The purposes of this study was to confirm the current issues of workforce policy of dental auxiliary personnel in Korea. The literature review and data collection were conducted in terms of the auxiliary personnel supply, regional distribution, legal works, working environment. Despite the rapid increase in the number of dental hygienists, the number of active dental hygienists is less than half of the total, and the dental clinics still experience the shortage. Considering the dental hygienist's work, the available dental auxiliary personnel for the dental assistance is limited. The proportion of dental hygienists is concentrated in large cities, and the ratio of dental clinics composed of only dental hygienists is high. Thus, it is essential to look for a plan to solve the disparity. The criterion for judging the legality of the works is ambiguous because a large portion of dental hygienist's work is not specified in the Medical Technicians Act. The job life is also shortened, and occupational profession and satisfaction are lowered. Thus, job burnout is accelerating. The difference between the legal works and the practiced works of dental hygienist and the conflict between the personnel might be due to the lack of utilization plans for the dental personnel at the government level. Therefore, the government should establish the roles of dental hygienist in accordance with the demands of the dental health service, institutionalize the necessary policies accordingly, and make efforts to establish plans to improve the relevant laws and utilize the manpower appropriately.

The Purpose of this Paper was to revise the method of USHCM and to establish new method for level of service analysis on two-lane rural highways. For this Purpose, total delay rate was selected as new MOE for level of service, replacing the present Percent time delay. This result showed that total delay rate was more effective for considering the effects of traffic flows, auxiliary lane, and vertical tirade. The application of total delay rate could resolve the Problems in the USHCM method, such as too wide ranges for level of service D and E, and the use of different Procedures for level of service analysis of general terrain segment and specific grade Procedures. The research results are as follows First, a new method for level of service analysis on two-lane rural highways was developed using the total delay rate. Second, a new classification for level of service was developed and a consistent method applicable for general terrain segment and specific tirade Procedures was developed. Third, the desired speed on two-lane rural highways was determined as 85km/h.

해양에서 각국의 사경비제도를 비교 분석하고 육상에서 사경비(私警備) 현황을 조사하였다. 미래의 해양치안수요의 증가에 대비하여 공경비(公警備)를 유기적으로 보조하고 수요자의 욕구에 맞춤형 서비스를 제공하는 해양에서 사경비제도 도입방안을 모색하였다. 향후 우리 나라의 해상치안환경에 부합하는 해양 사경비 경비모델을 설계해나가고자 한다.

정보통신기술(ICT)은 우리 일상생활에 너무나 깊숙이 스며들어 이제 정보통신기술 없이는 행정서비스, 경제활동, 사회참여, 문화활동 등을 향유하는데 많은 제약이 따르는 시대로 접어들었다. 정보통신기술에 접근하고 이용할 수 있는 사람과 그렇지 못한 사람들의 정보격차 (Digital Divide)가 경제격차와 사회문화적 격차를 유발하여 사회 불평등을 심화시키고 궁극적으로 사회통합을 저해할 가능성이 크다. 정보통신 접근성(ICT Accessibility)은 신체적, 인지적 제약으로 정보통신기기나 서비스에 접근하는데 어려움이 있는 장애인이나 고령자가 일반인과 차별 없이 정보통신의 유용성을 향유할 수 있도록 정보통신기기나 서비스에 대한 접근을 보장해 주는 것을 의미한다. 우리나라는 미국이나 유럽 등 선진국들에 비해 정보통신 접근성을 위한 법 제도적인 출발이 늦었지만, 최근 수년간 관련 법률의 제정, 정보통신 접근성 보장을 위한 지침 및 표준의 제정 등 다각적인 노력을 경주하여 빠른 속도로 선진국 수준을 향해 나아가고 있다. 지금까지 '한국형 웹 콘텐츠 접근성 지침 2.0', '금융자동화기기 접근성 지침' 등 12개에 이르는 표준을 제정한 바 있으며, 정보통신 보조기기의 개발 보급, 관련 전문인력 양성 및 교육 홍보 등을 통해 정보통신 접근성 수준 향상을 위한 노력을 지속해 왔다. 앞으로도 모바일 시대, 디지털 융합의 스마트 시대에 대응하여 다양한 정보통신기기 및 서비스에 대한 접근성 표준 제정, 관련 기술의 연구 등을 지속적으로 추진하여 모든 사람이 정보화의 혜택을 누리는 디지털 통합 (Digital Inclusion) 시대를 열어나가야 할 것이다.

