Factors Associated with the Middle-aged or the Old-aged Koreans' Enrollment in Private Health Insurance (국내 중고령층의 민간의료보험 가입에 대한 영향 요인)

  • In this study we investigated the factors determining people's decision on whether to subscribe to private health insurance, on how many private health insurances they subscribe to and the average amount of monthly payment from subscribers of private health insurances. For analysis, logistic regression analysis and multiple linear regression analysis were conducted on the sample of 8,167 people using 2008 Korean Longitudinal Study of Ageing(KLoSA) data. From the analysis, whether to enroll in private health insurance is found to be greatly influenced by population and socioeconomic factors as well as regular exercise, smoking, cognitive function scores, subjective health status, hospitalization, the number of outpatient services, free primary health screenings benefits. We also found that number of private health insurances purchased is affected by age, household income, subjective health status, drinking, free primary health screenings benefits and that the average amount of monthly payment for private health insurances purchased is influenced by age, marriage status, economic activities status, subjective sense of hierarchy, household income, drinking, hospitalization. This study is expected to contribute to show the healthy role of private health insurance so that the desirable direction in expansion of health security policy in Korea can be explored further.

A Study on the Perception of Pit and Fissure Sealant using Unstructured Big Data (비정형 빅데이터를 이용한 치면열구전색(치아홈메우기)에 대한 인식분석)

  • Background: This study aimed to explore the overall perception of pit and fissure sealants and suggest methods to revitalize their current stagnation. Methods: To determine the social perception of the change in coverage policy for pit and fissure sealants, we categorized them into five time periods. The first period (December 1, 2009 to November 30, 2010), the second period (December 1, 2010 to September 30, 2012), the third period (October 1, 2012 to May 5, 2013), the fourth period (May 6, 2013 to September 30, 2017), and the fifth period (October 1, 2017 to December 31, 2022). We utilized text mining, an unstructured big data analysis method. Keywords were collected and analyzed using Textom, and the frequency analysis of the top 30 keywords, structural features of the semantic network, centrality analysis, QAP correlation analysis, and co-occurrence analysis were conducted. Results: The frequency analysis showed that the top keywords for each time period were 'Cavities', 'Treatment', and 'Children'. In the structural features of the semantic network of pit and fissure sealants by time period, the density index was found to be around 1.00 for all time periods. The QAP correlation analysis showed the highest correlation between the first and second periods and the fourth and fifth periods with a correlation coefficient of 0.834. The co-occurrence analysis showed that 'cavities' and 'prevention were the top two words across all time periods. Conclusion: This study showed that pit and fissure sealants are well accepted by the society as a preventive treatment for caries. However, the awareness of health education related to these sealants was found to be low. Efforts to revitalize stagnant pit and fissure sealants need to be strengthened with effective education.

The Influential Factors of Collaborative Governance in Community based tourism : Case Study of Goryeong-county Tourism Association (지역사회기반관광에서의 협력적 거버넌스 영향요인 연구 : 고령군관광협의회 사례를 중심으로)

  • This study identified cooperative governance status and performance and proposed policy implications for the local tourism association, which participated by a variety of stakeholders. This study is a case study and in-depth interview survey was conducted on the staff, members of the local tourism association and local government officers. As a result of the analysis, the community's desire to foster tourism and the county head's leadership influenced the establishment process. It was analyzed that the interests of participants in the local tourism association and the benefits they expected were varied. Members have been unable to participate in the operation of the association and the mutual exchanges of the members have not been active. The leadership and professionalism of the Secretariat has contributed to stabilizing the organization, and it has been shown that it needs to secure self-sustaining power through its own profit projects in the future. The Goryeong Tourism Association serves as a private local tourism promotion organization, carrying out the successful hosting of the festival and attracting tourists. In the future, however, it is necessary to strengthen cooperative networks, autonomous participation of stakeholders and cooperative coordination of interests in relation to the operation of tourism councils as collaborative governance.

