  • 본 논문은 실시간 수급균형 및 안전도 유지를 책임지는 계통운영자가 효율적인 시장운영을 위한 보조서비스 확보를 위해 체계적인 보조서비스 제도 수립에 근간이 되는 보조서비스의 가치산정 및 적정보상에 대한 합리적 근거를 제시한다. 보조서비스 개선방안에 따른 시장참여자의 정산영향 평가 및 분석을 위한 비용분담, 수익배분 시뮬레이션을 수행하였다. 보조서비스 비용요소를 발굴하여 비용산정에 반영하고 비용분담 방안을 제시함으로써 전력계통운영에 필수적인 보조서비스 공급에 대한 유인이 확대될 것이다.

  • BLDC 전동기의 제작시 영구자석의 가격은 전체 가격을 결정하는데 높은 비중을 갖는다. 이런 영구자석의 크기를 최적화시킬 수 있다면 비용절감이 예상된다. 본 논문은 BLDC 전동기에서 고가(高價)의 영구자석의 재료비용을 절감시키기 위한 설계방법을 제시한다. 기본적인 설계방법은 영구자석 내부에서 적정한 동작점을 갖는 한계 내에서 영구자석의 크기를 줄이는 것이다. 그리고 전동기의 전체크기를 비례적으로 증가시킴으로써 요구되는 기본파 자속을 보상한다. BLDC 전동기의 자기적 특성은 유한요소법을 사용하여 해석하였다. 회전자의 위치에 따라 계산되는 유한요소 해석결과의 magnetic vector potential을 이용하여 권선의 자속을 계산하였고, 기본파의 성분은 푸리에 변환으로 얻었다. 설계사례로서 영구자석 대 기타부분의 비용을 각각 80/20, 70/30, 60/40, 50/50으로 가정할 때 기존 전동기 비용에 대해서 크기가 새로이 조정된 전동기 비용을 비교 검토하였다.

Compensation Characteristics or Distorted WDM Channel dependence on Variation of Fiber Dispersion (광섬유 분산 변동에 따른 왜곡된 WDM 채널의 보상 특성)

  • In this paper, compensation characteristics of distorted WDM channel due to both chromatic dispersion and self phase modulation (SPM) is numerically investigated under the assumptions of non-uniformly distributed fiber dispersion, in order to inspect the application of mid-span spectral inversion (MSSI) to any exact transmission links. The MSSI is compensation method used in this approach. This method has an optical phase conjugator (OPC) placed in mid-way of total transmission length to compensate distorted WDM channels. It is confirmed that MSSI will become applicable to long-haul WDM systems by controlling input light power of transmission channels, when the averaged dispersion of both fiber sections with respect OPC was varied and distributed unequally each other. Applying MSSI to long-haul WDM system, it is possible to remove all in-line compensator, consequently it will be expected to reducing system cost.

Accidental Mortality and Compensation Payment in School Activities among Elementary, Middle and High School Students in Seoul over Twenty Years (1988-2007) (서울시 초.중.고등학교의 20년간(1988-2007) 교육활동에서 학생의 사고 사망률 및 보상비용)

  • Purpose: The purpose of this study was to identify accidental mortality during school activities of students in elementary, middle or high school in Seoul and consequent compensation payment. Methods: Fifty-eight students died due to accidents during the period 1988 through 2007. Data were obtained from the Seoul School Safety and Insurance Association, and Seoul Metropolitan Office of Education. Chi-square, t-test, and ANCOVA were used in the data analysis. Results: Among students, 75.9% were male and 37.9% were high school students. Accidental mortality was 1.61 per one million students (2.33 for male, and 0.82 for female students, and 0.93, 2.13 and 2.31 for elementary, middle and high school students, respectively). Mortality caused by drowning and falls per one million student was 0.85 and 0.74 for male, and 0.23 and 0.35 for female students. After age, year and cause were adjusted using ANCOVA, the mean compensation payment was 40,615 thousand won for male, and 62,000 thousands for female students. Highest compensation payment was 127,137 thousand for cerebral concussion after age, gender, year and cause were adjusted. Conclusion: To decrease student accidental mortality, especially drowning and falls, development of efficient safety-enforcing education is essential to prevent injuries and avoid preventable compensation costs.

  • With the rapid development of oil and chemical industry in the late 20C, massive transportation of oil by oil tanker vessel has grown and it caused the big oil pollution accidents. When oil spill from the oil tanker, damages reach into the astronomical figures in economically and damages affect wide area and many people with break the balance of ecosystem. Recently in Korea, the oil pollution accidents has occurred frequently as growing of oil consumption and it caused large-scale damages to the victim. Oil pollution in Korean offshore takes not only korean fishermen from their life ground and break the ecosystem but it takes too much time and money to recover. To minimize oil pollution damages, it is necessary to make pre-caution effort as a ship owner and relevant government bodies should endeavor to prevent from more damages. But once oil pollution accidents occurs in territorial sea, compensation for victim fishermen is very important. But it is true that compensation is not paid to victim smoothly. So this study aims at the problems of oil pollution compensation to the Korean victim and find the best way to get reasonable compensation.

