울철 지하수 사용량 증가가 원인인 것으로 판단된다. 밀양지역은 강변지역에 밀집된 시설하우스단지의 동절기 수막재배를 위한 지하수 과다사용으로 수위급감 및 수량부족현상이 반복되고 있어, 예방과 대책강구를 위해 지표수의 함양과 지하수사용량의 상관관계 분석과 자료축적 및 추가연구를 위한 장기관측이 요구된다.

Calculating and Improving Operational Decision-Making Indices for Public Railways by Inclusion of Non-economic Factors (비경제성 요소를 포함한 철도운행 의사결정을 위한 지표 산정 및 개선에 관한 연구)

  • In many cases, operation of regional trunk lines is not profitable to railway operators. Nevertheless, railway operators are under pressure to manage regional trunk lines running under deficits, to better serve public interests. Given this situation, railway operators need to optimize assets by adjusting train schedules or changing the number of trains running. When railway operators judge the operation of a regional trunk line, the B/C ratio is generally used as a management index. This ratio is not considered part of strategic operational policy over the long term, and excessively influenced by the aspects of supply and demand over the short term. Accordingly, this study focused on indices that might be used to prevent worsening deficits and provide long term strategic operation policies, main indices to better measure economic situations, and auxiliary indices to supplement the main index. The main indices were measured in conventional ways to target experts and employees. This study presents quantitative standards, which are intended to be used to create itemized criteria through an Analytic Hierarchy Process, for better decision-making.

Extraction of Surface-Active Substances from Defatted Rice Bran by Supercritical Carbon Dioxide (초임계 CO2유체 추출법을 이용한 탈지미강 중 표면활성물질 추출의 최적화)

  • By using supercritical carbon dioxide fluid, an attempt was made to extract surface-active substances from defatted rice bran. Extraction was carried out according to D-optimal design and results were analyzed by response surface methodology to establish optimum condition. It was found that pressure, temperature and co-solvent (ethanol) influenced in a different extent on the extraction efficiency (i.e., yield and interfacial tension) of surface-active substances. Among them, co-solvent was found to be a major influencing factor, where maximum yield (2.62%) was observed at the highest content (250 g). In addition, it also affected most on the interfacial tension at the oil-water interface but in this case the lowest interfacial tension value (9.51 mN/m) was found when added lowest (50 g). In conclusion, it was estimated that the optimum extraction condition was to be pressure 350bar, temperature $62^{\circ}C$ and co-solvent content 50 g in this study, where extraction yield was 0.69% and interfacial tension to be 10.1 mN/m.

  • 유역유출 상황 모듈은 금강수계의 강우-유출 예측 시스템에 의해 모의된 소유역 및 지점에 대한 유출량과 관측유출량 및 강우량에 대한 상호관계를 물관리를 위한 운영자의 의사결정 보조 도구로 활용하고자 한다. 유역유출 상황 모듈은 하천현황, 강우, 유출, 용수부분으로 구분하여 소유역 및 지점별 면적 강우량과 유출량에 관한 분석으로 구성되어 있다. 유역유출 상황 모듈의 기본 요소는 강우량과 유출량의 분석을 위해 사용된 지표인 강우비와 유출비로 하였다. 이들 지표는 해당월평년과 해당월에 대한 값의 비로 하였다. 강우비와 유출비의 변화에 의해 소유역 및 지점의 유출상황을 판단할 수 있으며 이에 따른 의사결정에 도움이 될것으로 판단된다. 유역유출 상황 모듈의 최종적인 목적은 현재 한국수자원공사 수자원연구원에서 생산중인 유출월보의 콘텐츠인 용수이용량, 월별유출량, 지점별 강우-유출 현황을 원활하게 생산 할 수 있도록 지원하는 것이다.

  • RRMS는 RRFS에 의해 모의된 소유역 및 지점에 대한 유출량과 관측유출량 및 강우량에 대한 상호관계를 물관리를 위한 운영자의 의사결정 보조 도구로 활용하고자 한다. RRMS는 강우, 유출, 용수부분으로 구분하여 소유역 및 지점별 면적 강우량과 유출량에 관한 분석으로 구성되어 있다. RRMS 구성의 기본 요소는 강우량과 유출량의 분석을 위해 사용된 지표인 강우비와 유출비로 하였다. 이들 지표는 해당월평년과 해당월에 대한 값의 비로 하였다. 강우비와 유출비의 변화에 의해 소유역 및 지점의 유출상황을 판단할 수 있으며 이에 따른 의사결정에 도움이 될 것으로 판단된다. RRMS의 최종적인 목적은 현재 한국수자원공사 수자원연구원에서 생산중인 유출월보의 콘텐츠인 SMI 지수, 용수이용량, 월별유출량, 지점별 강우-유출 현황을 원활하게 생산 할 수 있도록 지원하는 것이다.

