  • ACE2000 MPLS 시스템은 국가 시스템으로 사용하기 위해 기 개발한 ACE2000 ATM 교환시스템에 Ships-in-the-night 모드 형태로 ATM 교환시스템에 MPLS 기능을 추가함으로써 사용자들에게 차별화된 서비스를 제공하도록 하는 시스템이다. MPLS 시스템 모듈인 MIM(MPLS Interface Module)은 1모듈이 2.5Gbps 의 대용량 패킷 포워딩 기능을 갖는 시스템으로서 BPAA, HALA, 가입자 정합 보드에 하드웨어 패킷 포워딩 및 VC 머징 기능을 갖는 HFMA 하드웨어 PBA 가 추가되어 모듈을 구성한다. ACE2000 MPLS 시스템에서는 MIM 모듈의 운용/보전을 위해 모듈내의 각 보드에 대하여 장애 발생시 하드웨어 및 소프트웨어적으로 MSC 에게 보고하도록 하고 있다. MIM 모듈에 대한 장애보고 체계는 하드웨어적으로는 각 보드의 탈/실장, 전원 장애, 기능장애 등을 경보계통을 통해서 보고하는 구조로 이루어져 있고, 소프트웨어적으로는 ATM IPC 채널을 이용한 경보체계를 이용하여 보고함으로써 시스템의 원활한 시스템 운용/보전에 활용하고 있다. 본 논문에서는 이러한 ACE2000 MPLS 시스템의 장애경보(Fault Alarming) 방법 및 그 구조에 대하여 언급하였다.

  • 전 세계적으로 기후변화에 따른 예측하기 어려운 국지성호우의 발생빈도가 증가하고 있으며, 수반되는 돌발홍수를 사전에 대비하기 위해 하천운영의 중요성이 강조되고 있다. 일반적인 하천 시설물 점검 및 보수 계획 수립 시, 시설물의 중요도나 하천의 현황 보다는 행정적인 편의성을 고려하여 구간에 따른 육안 점검 등을 통해 일률적으로 수행되고 있다. 그러나 현재 우리나라의 하천 시설물 중 약 40% 이상이 준공연수가 30년을 초과한 것으로 파악되고 있으며, 노후화된 하천 시설물의 정확한 상태평가에 따른 보수보강 계획수립이 필요한 실정이다. 이를 위해서는 하천 시설물 관리에 있어 다양한 문제점과 관련된 자료를 수집하여 DB화하고, 모델링 및 정밀검사 등을 통해 다양한 각도에서 분석되어야 한다. 본 연구에서는 시설물통합정보관리시스템(Facilty Management System; FMS)에서 제공하는 하천 시설물 관리대장 중 테스트베드에 위치한 수문의 개별부재에 대한 상태 평가지수를 활용하여 시설물의 생애주기를 통합적으로 고려할 수 있는 성능평가모델을 제안하였다. 본 연구에서 제안된 성능평가모델은 하천 시설물의 합리적인 관리체계를 통해 분석된 결과로부터 시설관리자가 하천 관리 및 계획수립에 있어 의사결정을 할 수 있도록 정보를 제공하는 지원 도구로 활용 가능할 것으로 판단된다.

Development of Land Purchase System by Ecological Evaluation - Focusing on the Donggang Basin - (생태성 평가를 통한 토지매수시스템 개발 - 동강유역을 중심으로 -)

  • With the increasing attention of the international community on climate change and biodiversity promotion programmes, the Korean government and public agencies are trying to protect and restore the ecosystem of areas protected by law, such as waterfronts, by acquiring private land. However, the inadequate purchase system has caused various problems. In this study, an efficient and systematic land purchase system was developed through ecological evaluation, focusing on the ecological and landscape conservation areas of the Donggang basin. The ecological evaluation was developed by integrating parcel-level evaluation and regional-specific evaluation, and the overall level of ecological function was established and finalized through on-site verification. As a result of verifying the purchase land of 88 parcels, it showed a relatively high agreement of more than 85.2%, and the rest of parcels (non-agreement) were considered to have had an impact on vegetation, crop harvesting, etc. due to seasonal differences in ecological evaluation and field verification. The purchasing system was ranked according to the ecological evaluation grade based on the endangered species and the distance from the core ecosystem. As a result, the purchase priority was systematically drawn up to the 5th rank for a total of 68 parcels for the private lands of Geoeun-ri, Munsan-ri, Deokcheon-ri, Unchi-ri, Gumam-ri, and Suji-ri. This study is expected to contribute to the preservation, restoration and ecological management of purchased land in the protected area in the future by establishing and proposing a systematic land purchase system based on ecological evaluation.