초고속 인터넷 망의 구축에 따라 정보통신 교육이 활성화에 힘입어 직.간접적으로 응용하기 위한 노력이 지속적으로 진행되어 왔다. 웹 기반 원격강의는 원거리 학습자들의 학습욕구를 자기 주도적인 학습이 되도록 전체적인 수업을 진행하므로 학습과정에서의 질의 응답을 교수자에게 면대면으로 제공하지 못하였다. 따라서 학습자가 요구한 질의 내용을 잘못 이해함에 따라 교수자가 학습과정에서의 피드백 제공을 하지 못함으로써 개인학습의 동기부여가 감소됨에 따라 흥미를 입게 되었다. 따라서, 본 논문에서는 웹 기반 서비스에 대한 체계적인 분석 및 설계를 위해 네비게이션 모델을 통해 질의 응답을 지원하는 QALT(Question Answer Learning Tool)를 설계 및 구현한다. 원격강의는 웹 상에서 기본적인 컨텐츠를 제시하고 그를 통해 수업이 진행되는 과정에서의 질의 응답의 문제점을 개선하기 위해 일다대(One-To-Many)의 서비스를 제공한다. 또한. 학습자는 교수자가 지정한 교육용 서버를 통해 텍스트 형식이 아닌 강의자료로 쓰인 문서파일에 직접 작성하여 질의 응답을 가능하게 된다. 그로 인해 교수자와 학생간의 질의 응답을 통해 상호작용을 원활하게 할 수 있는 보조학습도구로써의 사용이 증가될 것이다. 또한 서버에서의 폴더 서비스와 메일링 서비스를 통해 실시간 질의 응답이 가능함으로써 학습자는 강의파일에서 그림에 관한 질문에 효과를 볼 수 있고 교수자는 질문 받은 내용의 위치를 시각적으로 쉽게 볼 수 있으므로 빠른 응답이 가능하게 될 것이다.

One of major services for the next generation mobile satellite system will be multimedia broadcasting and multi-casting service(MBMS). An integrated satellite and terrestrial network can be considered to provide those services seamlessly and cooperatively. This paper presents efficient cooperative transmission architectures for integrated satellite and terrestrial network. First, an integrated satellite and terrestrial system architectures is introduced, and several cooperative transmission architectures for the integrated system are derived. Extensive performance simulation results reveal that the proposed architectures can improve the system performance and make an efficient transmission.

News service provide professional knowledge which can't be gained from any other internet service and the only way to keep pace with professional group. To get this advantage, many country provide news service and three major korean news server connected with foreign news server provide many articles to korea. A lot of institutes - company, research centers and universities - forward articles to home and abroad. In spite of this important effect, The user of news service and technical supports grow smaller. And now It is necessary for a nation to support and operate by non-profitable business. Especially, partially adapted security weaken entire system safety and can't satisfy service provider of various necessary condition. In this paper, we will mention troubles in authentication and suggest safety authentication method which must be supported by established news service.

The purpose of standards and guidelines of library service for people with disability is to provide libraries, governments and other stakeholders with a framework for developing library services for people with disability. This Paper is to Identify the constituents of standards and guidelines of library service for people with disability. These constituents are developed by analysis and investigation of foreign standards and are based on many people's advice such as members of the advisory committee. Extracted constituents of standards and guidelines of library service for people with disability are as follows: physical accessibility to library building and facilities, construction of alternative formats, access to services and programs. assistance engineering devices, web accessibility and universal design, training and staff development, cooperation and networking etc. Finally, we clarified main contents of each element to be included in standard.

This study aims to identify the problems of services for the disabled in Presidential archives and to propose methods to solve those problem. To achieve the goal this study conducted literature surveys such as existing researches, laws and surveys on people with disabilities, and conducted case studies on domestic institutions that provide similar services with archives and US Presidential Archives. Also, information disclosure request was made to the service representatives in Presidential Archives and we analyed the current status of offline services for the disabled who visited Presidential Archives based on the results of literature review, case studies and information disclosure request. As a result, the problems were found in terms of space and facilities, assistive devices, programs and manpower and we proposed the methods to improve the services for the disabled.