  • Brake system in railway train operates to reduce the speed of the train or to stop the train via changing the kinematic energy into heat energy for emission and so brake system makes an important rule to transport passenger and cargo for safety operation. Recently operators have a matter of grave concern for the verification of performance in brake system. To verify the exact performance of brake system, most of brake test has been carried out on real operating track condition. Therefore we will determine the braked weight of indirect brake system applied in Iran DMU(Diesel Multiple Unit) in accordance with mc leaflet 544-1, which is to enable Iran DMU to achieve the required braking distances in defined situation.

The Feasibility of the DKUH-75 Left Ventricular Assist Device for Acute Cardiogenic Shock in Pigs (돼지의 급성 심인성 쇼크 모델에서 DKUH-75 좌심실보조키의 유용성에 관한 연구)

  • Background: The recent trend of an increasing number of patients with acute cardiogenic shock or chronic congestive heart failure following myocardial infarction, as well as the considerable number who can not be weaned from cardiopulmonary bypass after open heart surgery, call for immediate efforts to develop affordable ventricular assist devices that are suitable for the Korean physique. Recently, a pneumatic pulsatile ventricular assist device (VAD), named DKUH-75, has been developed by the Department of Biomedical Engineering, in collaboration with the Department of Thoracic and Cardiovascular Surgery of Dankook University College of Medicine. The feasibility of the DKUH-75 VAD was evaluated on the bases of common hemodynamic variables and echocardiographic measurements in pigs, which are subjected to an acute cardiogenic shock state following myocardial infarction, using a novel coronary artery ligation method employing the ischemic preconditioning concept. Material and Method: Acute cardiogenic shock was induced in 10 Yorkshire Landrace Duroc strain pigs by ligating the left anterior descending coronary artery via an ischemic preconditioning process. The hemodynamic variables were monitored, with epicardial echocardiographic measurements performed before and one hour after the ligation. The DKUH-75 VAD was implanted into 5 pigs one hour after the onset of the shock. The hemodynamic variables and echocardiographic measurements were taken one hour after installation of the VAD. Result: The systolic, diastolic and mean systemic arterial pressures were significantly decreased in all the experimental animals one hour after the ligation. The systolic, diastolic and mean pulmonary arterial pressures were increased (Eds note: this completely contradicts the preceding statement? However, if you mean the non-experimental animals this should be stated?). The left ventricular end diastolic pressure (LVEDP) was increased, but the cardiac index decreased, An increase in the left ventricular end systolic dimension and decreases in the fractional shortening and ejection fraction were observed all animals one hour after the coronary artery ligation. In all 5 of the VAD implanted pigs, the systolic and mean systemic arterial pressures were increased, and the pulmonary arterial pressures decreased one hour after the implantation; the LVEDP decreased, but the cardiac index was significantly increased, In the echocardiographic measurements, the left ventricular end systolic dimension decreased after the implantation of the VAD, but the fractional shortening and ejection fraction significantly increased. Conclusion: Significant improvements in the hemodynamic variables and echocardiographic measurements were observed in the 5 VAD implanted animals one hour after installation, which had been subjected to an acute cardiogenic shock state by ligation of the coronary artery, indicating that the DKUH-75 VAD could help in the recovery of the myocardial function. This suggests that the DKUH-75 VAD is feasible in the short term in relation to an acute cardiogenic shock state due to myocardial infarction.

Assessment of Pedestrian Comfort Levels Based on the Microscopic Features of Pedestrian Traffic Flow (보행교통류 시뮬레이션 모형을 활용한 보행편의성 지표의 개발 및 분석)

  • The pedestrian traffic flow has more complicated microscopic features than vehicular traffic flow. Without any designated lanes or any guidance, pedestrians naturally move and change their routes in two dimensional domain with ease. Thus the assessment of pedestrian comfort level should be considering the microscopic features of pedestrian flow. This study is aimed at developing pedestrian comfort criteria based upon pedestrian flow simulation model. This study suggests three criteria to determine pedestrian comfort level; the deviation of route, the acceleration of walk, and the number of collision. Each criterion, which can address the unique walking patterns of pedestrian flow, is represented as each different function with respect to traffic flow rate. The criteria can be the additional indicators to determine the level of service of pedestrian flow together with traffic flow rate and walking speed.

  • Although the CM(construction management) market in Korea has shown rapid growth, unlike other market sectors, there has been lack of a system by which the economy trend of the CM market can be analyzed. The objective of the paper is to analyse and identify key characteristics of the CM market as of the third quarter of 2010 by using the CMBSI(Construction Management Business Survey Index) which was proposed in the previous study. In the paper, the CMBSI is used as the main index along with other five supplementary indices. The use of the CMBSI can contribute to enhancing the understanding of CM market situation and prospect, and also to providing information for CM policy and regulations.