  • The purpose of standards and guidelines of library service for people with disability is to provide libraries, governments and other stakeholders with a framework for developing library services for people with disability. This Paper is to Identify the constituents of standards and guidelines of library service for people with disability. These constituents are developed by analysis and investigation of foreign standards and are based on many people's advice such as members of the advisory committee. Extracted constituents of standards and guidelines of library service for people with disability are as follows: physical accessibility to library building and facilities, construction of alternative formats, access to services and programs. assistance engineering devices, web accessibility and universal design, training and staff development, cooperation and networking etc. Finally, we clarified main contents of each element to be included in standard.

Gender Sensitive Anaylsis on National Pension of South Korea (우리나라 국민연금에 대한 성인지적 분석)

  • Present study examines the gender disparity in terms of its beneficiaries or benefit amount of National Pension of South Korea from the perspective of gender sensitivity. National Pension system has been manipulated and developed in order to maximize its universality. However, substantial gender differences are still found in terms of beneficiary number and benefit amount in the program. Benefit condition and benefit structure are determined assuming that male is the primary breadwinner in household and the primary regular full time worker in labor market. Women are only counted as dependents or excluded as unstable workers. As a result, women are fully or partially excluded from the program as they are excluded in other public sector such as labor market. Women's work (such as caring and housekeeping) are not taken into account in National Pension program. Policy suggestions for the National Pension of South Korea are also provided as the last part of this paper.

  • The study is to grope for the unified device of the women's welfare policy in the United Korea by considering and comparing with the women's welfare in South Korea and North Korea centering on the women's welfare law and system among the social security laws and systems in the present both countries. The both Koreas have enforced the different women's welfare policies according to the different ideologies and constitutions. But in the welfare policy women are in the secondary stage by means of the ideology of sexual devision. It, therefore, is clear that the position of the North Korean woman goes in advance of the South Korean woman in the law and system. However, they are similar to the North Korean women in the aspects of the application of law and system. That is, both of them are discriminated not only in home and labor participation, but also in social welfare. There are the patriarchal family system and sexual devision of labor under the discrimination against woman. As though the both sexes are equal in law, the welfare law and system are applicated unequally to woman because of the ideology of sexual devision and familism which family should take the primary responsibility of welfare. From this perspective the women's welfare policy of the United Korea is not just to unify both laws and systems related women's welfare, but to search for the convergence on the higher level of quality and to make the real gender-equal society. The study suggests as the women's welfare the spread of the application of social welfare system, and social security network constructed through the mother protection policy, women's poverty and social security on basis of the primary principles such as the gender equal right as civil right, benefits of social welfare as social right, escape from the patriarchal familism, strengthening of resposibility of state and the principle of women participation in process of social welfare management. The device of women's welfare means building the social welfare system based on the real gender equality, so the unification will be the important turning point for the gender-equal society to the South-North Korean women.

Improving on Planting in Small Scale Development - The Case of Seoul - (소규모 대지의 조경 개선방안에 관한 연구 - 서울시를 사례로 -)

  • Under the Korea Building Act, anyone planning to build a building or buildings on a site over $200m^2$ must plant plants over a specific area. In large scale development this rule is adhered to well, but such is not the case in small scale development. Therefore, special attention must be given to small scale development. Thus, the purpose of this research is to analyze the current situation and practice of planting at small scale development sites in Seoul, and then suggest policies for improving them. In this study using the data covering Seongbuk-Gu and Gangnam-Gu, which was surveyed in 2002, the current situation and practice of planting at small scale development sites was analyzed. After a questionnaire survey was conducted with government officers and building owners, the same analysis was made. Then the policies for improvement were extracted. The results are as follows: 1. In superordinate planning stage, because the minimum standards are too low, those must be strengthened. Any district plan does not control planting in private building lots. This requests active application of planting in private building lots as a design control measure in district planning. 2. In the building design stage, there are no guidelines. The obligation of building set-back between adjacent buildings by the Korean Building Act produces mass shaded and inferior planting beds. The act also is blocking landscape architects' participation in small scale development. And wall installations deteriorate the streetscape and growth of plants with shading. Therefore guidelines must be made. 3. In each stage of the building permit, the permit for building completion, and maintenance the Korean Building Act is blocking landscape architects' participation in small scale development, so the planting plan is completely handled by nonprofessional persons. Therefore, the act should be amended in order to make way for landscape architects' participation in each stage of the small scale development process.