  • 최근 신재생에너지 발전시스템 등 분산전원 시스템을 활용하는 경우가 증가함에 따라 마이크로그리드의 효율적인 제어와 안정성에 대한 연구가 활발히 이루어지고 있다. 분산전원 발전설비를 마이크로그리드에 연계하기 위해서는 계통연계 인버터가 필수적으로 요구된다. 계통연계 인버터를 구성하기 위해서는 계통전압과 인버터 출력 전류 등을 측정하기 위한 센서가 요구되며 이는 계통연계 인버터의 생산비용을 상승시키는 원인이 된다. 본 논문에서는 계통연계 인버터의 경제성을 향상시키기 위해 전압센서를 사용하지 않는 새로운 인버터의 제어기법을 제안한다. 제안된 기법은 전압센서를 사용하지 않고 인버터 출력전류 정보와 외란관측기를 이용해 계통전압을 추정한다. 하지만 외란관측기로 계통전압을 추정하는 경우 관측기의 한정된 대역폭으로 인해 추정 계통 전압에는 위상 지연이 발생하며 이는 제어 성능 저하의 원인이 된다. 이러한 문제를 해결하기 위해 추정 계통 전압의 위상지연을 보상하기 위한 위상 보상기법이 설계된다. 제안된 기법의 안정성과 성능이 시뮬레이션 및 실험을 통해 입증된다.

  • 현재의 고출력 LED (Light Emitting Diode)는 긴 수명시간, 적은 유지보수 비용, 그리고 고효율의 특징으로 차세대 조명 소자로 각광받고 있다. 본 논문에서는 Two-stage LED 구동 회로에서 온도 변화에 따른 정전류 제어가 가능한 LED 구동 드라이브의 효율을 개선하기 위해 입력 전압을 기본 전압으로 하고 LED 출력전류를 통한 전압 변동분 만을 전력변환하여 보상 할 수 있는 LED 구동 드라이브 회로를 연구 하였다. 제안된 비절연 전압 변동분 보상회로는 기존 DC/DC 컨버터를 이용한 LED 구동 드라이브에 비해 효율이 개선 되었음을 실험을 통해 알 수 있었다.

A Review on the Relationship of the Life Salvage and its Remuneration (해상인명구조와 보상체계에 관한 고찰)

  • Under the general maritime law, a life salvor has no claim against the person saved, and a pure life salvor has no right to compensation from the owner of the ship or its cargo. This harsh rule, which treats the salvor of life less generously than the salvor of property, has been modified by international conventions, statutes, so that life salvors may expect a reward in most cases. It is, especially, unreasonable that a prerequisite of a salvage award is that at least some of the property must be saved, because life of a person can not be compared to values of goods such as vessels and cargoes. Also it is not understandable that only pure life salvors can not expect a reward for the saving of life from the owners of the property. In the meantime, according to Article 39 of the Korean Maritime Search and Rescue Act (hereunder, KMSARA), any person who has gave assistance and rescued in accordance with a governmental officer's order may get a compensation for their time and labour. The above mentioned compensation which is stemmed from the KMSARA may play a role as a compliment for the lack of enough compensation to a life salvor. This means that even though a life salvor failed to save property, he may expect a minimum compensation from the KMSARA. However, it should be recognized that when a life salvor is entitled to both remuneration for the salvage of life and recourse of expenditures from the KMSARA, the total remuneration shall be paid only if and to the extent that such remuneration is greater than any reward recoverable by the salvor under the Korean Commercial Code and the KMSARA.

Improvement Directions of Interconnection Charge Regimes Between Networks (경영효율성을 고려한 접속료규제제도 개선방안)

  • The current interconnection charge regimes is based in fully distributed costing method. Basically this method doesn't give the incument carrier the incentive to promote efficient business operations. In this paper, 1 suggest the adoption of price cap regulation to interconnection charge as incentive schemes and review important considerations in its applications. Additionally I suggest the basic structure of the network costing model for applications of incremental costing method.

  • Pre-compensation and post-construction policy'(PCPC) is a part of $\ulcorner$public project performance improvement policies (PPPIP)$\lrcorner$ whose purpose is to reduce the construction project cost by $20\%$. This research focuses on measuring the quantitative and qualitative impacts of PCPC public construction project. The evaluation of PCPC was conducted using five performance indices which are measuring performance improvement in terms of project cost and schedule. The analysis results show that implementation of this policy reduced $4.8\%$ of public construction project budget while playing a positive role in shortening the project schedule.