A Study of the Conservation Policy and Management Status of Historic Gardens in England - Focused on the National Trust - (영국 역사정원 보전정책과 관리현황에 대한 연구 - 내셔널 트러스트를 중심으로 -)

  • This paper investigates the history, policy and status of the conservation of historic gardens in the National Trust in England and its implications for Korea. It was conducted in three phases as follows: First, related literature data was collected to understand the National Trust and its role in the conservation of historic gardens. Second, The National Trust Policy Papers: Gardens and Landscape Parks in 1996 was reviewed and analyzed into eight categories with a review of 216 gardens and interviews with gardener-in-charge via e-mail. Finally an understanding of the policy for the conservation of historic gardens was formed from the results of the previous phases, and implications were drawn from the integrated analysis guidelines of the policy and status. The key feature of the conservation of the National Trust's historic gardens is that the conservation process has been conducted systematically through acquisition, management, upkeep, advice and so on. Furthermore, the conservation principles are defined in a concise and accessible form. According to their practical conservation process and principles, the results of the National Trust activities are to appreciate the significance of the gardens and act with accountability; integration; managing change; access and participation; and training gardener and partnership. According to the results of its activities under the premise that the purpose of the conservation and the meaning of a garden do not differ significantly among nations, implications for Korea can be primarily suggested by three points as follows: First of all, a flexible approach to change in historic gardens should be managed. In response to inevitable and desirable change, anything that is added or transferred should be recorded for the future as much as possible. Therefore, everything must be recorded and any change should be managed. Second, is to provide sustainable access for the benefit for the people and visitors. The aim of conserving the gardens is for human's to eventually understand that the present generation just borrows the historic gardens before they are passed down. The ensuing implication is that people may enjoy the gardens educationally, aesthetically, and physically, and children can be continuously interested in historic gardens as apart of educating the future generation. Finally, the National Trust educates apprentice gardeners who will maintain the historic gardens and continuously keep the current garden staff up to date with workshops. This is in contrast to the day laborers who work for historic gardens in Korea. In practice, the maintenance of historic gardens is not a simple process. The gardener must understand the past, reflect the present, and prepare for the future. Therefore, gardeners deliver culture from generation to generation.

An Classification of Management Area using Assessment of Conservation Value on Forest Wetland - Focusing on Sandeul Wetland in Mt. Jaeyak, Gyeongsangnam-do - (산지습지의 보전가치 평가를 통한 관리권역 설정 -경상남도 재약산의 산들늪을 대상으로-)

  • The purpose of this study is to establish the management area using assessment of the conservation value on forest wetland, Sandeul wetland in Mt. Jaeyak, Miryang-si, Gyeongsangnam-do, Korea. The six assessment factors were selected through the review of previous researches and written evidences such as wetland vegetation, hydrological factor, soil factor, topographical factor, naturalness and risk. The assessment data were built on the basis of digital topographic maps, digital detailed soil maps, high resolution satellite images and field surveys of three times. According to the result of assessment of the conservation value and establishment the management area, the core area which has the highest conservation value was occupied by 1.9ha and the conservation area which conservation value is 2 grades was occupied by 33.7ha. The buffer area surrounded core area and conservation area was analyzed by 33.7ha. The transition area which conservation value is 4 grades showed by the widest area(151.2ha) and restoration area that is the ecological hazard area was occupied by 1.7ha. In conclusion, these results can provide methods and basic informations for conserving and managing wetlands because the management area was classified scientifically considering rational processes.

A Study on Designation and Management of Groundwater Conservation Area Using Groundwater Classification Map (지하수 분류도 작성에 의한 서울시 지하수 보전지구 선정\ulcorner관리 방안 연구)

  • The Section 12 of Groundwater Law stipulates that groundwater conservation zone should be regulated by the designation of conservation area and development restricted area, The most important policy for groundwater conservation and protection is to estimate and designate groundwater conservation zone. The groundwater classification map is utilized to determine the prime groundwater conservation areas, which delineate the first and the second ranked conservation areas of the map. According to the classification method of the Ministry of Construction and Transportation in 2000, groundwater quality for groundwater classification is classified with 4 levels based on the following conditions : (1) the present groundwater quality; (2) the potential usage as drinking water at present and in the future; (3) hydrogeological characteristics, and (4) the existence of pollution sources and activities. Throughout the initial analysis, the groundwater conservation areas are represented about 57.1$\textrm{km}^2$ in the groundwater classification map, which is 9.4% of Seoul Metropolitan Area. The management guidelines for groundwater conservation area are also developed referring to Cheju Province Groundwater Conservation Management Project and the guidelines by the Ministry of Construction and Transportation. But the specific administration and detailed technical survey should be prepared to efficiently manage the groundwater conservation area.