Boosted DNA Computing for Evolutionary Graphical Structure Learning (진화하는 그래프 구조 학습을 위한 부스티드 DNA 컴퓨팅)

  • DNA 컴퓨팅은 분자 수준(molecular level)에서 연산을 수행한다. 따라서 일반적인 실리콘 기반의 컴퓨터에서와는 달리, 순차적인 연산 제어를 보장하기 어렵다는 특징이 있다. 그러나 DNA 컴퓨팅은 화학반응에 기초한 연산이기 때문에, 실험자가 의도한 연산을 많은 수의 분자에 동시에 적용할 수 있으므로 실리콘 기반의 컴퓨터와는 비교할 수 없는 병렬 연산을 구현할 수 있다. 병렬 연산을 구현하고자 할 때, 일반적으로 연산에 사용하는 모든 DNA 분자들을 대상으로 연산을 구현할 수도 있다. 그러나 전체가 아닌 일부의 분자들을 상대로 연산을 수행하는 것 역시 가능하며 이 때 자연스러운 방법으로 사용할 수 있는 방법이 배깅(Bagging)이나 부스팅(Boosting)과 같은 앙상블(ensemble) 계열의 학습 방법이다. 일반적인 부스팅과 달리 가중치를 부여하는 것이 아니라 특정 학습자(learner)를 나타내는 분자들을 증폭한다면 가중치를 분자의 양으로 표현하는 것이 가능하므로 분자 수준에서 앙상블 계열의 학습을 구현하는 것이 가능하다. 본 논문에서는 앙상블 계열의 학습 방법 중 특히 부스팅의 효과를 DNA 컴퓨팅에 응용하고자 할 때, 어떤 방법이 가능하며, 표현 과정에서 고려해야 할 사항은 어떠한 것들이 있는지 고려하고자 한다. 본 논문에서는 규모를 사전에 한정할 수 없는 진화 가능한 그래프 구조(evolutionary graph structure)를 학습할 수 있는 방법을 찾아보고자 한다. 진화 가능한 그래프 구조는 기존의 DNA 컴퓨팅 방법으로는 학습할 수 없는 문제이다. 그러나 조합 가능한 수를 사전에 정의할 수 없기 때문에 분자의 수에 상관없이 동일한 연산 시간에 문제를 해결할 수 있는 DNA 컴퓨팅의 장정을 가장 잘 발휘할 수 있는 문제이기도 하다.개별 태스크의 특성에 따른 성능 조절과 태스크의 변화에 따른 빠른 반응을 자랑으로 한다. 본 논문에선 TIB 알고리즘을 리눅스 커널에 구현하여 성능을 평가하였고 그 결과 리눅스에서 사용되는 기존 인터벌 기반의 알고리즘들에 비해 좋은 전력 절감 효과를 얻을 수 있었다.과는 한식 외식업체들이 고객들의 재구매 의도를 높이기 위해서는 한식 외식업체의 서비스요인, 식음료요인, 이벤트 요인 등을 강화함으로써 전반적인 종사원 서비스 품질과 식음료품질을 높이는 전략을 취해야 한다는 것을 시사해주고 있다. 본 연구는 대구 경북소재 한식 외식업체만을 대상으로 하여 연구를 실시하여 연구의 일반화와 한식 외식업체를 이용하는 이용 고객들이 한식 외식업체를 재방문하는 재구매 의도가 발생하는데 있어 발생하는 과정을 설명하는 종단적 연구를 실시하지 못한 한계점을 가지고 있다.아직 산업 디자인이 품질경쟁력에 크게 영향을 미치는 성숙단계에 이르지 못하였음을 의미한다. (2) 제품 디자인에게 영향을 끼치는 유의적인 변수는 연구개발력, 연구개발투자 수준, 혁신활동 수준(5S, TPM, 6Sigma 운동, QC 등)이며, 제품 디자인은 우선 품질경쟁력을 높여 간접적으로 고객만족과 고객 충성을 유발하는 것으로 추정되었다. 상기의 분석결과로부터, 본 연구는 다음과 같은 정책적 함의를 도출하였다. 첫째, 신상품 개발과 혁신을 위한 포괄적인 연구개발 프로젝트를 품질 경쟁력의 주요 결정요인(제품의 기본성능, 신뢰성, 수명(내구성) 및 제품 디자인)과 연계하여 추진해야 할 것이다. 둘째, 기업은 디자인 경영 마인드 제고와 디자인 전문인력 양성을, 대학은 디자인 현장 업무를 통하여 창의력 증진과 기획 및 마케팅 능력 교육을, 정부는 디자인 기술개발 및 디자인 교육지원의 강화를 통하여 각각 디자인 경쟁력$\righta

