A Comparison of the Quality in Public and Private Child-Care Center (국공립 보육시설과 사립 보육시설의 질 비교)

  • 본 연구의 목적은 국공립 보육시설과 사립 보육시설을 구조적, 과정적, 소비자 관점의 질 등 세 가지 질의 관점에서 비교하고, 이들 세 가지 유형의 보육의 질 간의 관계를 알아보는 것이었다. 이를 위하여 서울시에 위치한 국공립 보육시설 8개소와 사립 보육시설 8개소를 관찰하고, 이 보육시설들을 이용하는 어머니 293명을 대상으로 질문지 조사를 실시하였다. 그 결과, 국공립 보육시설과 사립보육시설은 구조적 질과 소비자 관점의 질 측면에서는 유의한 차이가 있지만 과정적 질 측면에서는 유의한 차이가 없는 것으로 나타났다. 그러나 공립과 사립 보육시설의 과정적 질이 유사함에도 불구하고 소비자로서의 부모들은 공립 보육시설에 더 만족하는 것으로 발견되었다. 또한 보육시설의 구조적인 질은 과정적 질, 소비자 관점의 질과 상관이 있으나 과정적인 질은 소비자 관점의 질과 유의한 상관이 없었다.

Cognition on Quality of Childcare-center between Mothers and Directors (보육시설의 질에 대한 어머니와 보육시설장의 인식 비교)

  • This study was to explore the cognition of mothers and directors about the quality of childcare centers and analyze the differences of cognition of two groups. The subjects were 166 mothers and 178 directors in Gwanak-gu, Seocho-gu, Dongjak-gu in Seoul and Suweon-city, Anyang-city in Gyeonggi-do. The instrument of this study was the questionnaire on the quality of childcare center developed by researcher. The collected data were analyzed using t-test in SPSS 12.0 program. The major findings of this study were as follows: First, mothers evaluated that process area was the most important area, followed by service and structure area. Second, directors evaluated that process area was the most important area, followed by structure and service area. Third, directors evaluated overall quality of childcare center higher than mothers.

  • The purpose of this study is to understand principals' difficulties in opening procedure of employer-supported childcare center. Participants of this study were 5 principals of employer-supported childcare center. This study was carried out as a qualitative study with several in-depth interviews in group and individually. The results of this study were as follows: Principals of employer-supported childcare center have hard time 1) due to the lack of understanding of the person in charge about the distinctive nature of childcare center 2) in the relationship with consignee 3) due to collective demands of parents 4) because of the complex administration system 5) because of operation applied to the characteristics of the consigner.

A Qualitative Study on Center Directors' Experience about Integrated Child Care for Infants with Disability (보육시설장의 장애 영유아 통합보육 경험에 관한 질적 연구)

  • The purpose of this study was to analyze center directors' experience about integrated child care for infants with disability, and to understand positive and negative awareness of integrated child care. This study conducted in depth interviews of six child care center directors. The result of this study was that there were 12 categories, 25 lower categories and 82 concepts. The central phenomenon was 'difficulty from integrated child care implementation'. To overcome the central phenomenon, the cause and effect strategies were 'positive attitudes toward obligated education', 'continuous studies on integration', and the result was 'preparation for desirable integrated child care center'.

  • The purpose of this study is to investigate the principals' and teachers' assessment about the assistance program for the evaluative accreditation of child care centers. Subjects were 138 teachers and principal who work in private(family) child care center in D and G city. An instrument to survey of this study was 'Assistance Program Evaluation Scale for the Evaluative Accreditation of Child Care Centers'(Nam, 2010) and 'Self-Assessment of Developmental Levels for Kindergarten Teacher'(Baek & Jo, 2004). Data were analyzed by paired t-test and ANOVA With SPSS 18.0 Version. The results of this study were as follows: First, there were significant differences in the both 'assistance system category' and 'assistance content category' between child care teacher group and principal group. Second, there were significant differences in the 'assistance content category' between the high group and the low group in expertise level. Third, significant differences were found to exist between a second-grade certificate level of child care teacher and a first-grade certificate level of child care teacher in terms of 'assistance domain'.

The Perception Types of the Directors on PCC Financial Management and its Improvements (민간보육시설 재정관리에 관한 시설장들의 인식유형과 개선방안)

  • This study is to grasp its characteristics by typing a subjective perception of directors on a private childcare center(PCC)' financial management. This study is used the selected 25 statements and 27 directors performed the Q sort. As this result, the three types were derived. Financial Independence Type perceived that a finance accounting rules for PCC has to revised, and it is in need of guarantee of PCC' independency. Public Childcare Type is a type that a government support on PCC is aided as much as support of a National/Public childcare center. Project Support Type is the type that a rule enactment and support is correspond to a scale and characteristics of PCC. Based on the result of research, I presented a implications and suggestions on a childcare policy.

The Nature and Challenges of Childcare Policies for Working Mothers in Korea (취업여성을 위한 보육정책의 특성과 과제)

  • 이 연구는 취업여성을 대상으로 추진되고 있는 한국 보육정책의 특성을 분석한다. 우선 취업여성을 대상으로 하는 기존 보육정책의 규정들은 무엇보다 성 평등의 관점에서 볼 때 불완전하다. 취업여성의 육아가 사회의 책임, 남녀공동의 책임이라는 인식에 못 미치고 있다. 둘째, 기존 보육정책은 일반적인 취업여성의 대리보육 지원을 표방하고 있지만 실제적으로 저소득층 영${\cdot}$유아, 영아보다는 유아에 대한 보육지원에 역점을 둠으로써 취업여성의 실제 보육수요를 충족하지 못한다. 셋째, 정부는 강제적 규정, 재정지원의 확대라는 조치들을 통해 취업여성의 보육을 지원하고 있으나 그 수준은 그렇게 강력하지 못하다. 넷째, 정책결과의 관점에서 볼 때, 그동안 보육시설은 상당한 정도로 증가하였으나 공공보육시설, 직장 보육시설의 비율은 매우 낮다. 육아휴직 정책 역시 전체적 이용률이 낮은 수준이며, 남성의 이용률은 특히 낮은 것으로 나타난다. 기업체 및 근로자의 보육실태에 대한 사례조사 결과에서도 취업여성의 육아부담은 여전히 매우 높으며, 특히 가족에 의한 대리보육 비율이 높은 것으로 나타난다. 이 연구의 정책적 함의는 보육정책이 취업여성의 육아부담을 경감하여 고용평등을 제고하고, 출산율 향상을 도모하는 방안과 연계되기 위해서는 정책의 보완이 요구된다는 것이다.

Childcare Facilities, Private Education Expenses, and Birth Rate: Evidence from Korean Regional Data (우리나라 지역별 자녀 양육환경과 출산율에 관한 실증분석)

  • This study attempts to assess the effects of childcare facilities and private education expenses on birth rate and also, to examine whether or not the quality and reliability of childcare facilities affect birth rate. Private education expenses are proxied by the number of private educational institutes or their employees. The study measures the quality and reliability of childcare facilities either by the number of employees per childcare facility or by the ratio of childcare facilities with less than 10 employees to total facilities. Empirical analysis is carried out with a cross-sectional data of 232 areas (si/gun/gu) in 2009. Empirical results indicate that the number of childcare facilities or their employees tended to increase birth rate, while private educational expenses had no effects on birth rate. It appears that the presence of good and reliable childcare facilities contributed to an increase in birth rate. The results provide several policy implications for an increase in fertility.