Analysis of changes National Health Insurance Policy and Claim Data of PET (양전자단층촬영 건강보험 적용 정책 및 이용량 변화에 관한 연구)

  • In this study, the health insurance application of PET and the change in the pay standard were examined, and the amount of health insurance use over the past 10 years was analyzed. Positron tomography was applied as health insurance in 2006, and after 18F-FDG was first applied as health insurance, positron tomography tests using various radioactive isotopes have been applied as health insurance. As of 2019, the number of positron emission tomography tests was 198,651 cases, and the treatment amount was about 88.3 billion won, and the number of tests according to general characteristics was higher in men than in women, and by age, the number of tests was the highest in 60s. The number of outpatient examinations was higher than that of inpatient examinations, and the number of examinations in tertiary hospitals(68.2%) was significantly higher than that of general hospitals and hospitals. As for the test site, torso test was the most common at 86.6%, and radioisotope was the most at 93.6% using 18F-FDG. The change in the use of PET for 10 years increased steadily from 2010 to 2014, but the amount of use decreased sharply afterwards as the recognition of asymptomatic long-term follow-up tests was deleted due to the government's change in health insurance application standards in 2014. As changes in health insurance standards have a great influence on changes in health insurance usage, continuous monitoring will be required in the future.

A Comparative Assessment Between ACSS of Canada and FedACH of America as a Electronic Payment System (전자결제시스템으로서 캐나다의 ACSS와 미국의 FedACH의 비교연구)

  • This paper discusses on Electronic Payment System between U.S.A. and Canada. In particular, I focused on ACSS compare with FedACH(Fed Automated Clearing House) to advance a research effects. Because both of them is a low-value, high-volume retail payment system which their countries represent. The ACSS(Automated Clearing Settlement System) is the system through which the vast majority of CPA payment items are cleared, through various payment streams. In 2014, ACSS system cleared approximately 6.8billion payments worth a total value of $ 44.9 trillion. While, The FedACH Network are the center of America Commerce, moving more than $40 trillion each year. That's made up of almost 23 billion electronic financial transaction, including direct deposit via ACH, social security and government benefits, electronic bill payments such as utility and mortgage payments. Thus in this article, first of all, I considered features of payment system and the types of payment items between ACSS and FedAch. Second, I analyzed the status of central bank and legal background. Third, I focused on the operational policy and risk aversion policy. Lastly, I suggested that their payment and banking system have to assume, with good reason, more efficiently accurately and securely operation to protect their customer from credit risk and financial fraud.
